an important election gearing up there right now. we're going to hear from the mayoral candidates coming up in a few minutes. >> a helpful guide for sure. we'll check in with mike as traffic starts to build up but we want to look at kari's forecast, because yesterday we needed a sweater like in the middle of the day. >> right, that's ale going to be the same case today, as you're heading out in oakland, we're in the upper 40s as you're heading out the door and temperatures only reach into the upper 50s before it stops warming up from there. we're going to see still a cool day, windy conditions at times. san jose reaching 62, also 62 in napa and a few spots may get in on some rain so i'll be watching that and we'll talk about it in your forecast, coming up in a few minutes. >> thanks, kari. developing now, some water customerness in the bay area facing a critical deadline. >> reduce your water usage by 30%, that's the word from the city of benicia in an emergency announcement. laura garcia joins us now. this is not because of the

drought, but 30% is a lot. >> yes, and they're asking people to do it immediately. good morning to both of you. the critical ask is coming wate treatment plant in benicia. they don't know exactly when it happened but benicia's mayor said it most likely happened saturday night or early sunday morning. crews have been working around the clock to fix it. but the work they say could take a week or more. part of the restrictions include no outdoor water use. as for the water coming into your homes and businesses now, benicia's mayor says it is safe to continue to use even during repairs. >> we are confident that we're going to get this fixed without too much trouble but you never know until you dig in and you see how big the problem is. >> now the cutback comes at an especially bad time after the

dry weather we've been having, the dry start to the year, the city is expected to give an update on the situation this morning but the good news is the water is safe to drink. they're asking people to cut back wherever and whenever they can, at least 30%. if you could do more, something we're all trying to do as we try to conserve, right, kris? >> let's hold off on the laundry then. you don't have to ask me twice. thank you, laura. russia celebrating a victory today not in ukraine but defeating the nazis in world war ii. the celebratory scenes are playing out across moscow and western leaders are watching closely wary that russian leader vladimir putin may use this occasion to's skate that assault on ukraine. first lady jill biden is in slovakia sitting down with that country's president. she made a surprise visit to ukraine yesterday on mother's

day. she was supposed to go close to the border but crossed the border. she met with her ukrainian counterpart president zelenskyy's wife, who has not been seen in public since the war began. >> this war has been brutal, and that people of the united states stand with the people of ukraine. >> the first lady returns to washington tonight. okay t is 6:04 for you right now. we want to talk about those gas prices near record-breaking territory, and making things all the more difficult for everyone just trying to make it in the bay. "today in the bay's" bob redell is live for us in contra costa county and bob, we could start to see national all-time highs as soon as today? >> reporter: good morning to you, marcus. unfortunately you're correct. right now the average gallon of gas nationwide is around $4.30. that's just pennies way from the all-time record. for us here in the bay area and california that would be a bargain.

this shell station in san ramon $6.25 for a gallon of regular gas. which is above average but unfortunately in the ball park for what we're used to paying. you see these numbers from the weekend from aaa, you could see most of our counties, this is from over the weekend are averaging anywhere from $5.80 to just over $6 for a gallon of gas. statewide the average is $5.82, not much more than it was a month ago, but a steep increase from a year ago when gas was just over four bucks a gallon. >> i think california that shock and awe happens at $6 a gallon and i think for the rest of the country, a lot of consumers are probably saying $5 a gallon, given the fact that the economy is seeing some strength coming out of covid, i think consumers have a little bit more appetite to hit the road, that is $4 may slow them down but i think it's the $5 mark where there's a real sticking point. >> reporter: that was patrick de haan, he had a petroleum

analysis at gas buddy, he says prices are up because demand is going up as we approach the memorial day travel holiday and oil prizes have risen. europe wants to sanction russian oil because of its invasion of ukraine. reporting live here in san ramon, bob redell, "today in the bay." >> it gets harder and harder each day as the prices go up, up and up. bob redell, thanks so much, bob. it is 6:06 now. firefighters not saying whether they know what sparked a fire that heavily damaged two neighboring duplexes in san jose. this happened a little before 7:00 last night at roundtable and bendorf drive near the 101/85 interchange. everybody made it out safely but more than two dozen people are now displaced and the red cross is assisting. to decision 2022 now, and we are now less than a month away from deciding several key bay area races.

this afternoon. low to mid-60s for today, gusty winds through the coast and delta and we may see a few spots getting in on some rain. we're watching that and talk about the changes ahead as we go from winter to summer all in the course of a few days. like you're looking closely at the bay bridge, mike? >> the bay bridge toll plaza kicked in over the last seven minutes. we saw lanes go from sparsely populated to fully packed right here. now that's not a surprise and not a problem coming off the east shore freeway, the arrow shows you across the span of the metering lights should probably slow down a bit and that will clear up things there. we're looking at a pretty standard build out of contra costa county. in the north bay we have a crash on the shoulder i'm told, what chp says northbound 29 at 221, but that is a narrow roadway causing quite a distraction for that portion headed in through napa. the rest of the bay moves smoothly. back to you. >> thanks, mike. 6:11 right now. new details in the small plane crash in marin. still ahead at 6:25, we get a

good monday morning. at 6:15, if you are going out to the giants game this evening, it is going to be windy and chilly, only 54 degrees at around first pitch and then going throughout the game, temperatures will be dropping as it stays windy and it will be mostly clear, dune to about 50 degrees at 10:00. we're tracking the microclimates

in the forecast as well as where we could see some rain coming up. >> across the bay a's are out of town, easy drive and the build we'll see how the trends continue coming up. good morning, very happy monday to you. you remember that picture of those children that were doing homework outside a taco bell in salinas, sitting on the curb outside the restaurant in monterey county because they could get taco bell's free internet by sitting out there. it was taken by a county supervisor and it really illustrated the digital divide, the haves and the have nots when it comes to the internet. the white house this morning announced 20 american internet companies have agreed to take part in a plan to provide relatively high speed internet to poor families. the companies will lower their rates, the government will subsidize the remaining cost up

to 30 bucks a month so in most days it will entirely free to any american who wants it. it's part of the $3 trillion infrastructure package. spectrum and comcast which provide a lot of the internet in the bay area are taking part. i should point out this tv station is owned by comcast. the new low-cost carrier breeze airlines is adding another route from sfo, this time to provo, utah, about 45 minutes south of salt lake city and has all that great skiing. breeze saves money flying into smaller airports near big cities and saving the landing fees. uber's ceo sent a memo to employees, saying the company would slow down hiring and cut costs in an effort to become profitable. recently, meta facebook said it would slow hiring, robinhood cutting staff. all the companies are desperate for workers. on friday we got the jobs report showing another 200,000 jobs added at a time

when companies can't fill old jobs. it's estimated 11 million jobs are out there looking for a person. watch shares in rivian today. the lock-up period on that company has ended. that means the original investors who were not allowed to sell their ownership as part of the company as it went public can do whatever they want. cnbc says ford originally an investor is getting out. you see kris and marcus, the share price $28.79. that's where it closed on friday. cnbc says ford will sell it at $26 a share at a discount to make sure it gets sold. that's unnerved a lot of investors. >> the sell-off do you think is because they're making their own trucks, ford? >> but still why not have a hand in everything? >> right. >> rivian when they went on what they call the road show, explained how great their company was going to be had a number of trucks they were going to make and they're only making

>> all right. music here today -- ♪ let the sun shine ♪ kari, right? >> you don't want me to sing. >> we need something that works in the cold weather, too. >> ♪ baby it's cold outside ♪ >> working a christmas song? i don't know. feels like winter out there. you'ller what a jacket throughout today as you drop the kids off in san mateo, only 48 degrees, mostly cloudy, and 58 degrees as you pick them up, so you still may have the heater on in the vehicle, as we're seeing those temperatures today head for the low 60s, up to 62 in martinez, and in napa. santa rosa today reaching 60, and there could be some spotty showers between today and tomorrow. so just be prepared for it all and as you can see on the seven-day forecast and the bottom of the screen we will be heating up towards the end of the week, wednesday and thursday are the most pleasant days because it's coming up to the upper 60s and low 70s, and then we're also still seeing a chance

of some spotty showers, we know we need the rain, but this one really not helping us out that much. there may be some spots getting up to a tenth of an inch of rain and other spots that get nothing but at least the sierra could see some snow and we could see snowfall totals from two to six inches for some upper elevations. we're starting out the week cool and we go from winter to spring and then this weekend summer. we're going to see highs in the upper 80s in some spots hitting 90 degrees. big changes this week, and we're also looking at some very cool temperatures for today, once again reaching up to about 60 degrees, mid-60s midweek and then 75 on thursday. you can see the warmup and then we'll be reaching into those mid 80s for the weekend, in san francisco not as warm, we're only looking at highs in the mid-70s. mike, you're keeping an eye on a couple of spots with the gusty winds. >> kari, like the san mateo bridge with the sign over here on the right is lit up, talking

playoff series and even in the dubs win they're dealing with the surprise loss that they're still proud to learn about. >> laura will have that for us in a bit so stick around for that. first we start out with the forecast this morning. meteorologist kari hall is tracking what we can expect today. >> it's a cold start in the north bay, take a look at santa rosa, at 35 degrees and also windy at times. the wind calming down for now, it's breezy today and temperatures into the mid-50s by early in the afternoon. we'll see a high of about 60 there. 60 in oakland and 60 in fremont, while san jose reaches into the low 60s but we're also watching out for some spotty showers that could make it into parts of the north bay, and we'll be watching that for tomorrow as well as we go from a very cold and breezy start to our week. we'll talk more about that coming up in just a few minutes. marcus and kris? >> thanks so much, kari. breaking news this morning, firefighters are still at the scene here of this house fire in

alameda. take a live look, firefighters wrapping things up it looks like, may have pretty good control over what's going on there, near buena vista avenue and eighth street. the fire started a little before 3:00 this morning and now we learned three people suffered burns and smoke inhalation. two of the victims had to be rescued and both are in critical condition. they are still working to find out the cause of that fire. >> hopefully they're okay soon. also new overnight at least one person died in a crash and three children ended up in the hospital after an overnight accident in antioch. this happened a little before midnight when a car rolled over on highway 4 near the laurel road off-ramp. the chp tells us two more adults were also transported to the hospital. the crash closed all eastbound lanes for more than an hour. developing this morning, authorities so far not revealing many details about a body found last night at the hills near tilden park.

it was found about a quarter mile from the children's steam train ride. the cause of the death unknown but oakland police have a homicide unit working that case right now. in a matter of hours, san francisco's mta starts a major redesign, meant to move those riders much faster through one of the city's busiest corridors. >> >> eventually but there will be pain in the process for riders. cierra johnson is live for us, it always gets worse before it gets better. >> reporter: good morning, that's a good way to put it. this is the second phase of the 16th street improvement project and it will really build on the first phase of the project that worked to make improvements in the area. if you want to look at your screen, this is the stretch of roadway where this improvement will take place. it will ultimately add bus only lanes between church street and potrera avenue. this will improve travel time of the 22 work for the 18,000 daily

riders by nearly 25%. this project will also improve safety on 16th street for people walking or biking and driving, and also be some necessary work that we don't really see aboveground like the upgrades to the sewer infrastructure. we had a chance to speak with some folks who take this line and also work along this ride and they tell us that they imagine the construction may cause some backups but this project is crucial to improving transit times on this route. >> every time i'm on the 22, it's like completely full and so it's important to a lot of people getting up and down this street and getting everyone there faster would be great. >> so it's going to cause a lot of traffic in the area and there's already a lot of traffic as it is with the stadium and, yeah. hopefully like it brings less traffic in the area, but meanwhile, i think it's just going to be super backed up around here. >> reporter: so the big question right now just how long will

this project take? sf mta estimates it will be completed by summer of 2023, this is obviously the start of 2022, so we have a little bit of time to go, a little bit of congestion will take place in that area before we get completed with the project, but some big changes are on the horizon. we're live in san francisco, cierra johnson for "today in the bay." >> and what a bummer, they couldn't do it while we were all working from home staying at home and off the streets. thanks, cierra. >> 6:35 right now. day care workers in the bay area many are taking part today in a national day of action. it's called a day without child care. now in some cases, workers will walk off the job providing at least 27 states, providers there they are set to be taking part in this. at 10:00, east bay child care providers will lead an event outside of the children's fairyland in downtown oakland. warriors can take a commanding leap tonight, this is in their second round playoff series against memphis. >> i see you wearing your golden

state gold. the dubs may have a distinct advantage, though, the grizzlies may be without their best player, and his injuries adding new fuel to the already fiery series. laura garcia joins us now, laura, the warriors insist there was nothing intentional about what happened. >> yes, exactly. kris and marcus, ja morant is who we're talking about here, he's listed as douseful after hurting his knee on saturday night during the game, game three. this morning there are questions on when morant went down, when he got hurt. he left the game in the fourth quarter, after jordan poole grabbed his knee, as he was going for the ball. here's coach steve kerr on the controversy. >> i watched the play. there's nothing to comment. there's nothing to talk about. they're playing basketball. so you know, we won.

cleaners but i did spill a -- about a year ago. >> you're good. >> thanks, laura. all right, let's take a look this morning at highway 80 in the sierra at kingvale, late season snow blanketing the area and boy it started coming down yesterday. here's what it looked like along interstate 80, more like the middle of january than the middle of may. the snow did catch a lot of people off guard. the chp is still requiring chains. that guy needs a jacket. [ laughter ] forget the chains, he needs a coat. chain requirement is for interstate 80 -- wow. highway 50. oh my goodness. kari tracking the forecast this morning. it felt chilly here in the bay area, not that cold, though. >> not that cold and at the same time we're not complaining either, because it was great to see the snow coming down. >> nah. >> and still slippery if you're going to the sierra, where

there's chain controls still up. we are seeing some very wintry type weather just to our north, and also a chance of spotty showers here but going into the next couple of days, another two to six inches of snow possible for the sierra. we know that the snowpack has been very low, so with this coming so late in the season, we welcome it, and as we look at how much rain we could see, it's going to be spotty for today and tomorrow. just a heads up there could be some quickly changing weather headed our way. mike, you're keeping an eye on the bay bridge. >> i-80, we showed the i-80, that was the chain control going on actively at kingvale. here we have the metering lights controlling the traffic flow, still under 20 miles per hour, across the span at present. we predict that every day pretty much. over here tonight we have the unusual occurrence oracle park with the giants game tonight at 6:45 and the warriors play as well, their playoff game tonight at 7:00 so you will see a meshing of the crowds, in a

end of the week warmup coming up in a few minutes. >> a live shot of the sunrise, behind the cars there, the folks will see the sun in their rear view mirror, sorry as you come in from san francisco the east bay this will be in your eyes, where you need to wear shades and bring more patience, more time, coming up. a live look at the u.s. capitol this morning, where wednesday is shaping up to be a pivotal day in the future of abortion rights. later shoot chuck schumer is expected to file a bill to make roe v. wade law, that would set up wednesday for a floor vote. democrats are not expected to get the 60 votes they need to gain approval, however, schumer says he just wants all u.s. senators to go on the record where they stand approaching the midterm election. a draft opinion leaked one week ago suggests the supreme court will overturn the landmark case.

to decision 2022. today ballots for the june statewide primary are starting to go out in the mail. >> in santa clara county five people are running to replace sheriff laurie smith. we reached out to each candidate to ask what they wanted voters to know. here are videos of them and each of the candidates in the order you see them in will be the order they appear on that ballot. >> we've had over three decades of bad leadership, wrongful deaths, retaliation, racist texting and coverups. i'm the only person running who has spent a career fighting for better public safety services, accountability reforms and transparency is what we need. together let's do better for our community. let's not repeat the status quo. vote sean allen for sheriff. >> law enforcement is critical to santa clara county. we need our community to be safe but we need the changes from a warrior club than a guardian club.

this year, california loses a member of congress. we'll have 52 instead of 53. so all of these lines have got to change. each congressional district is supposed to have the same number of people in it and that's why san francisco's district is really small. it's got a lot of people in it. this is nancy pelosi's district. now look at how enormous the land is because there's less dense concentration of people so it's got a much bigger congressional district. the borders on all of these moved in some cases by a lot. take a look at the south bay, and into morgan hill. look at how much more area congresswoman zoe lofgren picks up with a new 18th district, at the cost of congressman jimmy panetta. who loses a lot of his area. some people for years were represented by panetta will see lofgren and her challengers on the primary ballot instead.

look at the peninsula, this is the old map, jackie speier and anna eshou. the new map eshou picks up all kinds of territory. speier is retiring. you will not see her name on the new ballot. those are just a few examples of what's happening all over. bottom line, if you vote, you may see different names on the ballot than you were expecting and for many of us, no matter who wins the primary in june and the general in november, will have a new congressperson, either tne of his or her challengers. so check your voter's guide. there's also a helpful website to help you visualize all of this, see what i show you again at fivethirtyeight.com, and i'll also have it on twitter as well as nbcbayarea.com where you find a wealth of information in the coming days including the sheriff's candidates you saw, all of the candidates running for san jose mayor, their short

don't get anything but other areas get a little bit of some measurable rain. it's a cool start to the week but then we go from winter to spring to summer, all over the course of the next several days. so it's going into the mid to upper 80s as we take a look at the seven-day forecast and also a chance of rain today and tomorrow with highs in the low 60s. you can see that jump in temperatures between wednesday and thursday. the weekend is looking much warmer, if you are inland, you have a pool, get it ready, because our temperatures will be in the mid to upper 80s and for san francisco, really nice and comfortable weekend but it is a cool start to the week, and we'll see those gusty winds continue with a mix of sun and clouds, and every now and then a little bit of rain dropping from the sky. mike, is it starting to pick up out there? >> it is, kari, which is no surprise. very few surprises, i'll take you to an area that changed a lot over the last few, northbound 880 slowing toward wynton. a crash on the shoulder quickly

firefighters are still at the scene of this house fire in alameda, that injured three people. started a little after 3:00 in the morning near buena vista avenue and eighth street. firefighters had to rescue two victims. both are critical and they are suffering from burns and smoke inhalation. the cause is still under investigation. and gas prices again nearing record highs, record-breaking territory that is and making things just difficult all around for everyone trying to make it in the bay.
