breaking overnight, a shooting at a washington, d.c. music festival during a juneteenth celebration has left at least four shot and several others injured details are still coming in. a massive number of flights canceled, weather and crew shortages to blame over the holiday weekend. new details on covid vaccines for the very youngest including the timing and other details parents need to know. a special juneteenth celebration that took place in buffalo in the wake of the tops grocery store shooting.

"early today" starts right now >> good monday morning, i'm francis riff serra. >> i'm philip mena. breaking news on this juneteenth holiday, a 15-year-old boy is dead and three injured after a shooting in washington, d.c according to authorities among those injured is a police officer who was shot in the leg. the shooting happened at what police described as an unpermitted music gathering. police shut down the event after the fight and an apparent stampede left people injured shortly after, gunfire erupted, sending more people fleeing. the name of the teenager who is deceased has not been released police are looking for one suspect who is still on the run. law enforcement has recovered several firearms at the scene, none belonging to the speck. the summer travel season is beginning to look a bit chaotic. millions who traveled over the weekend to celebrate juneteenth

and father's day found themselves sfruls traded as thousands of flights were canceled or delayed. the travel nightmare started friday which the tsa said was the busiest air travel day of the year so far. over 2.4 million people traveled through tsa checkpoints on friday airlines canceled more than 1,100 flights. saturday was even worse. according tonight aware, more than 6,300 flights were delayed and 859 flights were canceled. the travel frustrations didn't stop there flight aware reported more than 5,000 delayed flights and more than 900 cancelations on sunday. today, check with your airline before heading to the airport with canceled or delayed flights already adding up. drivers got a little relief at the pump over the weekend the national average for a gallon dipped below $5 according to aaa 17 states are still paying over $5 with california holding the highest price at the pump at nearly $6.50 a gallon. more relief is on the way. treasury secretary janet yellen

leading cause of death. >> i'm considering encouraging families getting vaccinated as soon as possible we're in a summer season, people are traveling, not wearing masks, not taking precautions. for a lot of parents it will give them peace of mind that this will protect their children. turning to the world of competitive swimming, the international swimming federation has new policies that restricts transgender women from competing in women's events and they go into effect today. nbc's janis mackey frayer joins us live from beijing with more on all of this >> reporter: philip, good morning. this is a big decision from fina, the governing organization of swimming. the vote 71.5% in favor of this new gender inclusion policy which only permits transgender athletes who made the transition before age 12 to compete in women's events the vote came about after months of consultations it takes effect today.

and it means that most transgender athletes won't be able to compete in women's aquatics events. it means that they have to transition before age 12 or before they reach stage 2 on the cubety tanner scale. fina oversees competition for swimming, water polo, diving, high diving, as well as artistic and open swimming events fina's president says they welcome all swimmers, that they have to protect the rights of all athletes, but also protect competitive fairness he's talking of creating an open category for elite swimmers who don't meet the criteria for either the women's or men's categories now much of this came into the spotlight with lia thomas who made history as the first transgender woman to win an ncaa swimming title and did so with a lot of backlash, in particular from their own teammates, who said they had an unfair advantage. this new policy now means that
