commute in a bit. kari has been tracking that forecast for us. here we go, how is it looking? >> it looks a little wet for some but most of us are not seeing any of that rain. we're watching out for these spotty showers that have been moving through especially for the peninsula, as well as parts of the east bay, one heavy downpour may affect your commute coming through 680 as you head from pleasanton toward fremont. we're also seeing rain from woodside down to 280 as you are heading out of the south bay and we're going to see this rain for us with some spots getting in on some wet weather but mostly a dry start as our temperatures head for only the upper 50s and low 60s. we'll talk more about this in the forecast, that's coming up and mike, are you seeing any problems for the commute? >> we are going to check in with mike in a little bit. we want to continue our conversation about our climate in crisis and there's a new push to cut water use in the south bay. santa clara county will consider creating a water enforcement team. conejero saab is live this morning, this comes as santa clara county reservoirs are running really low. >> reporter: that's right, kris. here are some alarming facts. 95% of california is under a severe drought category. the bay area is no exception to that, kris. all of santa clara county falls under that severe drought designation and today both state and local officials are taking action. the department of water resources and the water board will address this state's drought outlook today and talk about the importance of water conservation. now here is what is so alarming. california has experienced the driest january to march on record and as we approach the warmer months, water conservation will play an even bigger role in offsetting this drought that we're experiencing. now different counties here in the bay area are offering solutions, incentives and now enforcement. santa clara county, who back in

2019 gently asked people in the county to cut back watering their lawns to twice a week, some cities three times a week but officials say their request hasn't worked. >> march of 2022, our water use was 30% higher than march of 2019, so you know, what we're looking for was a 15% reduction, and we ended up with a 30% increase. >> reporter: now they're proposing a new ordinance with enforcement restrictions that will be presented to the board soon. water police, as they will be called, may start enforcing by the end of the month. first with a door hanger, and then they'll step it up with enforcement with fines up to $500 per occurrence rather. meantime, over in marin county, the small business administration is looking for economic support for some agricultural businesses that have been heavily impacted by

this disaster status that the state has issued onto certain counties, also economic loans that are available for non-farm businesses that work directly with agricultural businesses that are once again impacted by the drought we're experiencing. we'll find out more with how the state and local officials plan to move forward later on "today." we're live in the south bay, ginger conejero south bay, "today in the bay." >> it's harder for others to conserve than others especially when the food ends up on our table. 6:04, developing right now, russia is accused of new war crimes in ukraine. the leader of kharkiv says the bodies of 44 civilians have been found in the rubble of buildings destroyed in march. in eastern ukraine, meanwhile, teams are still digging through the rubble of a school in donbas where it's believed dozens died in a russian missile strike over the weekend. a u.s. house lawmakers are

expected to vote today on at least $33 billion in new funding for ukraine. homeland security says nearly 6,000 refugees will enter the u.s. by applying through an online application portal launched last month, part of president biden's goal to bringing in 100,000 ukrainian refugees. a live look in san francisco this morning where supervisors today will urge u.s. lawmakers to make roe v. wade a congressional law. last week a leaked draft opinion suggested the supreme court might be ready to overturn federal abortion rights. tomorrow the u.s. senate is expected to hold a vote to codify roe versus wade making sure that it remains the law. democrats are not expected to get the votes they need to pass that, however. senate majority leader chuck schumer wants lawmakers to have to go on the record about where they stand. this morning, we are waiting to get an update from vallejo police on last night's triple shooting. this happened around 8:30 on

avian drive near columbus parkway. we do not at this point know the victim's conditions or whether police arrested any suspects. 5:05 right now. if you're thinking about a weekend getaway, some choice bay area locations may soon be harder to come by with more places cracking down on vacation rentals. one debate happens later today in the north bay. >> laura garcia joins us now. law camera, the new battle heats up just as wine country is trying to get ready for summer travel. >> you're completely right, good morning to you both. sonoma county is the latest county to propose these new crackdowns on vacation rentals. today supervisors are set to consider a 45-day moratorium on new vacation rental permits. the county says it's seen a sudden spike in applications, and there are concerns about the impact on housing. sonoma plans to have a vacation

rental ordinance ready by august. marin county is considering something similar. later this month, leaders want to put a temporary ban on new registration and licenses for short-term rentals. west marin already has more than 500 vacation rentals through sites like airbnb and vrbo, which are more than other areas of the county really. the concern here is that too many vacation rentals create employment and housing issues in coastal communities. the city of south lake tahoe passed a strict ordinance prohibiting short-term rentals in residential neighborhoods. in north lake tahoe, placer county is considering a new set of rules to also rein in vacation rentals and protect what little housing inventory remains for locals. the town of truckee is jumping in as well, just outside of tahoe in the midst of the moratorium and debate how to

rein in some of the short-term rentals. pretty soon it may be tough to get away unless you own a cabin, a friend has one or change up your plans all together and try to get into a hotel. >> that's tough. i've been up there a few times and stayed in airbnbs which was great especially with large parties. if they take that away -- >> it's not the same if you have a group meet up or with family going to your respective hotel rooms. it's not as fun as being all on top of each other, your jammies and waking up and drinking coffee. >> and they're not taking them away all together. they're just going to limit the amount of people who will be able do it. you have to get that permit and the homeowners as well, they have to pay for those, too. they have to pay some fees. >> absolutely. >> maybe camping in the backyard. >> we're good at that at our house. >> i'll be calling you, laura, to camp out at your place, too. >> you got it. you got it. >> thanks, laura. let's go back to san francisco, with that live look this morning, a little bit of

mist there and kari, you're talking about this forecast that has some folks saying where? is that happening at my house? >> there are some spots that are getting some rain, i encountered some heavy rain on my drive in this morning and we are seeing it right over 680 as you're coming through sunol and we're also seeing spotty showers for parts of marin county, but most of the bay area is dry, so as we zoom in, we can see it right over 680, and then suddenly it's clear and you can see the stars, so that's the kind of weather we're dealing with for not only this morning but we'll see that continue into the afternoon. what's happening here is we have this low that's spinning off the coast and bringing some of these spotty showers through and we'll see that chance going into this afternoon as well. a live look outside in dublin, though, it's nice and clear, mike, how is it flowing for the commute around the bay area? >> folks are using a lot of gas, they have a longer drive coming out of the altamont price. napa north bay $5.49 a gallon at the 7-eleven on devlin road.

oakland it's royal gas on international boulevard, gas is $5.27. cash only there, though and on the peninsula, gas is $5.75 at the 76 on el camino and reale in menlo park. close to 65 for most of the routes, where they're green over here, the speed limit drive. looking toward 280 a couple of patches. i circled a report of a deer that was hit earlier overnight, perhaps might be in the roadway, so there may be crews there but the slowing north 280 around vista point, and redwood city a crash, should be out of lanes but at least the flashing lights as they arrive causing some distraction. we'll track both of those incidents coming through contra costa county, still at speed, that's great but starting to build a bit. back to you. >> thanks, mike. 5:10 right now. whether it's finding a short term rental like laura was talking about or a good, cheap hotel, most everyone is thinking

the future showing traders expect stocks to move up this morning, after another day of drubbing yesterday. there are bargains. nvidia down 40% from their all-time highs. monday kicked off the seventh week of losses for markets. the s&p 500 just a few percentage points off, hitting a bear market, defined as 20% from its all-time high. same old story as far as what investors are worried about and that's inflation and the fed's reaction to inflation. the fed is raising rates. we talked about that ad infinitum. it seems most of inflation is because of lack of supply. the used car goes up because there aren't enough on the lot. making it more expensive raising interest rates doesn't make more used cars and a lot of people worry the fed is going the wrong

direction. yesterday we were showing you some video of americans moving to mexico to save money during a time of high prices. immigrants carrying their stuff across the border for a better life, seems vaguely familiar. a new report will be published this week that says tech workers are leaving america, they're headed to canada, because you can work anywhere these days. canada doesn't have a limit on high-tech talent the way we do. the report says there are more workers on immigrant visa in toronto than the whole united states. silicon valley congressman lofgren told the "wall street journal" this could hurt the economy. no rule silicon valley is always going to have the tech crown. a trade group for the tech industry will lobby congress about that this week warning remote work won't just hurt california but the u.s. in general as workers leave for their home countries but keep their american jobs. lastly, elon musk met with the commissioner of the european union at the tesla factory in

austin yesterday, where the two discussed musk's plans for twitter, that video posted by the government commissioner. musk appearing to agree with the european's demand that twitter followed all eu rules in europe, including what's called the digital services act, which limits the way that companies can market their own services. kind of put another way, a limit to what twitter can say about twitter. it's interesting to watch, and i'm not banging on musk here but how he continues to change his mind about what free speech is, because in that video, he's agreeing to limit twitter's speech. >> right. >> i think he didn't have a solid grasp of how complicated this is. even though he's brilliant. >> and it's not his, like what he's used to running. >> right. it's not rocket science. >> yes. or boring, you know, the boring company. >> so he continues to add on free speech except, except, except, except. >> interesting to see how that

highest-grossing film ever bringing in $2.84 billion. a lot of money there and four sequels are planned, "avatar: the way of the water" opens mid-december. some days it's just like that, right? all right, kari, you are looking at a forecast that might make you feel a little tongue-tied. there's all kinds of stuff in it. >> there's all kinds of stuff. we have a video of some hail coming down yesterday in santa rosa, and then most of us had sunshine yesterday afternoon, it's kind of like that mixed bag this morning, as we are seeing some spots dealing with some heavy rain, still right over sunol and also seeing some mostly clear conditions elsewhere. right on 680, you may encounter some heavy rain and then we're also seeing some of that rain approaching saratoga, once again many other areas are waking up to some dry conditions, but we have this low off the coast, it's bringing in some of that moisture and a chance that you can also get in on some of that

spotty rain, but other than that, it's just really cold outside. this feels more like january as we're just one degree above freezing in st. helena, and seeing upper 30s for the south county and then we look at our highs today, yes, this is about ten degrees cooler than what we are normally seeing in may, and tomorrow, it looks mostly sunny, just slightly warmer and we continue that warming trend for thursday. if you're going to be out and about today, just a heads up that we have a lot of grass, walnut and olive pollen in the air that may be what you're allergic to. let me give you the heads up as we go into today. at noon we start to see the heavy downpours developing in parts of the north bay, solano county, napa county, up toward lake county and possibly sonoma county as well. but there may be some thunderstorms right ahead of sunset, around the napa area for today, and possibly santa rosa as well where you saw that rain and hail yesterday. and then we go into the rest of the forecast, with warming temperatures, and this weekend

all of this will be a distant memory, we'll be in the upper 80s for our inland valleys, pretty wild swings this week as we go from winter to summer, over the course of a few days and for san francisco, we have upper 50s today, and then upper 60s for friday, up to 72 on saturday, and at times those gusty winds really picking up. mike, heading out on the roads this morning, i was telling you about that heavy downpour i had coming through sunol. >> it's like our weather is auditioning trying to show us everything it's got. on the roadways much calmer, not a lot. we have the green highlighting down in the lower left and also patches over in the tri-valley as kari is talking about, patches of rain, so keep that in mind. it's possible. over here led by the green highlighting a crash north 280, slowing that did clear, all lanes are cleared around vista point. farther north the 208 at 92 in toward the san mateo side we have that deer that was hit earlier and i had no update on lanes so consider possible activity there.

seeing some of the rain that's over saratoga starting to dry up. we're looking at this system that's off the coast and pushing some of that moisture our way and later on today, we could even see a few spots getting in on some thunderstorm activity, so we'll talk about where that's in the forecast coming up in just a few minutes. >> kari, thank you. developing new, law enforcement need your help in finding the person who shot a young boy as he rode in a car on an east bay freeway. >> "today in the bay's" bob redell joins us from outside the california highway patrol. bob, any leads in this one? >> reporter: not clear. good morning to you, marcus and kris. not clear if chp has leads or what kind of information they have, and if they do, they're not sharing it with us, but they are asking you if you witnessed this shooting to give them a call. here's what we know. take a look at your tv screen, this is a map of the location. this happened yesterday afternoon, happened around 4:30 on eastbound i-80 near the alamo

exit in vacaville. someone fired several shots at this honda sedan. you could see the bullet holes on the driver's side of the vehicle, at least one of the shots hit a 7-year-old boy who was riding in the back seat. he was taken to the hospital and fortunately his injuries are non-life-threatening. nbc bay area saw chp driving the shoulder looking for shell casings, no comment from the organization about the details of the shooting, as i mentioned. so questions are was it random or were the people in that car targeted? these types of shootings are becoming more and more common in the bay area on the freeways. nbc bay area's investigative unit found that these crimes have more than doubled between 2019 and 2021. you'll recall last november jasper wu was a week shy of his 2nd birth day when he was shot and killed on i-880 in oakland. in february, uc basketball legend gene ransom was shot and killed as he drove on 880 in

oakland. there's been an arrest in the killing of wu and a $10,000 award leading to an arrest in wu's case. reporting live, bob redell, "today in the bay." >> 5:33 now. san jose leaders vote on an ordinance to ban untraceable ghost guns. this would outlaw owning ghost guns or distributing the parts. supporters argue the weapons can be assembled with kits and 3-d printers. authorities say ghost guns are recovered at crime scenes some 70% more frequently now than in 2015. >> wow. now from cities to schools, the latest covid surge prompting new bay area action in one case workers face new mask requirements. this is happening as students are being urged to test at home after a school outbreak. concern. >> reporter: yes, good morning, marcus. a big concern indeed, both uptick in cases not only happening here in marin county but down in the south bay at santa clara county, and as you can imagine, health officials are urging folks to do what they can to take proper precautions. let's start with what's happening here in marin county. take a look at your screen, according to marin independent journal about 20 marin schools are experiencing covid-19 outbreaks. from marin county an outbreak is defined as three or more cases among students or staff and despite the surge, the county will not be issuing any local mask mandate for any settings that include schools or otherwise for now. however, districts are urging students to reconsider mask use for the special occasions. and in the south bay, the city of san jose is revising its mask policy for city employees only. now a mask mandate was implemented on friday and that will last for two weeks. one month ago santa clara county

saw an average of less than 200 cases a day. santa clara county is now seeing 550 case ace day. dr. peter chin-hong says masking up keeps you protected. >> it keeps you from getting it, it lowers your risk. i wouldn't put it up with zeros anymore but it means you have to have a good mask and you have to be diligent about wearing it when there's an increase in cases particularly with a new variant or something like that. >> reporter: and b.a.r.t. recently upgraded their mask mandate for riders, meantime san francisco and oakland they're lifting that proof of vaccine requirement, also worth noting so far other bay area counties continue to wait and see to see how their numbers square out at this current moment of an uptick so we'll keep you updated if any other counties or districts do decide to reinstate that mask mandate. we're live in marin county, cierra johnson for "today in the bay." >> we'll be watching and waiting for that information and sending

it out online as well. thanks, cierra. the uptick in covid cases getting very real for the warriors, who now are suddenly without head coach steve kerr for a while right in the middleful the nba playoffs. steve kerr tested positive for covid. the news took the team by surprise shortly before last night's playoff game against memphis. kerr said he wasn't feeling really well on the ride to chase center and then he tested positive. it's not clear how long he will be out or whether he will travel with the team for tomorrow's game five in memphis. assistant coach mike brown took over the game but remember, he just took the head coaching job in sacramento for next year. on the court last night warriors were good when it mattered. they looked average on offense, if we're being nice about it but defense held up, keeping the game close until the end. the warriors took their first lead of the game in the final minute on a steph curry

monitoring what we can expect for the temperatures today. >> it feels so cold outside, and so it's more like winter, as we're now about 25 minutes away from sunrise, we'll see it coming over the deck of clouds in the south bay, and it's 44 degrees, and we'll see our temperatures very slowly warming up today, going into the mid to upper 50s at lunch time. we'll also see a mix of sun and clouds, but a bigger heads up, we could also see heavy downpours and possibly some thunderstorms, especially for the santa cruz mountains and parts of the north bay at noon, but those rain chances really go up for the north bay up around the hills, around st. helena and into napa as we go toward 5:00 to 6:00 today. some of the storms may drop heavy downpours, some small hail and possibly you may hear some rumbles of thunder so we have this very wild weather that continues for today. i'll being tra ingtracking that

you. mike is looking what to expect now and later. >> the oracle park trek because the giants like last night play at 6:45 tonight. a couple hours before the game the local stroet street closure take effect before you leave work for the day. we have activity at chase center, no, we have the "w" there last night. across the bay one section of i-80 will be closed, this time eastbound 80 getting away from the bay bridge heading toward the racetrack at gilman, get off and back on the freeway. it did back folks up about a half mile, quarter mile overnight and cleared before 4:00. today clearing at 5:00, that would be tomorrow morning. i put kari's radar in, there's a patch of activity in sunol and right when we saw the radar coming through we see the wet roads register and slowing on 680 and 84 coming in toward that pocket where they merge in sunol, that will affect your morning commute for the time being. back over to you.

families across the country. >> alarming, new data shows the share of stock shelves nationally hit 40% according to data assembly from 29% in march, but why is there a shortage of formula and what can parents do? laura garcia is talking with pediatricians, they have advice. you can't just swap things out willy-nilly with little kids. >> no, exactly, you have to focus on the little kids. so let's first talk about the why. why is all of this happening. inflation, we've got the supply chain issues that they're dealing with as well and product recalls that we've seen in recent months. it is now affected baby formula most on the market, consumer products on the market they're hard to come by so what do you do? i talked to a bay area pediatrician who says there is definitely a list of do's and don'ts, so here we go. let's start with the do's. ask your pediatrician if he or she is able to get some of the baby formula from local company reps, a lot of times they stock it there in the office, or even

your local wic office, may be able to help. check smaller stores or drugstores when bigger stores are low stocked and purchase formula online but it's got to be from a well-recognized distributor or pharmacy. now, here are the don'ts. don't try to water down the formula. it can cause nutritional imbalances in a baby causing serious health problems and don't give an infant under 12 months of age any milk alternatives such as almond or soy or supplement and don't give an infant toddler formula. it's not fulfilling of baby's nutritional needs. >> when you mix your own formula, you tend to not have enough nutrition to help babies grow, and at this critical age, especially between zero and six months, nutrition really equals

development, and brain growth and so we really recommend against mixing formula. >> good advice there, the doctor says mixing your own formula runs the risk of negatively impacting your baby's electrolytes and the salts and the blooblood in the system are delegate. most important talk to your pediatrician about any changes you may be making and any concerns you may have. companies like abbott labs who makes the popular similac are trying to increase production in the u.s. as well as flying daily shipments from their manufacturing facilities in europe, those that are fda approved to help alleviate some of the shortage. >> good to see that movement there, trying to help. >> an unnerving time for parents, little baby is already stressful enough. thank you, laura. >> very much. congress is still working on getting more aid to ukraine but the president is sending some of his own. >> scott mcgrew, president biden

updating the decade's old lend lease act. >> that's right. as we wait for congress to vote on the money and expenditures of sending more aid and weapons to ukraine, the. the is going to let ukraine borrow some. here is a howitzer, make sure to give it back. president biden signed the lend/lease agreement yesterday, congress passed that act nearly unanimously. congress is voting on the additional aid package we think today. it's even bigger and more expensive than the president asked for. republicans and democrats tacking on new things. >> every day, ukrainians pay with their lives and fight along and the atrocities that the russians are engaging in, are just beyond the pale, and the cost of the fight is not cheap, but caving to aggression is even more costly. that's why we're staying in this. >> biden's land-lease act borrows the idea from

roosevelt's land-lease act of the '40s. america wanted to help england so we lent navy ships, gist give it back to us when you can. president president will speak about inflation and the white house says he will talk about what they're calling the maga tax act, raising taxes on working people. i don't want to fact check the president before he speaks, that's not how fact-checking works, but the idea of taxing people who don't already pay income tax is one republican senator's idea not the position of the entire republican party. if biden positions it that way, we'll talk more about it tomorrow. the u.s. senate has passed a bill by unanimous consent that would extend body guard protection to the families of supreme court justices. this as abortion rights protests protest outside the justices home, in this case outside alito's home. while we're watching on what's happening on the vote in congress for ukraine, we'll talk about it on social media, on twitter, find me @scottmcgrew. >> thanks, scott.

this year, nathan chen made history as the united states first aapi man to win the gold in figure skating, but the very first aapi ever to take that title was fremont's own kristi yamaguchi. >> i remember when that happened. "today in the bay's" mike inouye sat down with her 30 years after that big win. >> we're looking at your part in aapi history as we approach 30 years after your gold medal win in albertville in 1992. can you remember what that meant to you at that point, specifically? >> i just felt like any other california girl, kind of going after her dreams, not really realizing in the moment that i could possibly become the first asian american woman to win a winter olympic gold or even medal, so it wasn't on my mind at that point, at that point it was just like okay, just do what you can, don't fall and make

mistakes. >> and she was like any other california girl, but before the nation looked at kristi as our nation's champion her mom was born in incarceration in an internment camp in world war ii when the country looked at her as more than 100,000 others as enemy aliens. >> i have a lot to be grateful for, i'm fourth generation japanese american. my family has gone through incredible circumstances to really establish their life here in the u.s., and i started to think about it and realize it and understand that they certainly paved the way, the generations before me. i think it's, you know, certainly a path that we all keep trying to understand and learn more about, and you know, particularly learning so something like that doesn't happen again, so that there

isn't a targeted population that is stripped of their civil rights and civil liberties. >> kristi talked about something at the tail end there, we'll reference it, you guys, spoke to her about a lot of things and since that point, 30 years ago, can you believe it, kristi is an advocate and supporter of her sport and spokesperson for that, she's a philanthropist. you might have seen her books and has the always dream foundation, all about early childhood literacy and a pretty good mom i hear from her daughters and also, yeah, the last part, she's become a voice, a very important voice as we look at the fight, the anti-asian hate that's out there, she has spoken up as well and given the history of our families in the united states as a reason why she wants to specifically call out what it means if we don't get a handle on that as well. >> such an inspiration. they were just talking about it.

dedicated to climate change and this morning i spoke exclusive to "today's" own al roker about the conference. >> the aspen idea's climate conference brings people from different walks of life, whether government, industry, students, scientists and looking at best practices and how we go forward in trying to fight this climate crisis, as you guys are doing there in the bay area, and so i was excited to give a chat yesterday a spark talk they call it. today i'll be sitting down with former google ceo eric schmitt what he's doing with his institute looking at artificial intelligence, inspiring young people and looking at all different ways that we can try to reduce our carbon footprint, our greenhouse gas emissions and our reliance on fossil fuels. >> you talked about your passion for helping to inform the public

on climate change, and one of your big messages is that everyone can change, be the agent to help change our environment and climate change. >> yes, that's right, kari. because look, you look at the climate crisis, and you might be overwhelmed. what can i do as one person? well, the fact of the matter is, there are a lot of little steps you can take, whether it's by changing your landscaping in front of your house, so that it doesn't use as much water to the products you buy, to even something just as simple as trying to bike for the short trips as opposed to getting in your car, if it's not powered by electricity, if it's a fossil-fueled vehicle, maybe you don't use it quite as much. maybe one day a week you start biking to work or biking to do some sort of errand. it's all those little things that add up to the big things, and holding your local politician and state representatives and federal representatives' feet to the fire as far as taking steps to mitigate climate change, to support legislation that does that.
