[ laughter ] >> same here. let's check in with kari. she's got a look at our forecast today. >> no need to check the phone for your forecast. we're starting out with a clear start this morning. it's going to be a mostly sunny day, a few clouds here and there. temperatures in san jose go from 46 degrees to 66 degrees at 1:00 and eventually reaching a high temperature of 68. it's going to be windy today, this afternoon and into the evening. with so much going on, you want to make sure you're planning

ahead as we see the high winds really gearing up for later this evening. napa today heads for 68 degrees. we'll see some more changes in our forecast and talk about that coming up in a few minutes. >> sounds good. we'll check back with you. 6:00 right now. this morning, the search for baby brandon is over. but now the search for answers just getting started. mother and baby were reunited after that bizarre 20-hour kidnapping. >> "today in the bay's" kris sanchez joining us now, where the baby is and the suspects who took him. >> we know that baby brandon is safe. he's still in the hospital, getting checked out, after that ordeal. his family processing what happened and how it happened and so are investigators as well. we just cannot see this video enough. this is the moment that we could confirm that 3-month-old brandon cuellar was safe in the back of an ambulance after he was recovered from his kidnappers. the family shared these photos of when they were reunited with the baby at the hospital. no one more relieved than his mother and grandmother, who was

caring for him when he was taken from her home. victoria mejia spoke only with telemundo and nbc bay area, and here she is in her own words. >> [ speaking in foreign language ] >> victoria me hita told us she thanks god first but without detectives, police, media and the person who called 911, she doesn't know what would have happened. speaking of that good samaritan who we're only calling gloria, she does not want the glory, does not want to be identified she told you, laura and marcus, on our air yesterday she trusted her gut, her mom sense when she saw the suspect's van and knew something wasn't right. >> put my car in the middle of the road and looked in there and noticed the car seat. i'm glad they found the baby because it could have been anyone's child. >> so you've seen this video, since we've been airing it when the kidnapping started.

this is the suspect who took the baby. we know that that person is in custody now. that man showed up at the grandma's house with a baby carrier, so police say they believe this was premeditated. one of the other people in custody is a woman who was with grandma and gave police inconsistent statements from the beginning. san jose police have not told us who the third person is but we expect to learn their identities today as they head to court. the district attorney going to charge them with kidnapping, but there could be other charges as well. >> sure. >> but this was all planned. >> i know, that's so strange, what the motive was. >> we don't know but hoping to find out. the three suspects are in court today and we'll be there as well. >> we'll finally find out who they are and more on the story. thank god that baby's okay. >> and just, i can't imagine being 20 hours away. >> and the community rallied around it, too, so good to see. thank you, kris. nice to report good news. >> finally, yes, sir.

yes. russia cuts gas supplies to poland and bulgaria, turning up economic pressure on ukraine's allies. officially russia is faulting the two nations for not paying its oil supplies in rubles but the stoppage is seen by eu and nato leaders as gas blackmail, the move is sending gas pricing skyrocketing in europe. new video as well some of the damage left behind as the russian missile struck a strategic bridge in odesa. ukraine said russian forces have captured several villages, stepping up its ground assault in eastern ukraine. russia warns the threat of nuclear war is real if the west continues to provide weapons to ukraine. just in overnight, thousands of people in and around san francisco's north beach waking up in the dark this morning. right now, pga is investigating an outage impacting about 3,000

customers. it started just before 3:30 this morning. new this hour, we're learning power should be restored at about 9:15 this morning. happening today, perhaps another step in bringing california's high-speed rail to the bay area. they will connect high-speed rail from mer send to san jose. voters approved california's high-speed rail 14 years ago. right now, the only segment being built now runs through central valley. the segment may not be ready for rollout for another eight years. moving you forward on a push to make part of san francisco more pedestrian and bicyclist friendly. when the pandemic first took hold, leaders closed jfk drive to allow more san franciscans a safe place to get out and last night that move became permanent. >> "today in the bay's" cierra johnson is live in the city for us this morning. it sounds like a lot of people not happy about making that area car-free. >> reporter: yes, that's exactly

right, marcus. the board of supervisors heard from not only those individuals but also those individuals in support of the project. folks not exactly in support say it would hinder the accessibility of some folks to get to the park but ultimately the board of supervisors did decide to maintain the status quo so cars and parks -- cars and suvs would not be allowed in a portion there of jfk inside of golden gate park. while many are praising the decision, others complain it would make getting to the park more difficult. so in the new legislation, the city is adding parking around the area, and also making the parking cheaper and adding more parking for those with disabilities. the san francisco recreation and parks took to social media after the decision to explain they've heard the concerns of some of those older and disabled individuals, and they're expanding the blue zone parking as well as ada access. they say by the end of this year, there will be more than 60

blue parking spaces and as you can imagine, that public hearing portion before the vote brought out all sorts of opinions. but it was this one that caught the attention of many. take a listen as this district five resident expressed her approval of a car-free jfk. >> about two months ago i proudly and openly enjoyed a taco bell picnic along a small patch of grass along car-free jfk. when cars lined it was unnoticeable and unappealing with exhaust, hard to enjoy taco bell. we deserve to eat taco bell in the open to have a baja blast in our own city. >> reporter: you can hear why that particular testimony there caught the attention of many. mayor london breed did express her approval and support of the decision, tweeting that the day the vote passed was historic, saying there's a lot of work to be done passing this legislation but this is where we begin to make real change.

so a the lot of development. it will continue to look how it has the last two years of the pandemic. in san francisco, cierra johnson for "today in the bay." >> i can eat my taco bell in peace. no exhaust. i'm glad people can enjoy the park. it is beautiful out there. thanks, cierra. >> 6:08. let's take a live look outside, south bay in downtown san francisco. watching the sun come up over the bay area. it's kind of a cool start to our morning, kari? >> it is a cool start. you need a jacket for the start of date and for some people, you may want to keep it on because even though our temperatures warm up, those winds make it feel cooler so the high wind will be the main story this arch, and it continues tomorrow, but then going into the weekend, our temperatures will warm up. let's go into our afternoon forecast, with a look at our high temperatures for today. santa rosa tops out at about 73 degrees. some of those gusts may reach 30 to 45 miles per hour there, and then for san jose, we're looking

at a lighter wind but 48 degrees. san francisco and san mateo reaching 62. mike, where can we find some cheaper gas? >> less expensive, i guess. in the city folks might be idling more to game time events over there, traffic there so fill up and san francisco's $5.29 the arco station at 2190 carroll only. cash only. in the east bay dublin it will be a&a express at 7840 amador valley road, gas is $4.95, under $5 again cash only and palo alto gas is $5.33 a gallon at the palo alto at san antonio road, once again cash for the three prices, where green is king. green dominates this map as well along the peninsula. there's palo alto. south bay the first burst easing up, it will kick in again in about a half an hour but highway 84 through the tri-valley and more slowing over there for nimitz heading down through

right now at 6:12, as you're heading out in santa rosa, it is a chilly 37 degrees. grab the heavier coat. we'll see those temperatures warming up again today with a mix of sun and clouds. we'll be in the mid-60s by 1:00 and those winds will pick up later today. i'll be tracking that, we'll talk about what's ahead for the weekend, coming up in a few minutes. >> the bay bridge toll plaza filled in out of the east bay, down the east bay. here's fremont, headlights headed south toward the silicon valley. the volume builds as well. we'll show you where speeds are starting to dip coming up. good morning, happy wednesday to you. spacex launched four more astronauts to the international space station, launched just after midnight california time from kennedy space center in florida.

spacex gives nasa astronauts rides to space. nasa doesn't have a launch vehicle, after retiring the space shuttle. three americans, one italian will spend six months aboard the international space station. one of the crew members, jessica watkins, makes an historic flight because she'll be the first black woman to serve aboard the international space station. she's a former stanford rugby player, part of the 2008 championship team on stanford, went on to play professionally as well. shares of tesla fell as investors worried elon musk was paying too much attention to his new company, twitter. we started with spacex, that's elon musk. tesla, that's elon musk. twitter, the world's richest man is involved in so many tech projects. there will be times we'll report today's elon musk news. the european union warned musk twitter can only operate in europe if it follows european rules on content.

musk said he will relax the restrictions on speech on twitter, but already he's running into some trouble with the eu. regulating speech is really, really difficult. for instance, musk says he'll close accounts that use bots to post content but politicians on the left and right will see their follower counts fall hard because a lot of them have tens of thousands of followers who are really bots. musk posted "free speech, i mean speech that matches the law," so chinese law on speech very restrictive, musk said he will restrict speech in those countries. "i'm against censorship that goes far beyond the law," so some wiggle room here as well. more losses on the market tuesday, a day after the dow fell nearly a thousand points. alphabet, the parent company of google, disappointing investors, youtube advertising particularly weak. facebook really called meta these days, reports this afternoon.

mgts. coming up in 30 minutes, we think about presidents making careful decisions behind the resolute desk. he's getting railroaded into a decision which he promised anyway to get rid of student loans. he's running out of time. the pressure is building. we're almost certain he'll announce something quite soon. we'll talk about that coming up in about 30 minutes. >> a lot of people anticipating that. i can't wait to hear about that. thanks, scott. a new warning one bay area financial firm is seeing a spike in clients falling for social security scams. scammers often use phone calls or text messages to contact you claiming there's a problem with your account, from there, they ask for your social security number and reroute the deposit of your funds to different accounts. one financial planner says agencies typically do not contact people unless they've already reached out to resolve an issue. >> the scammers are getting more complicated, they're getting, you know, they're kind of creating these like fake emails,

these fake correspondences from the social security administration and a tactic we see most prevalent is that they're claiming that you're going to lose your benefits or there's going to be some financial harm if you don't do something. and that usually will put somebody in kind of a scared mindset. >> don't fall for it. if you receive a call from someone claiming to be from the social security administration, experts advise it's best not to give your personal information over the phone. if the call is suspicious, hang up, do not respond. 6:17 right now. how important is it for to you get the latest iphone or maybe smart gadget out there? a revealing news study on so-called early adapters highlights the reasoning behind motivation. >> researchers over at duke university had people rate what purchases they perceived as most materialistic. new gadgets were rated as number one. participants were also asked their own motivations of buying those new gadgets. the prime motivating factor was

not so much about the materialism but the desire to learn more about technology so i asked folks on twitter, what is your motivation behind buying the gadgets and looks like a majority of the people say look, if you can afford it, i don't care. 27% are saying look, staying informed is key and 29% just over 29% are saying no, just materialistic. >> hmm. >> for me, this is the newest iphone, but i only bought that because i cracked my other one. the one before this was an "x." >> you waited a while. >> i'll probably do another three years before i get another one. >> this is another good question. what's the right age to give your kids a phone? >> oh. >> because my kids are clamoring but to buy three at once? >> that's a whole other problem. >> i know, everything. [ laughs ] >> i got my first phone at 16. it was only because i started driving so my mom wanted -- but that was in the '90s. >> yeah, and the cord was only like that long.

>> because i had that phone for many years and my friends said what are you doing with that computer? [ laughter ] i don't know. >> carried them around. let's check the forecast for today. >> let's get you started before you check that phone this morning, as you head out in napa, starting out with a few clouds, temperatures are chilly and 8:00 we'll be in the upper 40s but take a look at the trend for the day. it's going to be nice and mostly sunny by later this afternoon. even though we reach into the upper 60s, may feel a little bit cooler because of the high winds that are going to be picking up and we'll see concord today reaching 71 degrees. some of those wind gusts may reach 25, 35 miles per hour, especially near the coast, and in some of our hills. we're seeing quite a bit of a change because of the storm systems passing just to the north of us. we're not looking at any rain until about monday, where we could see some scattered showers moving in, and then as we go into next week, still looking fairly dry, but an active weather pattern continues. so with the lack of rainfall, you may be wondering how are we

doing with our water year? look at santa rosa, we measured over 25 inches of rain but still need over six inches of rain to catch up to normal. see the rainfall deficits we're returning around the bay area, not too bad for oakland but for san francisco, definitely a bigger order for us especially as we head into may. and then when we take a look around california and some of our largest reservoirs, and how they are at percent of capacity, many of them are in the 30% to 40% of capacity range. we are seeing some very low amounts especially for lake shasta only 39% of the total capacity and when we look at our sierra snowpack that fills the reserv reservoirs, only 40% of the normal amount. important to cece yes rah snowmelt drain into the hills and foothills and hill up the reservoirs but not a lot to work with. only 35% of its normal amount. we're seeing mostly dry conditions here, temperatures will continue to warm for our inland areas we'll go from low

past hour, an american behind bars in russia is free following a dramatic prisoner exchange. u.s. marine trevor reed has been jailed in moscow since 2020 on assault charges stemming from what he has called a drunken night out. he was sentenced to nine years in prison for injuring police officers. in exchange, the u.s. released a russian drug trafficker serving a long prison sentence. president biden released a statement saying in part, "i heard in the voices of trevor's parents how much they've worried about his health and missed his presence. and i was delighted to be able to share with them the good news about trevor's freedom." >> 6:32 for you right now. it's time to talk about the bay area covid cases, they are on the rise. people in the bay area, that's 110% increase over the past 30 days, the highest since mid-february, this is according to the "san francisco chronicle" but deaths are down statewide. just a seven-day average of 0.03 deaths per 100,000 people. as a matter of fact, alameda county where i'm at has the lowest covid-19 death rate among all counties in the country with more than 1 million people. contra costa county has the second lowest, santa clara county the third, this is according to the contra costa health director. we spoke with ucf's dr. monica gandhi who told us herd immunity is no longer possible because of the wide rates of infection. instead we as a society are looking for control over the disease. >> the question is are we under control, and with this degree of immunity, almost 60% of adults but importantly children in that study zero to 17, 75% of children in our country have

natural antibodies to covid so we have a high-level of immunity plus we have vaccinations, 83% of us over 5 have been vaccinated with one dose in this country. that degree of immunity is why our deaths are at the lowest they have ever been since the beginning of the pandemic. >> reporter: incidentally, hospitalizations are down significantly statewide, 950 people are hospitalized right now. compare that to around 15,000 who were hospitalized during the last surge. reporting live in pleasanton, bob redell, "today in the bay" >> talking about those numbers, you see just how far we've come. bob, thank you. the ongoing criminal fraud trial involving former theranos executive sunny balwani is so far playing similarly to the one that ended to the conviction of founder elizabeth holmes. on the stand yesterday, a representative for a well-known jilted investor, former education secretary betsy davos,

davos' family backed theranos to the tune of $100 million. her family claims they were lied to including false data from blood testing machines and widely inaccurate earning projections. prosecutors want to establish balwani misled investors at the operational level. his team said he acted more as an investor rather than a decision-maker. the climate in crisis putting pressure on east bay water customers. tonight east bay mud holds a special forum to discuss its drought action plan, after the agency last voted to authorize a stage two drought emergency and that includes a 10% water cutback. single family homes will be fined for using more than 1,600 gallons per day. if you're a bay area sports fan, you're going to be busy whether you're watching the games at home or in person. on the hard court, the warriors try to eliminate denver from the playoffs. game five tips off at chase center at 7:00 p.m., and 15

minutes before that, the giants and the a's get going for the second game in the bay bridge series. that game, like last night, will take place at nearby oracle park and last night's game wound up pretty lop-sided. the giants won it 8-2. mike inouye posting on twitter and facebook about what fans need to know when it comes to getting out and getting around the city tonight. he joins us right now more details out there. so it's going to be a busy night. >> it will be there. both events were scheduled with parking rates being a little bit different. i did post what the muni system talked about with regard to the charges for the areas, when there san event. either at oracle or at chase, they're both going on tonight, so you could see this one small area of san francisco that will be flooded with traffic before the games, very close start times but afterwards, it's going to be a ton of traffic flooding through the area as well. take mass transit if you can, posted that on facebook, instagram. meanwhile getting into the city,

right now this morning that's the deal that's building for oakland in toward san francisco, east bay across that richmond bridge, highway 37 west as well as highway 4 westbound. we're looking at a smooth drive for most of the bay, anywhere south of there the build for 880, the nimitz coming through the tri-valley, san jose shows a first start as well and kari the reminder for folks as well, one lane westbound that's over on the right of the san mateo bridge will be closed overnight again. the rest of the bridge will remain open, calm right now. >> it's a crazy day with bay bridge series going on, and people also out there at chase center. here is a live look at oracle park this morning, starting out nice and quiet, a couple of seagulls flying by. the forecast for this evening it's chilly out there, if you're going to the game, 57 degrees at first pitch, and look at the winds, it's going to stay really gusty all throughout the game, and as the temperatures drop, it's going to be chilly, sometimes 50s and windy, can feel like tahoe out there, so

not paying their student loans back. some estimate show about a quarter of them aren't ready and would default. the word is the white house might move to forgive as much as $10,000 in loans. maybe nor. biden promised to do when he was campaigning. now some argue the white house does not have the power to forgive federal loans, but one pundit pointed out if the white house could free the slaves, it can forgive loans. live pictures of -- well, what is that? it's not the white house this morning, but we reported to you yesterday vice president kamala harris tested positive for coronavirus. she doesn't have any symptoms. hasn't been in contact with the president. nonetheless the worry is covid is getting too close to our 79-year-old president. >> i wouldn't say it's a matter of time but of course it is possible the president like any other american could get covid. the bottom line is he's vaccinated and boosted and very well-protected. he has good protocols around him

there will be new rules today bringing back the standards. we'll talk about the student loans on twitter, find me @scottmcgrew. making it in the bay harder as many wonder what the impact will be to bay area home sales if things will slow down at all. joining us now live is daryl fairweather, chief economist for the real estate website redfin. thanks for joining us this morning. you have interspeccive to on bay area home prices. any signs demands are slowing a bit with the interest rates higher? >> there are some early signs demand is slowing. fewer people are searching for homes of sale, lots of touring going on and fewer people are locking in a purchase application for their mortgage so we expect all of that to filter down into less demand and less competition in the bay area and other expensive markets along the coast. >> so how big of an increase in

camera to see how the winds are moving, the flag in the foreground, a calm, light breeze as you start out but later on tonight we'll see the winds picking up along the coast and in the hills, all of the areas shaded in orange will be included in a wind advisory, so that will be from 8:00 p.m. to 11:00 tomorrow morning. some of those gusts may reach 60 miles per hour, that could bring down some tree limbs and also cause some power outages. beware of that, but we're also going to start to see winds picking up for this afternoon. novato headed for 68 degrees and also see a high of 68 in san jose. dublin reaching 66 degrees and some low 70s in concord. seven-day forecast is already up at the bottom of the screen as we take a look at when we may get some rain in here. there will be several cold fronts passing nearby, rain staying to the north of us and then we'll see some widespread showers heading into monday, but it looks like it's in and out of here fairly quickly, not expecting any significant downpours. when we take a look at our water year update, we're lacking quite

a bit of rain just to catch up to normal, even though santa rosa's measured over 25 inches of rain, in oakland over 16 inches of rain, how much that is below the normal for this time and with a couple of weak systems passing by, not expected to catch up to our normal amount. our reservoirs are also dropping, so as we look at trinity lake it's only 31% of the maximum capacity and also seeing the low numbers around the state with some of our largest reservoirs at 50% or th sierra snowpack to melt coming down into the foothills and fill the reservoirs, we're only seeing 35% of the normal amount of sierra snowpack at this point. as we lack at our seven-day forecast, it is fairly dry, our temperatures will also be warming up, so we're going from low 70s for our inland areas to upper 70s and low 80s for the weekend, and once again, nothing

significant here but we'll be watching out for minor rain chances. mike says the commute is calm right now. >> pretty calm. typical slowdown for the south bay. there's 87, the sensors change north of capitol expressway and 101 the volume is building, why it gets distributed about now and looking at here, sunnyvale coming in out of santa clara, north 101 also sees that typical slowing and remember the express lanes where we see things bogged down and smooth out once again heading north. south for the nimitz and 84 and now here is pleasanton, nor slowing sunol south 680. no surprises, we just have that there. an earlier crash center divide westbound highway 4 around railroad avenue and toward kirker pass road. everything is moving smoothly, a little build through concord and in toward walnut creek. same thing for the build out of vallejo and across the richmond bridge, this issue on the lower deck of the bay bridge, slowing out of san francisco headed toward treasure island.

"today in the bay." >> leepeople accused of kidnapping a baby from his grandmother's south bay home due to appear before a judge today. kris sanchez, do we know anything about the motivation of why they took this baby? >> we have asked police and they say that is still part of the investigation, but how bizarre is it? the best news is that baby brandon is safe with his mother. however, still in the hospital this morning. this is the moment that we could confirm that the 3-month-old was in the back of an ambulance safe after he was recovered from his kidnappers. his family was kind enough to share photos they took at the hospital of him looking just peachy and like a perfect baby, his grandmother, victoria mejia spoke only with telemundo and nbc bay area and here she is in her own words. [ speaking in foreign language ] >> victoria mejia told us she thanks god first.

without detectives, police, media and the person who called 911, she doesn't know what would have happened. the good samaritan told us live on the air yesterday on nbc bay area she called 911 because she trusted her gut when she saw what she believed was the suspect's van. >> i put my car in the middle of the road and looked in there and i noticed the car seat. i'm just glad they found the baby because it could have been anyone's child. >> as we mentioned, san jose police they have three suspects in custody, including the man here in this video, who showed up at grandma's house with his own baby carrier to take baby brandon away. the other is a woman who was with the grandma on that day she was shopping. police say she gave them inconsistent statements from the beginning and a third person is expected in court to face charges today as well. when we learn the identities of the three suspects, we'll tell you who they are. but again, unclear what the motivation would have been for this kidnapping, which police say was premeditated. >> thank goodness that baby was

okay. happy ending there. thousands of people in around the north bay, north beach i should say in san francisco waking up in the dark this morning. pg&e investigating an outage impacting about 2,000 customers. it started a little before 3:30 this morning. utility hopes to restore power in the next few hours. and want to look at jfk drive in san francisco, where cars are now permanently banned after a late night decision by supervisors. the closure spans one and a half miles through golden gate park. leaders first closed off traffic at the start of the pan demmic to create room for people to get more exercise. many praised that move but some argue it makes getting to the park more difficult. the new ordinance also calls for lower parking meter prices around and nearby that area, and prices more parking spaces for the disabled. >> 6:58. is it a good day to get out and about? >> you have to hold onto the hat and keep in mind some of the
