ahead in a live report, the one industry not seeing the same kind of recovery. we'll show you. this is "today in the bay." good morning to you on this thursday. i'm marcus washington. >> i'm kris sanchez. a reminder you can watch us live on roku, amazon fire, apple tv and online. we are taking a live look at puebla, mexico. cinco de mayo, later this morning laura garcia will join us to break down the significance of today. it's not mexican independence day. >> and not just about drinking. a look at the forecast. meteorologist kari hall is tracking what we can expect out there. >> starting out with more clouds and cooler temperatures, al all thanks to the cool front making its way across the bay area. as you're heading through the tri-valley, at least the visibility is clear. we've seen fog in some spots. 50 degrees, a light northwesterly wind.

our temperatures will head for about 71 degrees at 1:00. this is going to be in some spots about 10 to 15 degrees lower than yesterday's high temperatures. we'll talk about the cooler air and what's ahead for our mother's day weekend coming up in a few minutes. mike, any issues for the commute? >> the slowing in san diego easing up, kicking in again in another half hour where i've circled. 880 continues to build south out of san leandro. at the top in brentwood there is a crash at the very beginning of vasco road. no major industries. meanwhile from marsh creek down to 580, about 25 minutes, the last bend toward 580 itself. the slower drive, nothing major toward the dublin interchange. highway 4 builds as well,

pittsburg to bay point. president jill biden heading out to show white house support for ukraine. troops have now regained control of at least 11 villages in the northeastern part of the country. elsewhere, those on the ground say the battles are becoming even more brutal including in mariupol. civilians there remain trapped inside a steel plant, but russia says it will stop military activity today to allow for more civilian evacuations. new signs of recovery for one of the hardest-hit bay area industries. leisure travel and tourism finally appearing to make a return to prepandemic levels. some also point out there's just one point of a much bigger picture. marcus. it's news that makes me want to get out my suitcase and go somewhere. leisure travel isn't the whole picture when it comes to talking about the return of bay area tourism. that's exactly what's going to be discussed in both san jose and san francisco today. local business and hospitality leaders are kicking off national travel and tourism week with that bit of good news. there is much more left on the table to reignite local tourism. the projected numbers for hotel revenue continues to lag. take a look at these numbers from american hotel and lodging association. we mentioned leisure travel is on the upswing. but hotel business travel revenue is projected to be down nearly 25% so far this year from prepandemic levels. that translates to about $20 million. here in the bay area, san francisco is on pace to see the sharpest decline in business travel revenue of all major u.s. cities with a drop of nearly 70% or $1.7 billion.

san jose is also seeing a significant decline of revenue with a 52% drop or over $630 million. that's why later this morning, those sectors are getting together at the chamber of commerce here in san jose and at the hilton in san francisco's union square to piece together possible solutions to reignite the local tourism industry. first things first, a bit of good news, leisure travel is on the upswing. we'll start moving all of us forward with that. >> i'm here for it. travel, have some fun. thanks, ginger. the supreme court's leaked draft opinion suggesting the overturn of roe v. wade is getting a lot of strong reactions from both sides days later. new overnight, crews put up higher fencing around the supreme court amid concerns about protesters and demonstrators. also last night people packed manny's in san francisco hoping to learn more about what the

overturn of the law might mean. a trial lawyer explains it would give states and potentially the federal government the opportunity to regulate access to abortion. about half of all states are considered certain or likely to restrict abortion. those are the states in red. oklahoma's governor just signed one of the strictest abortion laws in the nation while new jersey recently made a woman's right to choose state law. in our next half hour, east bay representative barbara lee talked about her own personal experience with abortion and why she says it's imperative to have safe and legal option. the followup on the bear making itself at home in one vacaville neighborhood. police are saying the bear came back. this is video from monday. that 300-pound bear roaming around the north orchard area, in the jefferson middle school area. it's now believed it's actually splitting its time in the nearby hills. people are saying that they've been told to stay on the lookout

because that bear, yeah, likes to make home there. actually wants to buy property there. >> in the real estate market. it is 300 pounds. it looks little in the picture, but it's a big one. a live look at oakland right now. things moving smoothly on the roadways. our temperatures are dropping smoothly as well. >> i'd be very careful, kind of worried walking out the door this morning looking around. oh, my goodness. that's kind of scary. but it would be pretty cool to see at the same time. it's 51 degrees in vacaville as you're heading out, keep your head on a swivel. we'll see more clouds throughout today, and also much cooler temperatures. it was so hot yesterday, at least we're not going to be dealing with that. it's going to be very much more comfortable. looking at upper 70s in some of our warmest spots. most of the bay area in the low 70s today, novato heading up to 69 degrees and 62 in san francisco. also a nice weekend ahead.

we'll talk about that as you make your mother's day plans. mike, you're giving us a look now at the bay bridge. >> first i should give you maybe a slightly less expensive gas prices. in mill valley, hq fuels onshore line highway gas is $5.19 a gallon. in the south bay at san jose, diamond gas and mart on story road, $5.19 there as well. in the east bay, castro valley you can find gas for $5.25 at stop and save on stanton avenue. from the east bay, we go across the bay bridge, here is what you'll find, the backup kari and i were talking about. the metering lights have been on for a few minutes. this is a little more gradual than we often see. looking at the approach coming through contra costa county. slowing less than you were yesterday through pittsburg and bay point. down to richmond, just an

elon musk has to come up with about $44 billion to buy twitter. this means he has to take out fewer loans. speaking of loans, the fed did as expected raise interest rates .5% yesterday. the fed chair indicated more rate hikes were coming in june and july. that means banks are going to charge more for loans, but will pay out more interest. i spoke to a fin tech ceo who said a lot like gas stations. a bank sees its competitor raise interest rates, it will, too. >> it becomes a price and competitiveness decision as with any other industry. >> basically banks are looking at each other, looking at what the other guy is doing. >> yeah. who is going to go first. few you're trying to compete on interest rates, lau do you offer something better than your competitors. >> so that will benefit you on savings. a reminder we have the big jobs report tomorrow. that will probably show the economy is going strong after their huge demand for workers

that pushes wages up. kris and marcus, we've been talking about mortgage rates and whatnot rising with these interest rates, some of the viewers have been asking about credit card rates. yes, those are going to go up. the fed doesn't set credit card rates. here is the deal, the average credit card rate is something like 18%. they can get into the 20s. raising it a half a percent, you're already paying a disastrously high interest rate. get that solved somehow. i know it's hard. i've been there. we've all been there. get that solved first, worry about interest rates second. >> good advice there. >> thanks, dad. 6:15 right now. it is cinco de mayo, the 5th of may. >> today marks the 159th anniversary of cinco de mayo. while it is a relatively minor holiday in mexico, here in the u.s., the annual fiesta is an excuse to indulge and celebrate.

so what does it actually mean. laura garcia is helping us brush up on our history. >> that's right. we've got to celebrate, right? in the u.s. cinco de mayo seems to be the excuse, as you said, to indulge in margaritas, survey is as, tacos, enchiladas. we have fun facts for you this morning. first of all, we've got to get it straight. it is not mexican independence day. many people tend to confuse cinco de mayo with mexico's independence day which is actually observed on september 16th, when mexico celebrates its independence from spain. cinco de mayo is actually commemorating mexico's victory over the french during the 1862 battle of puebla. an outnumbered mexican army invaded the french forces during the war. the first american cinco de mayo celebrations date back to the 1860s when mexicans living in

california commemorated the victory over france in puebla. at that time the united states was embroiled in the civil war and news of the underdog mexican army beating back napoleon forces gave new strength to california's latinas who fought to stop the advance of the army. about a century later u.s. beer companies started to cash in. in fact, they jumped in targeting the spanish-speaking population in the 1970s and '80s. today cinco de mayo in the u.s. is primarily a celebration of mexican american culture. so how to celebrate authentically? make some mole. the traditional dish eaten in the town of puebla is mole pablano. i've been there, i've had it. deliciousment invented in the late 17th century, it's a thick sauce made with chocolate,

a look at the forecast. unfortunately your news, kari, not so tasty because we have the drought monitor. >> we'll talk about that in a little bit. i'll start off with the good news. >> i thought that was the drought map. >> a little too colorful here. starting with temperatures in the low 50s as you're starting out. it may be all day making that mole. so you may start it out around 7:00 a.m. then it's ready around 5:00. we'll see a mostly cloudy sky today. let's talk about this because we are getting out that drought monitor, just had it updated a few minutes ago. really it didn't change from last week. we can see the large area of red across the central valley and into northern california as well as parts of southern california as well. here in the bay area, we're in a severe drought, just a step-down, still pretty bad as we're still seeing very dry conditions. didn't change from last week once again, expected it at this point. we had a lot of rain.

specially for the north bay where we tend to typically get a lot more rain fall. we still need over 6.75 inches to catch up to normal. at this point it doesn't look very likely, especially as the storm systems stay kind of to the north of us. there will be a chance of spotty and light rain today as well tomorrow, and another chance of rain on mother's day. this looks a little better as we head into early monday. also watching out for some sierra snow. for the most part, the storm systems move through so quickly that they don't really have a chance to bring us anything significant. the higher rainfall totals will be farther to the north over the next week where santa rosa and nap can can get over .25 inch. look how it's mainly a few hundredths of an inch san francisco southward. we have good news for the sierra where there could be 10 to 13, maybe 14 inches of snow over the

next week. hopefully that happens so we can continue to extend the ski season and maybe go past memorial day. we'll be watching that. as we take a look at livermore, temperatures going up and down over the next ten days. it's starting out mild, cools down for the end of the weekend. early next week we start to see the warming trend as we approach next weekend. our temperatures are going to be the main story here as we only get a couple of spotty light showers. mother's day it will be cooler and windy for parts of the bay area. mike, you're keeping an eye on the east bay. >> yes. a call talked about a car into some fencing, maybe someone with the door wedged, needing help getting out of the car. we see slowing on the southbound approach as the traffic builds out of hayward and union city, it starts to slow at auto mall parkway and clears by the time

let's turn to laura garcia. i know you spoke with longtime house member barbara lee who spoke about this issue which is very personal to her. >> very personal. we sat down and talked about a recent visit to poland as she's working to write a supplemental $33 billion bill for military and humanitarian aid. the topic front and center this week has been roe v. wade. a longtime pro chair of the pro-choice caucus, she says this won't stop people from receiving the procedure in all states. she told me about her own experience of having the procedure done when she was just 15 years old. >> when i was 15 years old, this is way before roe v. wade. i got pregnant. my mother and i -- she was so supportive and loving, and she knew what this meant to me as a 15-year-old. of course, there were no safe legal abortions in the united states. she had a friend, god love her friend, who just passed away about a month ago, who knew a

doctor in juarez, mexico, where i was raised in el paso, texas, border town. i flew there with her friend. her friend was so kind and loving and took me to this doctor that she knew in a back alley, mind you, in a dark back alley at about 10:00, 10:30 at night, very dark. she took me into this small little clinic. the light was dark, but there were lights shining right on the bed. this doctor had on a white coat and he performed an abortion and i lived. that was terrifying for me. i can't even -- it was traumatic. i can't even describe it because of the triggers now come back. but for me, i don't want anybody to have to go through what i went through, having an unsafe, illegal abortion. >> of course, the other side to this, if roe v. wade is overturned, it would be up to each individual state to decide whether to allow the procedures to continue. 26 states are certain or likely

derby, the cinco de mayo celebrations, mother's day and the art walk in san jose on friday. look at these temperatures. it's going to be 72 degrees. bring a jacket if you're going to be out there strolling around town for the evening. those temperatures cool off quickly around sunset at 63 degrees and continuing to fall into the lower 60s. spending the weekend in sonoma valley, it's going to be really nice, especially friday and saturday. highs near 70 degrees it will be cooler and windy. we may even see a couple of spotty showers. we'll be watching out for that. i think the best day for a beach day this weekend will be friday. santa cruz reaching 70 degrees. cooler on saturday and sunday. much cooler with upper 50s. we'll be watching the tahoe area for the possibility of snow showers. it's going to be much cooler by sunday. that's probably when you'll be heading back to the bay area. >> mike, how is it looking in the east bay? >> updating the crash in fremont. the live camera shows the traffic heading towards us,

around lunchtime and about 70 degrees, a little more sunshine later today. you'll notice it's not only going to be cooler, but we'll see more clouds rolling back and breezy winds. a slight chance of north bay highs at 71 degrees in napa and 66 in hayward. san jose reaching 73 degrees. tomorrow more of the same, but also a couple of spotty showers to our north. morning fog and highs in san francisco headed for the mid 60s. all of this about normal for this time of year, and it's going to be a beautiful saturday. we were talking about that slight chance of rain in the north bay because of this. a storm system passing very close by, but once again a lot of it staying to the north of us. there will be a better chance we can get spotty showers between sunday afternoon into early monday morning and then we go back to dry conditions. we'll be watching out for the rain chances. in all we're looking at about .10 inch of rain, a very

low amount for san francisco southward. the better chance for measurable rain will be from napa to santa rosa to ukiah. if we continue on the trend where the models are showing a foot of snow in the upper elevations, they could get up to 14 inches of snow. hopefully we can extend the ski season through memorial day. as we take a look at the forecast, making plans for mother's day, a heads up that it will be windy and cool. i think saturday is the better day for going outside, going to the vineyards, going out to eat outdoors. next week we'll start out with cool temperatures with our valley highs only reaching into the mid 60s. mike, you're watching the south bay. what's the update? >> a little build. yesterday 87 and 101 showed slowing. today just because of the build there. 880 still slow past the scene. a lot slower the last few minutes. i think they may have moved some

police say a man died at the scene. so far there are no arrests. police say this is the city's tenth homicide this year. bay area political leaders continue to react to this week's leaked draft opinion. this could mean each state could decide whether or not to allow abortion. east bay congresswoman barbara lee detailed her own experience of having an abortion when she was 15 when it was illegal in texas where she grew up. >> that was terrifying for me. i can't evening -- it was traumatic. i can't even describe it because all the triggers now, of course, come back. for me, i don't want anybody to have to go through what i went through, having an unsafe, illegal abortion. >> overnight new fencing surrounding the supreme court went up in washington because of concerns about reaction to that leaked draft opinion. bay area cities are kicking off national travel and tourism

week. there are new signs of a recovery. leisure travel finally appears to be returning to pre pandemic levels. "today in the bay's" ginger conejero saab live in san jose. that only tells part of the story, right? >> that's right. it's welcome news, but it is just one part of reigniting bay area tourism. take a look at these numbers from the american hotel and lodging association. hotel business travel revenue is overall projected to still be down nearly 25% so far this year from prepandemic levels or down $20 billion. here in the bay area, san francisco is on pace to see the sharpest decline in business travel revenue of all major u.s. cities with a 70% drop. san jose just slightly less of a decline at 52% or over $630 million. that's why later this morning the business and hospitality sectors are getting together to try to piece together solutions to boost our local tourism industry. a bit of a good news, but still
