time you want on roku, amazon fire, apple tv, and online on your phone. >> today is a very big day, it is may the fourth be with you. we will be celebrating ahead. first let's start with a look at the forecast. kari hall is tracking a warmup. >> we are going to be warming up today for our inland areas. martinez with upper 50s as you're heading out at about 8:00. sunshine throughout the day and it's still going to be breezy at times but definitely warmer than it was yesterday, reaching into the low 80s here in some spots and we reach into the upper 80s and it's up to 89 degrees in fairfield, that's our hot spot. we'll see a high of 87 in morgan hill. 75 in oakland. novato and santa rosa today headed for 82 degrees. the spike in temperatures doesn't last long. by tomorrow we're already starting to cool down as showers move closer to the bay area. we'll be talking about when we could see some rain in our forecast, coming up in a few minutes. mike, you were taking us back to the east bay. >> that's right, i have a

correction, not a retraction, because there was -- well let's look at the map, just below 238 on 880 southbound there was a crash. it's out of the lanes northbound, where the sand barrels are busted and there's some sand. all lanes are clear for driving but once a crew arrives to help clean up that sand barrel, there may be slowing on your approach out of hayward and today san lorenzo. a little more traffic slowing, a little brake tapping not a big deal, no problems south bay through san francisco and the off-ramp may still have the disabled vehicle off fifth street off the bay bridge exit. police in san jose have their hands full with two shootings in the span of 15 minutes. they happened a little after 11:00 p.m. last night. the first shooting on williamsburg drive in san jose, two men were injured there. 15 minutes later, another man shot on gramercy place.

the shooters in both cases are on the loose and they don't know a motive. new fallout from the leaked supreme court decision indicating roe v. wade may be overturned. governor newsom is expected to announce a state amendment to the constitution today to preserve reproductive rights in california. people on both sides of the issue are gathering across the country as the court launches that investigation into the leak of that opinion draft obtained by politico. if the court indeed overturns the law, it is believed up to half of all u.s. states will ban abortion. 13 have trigger laws in place, which means the bans would go into effect immediately. emotion is spilling over on both sides and president biden is among those talking about it. >> abortion is not the only option. it's not the worst option. >> the idea that it concerns me a great deal that we're going to, after 50 years, decide a woman does not have a right to choose within the limits of the

supreme court decision. >> reporter: senate democrats are now pushing for a federal law to protect abortion rights but it is unlikely to get the votes it needs to pass. this could all shape the landscape of the upcoming midterm election. nbc news' peter alexander will have more on the "today" show at 7:00 after "today in the bay." in other news, the federal open markets committee will end its two-day interest rate meeting later this morning and it is likely they will announce another interest rate hike. >> scott mcgrew, i know you've been talking about this for days and the day is finally here. >> you're very kind. i've been banging on it for a couple weeks now. here we go. we expect the fed will raise rates by a half a percent. you mayer that as 50 basis points, same thing. jay powell will hold a press conference shortly thereafter we think before noon our time explaining the fed's rationale and hinting what comes after

that. as far as rationale, we know the reason. inflation is out of control and one of the few levers the bank has to fight inflation is raising interest rates. that makes it more difficult to borrow, which decreases the amount of money in the economy, think of it as gas and brake, we're in full braking mode. the danger with all of this is inflation is mostly been a supply problem. there's not enough stuff, but the fed can't do anything about the production of stuff. it can only control how much money you have access to. let's talk about how it affects you. borrowing gets more expensive. the fed doesn't set credit card rates but they tend to move with the fed. debt gets more expensive. car loans, credit card loans, personal loans, but savings gets better. the interest rates on savings accounts go up, encouraging you to take your money, put it in the bank, which further takes money from the consumer. the downside of all of this, of course, is we're slowing the

economy, not as a side effect. we're deliberately messing up the economy's growth and that's the whole point. the real problem, kris and marcus, for consumers around here is going to be mortgage rates. again, fed doesn't set mortgage rates but they move with fed rates, and here you got the problem. if i own a home, i probably have like a sweet 2.5% mortgage on it because i refinanced when rates were low. if i move, my next house is going to be at 5.5%. so forget it. i'm not going to sell. marcus, i know you're looking for a home. you need to get that mortgage locked down at 5.5% while you still can before it's 6% or 7% but what are you going to buy? because i'm not going to sell. >> it's such a vicious cycle. >> it is really a problem with housing. >> the true definition of trying to make it in the bay or really make it anywhere right now. >> but particularly here it's going to get a lot worse. >> you better cover your ears. >> move in with both of you,

half the time here, half the time there. >> get some bunk beds. >> thanks, scott. now to a story for you this morning that you will only see here on nbc bay area. this morning, los gatos high school are really trying to curb a spike in covid cases. >> so at least 65 students and nine staff members tested positive in the last two weeks. "today in the bay's" ginger conejero saab is live outside the school. the principal sent a letter to students and parents. what did the letter say? >> reporter: good morning, kris and marcus. that letter that was sent out says out of the recent cases at least 50 were potentially infectious. the school also sent out covid notifications, nearly 2,000 of them, that's nearly everyone at the school. now to help curb this recent spike, the principal said students are highly recommended to wear masks once again and they ramped up testing. they're also moving things back outdoors. >> we moved our junior prom outdoors to avoid any spike or

outbreak that might impact what's coming up over the next few weeks. we have a very full agenda of senior activities. >> reporter: now students also had to check in on their phones before each class to ensure they don't have any symptoms, and you might recall last month san mateo high school had an outbreak following its prom. nearly 100 students there tested positive, which prompted the district to move to daily testing and some health experts say this is the way to go, along with mask wearing, of course, when cases jump. we're live in los gatos, ginger conejero saab, "today in the bay." >> thank you. we want to take you from los gatos to san francisco and we can see a little bit of the fog starting to roll in, that flag there in the distance not waving as hard as it has been over the last couple of days. we know meteorologist kari hall is tracking a warmup and a cooldown. >> we have all kinds of changing weather here, but i guess that's kind of typical of spring, we're

in that transition season and as we head out in oakland this morning, you do need a jacket for the start of the day, and then we're going to be warming up. let's get you out the door in walnut creek, i don't know why i put an extra "e" in there but i'll fix that. we'll start out with temperatures in the upper 40s and then we'll see the highs headed for the upper 80s. at noon we're at 77. the high today versus average we're ten degrees above normal in santa rosa but even warmer than that in concord reaching 87. san francisco 71 and oakland reaching 75. we'll talk about a cooler end of the week coming our way and mike, you have a look at where we can get some cheaper gas prices? >> or less expensive. we'll read off a few, i don't know if we have something to show here but in san leandro superior gas on washington avenue is $5.15.

right now at 5:13, as you are making plans for the day, if you're in some of our inland valleys where it's going to be heating up in a spot like brentwood, head to the park early because we see our temperature trend at 9:00 go from 67 degrees to 88 at 3:00. you'll want to make sure you have that water bottle and keep refilling it to stay hydrated. we'll look at all of our microclimates in the forecast coming up. >> a quick look in fremont shows you a little more traffic picking up, the volume on the nimitz heading south with the headlights, no problems on 880. i do, however, see an issue on the oakland side of the bay bridge. we'll get a little more detail coming up. >> for so many people trying to make it in the bay, it is a challenge and affordability continues to dip for those who need it most. >> laura garcia joins us with

results of a new real estate forecast that unfortunately laura doesn't look very promising. >> you know me, i always try to look for the silver lining here, this is according to the california association of realtors. we've been telling you here on "today in the bay," california's median home price set a new high in march and as interest rates reached their highest levels in more than two years, the housing affordability outlook for california was diminished in the first quarter of 2022. now the percentage of home buyers who could afford to purchase a median price existing single family home in california in the first quarter of 2022 actually ticked down from 24% to 27%, first quarter of 2021. you can see that downward spiral that we're talking about. we're talking statewide numbers here so i broke it down for you specific to the bay area. take a look at where you live. we're talking statewide numbers. here you go, breaking it down for you, let's start in the

north bay, marin county, 18% of residents can't afford a median priced home, san francisco 20%, and further south in santa clara county just 20% of residents can afford a home there. contra costa county may be where to move if you're looking for bay area home affordability, still not a great number but 30% of people there can afford a median priced home. alameda county 17% of people being able to afford a median priced home there. we're seeing the trend across the state. we say how hard it is to make it in the bay. it's hard overall to make it in the state. they're saying the worst place right now for people to try to buy a home is in sacramento county and placer. >> we've heard of people moving but we're not all in a position to do that. is there any other solution? >> well, you know what? if we could move faster on construction, experts point to housing construction as a key solution to california's affordability crisis. the state added over 100,000 new

also see jupiter as well as mars, kind of cool view as we approach twilight. as we start out this morning, our temperatures in the mid-40s and we are going to have a nice warm day, and even warmer for some of our inland spots, when you compare antioch at 89, so vallejo at 79 to oakland at 75, it's really going to depend on where you are and daly city in the low 60s. palo alto highs 80 degrees. 69 in the mission district, still a breezy westerly wind keeping san francisco cool but the breeze does not make it up to ukiah, where we're headed for 86 degrees, very warm there. now for the next couple of days, there will be some dangerous rip currents and sneaker waves. never turn your back to the water and especially tomorrow, as we see those five to eight-foot swells. as we are also tracking storms well to the north of us, it's all quiet here as the high pressure creates that intense heat but then the next few days

we get a more active weather pattern. i'm stopping it on sunday because it's a big day, mother's day, and if you're planning on treating mom, there is the possibility that we could see some rain off and on and sierra snow. dangerous travel headed to the sierra as we'll see that happening next week. our sierra snowpack is extremely low, statewide only 29% of the normal amount, but the good thing is that once we get past the weekend, possibly starting on sunday, we could see a really heavy snow there and the potential of getting anywhere from 12 inches to 20 inches of snow. that's going to be great to extend the ski season. our seven-day forecast shows hot weather today, cooling down tomorrow. friday looks really nice and saturday probably the day to take mom out because once again there will be that chance of rain on sunday, and we clear out again for early next week. mike, how is it looking for the morning commute? >> kari, we're going to take you out to the bay bridge toll plaza, because i heard word that

really see it lit up. as you start out, we are seeing the fog near the coast, that's what keeps it cool compared to the inland areas. san francisco will see a high of about 66 today, and 82 in novato, but then that really doesn't help us out in some of our interior valleys, fairfield will hit a high of 89 degrees. 84 in san jose and 87 in morgan hill. a little bit cooler tomorrow as we get more of a breeze. we'll talk about that and when we could see some rain coming up. mike, you were tracking a crash in san jose. >> this happened not far from our cameras, so we'll take the live camera in san jose. i saw flashing lights traveling north. it looks like around mckee, so around farther north from our camera, two lanes are blocked. it's jammed up at the camera itself, right around the 101 shield but also looking at the backup going past story road. north of tully, things will jam up until just past mckee and by the time you get to oakland road you're okay. we're tracking the build and the potential ripple effect it will

have. some people may head over capital expressway toward 87. i'll give you the update soon. back to you. >> thank you, mike. this morning emotions are running high following the leaked supreme court opinion suggesting the supreme court plans to overturn abortion rights. >> people rallied in march including san francisco, oakland and washington, d.c. these are just a few of the demonstrations we saw across the country. >> we have team coverage on the fallout. cierra johnson is looking into today's planned response from governor gavin newsom but first scott mcgrew joins us with that very strong reaction from both sides. >> absolutely. millions of women who never thought abortion rights would be something they'd lose speaking out. millions more celebrating the apparent overturn of a supreme court case they hated, they're speaking out, too. >> abortion is not the only option. it's not the worst option. >> reporter: the decision to make abortions illegal will not stop them from happening.

it will only stop them from happening safely. >> for now, all we can say is it's an apparent decision, a draft from the supreme court that chief justice yesterday confirming it is authentic but saying it's not a final decision yet. the bottom line for us in california, no matter what that final draft says, is abortion is legal in this state now. it will be legal later, even after other states move to ban it. the decision ends nationwide protection now, it's worth diving into tha alito. he reasons abortion is not protected because it's not mentioned in the constitution. though he acknowledges the 14th amendment guaranties certain rights to privacy, but he argues abortion is not one of them because abortion isn't part of what he calls the nation's history and traditions. now, what else is not deeply

rooted in the nation's history and traditions? well, a lot of things. and that has some americans alarmed. the most obvious is gay marriage. not rooted in american history. it's barely seven years nationwide since that supreme court decision and indeed alito mentioned gay marriage and interracial marriage and the right to seek contraception, the legality of certain sexual acts between consenting adults, all of those court cases he says are questionable for the same reason roe v. wade is, but he says abortion is a special circumstance and we are not to read his opinion on roe v. wade as an indication issues like gay marriage are next, but of course, there are a lot of americans who already think they've been misled during their confirmation process, assured suspicious senators that roe was already established law. gorsuch here in 2017 said the court had approved roe, it was

precedent and it was law of the land. now california is anticipating a potential influx of patients in need of access to aborings. "today in the bay's" cierra johnson continues our coverage in the north bay looking at how local leaders and planned parenthood are preparing. cierra? >> reporter: as many women in many states grapple with losing access to abortion services, local facilities across the bay area and across really the state are preparing to fill that void by some of those states that could potentially roll back or take back that right to an abortion. one of those facilities here in san rafael. we had a chance to speak with planned parenthood of northern california, chapter ceo gilda gonzalez. she tells us a recent study shows california clinics could see 3,000% increase in the number of patients from out of state, that is if the supreme court overturns roe v. wade. she emphasizes the larumber

prepared just in case.ts to mak >> waiting to see the details in the actual language in the constitutional amendment but i'm already telling folks that at this moment if we're really committed to being a reproductive state we all have to be all in. >> reporter: it is important to note that abortion rights are protected in california, scott was mentioning last year a bill was also introduced to help women find providers in the state but also establish a travel fund to help women get to those fa sits and today governor gavin newsom will be in l.a. speaking about abortion access. the governor and other lawmakers have already proposed making abortion a constitutional right here in the state of california, so at this point we're really in a holding pattern to wait and see what the supreme court does. as you heard, local abortion providers here wanting to make sure women in other states have access to facilities here in the state of california. we're live in san rafael, cierra

>> reporter: good morning to you, marcus. the cdc is basing its recommendation you continue to mask on planes and airports and on trains. on the higher rates of covid transmission that we're seeing right now. if you're a b.a.r.t. rider, this is a moot point. you recall last week, b.a.r.t. did extend its mask mandate until july 18th. it's not only a recommendation. you must do it if you want to ride b.a.r.t. april 18th a federal judge in florida declared the mask mandate unlawful. passengers are no longer required to mask up on airplanes. the mask mandate would have expired on its own last night at midnight without an extension, which explains the timing of the see become announcement that again still recommending masks even though they aren't required. the cdc classified all nine bay area counties as having high level of covid transmission, that means counties are seeing an average of 100 new cases each day for 100,000 people. statewide we're averaging about 4,000 new cases each day, up

from about 2,800, which was the average one month ago but far lower than the number of cases we saw during the winter surge which hit a record of 112,000 new cases each day. in oakland, the city council has dropped a vaccine or negative test requirement for most public indoor settings like restaurants, gyms and concert venues though the requirement is still in place for assisted living and senior centers. reporting live in dublin, bob redell, "today in the bay." >> good to know. bob, thank you. taking a live look out at san jose as the sun is starting to peek up. it is nice and clear there and it is going to be hot later on today. so if you got to get the dog out for a walk, do it early. >> it's going to definitely be the case for the inland areas, where the temperatures will be heating up, near the coast it's nice and cool. let's look at your commute through walnut creek, starting out this morning, temperatures in the upper 40s and we can see at 9:00 we're at 64. 77 at lunch time and it continues to warm up even more from there.

as we head to 87 degrees in livermore, martinez 84, and novato today is 82 but notice san francisco is going to be much cooler thanks to the fog that's rolling across the golden gate bridge right now. we'll be tracking that and talk about a weekend cooldown. mike has a look at what to watch out for now and later. >> kari, right now looking over here toward the jam north 101, it's starting to move in the last couple of seconds. we'll show you the map, there's a crash north of there at mckee. sounds like two left lanes are blocked. chp has arrived. they needed at least one tow truck but not called a traffic alert. i'm advising you there's an early backup. the bottom of the screen past tully road, creeping back toward capitol expressway which may have folks bailing or avoiding that portion of north 101 and headed toward north 87, that would be an early start for that slowing north of capitol in toward downtown san jose on 87. we'll track the shift over there. so far it's only north 101 that has the backup. tonight we're looking ahead

address all things water. >> and the lack of it, of course, for the state of california. laura garcia talked with the executive director of the association of california water agencies. laura, it seems they have a lot to talk about. >> understandably, they sure do. we talk about it all the time on "today in the bay." california is in a drought, and with lack of significant rain in the forecast, we aren't coming out of it any time soon. this week there's a california water agency conference taking place over three days where leaders representing agencies across the state gather together to talk about possible strategies and solutions. i talked to acwa executive director dave edgarton about what they'll discuss. while he expressed hope for the future, he acknowledged the struggle ahead for the golden state. >> we'll have some real opportunities to capture water. we have to do our very best to store that water above and below ground. that means we have to invest in storage facilities and the canals and every other thing that we need to be able to move

that water around the state. >> the executive director stressed that water agencies across the state need to work together on the local, state and federal levels to make it work. different regions of our state experience different water needs, take the central valley, it's heavy agricultural area or san diego and innovations with enit comes to water desalinization. >> san diego has done a marvelous job. it's a reliable part ofr portfo certainly more opportunity to do that and certainly other available supplies become less reliable that's probably a more attractive option for other communities. >> you'll recall californians were asked by the government in july of last year to reduce water by 15% from 2020. he says conservation is key but really it's just one part of the future of our state. >> we've known this for some

time now. while it might knob ideal the options here, what are some of the things people can do to save water? >> every little drop counts. according to saveourwater.com, here are the top things any of us can do. water smart plants that don't require a lot of water, succulents, and water just where you need it and especially fix leaks. you can do that by checking your water out of line, that could ba good indicator you have a leak. you want to make a difference to our state. >> absolutely. we did one of the water audits, it was shocking how big a leak we had. we just thought they were watering too much. thanks, laura. >> sure. let's get a look at the forecast. we could use some rain. wouldn't have oturn on the sprinklers. >> no rain but how about fog? we're seeing that rolling over san francisco. we can just see the top of the golden gate bridge sticking out and carl is going to keep san francisco protected from the heat that we'll see in our

inland areas. take a look at concord today, headed up for 87 degrees. also 87 in livermore, and morgan hill. fairfield 89 degrees, and napa gets a little bit of that breeze coming through but definitely much more cooling tomorrow, reaching into the low 70s there. san mateo reaching 66 tomorrow afternoon and 73 in fremont. so this spike in temperatures doesn't last that long, and we'll see a chance of rain in the extended forecast. let's get a look at it, as we see the storm track dipping a little bit farther south. it's not until mother's day, and yes, i know that's an important day, maybe take mom out on saturday, because there will be a chance of some showers moving through as well as sierra snow and next week another chance toward the end of the week. we do need every drop and every snowflake, too, because our cierra snowpack is 29% of the normal amount. we are doing the worst in the southern sierra. there is additional snow in the

forecast. going out about a week it shows the possibility of anywhere from 12 inches of snow in south lake tahoe to 20 inches of snow in kingvale and bridges. it will extend the ski season until at least memorial day. temperatures upper 80s today but cooling down for the weekend, more of the clouds and also a chance of some spotty showers. definitely won't be raining all day and we'll see our temperatures warming up by early next week and it's going to be breezy this weekend in san francisco. highs reaching into the low 60s and once again watching out for that sunday chance of rain. mike, how is it looking now for the commute? >> a little better. minutes ago we heard lanes all cleared for north 101 at mckee. seconds ago the live shot moves better. may be indicated on the map. past story and jamming up folks hitting the brakes capitol expressway up to tully road.
