san francisco as we start out with quiet conditions. as you're heading out in pittsburg, parts of the delta is windy today and at least for the start of the day, we see temperatures in the mid 50s and it's not going to be as warm as what we've seen recently but still pretty warm for this time of year reaching into the mid-70s with sunshine and winds at about 15 to 30 miles per hour and mike, you're tracking a fire along highway 4. >> chp got a report of highway 4 at loveridge, eastbound so it's counter commute and we haven't seen that start for the commute westbound out of antioch but it's there. that's the only thing really on the chp grid aside from some crews that are clearing and no major freewayclosures. calm on the roadways. i got to get it back to you because of the news about the boy. >> exactly, everyone's so concerned about this missing baby. it is the breaking news we are covering this morning, that desperate search that's going on right now for this little baby,

taken in the south bay. baby brandon just 3 months old taken from right outside of his home, it happened as his grandmother was unloading groceries. >> "today in the bay's" kris sanchez live for us in that neighborhood. this is where brandon was taken and kris, i know overnight we learned the federal agents are helping with police and also getting information about the description of that vehicle? >> reporter: yes, so this is critical information that a lot of folks have been waiting for since 1:00 when this happened yesterday. we finally have what could be a vehicle description for the suspect, who may have taken baby brandon. take a look at the picture here on your screen. the possible suspect vehicle is a 2011 silver nissan quest with california license plate 7hwf353. there is a white circular sticker in the lower left corner of the rear window. we're going to put this up on all our social media pages and on nbcbayarea.com so you can keep your eyes out this morning.

we also know that federal agents are now joining that search. we saw them out here in the 100 block of elm street near 880 and the alameda in san jose, and police are also asking people to remember what the suspect looked like, they say this is video of that man carrying baby brandon's baby carrier. police describe him as a hispanic man with dark complexion and short hair, dressed in black pants, dark blue shirt, gray air jordans and fwra hat and a black face mask. baby brandon is just 3 months old so there is no better place for him to be than with his mother. he was taken when he was wearing a white oncie with little dinosaurs on it. his grandmother, as you said, was watching him while his mother was at work and took the baby into the apartment, while she went back to the car to get groceries and in that time the suspect went in casually, walked out with the baby in his carrier. the family is shocked, they are

scared and they are desperate to comfort the baby's mother and grandmother. >> they feel not powerful right now because they really don't know what is going on at this point. they won't let him talk to his cousin, the child's mother, they won't let him get near the mother because this is an active investigation. >> reporter: and that is how our colleague damon trujillo described it. san jose is urging anyone with information to call it in and urging the suspect to surrender the baby safely at a hospital or at a fire station. at this point it appears this is a stranger abduction, because the family says they do not recognize that suspect. they do not know who took baby brandon, but again, we do have a suspect vehicle description. we'll put that up on twitter, facebook, instagram, on the nbc bay area app and on nbcbayarea.com so you can keep your eyes out. if you're wondering why the delay in issuing that amber alert, there are very specific protocols that have to be in

covid, this is with covid drug remdesivir, made by foster city-based company gilead and it may help doctors battle the recent surge in child hospitalizations from the fast-spreading omicron variant. happening today, dublin teachers plan to hold a rally and march to district offices. teachers argue the district is not prioritizing in retaining and recruiting the best teachers. the district is focused on expanding and modernizing its camp yous. the rally starts today 4:00 a.m. outside of dublin high school. oakland teachers expected to provide an update later this morning on plans to hold a one-day strike on friday. the union ignored the district's noon deadline yesterday to call off the strike, instead saying 75% of its members voted to authorize the strike. the district calls the whole thing illegal. the teachers are angry about planned school closures which will start taking effect this

fall. big developments in the world of business. elon musk, he purchases twitter. >> scott mcgrew, everyone wants to know what this will mean for the social network and their accounts. >> right, and me included. i want to know. anybody, marcus and laura, who tells you they can say what's going to happen when the world's richest and sometimes quirkiest man takes control of a social network, we've seen seen a situation like this. it's all very unpredictable. he says he wants to open up the platform, he says "free speech is the bedrock of a functioning democracy" and twitter is the digital town square. free speech a mine field for any business leader, look at mark zuckerberg who created facebook. he still hasn't got it properly worked out, often changing his definition. i think on top of everyone's mind whether musk will give

former president trump his twitter account back. twitter suspended trump. personal negotiately for fomenting violence. trump told cnbc he'll be on his platform true social. muss something not doing it for the money. twitter makes about $3.75 billion in annual revenue, not profit, revenue. to give you perspective, twitter is about the same size revenue wise as olive garden. dorsey reacted favorably to the sale. he said while no one person should own twitter, he added solving for the problem of it being a company, however, elon is the solution i trust. i trust his mission to extend the light of consciousness. not the same reaction from elizabeth warren who said the deal is dangerous for our democracy. billionaires like elon musk play by a different set of rules,

accumulating power for their own gain. >> what's the next step? >> the next step is shareholders have to vote on this. this can happen any time. you can call a shareholder and vote any time you want. as it happens. twitter has a shareholder meeting in may. >> that's a big part of the bay area, twitter, elon musk taking tesla in texas. will he keep twitter here? >> it's hard to say twitter's here now, it's an all-remote company. it is an market street, still there. >> right. >> if it's an all-remote company and stays an all-remote company, i think twitter will leave san francisco. >> musk talks so much about free speech as well but it doesn't really allow it in his other owned companies. >> that's exactly right. he's quashed a lot of union talk. he's gotten in trouble several times for, by the sec for that. there's that situation of a driver in, who was on his own time driving his own tesla around the streets of san jose. here's some video of it, in

afternoon. it's going to be a little bit cooler than yesterday, but the main story will be clouds in the morning, and then high winds for the afternoon as it clears, reaching 71 in novato. dublin up to 68 degrees and 69 in san jose, while san francisco will be in the mid-60s. we are going to see more clouds and high winds in our forecast. we'll talk about that coming up. mike, it's still early in our commute. >> very early in the commute, kari. folks who are on the road are aware, we know it's early. the altamont pass things are just starting to get a little more busy, heading over toward north flynn road, no major problems, no major slowing and the crew cleared from alvarado niles. crews are headed to their offices down toward vasco road and 580 so we're still under 20 minutes out of byron, brentwood, discovery bay moving smoothly off of the byron highway and getting to the rest of contra costa county, the travel times traveling into the critical pack between pittsburg and walnut creek, at your day's minimums.

good tuesday morning, 5:15, a nice day for a hike especially this afternoon in the south bay, clouds, temperatures in the low 50s and once the winds pick up we could see some gusts at 25 to 35 miles per hour. we'll talk about the changes ahead in our forecast and when we may finally see some rain again, coming up in a few minutes. >> you're talking about speeds, i'm talking about 65, about the

speed limit for 280 coming north under the 880 and 70. i've seen more traffic starting to hit the roads. we'll show you where there is a slowdown. coming here in the north bay spotted a small plane flying low and slow it may be a pg&e team in a fixed wing cessna inspecting gas lines underground. pg&e says the team is also looking for any human activity that may damage the lines along with natural movement like landslides. >> the airplane has an hd camera affixed to it and it has infrared capabilities that could see the pipeline which is obviously underneath the ground so that will help the airplane locate the pipelines and check to see if there's any digging or construction or anything that could impact the pipeline or obstruct pg&e's access to that pipeline. >> some of the utility lines can be just inches below the surface

so pg&e reminds everyone to call 811 before you start a project where you live or work. whether it's a big project like digging a trench, replacing a fence post or just planting a tree. pg&e will show up to mark where the lines are so we can work safely. san francisco leaders may be ready to permanently make part of jfk drive through golden gate park car free. the stretch is becoming a popular space, people enjoying biking, skating, walking, taking a jog as you see there. more recently, people have been calling for all or part of that road to reopen. today's discussion will be part of a regular supervisor's meeting starting at 2:00 p.m. san francisco not the only place where the car-free debate is playing out today. san jose leaders are weighing keeping san pedro street permanently offlimits to cars around the area around san pedro square between west sklar and

temperatures, but as we go into today, it's going to be nice, reaching into the low 70s, reaching 70 in cupertino, 73 in morgan hill. we'll see some of those highs in the east bay coming down from those upper 70s and low 80s we had yesterday. livermore will reach 72 degrees. we'll see a high of 71 in vallejo and oakland 68 degrees. in san mateo, some mid-60s and it's going to be a very windy day in san francisco, just keep that hat down and we'll see those highs reaching into the low 60s, in sonoma today reaching 73 degrees and 70 in ukiah. let's go through this hour-by-hour wind forecast. stopping it here at 3:00 where we see the peak wind gusts. notice the purple along the coast. if you're at the beach today, parts of the inner bay as well as some of our hills we'll see some higher wind gusts there, and in going to tonight, gradually starts to calm down but this is the reason why we're seeing the high winds. we've seen high pressure across the region and this approaching cold front, you can see the long

line of clouds that's extending off towards the north and east of here, so this is a cold front sweeping through, it's going to bring our temperatures down a few degrees but no rain. not until monday, that's when we have our next chance of seeing some wet weather here and then even going toward the middle of next week, maybe another chance of rain and yeah, it's late in the season but we'll take every drop we can get. take a look at napa over the next few days, highs reaching into the 70s and we will see a brief spike in temperatures for the weekend but coming down but still looks warmer than normal, even going into next week with our valley temperatures in the low 70s for tomorrow, and thursday. friday it starts to warm up, we're headed for the low 80s on saturday and sunday and once again, we'll be watching out for that chance of rain as those winds kick up in san francisco over the next several days. mike, you've been watching the roads. how is it looking? >> very calm right now. silicon valley hasn't really had

a live look this morning along elm street near 880 and alameda in san jose. that's where a desperate search for a missing baby continues right now. within the past hour, the chp is looking for this vehicle they believe to be tied to the suspect, a 2011 silver nissan quest, california license plate 7hwf353. it also has white circular sticker in the lower left corner of the rear window. multiple agencies including a team of fbi agents now assisting in the search for 3-month-old brandon cuellar, taken from his apartment yesterday afternoon. investigators say baby brandon was taken while his grandmother was unloading groceries out front. surveillance images show a man holding a baby carrier, casually walking down elm street dressed

it won't warm up as quickly as yesterday and we're going to see a slight cooldown compared to the last couple of days. low 70s for martinez for a high in fairfield, expect a high of about 79 degrees and 73 in santa rosa. we are going to be tracking more mild weather and eventually some rain. we'll talk more about that coming up in a few minutes. laura? >> thank you very much. 5:33. new developments breaking news out of san jose and the search for a missing infant. the 3-month-old baby was kidnapped from his home yesterday afternoon. take a look at your screen right now. this could desperately help. within the past hour, the chp posted the image of this vehicle which may be tied to the abduction. it is a 2011 silver nissan plate 7hwf353. there is a white circular sticker in the lower left corner of the rear window.

>> along with chp, a team of fbi agents now assisting in that search for brandon cuellar. police also looking for the man believed to have kidnapped him from that apartment near 808 and the alameda. investigators say brandon was taken while his grandmother was unloading groceries out front of that home, the person went inside, taking the baby, you see them there walking across the screen, the video is from moments just after that man, holding the baby carrier, casually walking down the street, this is elm street and this is near bellerman high school. of course, this is something that has been shocking to the whole community. >> let's take a closer look at the suspect. police describe him as hispanic man. dark complexion and short hair, dressed in black pants, dark blue shirt, gray air jordans and white trim and a gray baseball hat. we have learned an unspecified cash reward is being offered in connection with this case.

"today in the bay's" bob redell live for us this morning, okay, bob, east bay mud could also impose a drought surcharge. >> correct, marcus. staff at east bay mud is recommending that when the board meets later today/early this afternoon, that they impose a penalty of $2 for every unit of water that customers use over 66 units per month. the board is also expected to declare a stage 2 drought emergency and ask the 1.4 million customers in the east bay to cut back water usage by

15%. last year even mud asked customers to cut back by 10% but as of a few weeks ago, customers had only conserved 7%. the water provider points out reservoir levels are at only 71% capacity and not expected to refill after the spring snow melt from the sierra, nevada. >> i'm not watering my landscaping as afternoons i used to, cutting it down to one day a week and if it's raining i don't run it at all, i wait a couple of days. >> reporter: are you prepared to do more if they ask? >> god, i don't know. that's the hard thing because we already cut back quite a bit. how much can you give? >> we're totally removing the whole lawn this year. that's our move this year. we keep looking every year. we've been trying to cut back as we go. >> east bay mud also expected to limit landscape irrigation to no more than three times per week between the hours of 6:00 p.m. overnight until 9:00 a.m. no runoff aloud and no watering

within 48 hours of measurable rainfall. marcus, the board meets virtually at 1:15 this afternoon, they'll have public comment before voting on the measures. >> i'm sure a lot of people have a lot to say. a lot of people it's hard to cut back on water use and also if you spend too much money and charged for t it's already tough for a lot of people. >> the people we were speaking to in the field, i'm not an east bay mud customer but i live in the tri-valley they're already doing a lot, not everyone but a number of people are. for some people it's going to be what more do you want me to be? others playing catchup. >> bob, thanks. 5:37 right now and developing right now the u.n. seretary-general is pushing for an immediate cease-fire in ukraine. we have video of antonio gutteres sitting down with russia's foreign minister in moscow this morning. the u.n. secretary-general will attempt to persuade russia to agree to a truce and also plans to sit down with vladimir putin and ask for a let-up in mariupol to allow for new evacuations. now the talks come as russia is

demanding the u.s. and its allies stop sending weapons to ukraine. "today in the bay's" brie jackson joins us live from washington and brie, u.s. leaders want to see russia's military weakened on that battlefield. >> that's right, laura. the u.s. defense secretary is in germany at a meeting with representatives from more than 20 nations, among other things, discussing ways to provide ukraine with the weapons it needs to defend itself. [ speaking in foreign language ] >> your excellency, the secretary-general welcome to you moscow. >> reporter: the u.n. secretary-general and russia's foreign minister are working on brokering a possible cease-fire today in hopes of ending russia's invasion of ukraine. >> to do everything possible to end the war as soon as possible. >> emphasizes the importance that we attach to our context with the united nations.

>> reporter: both sides appearing optimistic at the start but from apartment buildings in kharkiv to striking multiple railway stations across the country, russia is spreading out its deadly assault on ukraine. at tacks follow a weekend meeting between president zelenskyy and the two highest ranking u.s. officials to visit the country since the war started. >> that visit only underscored my sense of urgency. >> reporter: the biden administration is sending additional military aid to ukraine, bringing the total to $3.7 billion since russia invaded. defense secretary loud austin is in germany today meeting with leaders on ukrainian security. >> you should know that all of us have your back and that's why we're here today, to strengthen the arsenal of ukrainian democracy. >> reporter: while russian officials warn western countries are pouring oil on the fire and say weapons supplied to ukraine will be targets. >> we need to do more to stop financing putin's killing

about 5,000 workers there and at stanford's lucille packard children's hospital walked off the job yesterday with contract talks at a standstill. stanford say hospitals offer nurses some of the best benefits in the country. nurses say it's not enough and calling for longstanding staffing issues to be addressed. stanford says nurses who continue to strike after may 1st may lose their health benefits. representatives from fire fighting agencies around the globe are water are gathering in the bay area in san francisco taking part in a two-day wildfire management summit. those topics include wildfire prevention, detection, prediction and suppression. organizers say the federal government spends now more than $5 billion per year on wildfire management through various agencies. california meanwhile spent $2 billion in just last year. of course dealing with the drought, meteorologist kari hall is monitoring what we can expect

our secretary of state and secretary of defense travel to kyiv. there's something notable about the secretary of defense lloyd austin on the left. he and by extension america no longer talking about just helping ukraine, but permanently weakening the russian military forever through attrition and good weapons we're sending and sanctions. russians are unable to get their hands on electronics and spare parts. that's a pretty significant change to u.s. policy, and it seemed to happen overnight. austin's counterpart, secretary of state blinken will talk before congress today. we'll be watching for more evidence of this change of tone that has the russians so worried, they're back to talking about nuclear war. the supreme court today will hear a case involving immigrants who come across the u.s. border looking for asylum. states argue the biden white house didn't follow the rules when it changed a trump policy that forced asylum seekers back to mexico. the case really is not about
