mike is tracking issues around the bay but first we start with vianey arana and you're busy. >> you will need your umbrella. it will be interesting today. it will start raining, then stop and then start up again. depending on where you are throughout the afternoon, that could change at any moment. it won't be downpours all day long. let's look at stormranger. it shows some activity through concord, fairfield, a bit of a gap through highway 80. brentwood getting some of that rain. rain over dublin right now. if i zoom this in to san francisco, it's gotten a little more spotty. taking a break through there and the peninsula as well. also we just had some rain move through parts of san jose. you can see a little bit of wet activity on the radar. not a lot going over santa cruz and morgan hill. highway 17 is a mess with just a

little bit of water. still slow it down. as far as your temperatures go, we will be in the 50s today. not very windy for the most part. that wind will pick up until the lunch hour. we'll noce that in the 20-mile-per-hour range at times. let's get over to mike. >> wet commute emply fied by the green where we see wet roadways, the blue, the potential for ponding, puddling. on 24 between walnut creek, lafayette and orinda. this crash on the lower deck that cleared. no slowing out of san francisco. watch those wet roads. a factor as that rain sat there in contra costa county for a while. in the peninsula, things improving a bit coming up from pacifica through the coast. traffic is starting to kick in. traditional pattern here for san jose. do want to call out we have rain here at the san mateo bridge

just passing through the area. b.a.r.t. is slowing down trains to make sure braking is okay. it's standard. now, not far from that dublin bart station is bob redell. what are things like? >> doesn't seem like rain is having much of an impact on westbound 580 at the dublin interchange. the headlights behind me are heading westbound. as you can see by the reflection, we got hit by much more rain since we last spoke about an hour ago. it's one of those bands that came offshore, went across the peninsula, across the bay and swept through the east bay. we were getting somewhat significant downpour here about 10, 15 minutes ago. as vianey was alluding to, it will be like this throughout the morning where you will have this on and off. thunderstorms are possible tonight and we're expected to have more spotty rain tomorrow

morning. national weather service predicting after it's all said and done, we could see an extra quarter inch to an inch of rain having fallen within the past 24, 48 hours. the national weather service issued a winter storm warning for the northern sierra nevada until 11:00 tomorrow morning. this is video last night of i-80 in kingvale. no chain controls there, that's expected to change. that area could see more than two feet of snow. the storm is good news for palisades tahoe which is extending the ski season until may 15th, but after may 1st the resort will only be open friday through sunday. so this is a good idea of what roads look like. watch out for speeds and the distance between the driver in front of you and yourself. the free nbcbay area app is a great tool for when the rains roll in you can see when the storm will arrive in your neighborhood.

download it to keep track of the forecast. it's more accurate than your iphone weather app. in just a few hours, we expect a major announcement out of the east bay. a break through in a decades old cold case out of richmond. the state attorney general along with the contra costa d.a. and the police chief will be holding a news conference with details. we'll bring you updates and have that information online and you can see the full story during our evening newscast. this morning, russian president vladimir putin is declaring operations in mariupol a success. putin met with russia's defense minister who informed him fighters are still trapped in a steel plant in the besieged city. he is ordering plans to storm that industrial region canceled but that they continue to block that plant. this is all playing out as the west scrambles to arm ukrainian forces with more weapons in order to defend themselves. jackson is in washington. president biden's administration is increasing the financial pressure on putin. >> good morning. the latest round of sanctions came after russia launched its new offensive in eastern ukraine. russia also announcing a test launch of its nuclear capable missile. as russia's deadly assault intensifies in the east, ukrainian forces continue to resist. >> the ukrainians have made clear they will fight for every inch of their country. >> reporter: the biden administration is preparing to send a new round of security assistance to ukraine. a weapons package tailored to better help ukrainian forces fend off attacks in the donbas. >> weapons and ammunition are flowing in daily and we're seeing how vital our alliances and partnerships are around the world. >> reporter: the administration is also unleashing more sanctions, including major banks, individuals and the first

set of penalties against cryptocurrency mining firms. >> so this is part of our stepped up effort to crack down on those attempting to evade our unprecedented sanctions. >> reporter: russia now saying it test launched its new nuclear capable intercontinental ballistic missile. putin boasting it makes those who threaten russia think twice. the pentagon says russia notified them in advance and that the test was routine. it was not a threat to the u.s. or its allies. meanwhile, ukrainians under attack are standing firm. >> citizens don't want to live in russia, it's understandable. >> reporter: even with more weapons heading to ukraine, president zelenskyy says help is not coming fast enough. later this morning, president biden will deliver remarks about russia's invasion of ukraine. that is expected to happen at 6:45 today. >> all right. thank you very much. we'll be waiting for that.

happening today, senator alex padilla is making moving to try to lower the cost of insulin for californians. right now californians with diabetes spend nearly $40 billion each year in insulin costs alone. padilla is holding a meeting to talk about the affordable insulin now act. it would require medicare plans to make out-of-pocket costs for insulin $35 a month. the meeting starts at 10:30 this morning. stormranger is tracking the storm system moving across the bay area right now. it's activated and tracking atop san bruno mountain, giving you the most up-to-date weather information. it is stormy looking up there. what does it look down on the ground where you live? vianey is tracking that. >> it's a busy commute especially if you have to head out. we expect these pockets of heavy

rain at times. here's a closer look at what to expect through the later portion of today. we'll be in the upper 50s and low to mid 60s in san jose, 63. concord, 62. san francisco, 61. half moon bay, 57. i have a thunderstorm chance in the forecast. that is because we'll have the interaction of a system that's leaving and then a jet stream that's approaching and the instability created by that could very well bring also the chance for maybe even some small hail. now, as far as the timing of the rain, i will push this all the way forward until about 9:00 a.m. we have some light rain moving in through san francisco and half moon bay. then it sort of clears out. then it starts up again by the evening, mainly for areas south of the golden gate bridge. that's when we'll see the return chance of thunderstorm activity. now let's check how the roads are doing with mike. >> that's right. got to get fueled up, we check the gas prices. cheaper options for you

commuting around the bay. going through hayward, gas is 5:21 at the valero on hesperian boulevard. in berkeley, the berkeley gas and smog on shadock avenue. 5.28, but that's cash only. hq fuels in mill valley, 4.99 cash only. over here at the bay bridge toll plaza, we have the buildup happening, rain is not so much of a factor but we still have slick roadways here. around the bay we're having puddling and ponding from all that rain that hit through contra costa county and the walnut creek interchange. highway 24. no major crashes. just that build kicking in for highway 4, pittsburg, bay point, concord, down through walnut creek on 24. the rest of the bay with a smooth, predictable pattern.

breeze airlines is coming to sfo in november. this is a new low-cost airline from the same fella who created jetblue. if you have been flying in the intermountain west, morris air he did that one too. they'll fly from san francisco to westchester county, new york. that's north of new york city. the race car driver lewis hamilton and the tennis great, serena williams are teaming up to buy the chelsea football club. you may remember chelsea was owned by a russian billionaire. hamilton and williams will keep contribute $10 million to the bid. $20 million, not enough to buy a soccer team. they have other lead investors including the chairman of british airways. hamilton may soon own part of chelsea but purportedly he's an arsenal fan. tesla opened its books to investors last night. they are looking very good. they sold far more cars than anyone expected, made more money than anyone expected. this in the middle of a pandemic

and a parts shortage. elon musk did say a car ordered today will arrive in some cases a year from now. we're obviously not demand limited, we are production limited. and look at this. this is an inventionment the inventor compares it to a hockey puck. it's an amazing device to regenerate liver cells and whole organs. up until a short time ago, the company and its investors were a secret, what we call stealth. we arranged that company to come out of stealth. here is dr. ling wong from light speed ventures. >> let's begin with your secret. nobody has heard this. i'll be the first reporter you tell, right? >> exactly. >> what is your secret? >> we're announcing a destealthing of a company called satellite bio.

doppler radar is scanning, you can see a break from san rafael, san francisco. some areas of rain pushing through brentwood. even though we're getting a break through the peninsula, we're expecting more rain through this afternoon. it will be on and off again. not a lot of rain pushing through morgan hill. more calm in santa cruz. we just had showers push through. a cell will make an approach likely within san jose within the next couple of minutes. let's talk about the temperature trend. winds are light. in the icon, 7:00 a.m., it stops raining. around 9:00, 10:00, 11:00, the rain picks up again. in san francisco, similar conditions. we're in a break right now. we'll get an opportunity to see more rain later this afternoon. right now in dublin, 54 degrees. light winds. not really a factor when it comes to the winds. the winds will pick up later this afternoon. hour-by-hour outlook does show the increasing wind as we get an approaching system passing over

the existing front. look, by 9:00 a.m., we have a couple more cells passing through san francisco. and then fast forward through 11:00, 12:00, some cells pushing through santa cruz, the south bay. at 5:30, the majority of that focus is now in the south bay, san jose, santa cruz area and moves out. we get a chance of isolated thunderstorms, maybe even some hail into the late overnight hours, early morning as temperatures drop into the 40s later tonight. san francisco, half moon bay, we have a couple more pockets early on friday morning. by 11:00 a.m. tomorrow, it clears out. your morning commute will be wet. as far as the winds go, around your lunch hour, the winds do start picking up again. that will be 15, 25 miles per hour. winds diminish through friday. estimated wind totals right now, we're talking about anywhere from a tenth of an inch to a quarter inch of rain in most

spots heading into friday morning. the good news is that this rain is definitely going to help boost us to somewhat of a normal rainfall range. as far as the sierra goes. be mindful, the winter storm warning is in effect until 11:00 a.m. tomorrow morning. wind at 50 miles per hour. there is an avalanche watch through parts of the sierra. not a good day to commute by any means to the lake tahoe area. friday morning commute, shower activity. saturday and sunday, look what happens to not only the temperatures, but the icons. the skies clear out. we get a lot of sunshine and those temperatures bump right back up into the upper 70s. maybe even a couple low 80s in the forecast. let's check the roads with mike. >> wet roads, that's the word of caution this morning. things are calming down quite a bit from earlier in the show. with he have wet roadways where it's highlighted green, all over the bay. the green sensors, you're

basically at speed, maybe lower them down a bit for caution's sake. vasco road is showing that build and slowing because folks are just coming out of the byron area. up here, over in brentwood and getting closer towards antioch, a lot of rain kicking in through contra costa county. that's the big concern. that volume of traffic holding steady with what you would expect. do be careful, there's standing water and we did see some spinouts reported. now they're getting a bit of a break after that rain did push through that area. b.a.r.t. still letting you know, they're slowing trains down a tad. expect up to ten-minute delays because they have to slow for the wet tracks. safe braking for them as well. right now, next on "today in the bay" it be, nbc bay area responds. >> airbnb is rolling out some new rules. i'm conis chmura. we'll look at how it could change your next stay straight ahead.

it's there. >> airbnb is changing how it handles those problems. chris chmura has a look at what it means for guests like you and me. good morning. we helped several airbnb guests over the years like teresa in hercules, hernan in santa clara, and mason in san francisco. until now airbnb only gave guests like them 24 hours from check-in to report problems. those are problems that the host did not resolve. starting april 29th, airbnb will give guests 72 hours to report your concerns. it's not 72 hours from check-in, it's 72 hours from when you discover a problem. that's a big win for long airbnb stays. an airbnb rep told us it hopes a longer reporting window will provide more time for the host to work with guests to address issues. one key point, airbnb says the policy change will apply to all bookings made on or after april 29th, not retroactively.

i'm kris sanchez. >> i'm marcus washington. you can catch us live on roku, amazon fire, apple tv and online. let's check in on the bay bridge toll plaza where traffic is backing up a little bit. some of that is normal, some of it has to do with the weather. we'll check in with mike in a few moments. we want to look at that forecast, so vianey? >> we've already seen some heavier pockets move through, but we're not in the clear when it comes to the rain fully. let's look at stormranger. santa rosa, san rafael, getting a break right now. pockets moved through concord. oakland getting a break. i'll push this further down to the south bay. san jose starting to get a bit of that light rain picking up again. morgan hill getting a break. santa cruz getting a break. so expect sort of this pattern of on again and off again rain all day long. we'll sort of get a break, it will pick up later into this evening. look at the current temperatures, it's not cold. it's just mild out there.

52 degrees in san jose. 52 in san francisco. here's what to expect. we'll continue to see the winds pick up. so even if it's not windy now, right around your lunch hour, you know, 12:00, 1:00, 2:00, winds will pick up from 15, 20 miles per hour. some of the gustier locations, the higher elevations around the coastline. there's also a possibility of hail and isolated lightning because of the instability in the atmosphere right now. we do want to check the roads. let's check in with mike. >> absolutely. pretty stable commute patterns despite the instability in the atmosphere. over here, the san rafael from richmond side of the bridge is moving smoothly. i worded that weird. it's light over here on the east bay side. over near sanquentin, a disabled vehicle is causing slowing coming off the bridge and heading on to highway 101. the bay bridge has the metering lights on and slowing down on

president harris will be. the sitting vice president again will be at ucsf. it's there she's expected to tour a health care facility, visit expectant families and talk about the maternal health care crisis. this visit follows black maternal health week. during that week harris addressed several actions to combat the systemic inequities that lead to poor health for black women. the last time she visited the area was in september when she was campaigning for governor newsom. in just a couplehours, former president barack obama will be here to talk about how we create and consume information and how they both threaten democracy. the event will be co-hosted by the cyberpolicy center, stanford and the obama foundation. that begins at noon. the event will be livestreamed on the fsi stanford youtube

channel. as you can imagine, a busy day with two political figures here in the bay area. we'll keep you updated. we have reporters at both locations. so we'll bring you all of the latest on air as well as online. we're live at stanford, cierra johnson for "today in the bay." >> if you're driving around in those areas today, be mindful, it could be a little congested. an investigation is under way involving a san leandro middle school teacher who was caught on tape lashing out and saying inappropriate things to students. he has been removed but his words are still creating an uproar with parents. the controversy happened at bancroft middle school. and what he told his students has been posted on social media. here's part of what he said. >> i shot kids younger than him. >> that's just some of what he said. the superintendent put out a statement saying in part, quote,

the district is actively investigating the circumstances surrounding this incident and in doing so, the personnel involved has been removed from the classroom. we've been talking about this all week. tomorrow is earth day. one san jose state professor and a nasa scientist are making sure even the youngest can understand the science behind our climate crisis. eugene cordero created a video and gaming series called green ninja. he created it back in 2015. it's pretty cool. ease i was to engage sixth through eighth graders in conversations about environmental topics. he sometimes stars in them, for example, explaining the carbon footprint for different types of burritos. >> we look at the food system, the food we're growing, the transportation, the packaging, all of those pieces add up to this very stark difference between vegetarian burrito, which is kind of like driving an electric vehicle or, you know, like a beef burrito which is like driving an suv.

right now let's look at what else is being affected by that rain. the commute for you this morning. mike inouye has been tracking that. >> absolutely. we're still looking over here on the richmond side of the richmond-san rafael bridge. the volume is starting to build. we are concerned about the issue near san quentin on west 580. we're also looking ahead, s.a.p. center, all week, we had activities after work. that will be another factor just outside of downtown san jose across highway 87 down in santa clara. the wet roadways with the factor for this morning. allow some extra time because of potential slippery conditions. again, we watch for that as a possibility as the rain is pushing out. we see all these wet roadways. yesterday that rain affected the game time but not today. the oakland coliseum will see the athletics play today. there will be slowing on the nimitz, 66, 98, all popular exits. after working right when the

evening commute happens, people will be getting away from that area as well. water drying off in the concord area, things are calming down for that commute. the backup at the bay bridge. in the city tonight, the warriors are not playing at chase center, but they are playing, so there's an opportunity for folks to get out there and support at a big screen. >> that's right. that's because the warriors playoff game is going to be happening with a watch party. you can still watch with dub nation altogether. the team is hosting that party outside chase center starting at 5:30 tonight. they call it thrive city. that's the location where they're doing that. it's free, they're asking you to register online if you want to attend. a similar event is scheduled for game four on sunday. >> let's go, dubs. 6:39. a man sues apple and wins. still ahead for you on "today in the bay," one accessory that the bay area tech giant stopped providing that won him that

184,000 people filed first-time claims. about 1,000 fewer than previous weeks. and just above expectations as the labor market continues to be tight. another 1.4 million people filed continuing claims, which is down about 58,000 compared to last week. happening today, a defrocked priest and registered sex offender is set to appear before a judge. steven kesley is accused of drunk driving that killed a man in walnut creek. kesley hit the couple. they were walking on the sidewalk. the man died at the hospital. his wife suffered minor injuries. president biden briefing the american people on ukraine. >> the latest from the white house includes more sanctions for russia and yet more weapons for ukraine. >> the president just had a briefing with top military leaders yesterday. the latest out of the white

the nato code for it, our code name for it is the satan. president putin met with his defense minister yesterday. i don't put a lot of stock into body language, but putin's is not great. the defense minister telling putin things were going well in the fight for mariupol. the other curious thing about this scene, i can't think of another time where we've seen putin sit so closely to somebody else. usually his foreign minister or others are at the end of a long, long table. this is a change. i think it's notable. as for mariupol, the russians claim they control the city except for that steel plant where there are thousands of civilians and ukrainian soldiers are holed up. the russians have made the decision not to storm the plant instead they are putting it under siege and encircling it.

for san francisco. you're still going to keep that cloud cover around. let's take you closer to the south. we have a bit of rain coming down in san jose right now. morgan hill, pore the most part dry. then it's going to be on and off through the afternoon. right now, current temperatures as you head out the door, in the 50s. so you're not going to need a heavy coat. it's also humid. so still a little gross and sticky outside. a light coat. something waterproof will be just right. forecasted highs this afternoon, 60. 63 in san jose. oakland, 59. san francisco, 61. as we monitor the possibility of thunderstorms, you might be wondering about when the rain completely moves out. that's a great question. you're not in the clear all day today. it will be one of those weird i'm outside walking t stops raining, there's a peek of sunshine, boom, a shower chance pops up. that's what will happen today. another thing you'll notice is the increasing wind. it will get windy 12:00, 2:00. 15, 20 miles per hour.

then notice by 6:00, the majority of that rain is focused now towards areas south of the golden gate. we'll get pockets of heavy rain at times, then scattered showers are expected to continue through your early monday morning commute with the possibility of thunderstorms carrying into the overnight and early hours tomorrow. still a wet commute for tomorrow. not as much rain as this morning. it will be the leftover rain from that system clearing out by friday evening. just in time for your weekend. as the winds pick up, please remember, bring in any outdoor furniture that may fly away. i hope you already did that, because it's raining. i hope you didn't get your nice patio furniture wet. beach hazards in affect for the entire coastline. may not be a good beach day to be out enjoying the sunday. avalanche watch in effect as well. speaking of the roads in tahoe, let's check in with mike.

>> vianey, the roads in tahoe, i-80 and highway 50, you do need chains. keep that in mind if you're driving there. locally, vasco road is slowing down. as the rain pushed through, the active rain, things have held steady with the half hour drive from byron towards 580. watch the volume of traffic and still standing water where things are registered as blue on the maps, that's where you will see puddling and ponding off highway 4 and byron highway. the rest of the bay, a predictable build especially at the toll toll plaza sa. if you live in west marin or novato, you may soon need to pay more for your water. the north marin water district is considering raising rates by 6%. that money would go towards repairs and wildfire prevention upgrades due to ongoing droughts. if approved, the majority of customers would see a $9 increase on their bill.

>> conditions there now, what are they looking like? >> we don't have the rain. intermittent as we've been reporting all morning. i can see another band heading our way. might be here in 30 minutes if i'm guessing properly. westbound 580 behind me, the headlights are heading in the westbound direction. the roads are very wet. this is video from earlier this morning when we were definitely getting more of a downpour. this is what it will be like throughout the morning commute, on and off. the thunderstorms, we're expecting to see those tonight. isolated thunderstorms as vianey has been reporting. then some slight rain again tomorrow. the national weather service has issued a winter storm warning for northern sierra nevada until 11:00 tomorrow morning. this was i-80 in kingvale. there are chain controls on 80 and 50 through the sierra. that area could see two feet of snow. the snow is good news for palisades tahoe, which is
