this morning some health experts fear the federal mask mandate that's been struck down could have a far reaching impact on the cdc. the white house having a -- by the justice department. >> really important we preserve the ability of the cdc. >> reporter: the ruling essentially giving travelers the green light to unmask. some agencies are saying not so fast in l.a. county a new order effective today requires masking up on all public transit pluses, trains, taxis and wide sharing services as well as inside bus stations and airport term analogous as l.a. tells riders to mask up. philadelphia, where there's been a patch work of rules is now set to end its indoor mask requirement, siting decreasing hospitalizations and lowering of cases. the rules forcing some travellers to make their own daul. >> i just wear 'em

now authorities however have a suspect in mind. overnight a new twist in the mccann case almost 15 years after her disappearance at just 3 years old and the search that captured attention across the world. portuguese authorities now have a formal suspect but they did not give a name, adding they are working with german authorities in 2020, german police said they were investigating a man in connection with the case who's been widely identified in the british and german press as christian brookner he is lisle team declined answers to nbc news but told others he was not involved he's been convicted of drug offenses and the rape of a 72 year old woman announcement by portugal is first time prosecutors have officially named a suspect in madeleine's case since her parents kate and jerry mccann were named earlier in the case

they were later cleared and denied every involvement it was every parent's nightmare. the child vanished while on vacation in a coastal portuguese town in may 2, 2007. her mother kate found she was missing from the family's apartment. her parents spoke out on the 10 year anniversary of her disappearance about the hole it left in their lives. >> we should have been a family of five for all that time. and yeah, it does feel stolen. >> reporter: since then the search for answers has still th. drawn fascination over the years. including a netflix documentary in 2019. for over a decade, madeleine's parents continued to search for answers. marking they are 18th birthday last year wrote we hang on to the hope however small wi we will see madeline again. >> the suspect actually has been investigated going back to 2020.

in fact starting today in l.a. county, anyone who takes part in public transit, whether it be a train, ride share, taxi, will have to mask up and includes a bus station or inside an airport terminal. that means even if you have to take your mask off on your flight at lax, when you are standing inside you will still have to mask up. also new york holding on to their mask mandate, even as connecticut lifts its mask mandate for commuter rail. and in philadelphia, this is interesting. the city had been one of the few cities to bring back its rules for masks. but as of yesterday, citing a decrease in hospitalizations and a dip in numbers. they have lifted that mandate. with all of this taking place, and this appeal being filed by the department of justice,

8:00 p.m. eastern. stream on peacock as well. coming up. something special as we continue to mark earth day here. >> take a look outside our plaza is packed. we're ready to set a guinness good morning. it is 8:26. i'm kris sanchez. about a half-million people in the east bay will be asked to cut back their water usage. the contra costa water district is asking its customers to reduce their use by 15% this year. the district says the start of the year has been one of the driest on record. we know that. our meteorologists have told us that. we know the reservoir is only 58% of capacity. a public hearing on that proposal is scheduled for june 15th. if it's approved, it would go into effect july 1st. we are still seeing some showers across the bay area.

here's a look at storm ranger. a little bit of rain just finished passing through oakland. we have some rain coming down right now in parts of south san francisco. but it is sort of spotty and scattered. that's going to continue at least until about 11:00, 12:00. by the afternoon, between 3:00 and 4:00, we start to see some peeks of sunshine with a mix of sun and clouds, 64 degrees in san jose, 62 in oakland, 65 in napa, gilroy down through morgan hill 65. over the next seven days, the rain clears out, makes way for sunshine into saturday and sunday. another local news update in half an hour.

them lester great to see you. let's get a quick check of the forecast picture it is a beautiful day here in new york city. but let's take a look at what's going on across the rest of the country. and out west we are still talk about winter weather we have blizzard warnings in effect through eastern montana, western, north and south dakota. northeastern wyoming lot of snow falling in the higher elevations, into the rockies too where we could see significant snowfall this storm system is also going to trigger some thunderstorms through the plains states this afternoon, again tomorrow afternoon. but on the back side of it temperatures are quite cold and that will produce the heavy snow and could see winds up go 60 miles per hour which explains the blizzard like conditions in the northern plains. as much as 3 inches of rain, especially through texas into oklahoma, and northwestern arkansas as for snow, rates could be up to 1-2 inches per hour and we could see about 12-18 inches of snow possible through sunday so very big storm moving through that part of the country that's a look at weather across. we have to be up before all the corecast.
