texas. and a good morning to you i'm marcus washington. >> and i'm sarah washington. let's start with a look at the forecast. meteorologist carrie hall is here with a closer look. good morning. >> good morning and we have been tracking what is going on in napa county with the old fire. temperatures are cool and the fires are calming down. 52 degrees and humidity has increased that is good news to help possibly slow the spread of the fire. as we go to this afternoon we are going to see the winds picking up once again. gusty wind but it brings in that high humidity as it comes in from the west. much more of an ocean breeze than we see yesterday. 15 to 20 miles an hour winds. at times a little bit higher and could cause that fire to spread a little bit more. as far as temperatures, we are headed for the mid to upper 80s in the midland, 60s and 70s. and let's look at the bay

bridge. right now it is looking like a cincinnati flow. they are picking up the cones and we are moving at speeds and hopefully it stays that way. we will start to see more people joining you on the road. i will have another look at weather coming up. a fire burning five miles northeast of the town of napa. late last night that fire forced people out of their homes. mandatory evacuation orders have since been lifted from both soto springs road and for residents along old canyon road. the first responders there are urging all residents to be alert and remain cautious. this is a rural area that includes homes, ranches and vineyards. the fire is at about 570 acres and just five percent contained. in the fire zone it is not people that needed help pets

and livestock can be in harm's way and owners may not be always to get them to safety on their own. there's now a napa community animal response team. >> we have equipment to help with horses, donkeys and sheep, pigs. tortoises. goats, really you name it. chickens, cats and dogs. companion avenues. there is a staging area and help as long as they need it. you can find updated information on our home page. head to nbc bay area.com. 4:33. developing on capitol hill. a new sense of urgency for action to address gun violence. president biden saying that he is willing to meet with lawmakers to help with negotiations if need be. >> this follows last week's deadly mass shooting at a

school in texas. we have more from washington. >> reporter: family and friends gathered for the first of 21 funerals for the next two weeks honoring the victims of the mass shooting in uvalde. >> it breaks your heart. >> sadness and grief. president biden has witnessed too often. >> more mass shootings than i think any president in history unfortunately. >> reporter: another 15 mass shootings happened in the u.s. over the memorial day holiday weekend alone. president biden considering executive actions to address gun violence while putting pressure on congress to coming up with bipartisan solutions. >> progress is my goal. but progress is going to save lives right now. >> reporter: murphy says assault weaponed ban is not on the table right now however, still up for consideration is strengthening background checks in mental health. >> discussing how we might be

able to come together and target the problem that is mental health and school safety. >> reporter: texas teachers protested outside of the office of senator ted cruz demanding action to protect schools. >> nobody wants to take substantive action. >> reporter: history shows when shootings like this happens there is call for gun reform and no significant changes to gun laws. as parents lay their little ones to rest there is hope that this time it will be different. bree johnson for nbc news. oakland united closed parker elementary but as of now the school is opened and class is in session sort of. frustrated parents have taken the school over so who is teaching and who's showing up to learn? >> reporter: it sounds like a contradiction. oakland's parker elementary is

closed but school is back in session. >> if you are going to come in here and just randomly close our schools we will come in here and keep it opened. >> the district is part of a consolidation plan and the classes that look different with 20 kids attending and volunteers acting a teachers and all of them hoping the doors stay opened. somehow. >> there is nothing wrong with the school and some of these kids have known each other for on long time and they will split up forever. >> reporter: for months as this mom of two parker students have been protesting the district's decision to close parker and merge or close another 11 schools over the next two years. for her and others this fight is about safety. >> this is a very unsafe part of the city. life is very fast over here and when you find small pockets where the community is close, this is how we shelter our kids. >> reporter: despite warnings

community members are camping at the school and they say the plan is to continue classes monday through friday with parents, students and community members acting a teachers. >> we have stem science class and history. a full summer school. >> reporter: the closure of parker and other schools is necessary to address the declining enrollment and budget barriers. the district says we recognize that some individuals are upset at the closure of parker. we would ask that they choose a different means of protest and one that doesn't disrupt the procedures of staff and the need to close the school year. parents say the district closure plan disproportionately affects students of color and demanding the board reverse it's the decision. >> if they are not going to do right for our children we will do it ourselves and they can't stop us so they need to stop try. >> reporter: the group plans to

day of june. wall street will start higher. stocks closed out may on a down note with the dow falling 240 points. the dow and s&p finished above the even mark slightly higher and the nasdaq fell more than two percent. at one point the s&p was up eight percent at one point and it was down eight percent and up four percent and ended up a quarter of a percent. the smallage point move since it was on change back in september of 1979. today we are going to be watching for manufacturing and construction spending and job data. job openings and labor turnover survey, called the jolts report tracks how many jobs are begging and how many people are

still quitting jobs. pepsico is dropping another deal, gatorade brand won't renew the deal with the national hockey league but focusing on women's sports and name and image deal with college athletes. they signed a deal back in 2018. last week pepsico said it was not going to sponsor the super time half-time show anymore. there may be an elvis shortage in las vegas? say what? sounds weird. authentic brands that controls elvis presley's name and image ordering some wedding chapels to stop using the king name ceremony. there was cease and desist letters to several chapels last month. some owners say that this move to destroy business in vegas. the city's wedding industry

good morning. right now it is 4:47 and let's look outside in san francisco where we can see the fog rolling across the bay and across the golden gate bridge. that's going to provide cooling for san francisco, but not so much inland. today we are reaching the peak of the heat for a lot of our inland valleys. the cooldown gets under way tomorrow and this weekend we are going to see even cooler temperatures and you can see it at the bottom of the screen

even a chance of showers on sunday. as you are getting ready to head out the door let's look at our current temperatures. we are at 53 degrees in oakland and 45 in sonoma and 55 in san jose. and once again it is still going to be a breezy day. not as windy as we have seen through the delta and the sacramento valley with that high fire danger as we saw yesterday but still that ocean breeze will be picking up and gusting at 15 to 25 miles an hour. later this evening the winds will calm down but we are still with hot temperatures. in fairfield reaching 93 degrees. concert and livermore reaching 89. oakland 77 degrees. san francisco in the upper 60s. that doesn't change tomorrow but in this how much cooler it will be for parts of the east bay and that cooling trend once again continuing to friday with more clouds and breezes.

we are starting to see the approach of a cold front and cold system bringing in spotty showers on wednesday. it will be cooler and that rain further to the north. and as we take a look at our june month outlook for rain, of course with us entering into the dry season, we are not expecting a lot of rain so there is an equal chance we can see about above average rainfall or below average rainfall but just to the north it looks pretty dry that is not good news. and most likely temperature- wise it is going to be warmer than normal. for us it is not that much of a surprise. we have had a lot of warm weather recently. our temperatures for the next several days 80s and look at the cooldown headed our way. if you like to turn off the air- conditioning you will be able to do that for the weekend and warmer weather returns for next week. for san francisco breezy winds and not much of a change in temperatures. watching out for the rain

chance on sunday. now let's go to to a live look for san rafael. a smooth flow of traffic and in the east bay a slow down from kirker pass in pittsburg. it is flowing well elsewhere and seeing that early morning construction picking up and things are flowing pretty good around the bay area. wanted to show you some of the key spots that we watched heading to the san mateo bridge. either way it is looking good as you drive to work early this morning. i'll continue to watch it for you. marcus and cierra. once again gas prices are hitting an all-time high. the average cost in california is more than six dollars a gallon and higher in the bay area. now a california congressman is proposing something new. ian cull explains. >> reporter: gas prices hovering at six dollars a

gallon in the south bay and people are flocking to the excel mart in san jose. >> gas prices are up, up, up. >> reporter: the southern california congressman adam shift announcing a new deal to suspend the federal gas tax and the money to go to road projects would be paid for by oil companies. >> global events are injecting volatility in the market. one thing has remained the same. big oil is skyrocketing profits aren't the biggest oil companies profits jumped 300% for the first quarter compared to the first quarter of last year. >> this is unacceptable. our workers and families should not be padding big oil's bottom line. >> reporter: the federal gas tax is 18 cents a gallon. if you fill up a 15-gallon tank that would save you $2.70 for each fillup. for drivers anything helps but they need more. >> they will have to fix something hopefully. >> reporter: one professor says

the main factor continues to be the volatility around russia and ukraine and crude oil. >> reporter: until we see a change in the crude oil market we won't see lower gas prices. >> many californians are waiting for the governor's proposal to give $400 to car owners up to a two car vehicle maximum. this is ongoing with the state legislature and some republicans are pushing for a suspension of the state 51 cents tax. a follow up this morning. oakland taking action to help renters. the city council passed a vote to lower the rent cap. the new legislation permanently caps rent increases at three percent. this comes after oakland announced owners of rent control properties would be allowed to raise rents as high
