morning. we will see a few clouds in the mix here and there, temperatures in the low 60s but eventually making it up to about 66 degrees in dun lin. 68 in napa. san francisco reaching 62 degrees and we'll see san jose reaching about 68 degrees. we'll have more on that in the forecast coming up in a few minutes. >> all right, we'll look forward to it and check back with you. 5:01. this morning, the search for baby brandon is over but the search for answers is just getting started. mother and baby were reunited after a bizarre 20-hour kidnapping. >> "today in the bay's" kris sanchez joining us now where the baby is and the suspects who took him. >> baby brandon is safe as we have been saying. he's still in the hospital getting checked out. his family still processing what and how all of this happened and so are investigators. we can't see this video enough, the moment that we could exclusively confirm that 3-month-old brandon cuellar was indeed safe in the back of an ambulance after he was recovered from his kidnaper.

the family shared photos of when they were reunited with the baby, no one more relieved than his mother and grandmother, who was caring for him in the moments he was taken. victoria mejia spoke only with telemundo and nbc bay area. here she is in her own words. [ speaking in foreign language ] victoria mejia told us she thanks god first. without police, detectives and the person who called 911, she doesn't know what would have happened. speaking of the good samaritan, we are only calling her gloria because she does not want to be identified but she told laura and marcus on our air yesterday she trusted her mom sense, her gut when she saw the suspect's van and knew something wasn't right. >> i put my car in the middle of the road and looked in there and noticed the car seat. i'm just glad they found the baby because it could have been

anyone's child. >> this is video of one of the three suspects, now in custody. we expect them in court today. this is the man who showed up at the grandma's house with a baby carrier. one of the other suspects is a woman who was with grandma, who gave police inconsistent statements from the beginning. san jose police have not told us who that third person is. we expect that we will learn all of their identities today. the one thing that is the big question is why this happened. >> the motive, right? >> so weird, right? so strange. but the police officer, the assistant chief in charge of the investigation said that they believe the families know each other somehow. they just don't know how they know each other. >> so thankful baby's okay. >> what a wild 24 hours. >> right, exactly. all right. good news. he's adorable, too. >> i know. >> he really is. 5:03 right now. there's new fallout from the war in ukraine as russia cuts gas supplies to poland and bulgaria, the and a half turning up the economic pressure on

ukraine's allies. officially russia is faulting the two nations for in the paying its oil supplies in rubles. the stoppage is seen as gas blackmail and the move is sending gas prices skyrocketing in europe. new video of the damage left behind after a russian missile struck a strategic bridge in odesa. rescue crews are clearing debris and replacing lines. russia warns the threat of nuclear war is real if the west continues to provide weapons to ukraine. just into our newsroom, thousands of people in and around san francisco's north ridge waking up in the dark this morning. right now, pg&e investigating an outage impacting around 3,000 customers. it started just before 3:30 this morning. power should be restored in the next few hours. happening today, perhaps another step in bringing california's high rail speed rail system to the bay area.

the rail authority will meet to consider and perhaps approve a business plan connecting high-speed chase from mer send to san jose. voters approved california's high-speed rail 14 years ago. the only segment being built now runs through central valley. the segment may not be ready for rollout for another eight years. moving you forward on a push to make part of san francisco more pedestrian and bicyclist friendly. when the pandemic first took hold leaders closed jfk drive to allow more san franciscans a safe place to get out and last night that move became permanent. >> "today in the bay's" cierra johnson is live in the city for us this morning. it sounds like a lot of people not happy about making that area car-free. >> reporter: good morning, yes, that's exactly right. last night during that public hearing portion as you can imagine, folks were mixed on the decision. they heard from a lot of folks that were in favor of keeping that stretch of jfk car-free and another portion of folks that said they simply wanted to enjoy that park and by closing that

roadway, it would present some accessibility issues, but that board ultimately decided that they would continue to keep that stretch of roadway clear of cars and suvs, like we've been seeing since it was done at the beginning of the pandemic, as you mentioned, to give folks a place to get out and enjoy. now, just to give you an idea of where the stretch of roadway is, look at your screen, that stretch of roadway, jfk is highlighted in red. while some are praising the move by the decision, others as i mentioned complained that it makes getting to the park more difficult. so in the new legislation, the city will make parking around the area cheaper, as well as add more spaces for disability parking. the recreation and parks took to social media after that decision to explain they've heard the concerns from some of their older individuals and folks with disabilities and are expanding that blue zone parking as well as ada access. they say by the end of this year, there will be more than 60

additional blue parking spaces and as you can imagine, that public hearing portion before the vote brought out an array of opinions but it was this one that caught the attention of many. take a listen as this district five resident expressioned her approval of a car-free jfk. >> about two months ago i proudly and openedly enjoyed a taco bell picnic along a small grass. when cars lined it was unnoticeable and appealing. we deserve to eat taco bell in the open to have a baja blast in our own city. >> reporter: you can see why that did catch the attention of many. mayor london breed later fwee tweeted her support calling it historic but still work to be done. passing the legislation is where we start to make some real change." so she's calling it an historic moment, a big day for a lot of folks who do want to see that stretch of jfk remain car-free.

in san francisco, cierra johnson for "today in the bay." >> cierra, you can understand why people want to make it easier to get to the park. once you get there and able to bike, run, have fun. >> have a taco bell picnic. >> without worrying about cars coming through that is gold for a lot of visitors there. thanks, cierra. >> take your baja blast outside maybe. taking a live look outside, downtown san jose, hopefully it will shape up to be a nice day, maybe a picnic in the park. here's kari. >> hold onto the blanket to keep everything down. it's going to be windy. a live look in san francisco starting out with a light breeze but the winds will continue to increase and that's the reason why we have this wind advisory in effect really starts at 8:00 but we'll see the winds increasing out ahead of that, and this includes a lot of our east bay and north bay hills along with the coastline. we can see some downed trees as well as some power impacts as the winds pick up. here we are into early in the afternoon, san francisco already getting gusts over 30 miles per hour, some of our inland areas

25 to 30 miles per hour, and that just stays breezy tonight into the day tomorrow. i'll be tracking that, we'll talk about the weekend and mike, you're giving us a look at where we can find some cheaper gas. >> we'll start in the city. there may be more folks idling because of traffic. we have a lot of games going on. cash discount if you need to fill up in the city, gas is $5.29 in the arco station at 2190 carroll only, cash only there. in the east bay dublin it will be a&a express at 7840 amador valley road, gas is $4.95, below $5 again cash only and palo alto gas is $5.33 a gallon at the palo alto at san antonio road, cash is king, lots of green there and green on the roadways. it's a great drive pretty much everywhere around the bay. the only slowing we see, you would predict this coming out of the altamont pass. things clear by north flynn and

wednesday to you. spacex launched four more astronauts to the international space station, launched just after midnight california time from kennedy space center in florida. nasa doesn't have a launch vehicle, after retiring the space shuttle. three americans, one italian will spend six months aboard the international space station. one of the crew members, jessica watkins, there on the left, makes an historic flight because she'll be the first black woman-to-serve aboard the international space station. i don't know what happened there but she's a former stanford rugby player, part of the 2008 championship team on stanford, went on to play professionally as well. shares of tesla fell as investors worried elon musk was paying too much attention to his new company, twitter. he started with spacex, that's elon musk bye tessmusk, tesla,

twitter, the world's richest man is involved in so many tech projects. there will be times we'll report elon mousing as news. musk publicly criticized a past decision made by one of twitter's executives recently and that led to some horrible attacks on the executives at twitter. the european union warned musk's twitter can only operate in europe if it follows european rules on content. musk said he will relax the restrictions on speech on twitter, but already he's run into some trouble. that's because regulating speech is really, really difficult. for instance, musk says he'll close accounts that use bots to post content, so that's a limit on speech already. he posted by free speech, i mean speech that matches the law, so chinese law on speech very restrictive, musk said he will restrict speech in those countries. i'm against censorship that goes far beyond the law so some wiggle room here as well.

more losses on the market tuesday, a day after the dow fell nearly a thousand points. alphabet, the parent company of google, disappointing investors, youtube advertising particularly week. facebook really called meta these days, reports this afternoon. there's growing pressure on president biden to get rid of the student loans or part of it. it sounds like it's a real deal. we'll talk more that with politics in 30 minutes. >> interested to hear about that. >> everybody is. a new warning one bay area financial firm is seeing a spike in clients falling for social security scams who use phone calls or text messages claiming there's a problem with your account. from there, they ask for your social security number and reroute the deposit of your funds to different accounts. one financial planner says such agencies typically do not contact people unless they've already reached out to resolve an issue. >> the scammers are getting more

complicated, they're getting, you know, they're kind of creating these like fake emails, these fake correspondences from the social security administration and a tactic we see most prevalent they're claiming you're going to lose your benefits or some financial harm if you don't do something, and that usually will put somebody in kind of a scared mindset. >> if you receive a call from someone claiming to be from the social security administration, experts advise it's best not to give your personal information over the phone. if the call is suspicious, hang up, do not respond. 5:17. trending this morning, the end of april will mean the first third of 2022 is history. >> if you have some goals that you really are hoping to achieve before 2023 arrives, it turns out you're not alone here. a new survey sponsored by san francisco-based company affirm finds about half of americans put travel on their list of

we're starting out today, and we're heading over toward martinez with a look at how the day will shape up. we're in the low 50s around 8:00. it will be a partly to mostly cloudy start to the day but we will get more sunshine as the day goes along and temperatures reaching into the upper 60s. you'll notice that it's going to be very windy today. fairfield reaching 75. 68 degrees in novato and we'll see a high of about 62 in hayward as well as san mateo and san francisco. now, we want to get talking about how dry it's been, it's great to get the rain last week but we may not see rain again until monday and even then it looks like it's in and out of here so quickly, we may not measure a lot out of that and then heading back to the storm track farther to the north. how are we doing with our water year? we are right now santa rosa measuring over 25 inches of rain, but we are at a deficit of over six inches of rain. that's just to catch up to normal. oakland not doing so bad there. we could get three-quarters of

an inch of rain with one storm. we measured over 16 inches of rain there. you can see how we're running the deficits across the bay area and then when we look at our reservoirs across the state, a lot are only at about 30% of capacity when you look at new malonis lake and trinity lake and lake mcclure only 38% capacity, low levels there and low sierra snowback, 35% of the normal amount on the ground and central around lake tahoe 40% of the normal amount, pretty low when we need the snowmelt to fill the reservoir for the dry summer months. we're talking about dry and warm weather especially this weekend, we'll reach into the upper 70s on friday. saturday reaching 80 degrees. a little bit cooler early next week but overall mainly dry conditions. mike, how is it looking now in

into this one. we'll look at that coming up in about 15 minutes. >> we'll look forward to that at 5:45. let's start now a look at the forecast. kari hall is tracking what we can expect. >> it's time for a lot of people to get up and out the door. looking at dublin 580 already getting a lot of company on the roads with our temperatures in the mid-40s. it's a clear start. look at our trend for today. we'll head for the low 60s at noon and see a high of about 66 degrees there in dublin. we'll also see some low 70s, pretty nice but when you add in those high winds that are going to be kicking up today, you'll need to prepare for that especially for that evening commute, and into tomorrow as well. we'll talk about those high winds and all of those events going on around the bay area coming up. mike, you're looking at the traffic into sf. >> yes, kari. you're talking about the winds shall the breezy conditions maybe from overnight but calming down now. this evening again the winds kicking in across the bay bridge and the traffic. kari talked about a lot of

activity in the city. we'll outline more what you need to watch here in this area of san francisco. right now we're looking at your drive, the longer, bigger drive not a problem yet, pretty much at the limit. everywhere except for out of the altamont pass and 84 headed toward sunol for the tri-valley. back to you. >> thanks, mike. it is 5:32. within the past 30 minutes an american behind bars in russia is free this morning, following a dramatic prisoner exchange. u.s. marine trevor reed has been jailed in moscow since 2020 on assault charges stemming from what he has called a drunken night out the previous year. he was sentenced to nine years in prison for injuring police officers. in exchange, the u.s. released a russian drug trafficker serving a long prison sentence. president biden released a statement saying in part "i heard in the voices of trevor's parents how much they've worried about his health and missed his presence. and i was delighted to be able

to share with them the good news about trevor's freedom." >> 5:32 this morning. something we talk about quite a bit, bay area covid cases, they are on the rise. "today in the bay's" bob redell live for us outside of a hospital in pleasanton, and bob, at the same time, something that a lot of experts were saying following the vaccination, the number of deaths, that is lower. >> reporter: correct, so first with regards to the infections, infections are up in the bay area, marcus, 21 cases for 100,000 people, that's the most since mid-february, it's 110% increase over the past 30 years according to the "san francisco chronicle" but as you mentioned deaths are down statewide. just a seven-day average of 0.03 deaths per 100,000 people. as a matter of fact, alameda county where i'm at has the lowest covid-19 death rate among all counties in the country with more than 1 million people. contra costa county has the

second lowest, santa clara county the third nationwide according to the contra costa health dretor. we spoke with ucf's dr. monica gandhi who told us herd immunity is no longer possible because of the wide rates of infection. we as a society are looking for control over the disease instead. >> the question is are we under control, and with this degree of immunity, almost 60% of adults but importantly children in that study zero to 17, 75% of children in our country have natural antibodies to covid so we have a high-level of immunity plus we have vaccinations, 83% of us over 5 have been vaccinated with one dose in this country. that degree of immunity is why our deaths are at the lowest they have ever been since the beginning of the pandemic. >> reporter: incidentally, hospitalizations are also down significantly statewide, 950 people are hospitalized right now. compare that to around 15,000

people during the last surge. reporting live in pleasanton, bob redell, "today in the bay" >> good to hear the deaths are lower. bob, thank you. the ongoing criminal fraud trial involving former theranos executive sunny balwani is playing out similar to the conviction of founder elizabeth holmes. on the stand yesterday, a representative for a well-known jilted investor, former education secretary betsy davos, davos' family backed theranos to the tune of $100 million. the family claims they were lied to, false data from blood testing machines and earning projections. prosecutors want to establish balwani misled investors. the climate in crisis putting pressure on east bay water customers.

mandatory 10% water cuts, single family homes will be fined for using more than 1,600 gallons per day. if you're a bay area fan, sports fan, you're going to be busy whether you're watching the games at home or in person. on court, the warriors try to eliminate denver from the playoffs. game five tips off at chase center at 7:00 p.m., and 15 minutes before that, the giants and the a's get going for the second game in the bay bridge series. that game, like last night, will take place at nearby oracle park and last night's game wound up pretty lop-sided. the giants won it 8-2. mike inouye posting on twitter and facebook about what fans need to know when it comes to getting out and getting around the area tonight. he joins us right now more information. so it's going to be a busy night. >> definitely and some of the

information i posted is about parking fees. they're a little bit different game days for oracle and for over here at chase center, both are having game day so that will be the region here. this is 280, the king street extension here, and we're looking at third and china basin. the whole area is going to be flooded with traffic before the game, you talked about 6:45 and 7:00, marcus. remember that depending on how the games go if there's extended game going on there, there may be a big overlap with everybody leaving both stadiums at the same time and then flooding onto the lower deck of the bay bridge or down the peninsula or perhaps across the city to other parts including the north bay but right now, we're looking at an easy drive and just starting to build headed into the city. again, this is at 6:45 and 7:00 tonight over there. 7:00 here, the san mateo bridge will lose one lane again tonight, only one lane. the other two are open across 92 westbound, but that's been the overnight pattern for the last

few days. tonight is the last night for the scheduled construction there. at the bottom of the screen orange for highway 101, kari predicted a little slowing for the morning, starting a little commute there. >> he has so much going on today. let's talk about the bay bridge series, whether at oracle park or cheering in the city, we have temperatures in the upper 50s and check out the wind gusts, bundle up. it's going to be chilly out there this evening, and temperatures will continue to drop down into the mid-50s, but those winds stay high, with those gusts near 30 miles per hour. we have wind advisories that are going to be in effect for all of these areas shaded in orange. that really begins tonight and continues through tomorrow but out ahead of that, we'll already start to feel the breezes picking up and some gusts may top 60 miles per hour. we'll talk more about that as well as the weekend forecast coming up in a few minutes. >> thanks, kari. happening today, the unveiling of a new mural in san

rates climb. the current 30-year fixed rate now exceeds 5% for the first time in more than a decade. many are wondering what the impact will be to bay area home sales. will things slow down at all? joining us now live is daryl fairweather, chief economist for the website redfin. thanks for joining us this morning. are you seeing any signs that demand is slowing down at all? >> there are some early signs that demand is slowing down. fewer people are searching for homes for sale, fewer people are locking in a purchase application for their mortgage and tour activity is down. that's common in the bay area in coastal cities that are expensive. >> so how big of an increase in home prices are you seeing there for the bay area? >> it's in the double digits around 10% to 15% depending what part of the bay area you are, that's how much home prices are up. we anticipate that will slow down now that mortgage rates

sore high. >> it's interesting to see. homes they still get snatched up so quick, all cash offers sometimes, they close in less than 30 days for sure. what are you seeing the impact with the rising inflation, if it's having on the bay area market? if people are paying cash, they don't have to deal with interest rates. >> inflation is motivating people to take a closer look at their budget especially when it comes to their housing costs, there isn't much left over with gasoline and food, also going up in costs. we're seeing more people migrating, leaving the bay area moving to more affordable areas like out to the suburbs or sacramento, or to the sun belt, phoenix, texas and florida. >> you're seeing some people stay in california? >> yes, there are still some affordable parts of california. bakersfield is an up-and-coming migration destination for people fed up with how expensive the coastal areas of california have gotten. >> i read an interesting report

headed for the upper 60s. cooler than the last couple of days but also windy. concord reaching 72 degrees. 65 in fremont and 66 for a high in oakland. in san mateo, we're only going to reach up to about 61 degrees today and upper 50s from the outer sunset to ingelside. 61 in the mission district and novato today reaching 60 degrees while clearlake heads for 70 degrees. the wind advisory for the areas shaded in orange begins at 8:00 and continues through 11:00 tomorrow morning. some of the gusts may reach 60 miles per hour and that's mainly along the coast and these areas shaded in this pink and purple color we'll see that for tonight and into the day tomorrow and then gradually tomorrow afternoon the winds will calm down. we have a lot of storm systems passing to the north of us but it may not be until monday when we get our next chance of rain. it's been extremely dry this week and now temperatures are going to be warming up and we

are going to see mainly dry conditions, at least for the next few days, that rain chance on monday may not be until late so most likely won't affect your day. temperatures in the low 70s for today and tomorrow, upper 70s for friday and it will be a slightly warmer weekend, not too bad though and a little bit cooler once that front passes on monday and it's going to continue to be windy in san francisco and near the coast. highs reaching into the mid-60s. mike, starting to see the south bay building? >> we had that right on schedule the big slowdown here as a burst of traffic came in toward 101, in the last couple of seconds started to loosen up here, this is 101 north of 680, right there on our speed sensors where we've gone from red to orange in the last couple of minutes but that typical whether at 5:40 happened, it started just after 5:30 and now started to ease in the last few. nothing else really of note for the south bay and no major problems, this is all expected. we also expect to see slowing here, san leandro in toward hayward and union city, what we
