on the eastern part of ukraine. we'll have a report from the region coming up in a few moments. we begin with the major mask update. a federal judge halting the cdc's mask mandate for planes, trains, buses and other forms of public transportation. and overnight, uber has announced it is dropping the mandate as well. updating its policy to say, as of april 19th, 2022, riders and drivers are not required to wear masks when using uber. all of this coming as some parts of the country are still seeing a rise in covid cases. talk about that and more with dr. richard besser in a moment. we begin with tom costello at reagan national. good morning. >> reporter: good morning. we are seeing faces here in the airport now that the cdc has officially dropped the mask mandate. tsa has done the same thing, of course. the cdc recommending that you wear a mask if you're traveling for your own protection and the airlines are pretty much leaving it up to individual passengers. if you want to mask up, that's

fine. if you don't want to, you could drop the mask. >> the security administration will no longer enforce the mandate requiring masks in the airport and aircraft. [ cheers and applause ] >> reporter: this morning many travelers are breathing a deep sigh of sigh of relief without the masks. >> masks will be optional this evening for all crew and passengers as well. >> reporter: the nation's largest airlines all dropped their mask requirements just hours after a federal judge ruled the cdc overstepped its legal authority. a trump-appointed district court judge writing, our system does not permit agencies to act unlawfullily even in pursuit of desirable ends miguel almaguer talking to travelers on one of the first flights after masks became optional >> i was like thank you. we can breathe again we are so happy. >> we're both vaccinated is.

so you know what masks done. >> reporter: the ruling days after the cdc announced it was once again going to extend the public transportation mask mandate until may 3rd. following the judge's decision the tsa announced it would rescind new security directives set to take effect today this morning, you may be able to drop the mask on the way to the airport too. uber announcing drivers and passengers are no longer required to mask up while using the service. for the skies, some airline employees set to police mask wearing, relieved. >> it was absolutely stressful there are people on one side who don't want to wear the mask and you have the other extreme, the moment somebody takes their mask off to eat or drink, somebody is hitting the call button. >> reporter: averaging more than the million people every day over the past holiday weekend. the head of the flight

attendants union says that even though masks are optional, there may be an adjustment period. >> we understand from one flight to the next you might be given different instructions practice patience with each other, respect for each other. we can get through the change just like all the others >> reporter: this morning, new hope the skies will become friendlier for everyone. >> it will no longer be such an us versus them situation >> reporter: a lot of families may not be comfortable flying without the mask, especially if you have someone who is immunocompromised, young children that's fine. you can wear the mask, but it's no longer required and various subway systems nationwide have different messages here in d.c., the mask mandate is dropped in new york, it's still in effect it really varies from city to city across the entire country, savannah. >> it's changing rapidly joining us now is dr. richard besser, now president and ceo of

the robert wood johnson foundation good morning >> good morning. >> that was fast almost as soon as this ruling comes down, so many of the airlines that had been pushing for the mask mandate to expire, lifted their requirements. let's set aside for the moment whether or not you agree with the legal ruling do you have any safety, public health concerns right now about these masks coming down? >> savannah, we all want to get back to our lives as we knew them before the pandemic, and, you know, the good news is across the country we're seeing easing of a lot of restrictions as the risk to people goes down. you know, i had hoped that the transit requirement for masks would be one of the last things that went away and the reason for that is, that there are a lot of people who don't have a choice when it comes to travel. and there are people who have disabilities, who have medical conditions that put them at greater risk who are in situations where they are shoulder to shoulder with fellow passengers on a bus, on a train, in a subway.

and if the people around them are no wearing masks, yes, people can wear their own masks, but there's added protection when you're that close for a long period of time, if those people around you also have a mask i would hope that people would respect those around them, and if there are people around you who are wearing masks, that you put yours on it's not a big thing to do. >> we mentioned that some of the public transit agencies around the country have differing rules. is there a public health difference in your mind between the safety of airline travel, airport travel versus a subway or a metro >> i think there is. it's a bit counterintuitive, but actually, the air flow on airplanes is much better than you'll see in other transit situations on an airplane, the greatest risk is from those people right next to you or maybe the row in front or the row right behind you. on a subway in new york, i ride the subway a lot, you're often

in a car with people very, very close to you without that same kind of air flow people who work in those situations, so, we are getting to a point in this pandemic where our lives are getting back towards normal but i would encourage people to follow their public health required by law. my biggest concern is that if the cdc loses its power to prevent the spread of infectious diseases between states or coming into the country, we're all at great risk. so i hope that this ruling is challenged because in the next pandemic, the next big public health crisis, we want the cdc to be able to put in scientifically based, rational restrictions that protect people's health. >> dr. richard besser, thank you very much. a spring storm is making it

feel more like winter for millions of americans. that storm pummelling parts of the northeast with cold weather and heavy snow in a few moments, we'll get dylan's full forecast. first we go to kathy park who has been standing in a snowy syracuse, new york, area for a while now. it looks like it's coming down pretty heavy there >> reporter: hey, craig. good morning to you. what is wrong with this picture? the calendar says mid-april, but it looks and feels like january. overnight, the temperature took a dip so it witswitched over to heavy, wet snow. meanwhile, in other parts of upstate new york, they could be looking at a foot of snow when this is all over >> reporter: this morning, winter roaring back with a rare spring snowstorm blowing through the ohio valley catching many people off guard. >> i was surprised, shocked.

>> reporter: overnight, with temperatures falling, the rain switched over to heavy, wet snow at times coming down hard and piling up. damaging winds also leading to scattered power outages. >> there's so many signs that things are really crazy in the world. i mine, i just consider this one more. >> reporter: the blast of winter weather slammed parts of pennsylvania and ohio creating a slushy mess for drivers. while air travelers looked on a snowy scene in detroit, waiting to take off. >> this is the last day of my spring break and i was like, oh, all right, what a way to end >> reporter: more than 5 million people are under winter storm warnings and advisories, with snow totals expected in upstate new york a late season snowstorm putting the brakes on spring but not on spring blooms. meanwhile, the snowstorm is causing problems this morning. tens of thousands of customers

throughout the state of new york are without power. now if you are over all of this winter weather, not to worry, this snowstorm is starting to taper off later on this afternoon and i can tell you some good news here in syracuse, it's set to be in the 70s on sunday so back to spring. back to you. >> we're all over it kathy get inside. let's find out where this storm is headed. dylan, good morning. >> spring you have the ups and downs, the snowstorms and temperatures back in the 70s today areas just west of scranton picked up over a foot of snow. we do still have winter storm warnings these will last through this evening and the snow is still heavy. it's still falling in scranton agric albany is on the rain/snow line and the heavy rain we saw in new

york city, that's almost over. the storm will continue to lift off to the north winds will become a concern as we go into this afternoon. we're looking at those wind advisories in effect for parts of new england, also back through areas into north-central pennsylvania where winds could gust up to 30 to 40 miles per hour, especially along the coast. nantucket could see wind gusts up to 43 miles per hour. it is going to be very cold and very bitter on the backside of this storm system with additional snowfall amounts up to 4 to 6 inches, especially across upstate new york. but then it's over, and the weekend is better, guys. >> we love it when you end on a high note. >> thank you we'll check back coming up we turn to the latest in the war in ukraine where russian forces started a new offensive overnight in the eastern part of that country this morning, ukrainian president zelenskyy doubling

down on his vow not to surrender without a fight. matt bradley is there on the ground once again for us with the latest good morning to you. >> reporter: good morning, craig. guys, we've heard from the ukrainians that the assault in the eastern part of the country has begun and u.s. intelligence agencies are saying they've seen 11 of russia's so-called battalion tactical groups move into that eastern donbas region. today a violent new chapter for ukraine. after president zelenskyy said late last night russia's new assault against eastern ukraine had begun. the russian military began the fight for donbas for which they were preparing for a long time, he said. russia may hope to find the eastern region where separatists have been fighting for years easier to overpower. but zelenskyy saying we will not give away anything ukrainian the announcement following a day of missile strikes across the

country, including the western city of lviv once thought of as a refuge, yesterday took its first fatalities seven were killed and many more injured, at least one child among the wounded. russia's ground troops were treated from western ukraine weeks ago. russia has long said it would shift its focus to the east. like the eastern city of mariupol which is making its final stand. thousands of ukrainian soldiers still holed up in a steel mill, defying russian warnings to surrender or be killed the city's remaining residents have withstood a two-month-long siege, trapping hundreds of thousands of civilians this man fled mariupol last month and said russian soldiers threatened to execute him because of messages on his phone. he said he had to escape on foot, walking for three days and sleeping rough in subzero temperatures. >> do you think the ukrainians will retake mariupol

>> i believe that sooner or later, mariupol will be liberated. but sooner or later, we do believe that it will ours. >> reporter: an optimism that explains why mariupol has become a symbol of ukrainian resistance despite the favorable terrain and the genuine pro-russian sympathy in the eastern part of the country, the analysts i've been hearing from said there's no reason to believe that the russians are going to do any better in that donbas region than they did around here in kyiv and that's because the russian military still suffersnn returned to its traditional from really low morale and poor. the boston marathon returned to its schedule. evans chebet won the men's division peres jepchirchir pulled away in the final block to take first in

"today in the bay's" cierra johnson is joining us this morning from sfo to help us sort this out. >> reporter: that's right, this comes as a federal judge in florida striking down what the cdc initially said requiring the masks on those planes, trains and buses. so we did have a chance to be in contact with our co-worker, bob redell, who was on a flight early this morning from florida to the bay area. he says about 60% of the passengers on his flight were

amusement park ride in florida kerry sanders has been following this one he's got the latest. good morning >> good morning. 14-year-old tyre sampson died after plunging 430 feet at 75 miles an hour on a thrill ride at orlando's icon park this morning in a preliminary report, state investigators are revealing that safety equipment on there had been adjusted before the teenager took the ride we should warn you some of the images in this report are difficult to watch officials in florida revealing stunning new details about the orlando amusement park accident that took the life of 14-year-old tyre sampson sampson was riding the free fall ride at icon park before slipping out of his seat and plunging to his death when it came hurdling down according to an outside engineering firm, the ride's

operator allegedly changed sensors on two seats including sampson's, leaving the teenager not properly secured >> the operator made manual adjustments to the ride, resulting in it being unsafe >> reporter: the report says the change to the sensor on sampson's seat allowed his safety harness to open to almost double its normal range, from 3 inches to almost 7 >> these misadjustments allowed the ride to operate even though mr. sampson was not properly secured in his seat. >> reporter: during slowing of the ride the report concludes tyre sampson slipped through the gap between the seat and harness. in a statement, icon park says it is deeply troubled by the report the slingshot group, which owns and operates the free fall ride tells nbc news all protocols, procedures and safety measures provided to us by the manufacturer of the ride were followed sampson's family says he weighed nearly 360 pounds. and that he was turned away from

other rides at the park because of concerns about his size you represent the family in civil, in the civil arena. is there a criminal component to this, do you believe >> when you start talking about intentional conduct and you start manipulating seats for profit, i think that you start getting into some intentional conduct that the state attorneys office should possibly look at >> just terrible on so many levels, kerry. this report that you reference in your story reveals a lot of new information. but officials are also signaling, it is just the beginning of a wider investigation, is that right >> reporter: that's correct, craig. they say this is a preliminary report and they are far from done there may have been other adjustments made to the ride that may have contributed to this young boy's death one state representative who has reviewed this situation says that it appears that to him, these adjustments were made simply to allow larger riders on

but not requiring it the tsa also dropping the mask mandate. as you know, it's been in place officially for more than a year from the biden administration, but the airlines have all been requiring them for almost two years. so for many people, this is now a big sigh of relief i'll tell you, as you know, we've had 7,100 cases of bad behavior in the skies since january of last year, the vast majority related to the mask mandate. flight attendants are allowing people to go maskless. but the hope is, this decision will help decompress, if you will, or take the stress out of flying and we heard a lot of flight attendants expressing relief last night. >> i hope it eases the tensions. tom, thank you. we turn now to the three things to watch in ukraine russia has launched its new offensive to seize the eastern region, known as the donbas region
