thanks for starting your morning with us. i'm laura garcia. >> i'm also also. don't forget, you can watch us live on roku, amazon fire, apple tv, and online. >> let's take a look outside, san francisco, a nice view but a chilly start to the morning. for more on how the day is shaping up, let's start with a look at that forecast. meteorologist kari hall is tracking that day ahead for us. >> we're starting out breezy in some spots and it's going to be a windy day, a wind advisory is in effect for parts of the coast as well as the hills and tomorrow, the high winds continue as our temperatures come down a few more degrees but for the weekend, we are going to see some warmer temperatures, this is what you're feeling as you're heading out the door, only in the mid-40s for san jose and fremont. it's 45 degrees. 43 in santa rosa and san francisco is now at 49 degrees, but then take a look at our highs reaching into the upper 60s for the tri-valley, as well as parts of the north bay. a few spots in the low 70s, so pretty nice in some areas. we'll talk about what's ahead for the weekend.

mike, you're checking in on an overnight closure. >> on the san mateo bridge you talk about this last night, tonight and two nights ago, last night and tonight, there was a crew going on about five minutes ago here, it looks like they may have just cleared, no, still a little bit of equipment with the right lane affected as you're traveling west to the peninsula. keep that in mind, everything should be completely clear. just about is heading west. tonight at 7:00 p.m., one lane of westbound 92 across the san mateo bridge will close until 5:00 a.m. again tomorrow. haven't had extended problems or major delays but keep that in mind. here is the rest of the bay with an easy drive. back to you, laura. >> thanks, mike. 4:32. this morning a mother and her baby reunited after a really bizarre kidnapping in san jose. a good samaritan called the newsroom to report.

this morning questions remain unanswered aalyssa gordon spoke with the grandmother. >> reporter: the grandmother of a baby kidnapped in san jose tells us she prayed to god when she feared he was lost, then her prayers were answered. her family sharing these photos they took when they were reunited with the baby. this is exclusive video that confirmed one family's nightmare was over. you can see paramedics in san jose looking over 3-month-old brandon cuellar. >> i'm very, very proud of my police force, and the fbi, because they didn't take that long. >> reporter: neighbor 83-year-old elva cried tears of relief when she learned baby brandon was found unharmed. this kidnapping has her shaken. she says she doesn't want her great grandkids or grandkids coming here to visit. >> i'm very confused, because

who can come into your home with a little baby then to carry this child out? who could be so daring, who could be so ugly? >> reporter: that's what investigators will now be trike to figure out. this is when the hard work of putting a case together begins. it took a 20-hour investigation and some good samaritans to get there. tuesday morning, a woman named gloria spotted a van that looked like the suspect vehicle. >> i pulled my car over in the middle of the road and just looked in there and noticed the car seat. >> reporter: gloria, who doesn't want her face shown, says she called police right away about the van. minutes later, investigators arrived, and baby brandon was safely taken in by first responders. >> i'm just glad they found the baby because it could have been anyone's child. >> reporter: san jose police say they have three suspects in custody for questioning. >> we know that there's some connection to the family but we don't know exactly what that connection is and that's something that will be

determined during the course of the investigation. >> reporter: police believe one of the people in custody is the man seen in this video from monday afternoon at an apartment complex six miles away from where the baby was found. a man brings brandon away in a baby carrier while brandon's grandmother unloads groceries. police are now saying this man brought the baby carrier with him, suggesting this was premeditated. >> nobody else walks around with a baby carriage like that or car seats. that's the guy. >> reporter: the security footage of the kidnapping came from mark arcy's apartment. he hopes the video he handed over to the police helps bring answers. >> trying to find something, anything i can do to help out, you know. if it was my family, i would hope somebody would do the same is what i was thinking. >> reporter: alyssa gord, "today in the bay." >> there was an effort in getting the baby home. minutes after the baby was found, damian trujillo was there, we broke the news on air,

they cut traffic for many to get exercise. others complained it made getting to the park more difficult. in new legislation the city will make parking cheaper and add more spaces for disability parking. in san jose, one of the busiest streets downtown will stay closed but not permanently. city council delayed' vote to keep san pedro square car free. the main concern more time was needed to work out safety plans and look into the impact on aboutis. they voted to extend the close urine until the end of the june. costly for customers, ahead on "today in the bay" the famous food chain raising its prices on popular menu items and how much more you could expect to pay. relief at the pump the new gas discount, certain walmart shoppers could take advantage of to help with rising inflation costs. stay with us. much more ahead on "today in the bay."

happy wednesday to you. the time now is 4:40. as we head over toward the east bay, we're checking out how the day shapes up for us in martinez. we'll see temperatures in the low 50s at 8:00 and by noon, we're still seeing some of those clouds linger with a 64-degree temperature reading. we'll head for the highs near 70 degrees but it's going to be windy especially this evening. we'll talk about those high winds in the forecast coming up in a few minutes. >> looking down to the roadway here, 280 coming toward us,

headlights 880 overcrossing here in san jose, the home of silicon valley. things are moving smooth. let's check in with our homie for business from cnbc, silvana. >> good morning, i'm silvana henao from cnbc. the markets look to rebound from yesterday's big sell-off sparked by continued concerns of an economic slowdown, the prospect of bigger rate hikes from the fed and ahead of major earnings reports. the dow dropping more than 800 points to fall back into correction territory, down at least 10% from its most recent high. the nasdaq shedding more than 500 points, its worst day since september 2020, dragged down largely by tesla, which fell 12% after elon musk's deal to buy twitter. after the close yesterday, google's parent alphabet reported disappointed ernlgz but microsoft beat forecasts. in toe cuss today a report from ford and facebook parent

meta. chipotle's quarterly earnings beating forecasts as customers paid more helping to offsite rising food and labor costs, it is paying for more beef, avocados, paper and employees and helped by price hikes on the menu and lower delivery costs. chipotle's ceo telling cnbc's jim kramer staff something back at pandemic levels. walmart is bumping up the fuel discount from five to ten cents a gallon and adding about 12,000 exxon and mobile stations to the program. the discount is already available at walmart and murphy gas stations as well as fans club fuel centers. walmart launched walmart plus in 2020 offering similar features as amazon prime free delivery for $98 a year. >> mere in california, every penny counts when it comes to gas prices. >> no kidding. i bet, i bet. >> thank you so much.

morning, downtown san jose, a nice live look. it's a cool start to our morning and early. we'll check in with kari and see if things will warm up a bit. >> nice and quiet today, although in some spots in parts of the bay area, you can hear the wind roaring and we're seeing that in the delta as you're heading out for that morning drive, keep two hands on the steering wheel. we're checking out antioch with our temperatures in the low 50s. we'll drop down a few degrees around sunrise and take a look at the trend, a mix of sun and clouds will be in the mid-60s by late morning. eventually making it up to about 68 degrees in livermore, 71 in concord and martinez reaching 69 degrees. we'll see some low 70s in santa rosa. for tomorrow, we're going to see a lot more sunshine, but those winds stay high and our temperatures coming down another couple of degrees, so we're reaching 68 degrees in san jose. 62 in san francisco, and we'll see some mid-60s for much of the tri-valley. by friday is when we see the winds calming down and temperatures coming up, so

morgan hill will head for 77 degrees and 81 in fairfield. we'll also see some mid-70s for much of the north bay. a lot of changes, but the big thing today will be those high winds. we have a wind advisory that will be in effect for these areas shaded in orange, that includes a lot of the hills and parts of the coastline. let's go hour by hour with our wind forecast, because right here at 3:00 is when we start to see winds picking up in san francisco. you know what will be going on this evening, lots in the city, and so it's going to be very windy out there, oracle park as well as for the fans who are outside the chase center or heading in. we're going to see some of those high winds continue into tonight, as well as early tomorrow. several storm systems passing to the north of us, won't be until monday where we're tracking a chance of some bay area rain. doesn't look like a significant storm but we're seeing it coming farther south compared to some of the rain that we'll see out ahead of that, but as we look at

our seven-day forecast, it's dry over the next few days, highs reaching into the low 70s for today, and tomorrow, but then once again we're warming up on friday and into the weekend. next week, it will be slightly cool we are a high of about 73. we'll see if we can get some late night showers and also see some gusty winds continue in san francisco through at least the weekend. mike, you're tracking a crash in the south bay. >> kari, over here 237 in matilda. sunnyveil looks like everything is off to the shoulder, should be there in a second and no slowing showed up, no major injuries but we track that, a few things on the grid there. not any real problems out of the altamont but coming across the aniv a note that overnight it was a little breezy, gusty and high-rise bridge as kari showed you, the whole area will be hit with the wind today. keep that in mind if you're driving a larger vehicle. your ride in toward san francisco just fine but again as kari talked about in san francisco, oracle park tonight,

the baseball game and the warriors over there at chase center in cubby cove off of king and third, watch the entire area and watch the area by chase center as well throughout the city because there will be lots of crowds coming on surface streets. back to you. >> thanks, mike. our climate in crisis is putting new pressure on more than 1 million east bay water customers. the new water restrictions now in place for east bay mud customers and as "today in the bay's" terry mcsweeney explains, more drastic changes could be coming to other parts of the bay area. >> reporter: the 1.4 million customers of east bay mud find themselves in a stage two emergency drought, the result of a board vote with reservoirs dropping, the 10% suggested water reductions are now mandatory, and single-family homes will be fined for using more than 1,600 gallons per day. julie guilfoye owns a condo and says it can be done >> we use 325 gallons a day on

average. >> reporter: for the whole thing? >> all four units. >> reporter: her beautiful garden gets watered once a week and her dog lizzie drinks the water left out at restaurants when out for a walk. >> we're conservative how we do dishes and shower. we're just careful with water. >> reporter: fantastic. >> because we know there's a drought. >> reporter: in sklar county, outdoor watering now limited to twice a week and there's a 15% mandatory water reduction, but customers have only cut back 6%, so better enforcement will be on next month's agenda. >> we're living through a pandemic and we're also have many other things going on in the world sore it's really hard to get people's attention and say hey, listen, we're in another historic drought and you need to take action to start reducing your water use. >> reporter: in sonoma county, people are asked to reduce water by 20% but with lake sonoma at just 58% of capacity and the dry months dead ahead, that request could become a requirement. one thing all three of those

water districts have in common, they all say the first three months of this year were the driest they've ever seen. terry mcsweeney, "today in the bay." teachers in oakland will be speaking out today after their union announced 75% of its one-day strike. now oakland public schools are bracing for a shortage of staffing. the school district says it doesn't have enough substitutes and is asking families not to send their children to school on friday. teachers say the district has broken a promise to work with the community when it comes to school closures. >> we're saying that it's time for ousd to listen to families, to listen to us. there's been hunger strikes in this city. there have been marches. we have packed the school board meetings. >> the next school board meeting is today. while school closures are not on the agenda, the teachers say they should be. the ongoing criminal fraud

trial involving former theranos executive sunny balwani is playing out similar to the conviction of founder elizabeth holmes. a representative for a well-known jilted investor, betsy davos, backed theranos to the tune of $100 million. the family claims they were lied to, false data from blood testing machines and earning projections. one analyst explains prosecutors' strategy. >> theranos investors were deceived on a vision level but more importantly on an operations level and this is precisely where sunny balwani comes in. >> balwani's team suggests he acted as more of an investor than a decision-maker. also, finishing testimony yesterday one former lab director who claimed balwani called many of the shots. >> 4:52. one player on the niners itching to get out.
