murder conviction. this is "today in the bay." good tuesday morning. i'm ginger conejero saab. laura garcia has the day off. >> and i'm marcus washington. we're broadcasting not only on television, but you can catch us live on roku, amazon fire, apple tv, and online. >> first, taking a live look outside, it was a rainy night for parts of the bay area, making that wet road -- those wet road conditions, i know i experienced some of that this morning. we're going to take a look at the commute times with mike in just a moment. but first we're going to check out the weather. is the rain still going to continue? >> for a little while. i think for most of our early morning commuters, they'll have to deal with that. take a look at storm ranger. only a couple of light showers for parts of the north bay. much of the rain has already cleared out. we can see it over parts of the east bay as you're driving through richmond, over toward oakland, you can see the rain. also for san francisco, all the way up and down 101 and 280, we

can see the showers coming down the peninsula into san jose, as we're just now starting to see rain in the last 30 minutes arriving in the south bay. so this is a look at the larger view of that system that's going to be with us for the next couple of hours. but notice by 8:00, it's already starting to clear out, so this is going to be an early morning rain and then we'll just see a couple of spotty light showers here and there, mainly farther to the north, around ukiah and northward. we are going to see this quickly tapering off, but right now the roads are wet. >> the blurry lens, that might be what you encounter if you don't have wipers in good condition. also, make sure if you have time, that you have wiper fluid because even just a little bit of water can cause that to be a blurry situation. here is the radar, it's coming through the south bay and moving through the east bay, tri-valley still getting hit with a lot of active rain, and the green highlighting means there will be slick roadways in many parts of the bay's commute, including

much of the north bay. over here we do have reports of crashes that are on the shoulder. i'm not sure about the lane status, although the last tense hasn't shown any slowing just outside the tunnel. no slowing getting out of san francisco. we'll track all of these, of course. back to you. >> thanks, mike. a big talker from a lot of people. the mask mandate for travelers is changing. >> this comes after a federal judge in florida struck down the mask mandate on planes, trains and buses, ruling that the government has no authority to require travelers to wear masks as a way of slowing the spread of covid. >> now bay area agencies are following suit. both b.a.r.t. and amtrak telling us that they are dropping that policy. >> but masks are still required for vta, ac transit and san francisco muni riders. "today in the bay's" cheryl hurd has a reaction from travelers at sfo.

>> reporter: passengers arriving from newark, new jersey, hearing something similar to this while in the air. >> you may remove your masks. >> reporter: nbc bay area's planning manager was on that newark to san francisco flight when her captain broke the news that passengers and crew members no longer had to cover their faces. >> immediately a flight attendant came on after him saying she's happy about it and she's going to be wearing her red lipstick. >> reporter: she said some applauded, while others let them know that they disagreed with the announcement. >> they stood up and made their own announcement in the middle of the aisle and said we applaud those who will continue wearing the masks. so there was a little tension mounting on the plane. >> i think it should be a personal choice. people who want to wear masks, wear masks, great, that's fine. >> reporter: a federal judge in florida struck down the federal

mask requirement on planes, trains, buses and other transportation. this taking place less than a week after the cdc extended it through may 3rd. tsa is following suit, no longer requiring masks. retired commercial pilot doug wright says dropping the mask mandate is long overdue. >> the airlines have asked for this relief for some time. they've spent millions of dollars sanitizing their aircraft, putting new procedures in place. >> reporter: procedures one stanford infectious disease doctor says may not be enough. he is in favor of face protection while on planes. >> if you're really cramped up next to other people, i would keep our mask on, i would wear a high filtration mask because it's not worth getting sick and being out of work. >> reporter: cheryl hurd, "today in the bay." from mask rules to vaccine mandates, we're tracking the changing guidance to help you move forward. just go to

taking up the issue of dna from rape kits being used in criminal cases. it comes after the victim of a sexual crime was recently arrested in connection to a property crime in san francisco based on her rape kit dna. today supervisors will consider a new ordinance that would protect victims of sexual assault by limiting how rape kit dna is stored and handled. state lawmakers introduced a similar bill last month. after spending the last 32 years behind bars, wrongfully convicted of murder of his friend, joaquin ria is being exonerated of the crime. a san francisco judge absolved joaquin ria yesterday saying he was wrongfully convicted of a shooting death of his friend. now, he's been serving a life sentence. we spoke to him from jail about the judge's ruling.

rising costs and interest rates. today a report on housing, johnson & johnson, american express, travelers and netflix. amazon is reportedly working on a mystery augmented reality smart home product. it is reported amazon is hiring people to work on a new world smart home item. many companies are dipping their toes into virtual reality devices. meta already makes the headset and smart glasses and aims to release its own glasses in 2024. apple's long rumored vr headset may launch next year and google hopes to ship it's in 2024. and instagram is now allowing all users of public accounts to tag products in their posts. the option had been limited to brands and some creators. instagram has said the idea is to help people support their favorite small businesses. for now, you won't get a cut of sales if you tag products, but instagram has tested affiliate

good tuesday morning. it is 4:47. before you head out for work, turn those sprinklers off. we have some rain moving through. as we take a look at storm ranger, we can see those showers for the most part starting to clear the north bay after leaving about 0.1 to 0.25 of rain. we're seeing a little more coverage for parts of contra costa county, extending up toward antioch and as you head down to 680 through san ramon you're seeing showers passing by. for the peninsula, our storm ranger picking up on not as much rain, just kind of misting and drizzling and it does get heavier as you head down toward mountain view and it's approaching morgan hill within

the next 15 to 20 minutes. as we take a look at the bigger view, we can see a long line of rain moving through and it's not that widespread. so as it quickly sweeps through, then we clear out the rest of the day. we could see a couple of spotty light showers left behind, but overall the trend will be for more sunshine and much of the rain we see this morning. for tomorrow afternoon, our second storm system arrives, starting first in the north bay and we're going to see the rain continue off and on throughout the day on thursday and into friday. today our high temperatures reach up to 60 degrees for san francisco, 66 in fremont and livermore, and for san martin, san jose, we're in the upper 60s. then for tomorrow with the afternoon rain arriving, once again, first starting in the north bay, temperatures will be cooler with santa rosa reaching 59 degrees, but some upper 60s for the south bay. then on thursday we all cool off, only reaching into the low to mid-60s as we see the periods of showers. take a look at how widespread

that rain will be on thursday. and you compare that to what we're getting this morning and it's just kind of an appetizer for a bigger storm system coming our way. saturday is dry, sunday is dry. next week we'll see a storm system moving closeby, but it may take on the pattern of what we've seen a lot this season, staying well to the north of us. it's great that at least in the near term we have a lot of snow headed for the sierra, maybe close to 30 inches in some spots, and we're also going to see in parts of the north bay, between now and friday, the possibility of getting an inch or more, about 0.5 inch of rain elsewhere. it's great to see the soaking of rain. then we go back to dry weather. the temperatures start to bounce up on sunday into monday, near 80 degrees. so i'm looking forward to keeping the cool weather and kind of wet weather for now.

in san francisco, 50s and low 60s through the weekend. >> kari, we have a couple details. the first one was it's a solo car crash. it talks about the car going off the road and hitting a light pole and maybe some sparks. that may complicate things. but there haven't been a lot more updates and nothing about a major injury. that's great news. the slick roads, orinda, toward oakland, no major problems for the tunnel itself. this is just shy of the tunnel there. a crash north of the banicia bridge, no lanes blocked on the span itself. wet roadways throughout the east bay, contra costa county, alameda county and the south bay as well. >> thanks a lot, mike. we are all spending hundreds of dollars more every month due

to inflation. consumer prices are up 8.5% in march from a year ago. now, that also includes food, up 8.8% from last march, and gasoline, which rose 48% from last march. i spoke to the bank of the west chief economist scott anderson about these rising costs and the growing recession concerns. >> it's quite concerning, we're seeing the worst inflation in 41 years right now. it's already impacting consumer confidence and consumer spending power and it's also causing the federal reserve to signal faster and more aggressive interest rate hikes, which means higher interest rates for all consumers on credit cards, on mortgages, and this is going to weigh further on the housing market. it is already starting to affect consumer discretionary spending, as well as durable goods spending, things like cars. we're seeing sales starting to soften already. so consumers right now are

having to focus on necessities of food and shelter and gasoline to get to work every day. >> scott, that's what a lot of people are feeling these days. what's the likelihood that we could see a recession this time next year? >> the chances are rising significantly. i would place the risk of recession over the next 12 to 18 months right now at one in three, so that's pretty high. usually the probabilities are around 10% or 12% in that sort of timeframe. so this is a sign, and it could go higher as the fed continues to raise rates. so it's important to start planning for the possibility here. >> scott, what are some tips that you have to help people keep their spending down and keep up with these rising prices? >> well, consumers are going to have to keep a budget. i mean, really try to stick with that budget every month and even factor in the fact that their grocery bill may be going up

every week a little bit. so try to factor in a little bit of room for a higher budget in the months ahead. this is something we haven't really had to deal with in about 40 years, so i don't think a lot of consumers are used to the fact. the othereing able to hold off on spending because they think prices are going to drop in the future. but in an inflationary environment, prices just keep going up. if you're planning on making a big purchase, it might make sense to make that purchase earlier rather than holding off, because it will only get more expensive down the road. >> now, i talked to the chief economist about a lot more. you can see the whole interview on our nbc bay area streaming app. download it for your roku, apple tv or amazon fire and look for the interview under our must-tee tab. before lighting up, there are some rules you need to know about when it comes to san francisco's celebration.
