"early today" starts right now. >> good morning on this thursday, i'm cori coffin. >> i'm frances rivera. we begin with shocking destruction in southern california. multi-million dollar mansions engulfed in flames after an aggressive fire tore through the laguna hills. the fire chief estimates at least 20 homes have been affected, but that number has likely climbed, thanks to the fast winds fueling this inferno. thankfully, there have been no reports of firefighters or residents being injured. one local man said the neighborhood felt like a war zone. >> just gone up in flames. i feel bad for the people whose houses are right here. it's unfortunate see their house go up in flames.

but this entire street is chaotic right now. it seems like a war zone right here. >> now when first responders first arrived the brush fire had only burned about three acres. it exploded to nearly 200. fires are spreading much more quickly than they used to. it's forced crews to have to back off for their own safety. as night fell, the winds died down a little bit. but there are concerns that they'll pick back up today. we'll check in with michelle grossmann in a little bit. a democratic-led bill that would keep abortion legal vote legislation. brees jackson has the latest. >> on this vote, the yeas are 49, the nays are 51. >> reporter: a senate showdown over abortion rights and women's health. >> to make our own decisions about our futures and about our bodies and our health. >> democrats could not have

>> we are going to focus on this issue again and again and again. >> reporter: emotions running high on an issue dividing congress and the country. in washington, brie jackson for nbc news. a new tentative settlement has been reached for the victims and survivors of the surfside condo collapse. a lawsuit has been settled for $997 million. it includes the $83 million settlement that a judge had approved earlier this year and increases the pool of funds to $1 billion. the class action lawsuit was brought by families and survivors of last june's condo collapse that killed 98 people. a combination of supply chain issues and recalls has caused a national shortage of baby formula. it's likely many weeks away from getting solved. meanwhile, parents scour grocery

kelley cobiella has more. >> reporter: ukraine says they're pushing russian troops outside kharkiv, back toward the border. scenes of devastation. this convoy of cars came under fire while trying to evacuate unfortunately, children were there, he says. in kharkiv, some still so frightened, they're sheltering in a subway. nbc's matt bradley is there. >> reporter: when the bombs started falling a few months ago, this station offered a temporary refuge. now it feels like a permanent community underground. >> reporter: lilia has only left the shelter four times since february. i'll leave when the mayor or president says it's safe, she says. ukrainian officials say they turned off a key russian gas pipeline. russia's energy supplier confirmed gas flowing into europe fell by 25%. the russians can likely divert
