a fire rages on in napa county. the all too familiar scenes as crews work overnight to gain the upper hand. new water restrictions for residents in the south bay. the fines you could face starting to. a continued call for gun reform. we are live in washington as pressure mounts for lawmakers following the deadly shooting in texas. well, good wednesday morning. i'm cierra johnson.

>> and i'm marcus washington. want to get to the breaking news. the hills in napa county continue to burn this morning. because of the so-called old fire. overnight mandatory evacuations were lifted. cal fire wasted no time attacking that fire when it broke out yesterday afternoon. about five miles northeast of the town of napa. one man says that he was coming home from san francisco yesterday when he got that call from his wife on soto canyon road talking about the fast- moving flames. >> she is rattled. but she did a great job. dogs are safe. all of the priority items are in the car. kind of watching it here and trying to make it out through the smoke, the canyon is doing. a lot of families had to move fast. cal fire says the fire has blackened 600 acres. no structures have burned at this time and the conditions are good for the firefighters. there is an air quality in effect due to the wildfire smoke. well let's check in with

meteorologist carrie hall that is tracking the weather conditions firefighters will be facing today. carrie. >> reporter: we are starting out with cool weather and higher winds and higher humidity. good things to help the crews try to get more containment there as the temperature now starts out at 51 degrees. relative humidity at 70%. it will slow the progress of the fire. as we go throughout the day we will see the winds picking up and it will be at 15 to 20 miles an hour winds. maybe a little bit higher at times up to 25 as we are going to also have some slightly higher humidity coming in. the temperatures headed for the mid-80s. for fairfield we are reaching 93 degrees. the peak of the heat for some spots in the bay while we are not seeing much of a change for parts of the peninsula where the highs will be in the upper 60s and mid-70s. we are watching this. a cool-down coming up and we will talk about that in a few

minutes. >> stay with us for the latest on air and online. you will find updates on our home page and head to nbcbayarea.com. funerals for the victims killed in uvalde continued today. jose, jr. is being remembered as an amazing boy. they described him as the type of big brother anyone would want. he had received a certificate for the honor roll hours before that shooting. services for teacher irma garcia and her husband, joe, will be remembered today. irma died shielding her students from gunfire. they were married for 24 years. joe died while delivering flowers to his wife's memorial. in the wake of the deadly shooting there's a sense of urgency for act to address the gun violence. president biden is willing to meet with lawmaker to help with negotiations if need be. today in the bay, efforts to

reach a compromise on gun safety legislation are under way. . >> reporter: good morning, yes, bipartisan talks continue when it comes to gun laws. now senators say they are having constructive conversation including issues on expanding background checks and improving school security. family and friends gathered for the first of 21 funerals over the next two weeks honoring the victims of the mass shooting in uvalde. >> you are sad. it aches your heart. >> reporter: a feeling of sadness that president biden has witnessed too often. >> more mass shootings than any president in the american history unfortunately. >> reporter: another 15 mass shootings happened across the u.s. over the memorial day holiday weekend alone. president biden considering executive actions to address gun violence while putting

pressure on congress to coming up with bipartisan solutions. >> progress is my goal but progress that is going to save lives right now. >> reporter: murphy says that assault weapon ban is not on the table right now. however, still up for consideration is strengthening background checks and investments in mental health. >> discussing how we might be able to come together to target the problem which is mental health illness and school safety. >> save our schools. >> reporter: texas teachers protested outside of the office of senator ted cruz demanding action to protect schools. >> nobody wants to take substantive action. >> reporter: history has shown that when mass shootings like this happen they're often followed by calls for gun policy reform but no significant changes to gun laws as parents lay their little ones to rest there is hope that this time will be different. and on thursday the house

judiciary committee will review a package of gun safety measures raising from mandating the safe storage of guns and raising the legal age for owning guns. happening today the man accused of starting the fire that destroyed a south bay home depot is back in court for a scheduled plea hearing. authorities say that the 27- year-old dillon goche intentionally set the fire in san jose. they believe i purposely did that to distract workers while he stole goods. he is also facing straight shoplifting charges. a drought and climate crisis, water restrictions in the south bay go into effect starting today. a live look at the reservoir here. one in san jose that water valley operates. under the new rules customers

must limit watering outdoors to two days per week and water outside between 6:00 at night and 9:00 in the morning. the conservation rules would penalize any property owner that waters 48 hours after measurable rain. under the new rule valley water would be able to fine people $100 per violation and up to $10,000. the board says there will be an emphasis on education and warnings for first time offenders. and i know that drought is something we are keeping a close eye on especially given the fire danger. meteorologist carrie hall is here to explain where we are in terms of the drought. >> it is bad not just here in california but you can see how expansive it is in the west. now we have the highest level of drought, that exceptional drought in about 11% of our state. so as we take a closer look at the bay, severe drought continues and we know we are heading to the dry summer months where most likely it is going to continue to get drier.

as you are heading out this morning we are also starting out with cooler temperatures in oakland with some low 50s as you make plans for the day. it will be in the mid-60s by lunchtime. a little bit hotter inland. we will talk about that coming up. looking at the roads this morning. everything looks pretty good as we see smooth traffic in the bay. this green means that people are at the speed limit and seeing a bit of a slow down in the altamonte pass into livermore and the bay area. looking good. and looking to the a's game that will be happening at 12:37 this afternoon. just a heads up that there will be traffic in that area for this afternoon. i'll be watching all in a few m developing now, ukrainian president volodymyr zelenskyy says russia is using maximum fire power in ukraine as troops are pouring in the area where

680. we will get a look at the drive time coming up. an update on that breaking news this morning near napa. that brushfire burning near soto canyon. this along old soto springs road as well as silverado trail. mandatory evacuation orders have been lifted. they were issued last night. the flames have burned close to 600 acres and last night it was five percent contained. we will go to bertha with an update on the market. opening in a little more than an hour. bertha. >> not exactly fire when it comes to the market. we are looking at the futures right now pointing towards a higher start to the new month. as far as may we ended on a down note and the dow falling 200 points. but for the month s&p managed

to eke out fractional grains and the nasdaq fell two percent. it was a volatile mountain. at one point the s&p was down eight percent but finished up a quarter percent and the smallest move since 1979 when the blue chips were unchanged.b some key data reports. manufacturing, construction spending and the jobs opening and labor turnover survey. we have far more job openings than people these days. we will see that track to see what the listings are looking like and the number of people still quitting jobs in the great resignation. tiktok is giving some users less clutter viewing experience. the app is testing clear mode that lets you watch a video without interface elements such as user names and captions and

and comment buttons on the screen. the company may ultimately decide to not launch it based on feedback. chick-fil-a will test autonomous deliver with a company. they will use refractions through a self-driving robot delivering orders from two locations from austin, texas. starting later this month. it is part of a larger task to understand how refraction could serve restaurants and maximize profitability and looking at the effectiveness of robot deliveries. the robots can travel at speed at 15 miles an hour and deliver items in ten to 12 minutes. but 15 miles an hour they can't go very far to get you that pizza hot i don't think unless they have a mechanism to keep it hot. they probably do. >> robots will do the work for us. yeah. i don't want them to do all of the work but a few things like

>> meteorologically. yes, but when it happens astronomer we have a few weeks. we have a cooldown in the bay and the weekend a chance of showers as cooler air comes in. this is a live look in dublin. everything looks good. temperatures in the low 50s. a clear start. for today we will continue to see sunshine and it is going to warm up quickly and hitting 84 degrees. 84 in san jose and san mateo reaching 75 degrees. 85 in arvada and hot in fairfield today and tomorrow in the low 90s there. but at least for the coast and and peninsula inner bay the 70s

and cooler air will roll in by the end of the week. we will see a strong cold front to hold the moisture together long enough to move to parts of the north bay on sunday. and we are looking at that moving in with a couple of spotty showers if you are traveling to the north. for us we will see more clouds and also some cooler weather for next week. as we look at the june rain outlook we have dry summer months and don't typically get a lot of summer rain and sometimes to the north but unfortunately for far northern california we could see below average rainfall there. and then looking at temperature outlook what we have been seeing here still some warm temperatures possible throughout the month of june. at least we see the little breaks here and there. we are going from upper 80s and sunshine today to mid-70s and even that chance of rain especially for the north bay on sunday and then we are starting to warm up again early next

week. while san francisco does not see too many changes temperature-wise. just more clouds moving in and that chance of rain on sunday. now as you get out on the roads this morning. a live look at the san mateo bridge. it looks like it is flowing pretty well. we haven't seen any major incidents. we did see the construction starting to pick up earlier this morning. and now it looks like around the bay area haven't seen any issues as we take a look at the green censors here and checking to see if there is anything major happening but it is slowing slowing down in the valley so maybe you can hang out with us longer. in the bay, the nbc bay area response. when we offered in-person help some viewers took us up on it. one had $1000 up in the air. i'm chris chmura.

between an airline and travel agent tracked down chris chmura for help. >> we invited you to join us at the soccer tournament in san jose. our team was handing out free ice cream and handing out consumer advice. i met this woman and here why she stopped by. she paid cheapoair an online travel more than one thousand dollars on a turkish airline. uncle sam says when an airline cancels your trip you get your money back even if your ticket is nonrefundable. well she did not get her money back and cheapoair offered her store credit instead so she met with me. i then sent a note to cheapoair's parent company and took action. a rep says miscommunication but

that the firefighters are fighting. days after the texas school shooting another critical piece of the investigation is revised. just ahead the latest twist with what has been a difficult week. this is today in the bay streaming live on roku and amazon and apple tv and online. good morning to you on this wednesday. i'm marcus washington. >> and i'm cierra johnson. to the breaking news out of napa. a fire is burning five miles northeast of the town of napa. mandatory evacuation orders have since been lifted but first responders are urging all residents to be alert and remain cautious. >> this morning we have team coverage. carrie hall is tracking the weather conditions. bob redell joining us like. live. what is the containment of the fire stand. >> reporter: good morning to you. we are expected to get an

update when the sun comes up and the firefighters, cal fire will get a better idea where they stand. the latest numbers from 9:00 last night. so we hope they have changed overnight. the old fire, that is what this is called, the old fire had burned 570 acres and only five percent contained. but cal fire noted that the fire was much less active and that firefighters would work through the night to take advantage of the conditions. we are hoping to see significant improvement once the sun comes up. the fire was reported 3:35 and five miles north of the town near soto. several people were evacuated including chris miller coming home when he got a call from his house on soto canyon road. >> she's rattled but did a good job. the dogs are safe. the priority items in the car. kind of watching it here and trying to make it out through the smoke. our little area of the canyon

and how it is doing. >> reporter: many people remember the atlas fire of 2017 and the difference is the wind. the atlas fire was fueled by 60 miles an hour winds and little winds overnight and this morning i was commenting to my photographer things are still and fortunately it is cool. that's good for the firefighters and weather conditions will be playing a big role. that's why we have our meteorologist carrie hall telling us more. >> you are standing in a temperature of 51-degree. pretty chilly and the humidity has increased to 70% so that slows down the spread of the fire when you have higher humidity and calm winds. we are looking at favorable weather conditions for more containment. as we look at how the day will shape up for us. we are going to see an increase

in wind speeds for the afternoon. at 3:30 we are looking at winds around that area at 20 to 25 miles an hour. but it is coming in from the west which tends to bring in the higher humidity as the wind comes off of the ocean and that will continue with temperatures headed for the mid-80s this afternoon. and there will be some spots still reaching into the upper 80s and low 90s pretty warm for the inland areas while we are in the mid-60s for a high today along the coast. i will be tracking all of these weather conditions and we will get a look at the morning commute coming up in a few minutes. thank you, carrie. in the fire zone it is not just people that needed help. pets and livestock can be in harm's way. there is a napa community animal response to help. >> we have equipment to help with horses, donkeys, mules,

property and started firing. a teacher did not leave a door opened and closed it but did not lock. we are hearing from those close to the investigation as this community demands answers. much late on the today show. new overnight. one person is dead after being hit by a car on the freeway in the south bay. it happened after 10:00 p.m. on the connecting ramp to highway 101 and i-280. a pedestrian was running on the freeway when they were hit by a car. this is the 34th traffic death this year in san jose and the 20th pedestrian fatality. >> one congressman wants to drive down gas prices in the bay. california is averaging $6.16 per gallon. house lawmaker adam schiff announcing a new bill to suspend the federal gas tax which amounts to 18 cents a gallon. he says the biggest oil company

profits jumped 300% for the first quarter and with the suspension if you fill up a 15- gallon tank you would save $2.70 for each fillup. >> global events injecting volatility in the market one thing has remained the same. big oil sky rockets profits. >> many californians are waiting the outcome here for the budget proposal for governor newsom. it would give the state payment of $400 for car owners up to two people. a new coalition may provide pro bono legal services for women seeking an abortion. this comes after suggestions that the supreme court will overturn roe v wade. david shoe will join 20 law firms to announce the coalition. it gets under way at 10:00 at san francisco city hall. doctors say that covid cases are still rising now.

that memorial day weekend is over. the number out right now showing the state positivity rate is climbing to 7. 7..9%. the biggest jump in contra costa where they are higher than 12%. and now to a follow-up. oakland taking action to help renters. the city council passed a vote last night to lower the rent cap. it caps it to three percent. oakland announced owners of rent properties would be allowed to raise it to six percent. that would have been the highest jump in the city's history. new this morning. a north bay man preparing to hit the water for an undertaking. he wants to kayak from california to hawaii. one year ago he had to be rescued six days into his first try. he was lost at sea. his anchor was lost in the

middle of the pacific. he has modified his anchor to prevent the same thing from happening. he went one-on-one in the bay to explain why he is so determined to complete the 70 day, 2400 nautical mile journey. a friend told me this. 7 0-days, you will feel alone. imagine. but at the scale of your life in two months is nothing. all right. well he is waiting for weather taking a live look at san francisco. a lot of fog in the distance and still there nonetheless. carrie hall tells us what we can expect from the city to the

south bay. >> when we see the fog it will be a nice cool day in san francisco. in the inland areas like the trivalley it will be hot this afternoon. as you are heading out for your commute we have temperatures in the low 50s. it is going to be a really nice day. warming up to the upper 70s by lunchtime. eventually reaching 84 degrees there. we will see a high of 93 in fairfield. air-conditioning on full blast and we will have warm weather in the south county and the north bay. santa rosa heads for 74-degree and san francisco in the 60s and oakland reaching 77 degrees. we will look more for this afternoon where fox will hide over towards the coliseum for the a's game. and in san francisco you may have a lot of traffic around golden gate park with more graduations and a lot of high school curing cur

happening today. panel centered here in california is set to release a report about the impact of flavory. the group says the comprehensive reparations are necessary to correct systemic discrimination that still exists. the report calls for changes in housing and and the justice system and a pathway for financial reparations for black california residents. in a few hours president biden is meeting with top baby formula manufacturers to try to combat the national shortage. he will meet with abbott laboratories to accelerate the infant formula production. and there will be a baby shortage roundtable and there will be bay area parents that have struggled and will discuss how to fix the supply chain issue. that meeting begins at 11:00

inland valleys to reach the peak of heat. temperatures today. wide ranges anywhere from 64 degrees in half moon bay to 93 degrees in fairfield. so we are looking at that spread in temperatures with hot inland valleys but also that cool coastline. we will continue to see temperatures in san francisco in the 60s. you head to the north bay in the low 80s in no vado and san jose in the low 80s. friday we will see the clouds moving in and the cooling trend for the weekend as the storm system approaches from the north. possibly some scattered showers on sunday. also, much cooler temperatures in the weekend. next week we are back to the dry weather. we don't typically see a lot of rain in june but as we look at the month of june rain outlook we do see rain to the north. but unfortunately the outlook places us at below normal

rainfall for northern california. and no surprise it has been so warm that it may continue to be above average in terms of temperatures throughout the month of june. we are going to see at least a break from that warm weather heading to the weekend. highs in the mid-70s and partly cloudy skies. spotty light rain. i wouldn't cancel outdoor plans. the rain may be to the north and we me see spotty rain in san francisco and with temperatures in the mid-60s for the weekend. this is a live look at the san mateo bridge. no major incidents and a look at the bridge drive time. the bay bridge slowing down a little bit as we typically see it at this time in the morning. takes 12 minutes to get across the san mateo bridge. looking at the slowing down as they turn on the lights with the approach of the bay bridge toll plaza around the bay area no major problems as of now. hopefully it stays that way and everyone has a smooth drive to work on this wednesday morning.

11 people have died from hurricane agatha. 30 people are still missing. after nearly two years of wildfires, the redwood state park has reopened near boulder creek. the fire damage or destroy did nearly all of the terrain, occluding the park buildings, campgrounds, and trails. park service had to make that area safe for hikers again. here's what the park look like is open in the summer. full access is supposed to take several more years. is time for the national 94th spelling bee. 200 students will be competing.

the sixth-grader in dublin, 12 years old, enjoys spending time with friends. she also competes in math competitions. seventh grader in san jose. he liked to play games with their little brother. also flying with a flight simulator, and hopes to get his pilots license. good luck to both of the competitors. the semi finals are today. finals are on thursday. i couldn't even get out of the classroom competition. let alone make it to d.c. for the nationals. what they are doing is so incredibly impressive. >> we are so much alike.
