the world are raising interest rates because of the inflation problem. guys, back to you. >> thank you very much. >> we are talking about severe weather. touching down in tampa bay florida last night while up and down the 10's of millions dealt with a sudden blast of record high temperatures. al standing by with today's forecast. but first, nbc's national correspondent joint is from right outside rockefeller. hey, gabe. >> good morning. i am talking about whether whiplash. there has been a remarkable flop in temperatures here in new york right now. just yesterday, it swept into the 90s. now parts of this country are bracing for more severe weather. >> reporter: new dramatic video catching what happened in newport richie, florida about southwest of tampa. confirming a tornado touched down in the area tuesday evening down in pascoe county. in kansas, torrential rainfall caused flooding in wichita. meanwhile, parts of western

minnesota are still assessing the damage after a fast storm rolled through monday night. >> the devastation to the whole vehicle. >> another confirmed tornado touchdown. the tornadoes violent path was shown about two miles long, destroying more than 100 homes and buildings. >> the big old tree that came down on the house that was just -- it pancake that it. >> reporter: some 18 million people are at risk for severe weather again and it comes from states from the carolinas to washington, d.c. and are also battling unusually high temperatures. new jersey setting a new record tuesday. 98 degrees while albany tied its record high of 92. washington, d.c. has declared an emergency. philadelphia and baltimore, some public schools were let

out early. for some, the day was as warm as it was unpredictable. the national weather service sent in boston dropped almost 20 degrees in 10 minutes. then again, the national weather service will now be assessing the damage from that tornado in florida. so far, no injuries have been reported. >> all right, gabe. thank you so much. he has a lot to keep his eye on today as well. >> yes, that's right. let's take a look at this. we've got a little light snow in parts of the northern rockies, but we are watching for flood watches in morning stretch from texas all the way to central illinois as this funnel system meanders to the east. 18 million people at risk while upstate new york all the way to central texas. wind gusts, isolated tornadoes possible, damaging hail is a big problem as well, and then for tomorrow, and moves into

the mid atlantic states where we've got 15 million people who have more of those state problem. the good news is that tornado threat is very low. we are looking for heavy rain down through the central and southern plains. hourly rainfall is one to two inches per hour, and as we move into the northeast and parts of the upper great lakes, i should say new england, we could be looking at one to two inch rainfall rates through tuesday. cooler temperatures new england. a cold front. gabe just mentioned it was pushing through 90s through the south of it today, but to the north of that -- boston, new york, albany -- temperatures are cooler because of those chillier ocean breezes. temperatures 12 degrees cooler than they were yesterday in portland. 20 degrees cooler in boston. new york city, a 22 degree drop, but on the other side of that front temperatures stay warm. bc today, 94. west virginia, 10. memphis, 91. cincinnati will be 10 degrees above average, but by tomorrow there are temperatures stretching from atlanta to washington, and the good news that it is inside coming into next week.

these temperatures in the low 80s, new york in the mid-70s, more seasonal conditions for cleveland all the way down to nashville. >> all right, al. thank you. meanwhile, more funerals plan for the victims of that horrific school shooting in uvalde, texas. this is where we know a key figure involved in the police response today may not be cooperating with the investigation. in uvalde with the latest. hey, morgan. morning. >> reporter: a really stunning investigation from investing interesting that pete redondo, the school district chief has not returned their request for a follow-up interview for at least the past two days. this is coming as new details are shifting yet again in this ongoing investigation. as of this tightknit community here in uvalde tries to begin to mourn the loss of those 21 lives lost. >> new video obtained by nbc news shows the moment the attack unfolded. from a group of armed officers rushing into the school, the terrified children are running

out. it comes as uvalde's school police chief may no longer be cooperating with investigators. they gave an initial statement after the deadly elementary school shooting. but three days ago, he was asked for a follow-up interview by texas rangers. as of this morning, they said that he has not responded. authorities say this uvalde native and commander at rob elementary chose to have officers way to not engage the gun man. >> it was not the right decision. it was a wrong decision. period. period >> reporter: overnight he was sworn into that position without a ceremony, the mayor said. out of respect for families who are burying their children. the facts surrounding the shooting at shifting it again. authorities initially said a teacher left the door to the school propped open. they are now saying the teacher actually closed the door after realizing there was a shooter on campus, but the door didn't

lock. uvalde is now facing 21 funerals over the next two weeks. the first 10-year-old, on a joe garza who called 911 during the attack. her heartbroken father sharing his unimaginable loss with savanna. >> i just want to honor her name. i want her to be remembered as the type of person that she was. >> poe seamlessly awarding her the bronze cross, she did all she could to save the life of her classmates and teachers. on tuesday, texas governor greg abbott claiming a state of disaster and your family. local resources to help the community. they are now filled with rowing memorials. visitors are driving hours to stop and pay their respects. >> i'm thinking about the parents, painful it is. if it was my child, i would be devastated. >> in this morning, the mayor said that he was not the only

nearly elected city councilmember that was sworn in. all the new members were, because they wanted to let families grieve in peace. in the meantime, cnn is reporting that the chief told them that he is in communication with authorities. >> all right, morgan, thank you. it has renewed debate over guns and america. that conversation is in washington today. mr. walker joins us with that part of the story. >> reporter: hi, savanna. pressure is ramping up on president biden in congress to find some common ground on gun reform in the wake of the texas school shooting. the president vowing to meet with lawmakers in the bipartisan of senators meet virtually today at the house community that is aiming to act as well. the key question is will it be enough amidst more mass shootings? >> with the country still reeling from the unthinkable

mass shooting at rob elementary school in texas, pressure is mounting on washington to do something. president biden is meeting with the prime minister of new zealand, a bonita at tufts new gun restrictions in 2019, including a ban on assault weapons, after they claimed 51 lives. >> mr. biden promising off- camera that he would meet with congress on guns. on capitol hill, the democratic house judiciary committee was booked as early as thursday with his latest new measures that would include raising the age to purchase a semiautomatic rifle from 18 to 21. while the bill has almost no chance of passing in the senate, democrats are attempting to turn up the heat on the holdout. >> hopefully in the court of public opinion, be able to put enough pressure, but a handful of republican senators to finally come to some common ground. >> today, a bipartisan group of senators will hold urgent

virtual talks. they are discussing expanded background checks and so-called red flag laws that will allow law enforcement to keep guns out of the hands of anyone deemed a threat to themselves or someone else. overnight, some top democrats and republicans are expressing measured optimism. >> this time really does feel different. >> we are going to hopefully have some results. >> but there is also deep skepticism that change will come . since 2004 when a federal ban on assault weapons expired, congress has repeatedly tried and failed to pass two gun measures all as one study done by northwestern medicine found that 10 years old weapon bands likely resulted in as many as 10 mass shootings. >> they often go down to party lines. is there any bipartisan reports

ukrainian city. president biden laid down walkers, writing that unless russia is confronted, other would-be tyrants would be emboldened to invade their neighbors and threaten democracy. with relentless barrage of rockets and artillery fire, russian troops have already occupied half. ukrainian say it is now too dangerous to evacuate. 12,000 civilians have been trapped in the city, one of the biggest in the region near the russian border. ukraine's president calls on the united states to supply long-range weapons that can destroy russian artillery from a safe distance. overnight in a guest essay in the new york times, president biden described how his administration is trying to strike a balance between helping ukraine without triggering a wild boar. they promise ukrainians will not fire into russian territory.

good morning i am sara john thin. the hills and passout county are burning because of the old fire. evacuation orders were lifted last night. california fire says that firefighters making that can progress overnight, the fire had a blackened about 600 acres, containment is up from 5% to 15%. structures have been burned, and the conditions are very good for firefighters to make progress today. there is now an error quality advisory due to the wildfire smoke. coming up at midday, barbara will be like with an update near the fire lines.

meteorologist cary hall is tracking our forecast. you want to limit your time outside because of the wildfire. we are also going to have warm temperatures for this afternoon. around the area where highs reach to the mid-80s, we will get an ocean breeze. it is hitting san francisco, and lowering the temperature to the 60s. you will notice that the valley temperatures will come down a couple of degrees, and the cooling trend continues into friday with a highs in the mid to upper 70s for the weekend. we will even have a chance of spotty showers on sunday, as highs reach into the upper 70s, while san francisco will continue to see highs in the 60s and clouds for the weekend. we will have a local news update in about half an hour.
