laura garcia. >> i am marcus. we want to begin with the grass fire still burning more than 12 hours after it started. that fire started at about 2:30 pm yesterday along interstate 280 near emerald hill and the exit at edgewood road. as of last night, it was 5% contained with 20 acres burned so far, and the evacuation orders have now been lifted for people who live nearby. >> here's a look at the latest outage map from pg&e, you see lots of activity there, people in the dark on the peninsula and in the south bay. most of the power has been restored for neighborhoods in saint carlos and emerald lake hills but in the south bay, you can see the outages persist around morgan hill. >> here is the reason why, this is video just in this morning of fire their near dowry avenue and live oaks, this is about 9:00 pm last night, it did destroy several small structures all believed to be awning related, no one was hurt. that is the good news, and still not clear how that fire started. >> i am carry, thankfully it

will not be as hot today, but such a reminder of the fire danger that we are in and that we will deal with all summer. >> that fire danger continues. we will see hot valley temperatures still reaching into the 90s today, and when you add in humidity, we could have a potential of some storms , some monsoonal moisture arriving. we see that humidity continue through tomorrow morning so that storm chance and anytime we have storms especially this time of year, it increases the fire danger because of the potential of lightning strikes, as we head toward the weekend it is still going to be dry and hot, not much relief here but take a look at how hot it will be today without power, without air conditioning, this is definitely very dangerous. we will continue to monitor that. back to you. it may not be a surprise for you this morning but bart service could be slow in parts of the east bay after one of its trains derailed yesterday. today, we are joined fly from concord.

bob, talk to about this. they believe yesterday, the heat really played a role in this. correct, good morning. bart believes the 100+ temps here in concord actually heated up the rails behind me, and below me, heated him up so much it caused it to curve so slightly and caused one of their trains to ultimately partially derail. we are on the over cross and we are at the intersection of helix drive, not, you can see below us, workers have been working overnight to fix that damaged rail, bart does not expect this work to be done in time for the morning commute which is going to be obviously underway here at any moment. that means service will be singletrack. on the other set of rails here, this will be in both directions in concord and pleasant hill, with full service on the rest of the yellow line. around 5:30 pm yesterday, a train with about 50 passengers on board was traveling between

concord and pleasant hill headed toward san francisco when 2 cars at the end of the train jumped the tracks. >> basically, it went flying, right? it went up in the air and everyone was freaking out. it was like a roller coaster. >> it sounded a lot louder than usual. i saw this fire spark out of nowhere. i thought, that is a little strange. >> one person complained of back pain and was taken to the hospital. some passengers were seen getting out on their own. a bus bridge was put in place to get passengers between pleasant hill and concord and a bart train just passed underneath us on the rails, so it is moving slowly which gives you a sense that there could be delays as there will be single tracking service on the section of the line between concord and pleasant hill. the rest of the yellow line will have full service but they are expecting that it could be delayed 5 to 15 minutes because

trains had to go slow through here and they are only operating on one track. for more on the morning commute, i will send it over. >> hey, good morning, bob. right now, the yellow line will be the biggest impact as you were mentioning. they are offering a county connection between routes 11 and 14, that is between pleasant hill and the concord bart station, but about 18 minutes ago, they tweeted out that there is no direct service , richmond passengers can board the antioch train and transfer to a richmond train at 19th street and then also because of that trackside power problem, there is no direct service to san francisco from the richmond line, san francisco passengers can board a train from macarthur to an sfo airport train. part does a really good job of tweeting out updates. i will retweet them myself.

if you don't follow me at nbc, make sure to follow me, you can expect to hear about these impacts for the bart yellow line between antioch sfo, there is a county connection offering routes 11 and 14, we will have another update on that and as far as the impacts on the roads, the good news there is that there are no major accidents to report. right now we are seeing a smooth commute from the tri- valley down to the south bay and also into the richmond area. there was a little bit of slowing earlier. it looks like that has cleared out so no big impact. we will have a closer look at your drive times and of course how your bridges are doing coming up in just a few minutes. a live look at capitol hill where senate leaders announced a new bipartisan deal on gun reform measures. this bill comes in response to the recent mass shootings in texas and an update in new york. today, chris is live in washington, how did this agreement come together and what happens next, chris?

>> chris, good morning. lawmakers have now released legislative text of a narrow set of provisions to try to help combat gun violence, this measure includes state funding to implement red flag laws, eliminates the boyfriend loophole will which deals with whether unmarried partners can have guns, and background checks for people between the ages of 18 and 20 so if the bill passes it will keep children and community safe. >> we know there is no such thing as a perfect piece of legislation. or imperfect human beings. but we have to try, and i believe this bill is a step in the right direction. now senate majority leader chuck schumer says he hopes to pass this bill on the fast track by this weekend, before

the senate takes off on a two week july 4 recess. chris, back to you. thank you very much, chris. to central valley teenagers accused in a bold carjacking. livermore police say this minivan was stolen on monday night, and it happened as a young driver was practicing parking the vehicle, while his father was on the curb, watching. investigators say that is when the suspects pulled up on a separate vehicle, police still responded to that van, the chase started after that with speeds reaching more than 100 miles per hour. the suspects were eventually caught where investigators say the suspects lived. happening today, nurses at the medical center will start a two day strike that follows other recent actions surrounding the same issues including what union says that our major staffing shortages and lack of new labor deals. we reached out for comment and

the hospital responded saying it is our job to ensure that seton medical center provides high quality efficient and accessible care while making sure that we are fiscally responsible. we have a strong plan that we are on our way, but we simply cannot agree to what leadership is proposing. later this morning, closing arguments resume in the criminal trial for the second in command at their nose. -- theranos. defense attorneys argued the former chief operating officer never called the shots and was really the victim of fraud just like every other investor. the founder, was convicted in january. prosecutors argue both she and sunny balwani are to blame. we have been in the courtroom throughout this case and throughout the home's case, be sure to follow him on twitter for updates and

perspectives as those arguments, closing arguments and jury deliberations continue. time to take a live look at site in san francisco, looking nice and beautiful there this morning. >> it looks like people are sleeping in! >> i don't know if it is a little foggy out there. it looks clear in the foreground. >> we will continue to see sunshine but unfortunately, an increase in humidity as we see all of this rain and lightning surging through the central valley from southern california closer to the bay area, take a look at all of these little icons here showing live cloud to ground lightning up around bakersfield and we are going to see that moving our way, with the potential of the first round of monsoon moisture moving into the bay area. the green shows really have higher humidity up until about thursday, where there could be a chance of dry lightning. i will have more on that coming up in a few minutes. as we get a look at how we can maybe save a little bit of money here and there. what are gas prices like? >> when it comes to those gas

prices, we are always trying to find you at least some of the lower prices. all under six dollars a gallon. the first one is in san jose. $5.97 along north first street in san carlos and in concord, gas is $5.99 at the a and a gas along holly street and then there is the article on monument boulevard. i know gas prices are so expensive but at least that is something below the six dollar mark. i do have something to give you a heads up about. if you will be driving along to a five from tracy, we do have what looks to be a little bit of a traffic hazard starting to cause some delays through there, you can see the drive time is about 24 minutes from grant line road two 680, the average speed is about 49 miles per hour. it does look like it is causing some delays, i will have an update on exactly what is going on there coming up in just a few minutes. thank you, 5:11 am, coming

good wednesday morning. the hate continues, we are starting out with low 70s after yesterday's spike in temperatures, and we are still headed for the mid-90s today, and as the clouds move in, it is going to be a muggy night, we will talk about that and are stored potential in the forecast, coming up. keeping a close eye on those drive times, right now a quick look at your commute, about 10 minutes, northbound 230 from 580, no issues there, we will have an update on what is going on in the south bay and your bridges, coming up. 515 right now, breaking

news in the south bay, and if you live in this neighborhood, you are going to want to listen up. please have surrounded a home. san jose police tweeting that a suspect is barricaded inside a home, in the 100 block of bettendorf drive, this is not far from eatonville elementary school. officers believe this is the same suspect who shot and killed a man yesterday, and then during a chase, officers say that the suspect fired the gun at officers. neighbors have been evacuated, because of shots fired, by that suspect, again, this is the 100 block between highway 101 and monterey, just near eatonville elementary school, we do have a crew there on the scene asking questions, we will bring you updates as we get them back good morning to you, we will watch that, we will watch what is happening at the biden white house, the white house just released a proposal to congress, asking to suspend the federal gas tax.

it would save you money, but not much. nothing is happening today but we will go into detail, at the bottom of the hour. meantime, huge rally on wall street on tuesday, the dow gained more than 600 points, the nasdaq, which is really suffering lately, is back above 11,000. j powell has a regularly scheduled question and answer session in front of congress this morning as well. the united states has a new treasurer. the first native american woman to hold the post, maryland, women have held that post nonstop, since eisenhower was president. there is also of course a woman treasury secretary, janet, she is the first woman to hold that post in u.s. history. now, that we know who the treasure is, we can print new dollar bills. if you have ever noticed, there are 2 signatures on the dollar. the treasurer, and the secretary of the treasury, this will be the first time ever, both signatures are from women.

valley, but still include solano county and we are looking at the need to drink a lot more water and watch out for heat related illnesses because that will be possible today. let's head to the south bay, and we are seeing temperatures that will reach in the mid to upper 90s, that is well above normal. we should be in like the low 80s this time of year, walnut creek reaching 96 degrees, and 84 in oakland today. we are still looking at some 80s and even some 90s up and down the peninsula. we are up to 103 degrees today in sonoma. now, our temperatures are still hot, and then here we go with this. there is a surge of monsoon moisture. this is basically the remanence of a tropical system moving into the desert southwest and with high pressure in the right

spot, it begins to surge into southern california, the central valley, and eventually making it to the bay area. take a look at all of the lightning, this is cloud to ground lightning. there is a little bit of rain here and there but unfortunately because of how dry it has been, this increases the wildfire threat and we will see that as well as we start to see that chance of high moisture, the green showing the water vapor imagery and how much moisture there is in the air, it will really start to move in late this evening into the day tomorrow. the hour by hour outlook starts to pick up on those storm chances as we go toward about 2:00 pm to 3:00 pm, especially for the east bay and the south bay, but i will be keeping an eye on the south county, look at what happens at 6 pm, right in the hills above morgan hill, there could be some lightning strikes there. if we do get that, we have the concern of new fire starts. that will be of high concern as these hot temperatures and higher humidity does continue, it will still be hot even as we

go into the weekend. he have been watching the impacts of the morning commute not only on the roads but also with bart. that is right. you know, we are still of course keeping you up-to-date, you can expect to keep the delays through the yellow line, for bart and we have some issues through the ultima, it looks like there is a traffic hazard. a big rig is causing some slowing. you can see where that orange and red is. the average drive time right now is about 24 minutes. you can expect to see that slowing linger until they were to clear that up. a quick check of your drive times as well. no major issues, good news, about seven minutes for the san mateo bridge, about 12 minutes, a closer look and hopefully a better update on bart, coming up. a new destination for people in the paradise. a new program aimed at protecting homeowners from future disasters. this is after the most devastating fire in

wildfire concerns on everyone's mind right now, and there is a new way to give homeowners more peace of mind. in 2018, the town of paradise was devastated by wildfires. more than 18,000 structures were destroyed, and 85 people were killed. in paradise today, the insurance institute for business and home safety will unveil the first only wildfire mitigation destination program. the voluntary program helps homeowners reduce the risk of losing their homes, we talked to one of the researchers behind that program. >> this designation includes three different tiers, one of them is the roof, the other one is elements in the building and lastly, the space. basically fuel management near the homes. >> once the home receives this designation, they can go to

commute, with team coverage. this is today in the bay, streaming live on roku, amazon fire, apple tv, and online. it is wednesday morning, we want to say a good morning to you. thank you for allowing us to be part of your morning. >> we are going to start without breaking news in the south bay, where police say a murder suspect is now barricaded inside a home, and maybe firing at officers. san jose police are tweeting that the man suspected in the deadly shooting yesterday now has barricaded himself in a home not far from eatonville elementary school. he is accused of shooting a man yesterday, 10 miles from that location, and then police say during a chase, investigators say he was firing at officers. neighbors in that area are now evacuated, this is the 100 block of bettendorf drive, between monterey, and highway 101. again near eatonville elementary school, we do have a crew there on the scene, asking questions, we will bring you

updates as we get them but if you live in that area, just stay inside and lock the doors. this morning we are continuing to follow the fire activity on the peninsula, 2 fires started yesterday, a brush fire near emerald hill left thousands without power, during the triple digit temperatures, and another destroying several outbuildings near morgan hill. >> really scary to watch those fires. you know how dry things are, we have team coverage this morning, we will talk with carrie about the fire conditions but we will start with sierra johnson near the fire lines and has an update on the firefight. good morning, sierra. >> reporter: good morning. right now we are in redwood city, one of several communities impacted by that brushfire, really a domino effect with a lot of folks impacted because they are without power. the fire here, near here just one of 2 that broke out yesterday, as you mentioned very dry, very hot conditions, the community that was near that fire in emerald hills, they are officially allowed to return but still there are

several folks without power, this according to the pg and e outage website. right now, the cause of the first fire, the emerald hills fire has not been determined but it was shortly cleared, excuse me, cleared shortly after. now, a fire in a subsequent power outage, as i mentioned impacting several communities including parts of burlingham, san mateo, redwood city, as well as sam carlos and parts of stanford university. at one point as many as 10,000 customers were without power, so far, pg and e is not confirming whether the fire caused the outage, but this morning, pg&e outage map confirmed thousands are still without power. all of this making for a very tough evening, as folks are looking to cool down from the high temperatures. we spoke with one resident who tells us, he has learned from previous outages and is now prepared. >> we primarily put the panels

and the battery for pg and e outages, primarily. and whenever we have had them the last two years, yeah, we have the backup supply, we have the refrigerators running. it is pretty good. that fire wasn't the only one wreaking havoc last night, crews worked to stop the momentum of a fire in morgan hills, that fire near doherty avenue and live oaks, did destroy five buildings, no one was hurt, and the cause of that fire also has not been determined. this morning, the outage map still showing a good number of folks without power, no cause, but we do know that things are dry, things are hot, we are now going to send it back with meteorologist, carrie, to give us a breakdown of how this will impact some of the firefight. >> we have another concern here, because our temperatures continue to be hot but now we have a risk of lightning as we go into the s -- this

afternoon. that sparked a lot of those fires in 2020 that we had. it doesn't look like it will be on that magnitude but one lightning strike is going to be possibly very bad for us. we are starting to see those temperatures headed for the upper 80s, low 90s today, that chance of thunderstorms increasing later today, and tomorrow we begin with high humidity, but the dry and hot weather continues into the weekend, here is a look at all of the storms and lightning strikes, moving around the fresno area, parts of the central valley in this year and once again, this is headed closer to the bay area, so her chance increases as we see all of the cloud to ground lightning really popping up there this morning. what is happening, the remnants of a tropical system is now being pushed our way, the high- pressure, and we can see the water vapor imagery showing the high amount of humidity and moisture right over the bay area. i will have more on that, that monsoon surge and the fire danger that is coming up in the forecast in a few minutes. 5:35 am, happening now, if

you take bart through the east bay, prepare for delays. this is all due to yesterday's partial train to romans, no one was seriously injured but bart believes he'd played a major role in this, causing a curve in the track. bus bridge will be put into place, this is at the pleasant hill station to get passengers to and from concord to pleasant hill. that track will take some time to be fully repaired. we have been tracking those delays this morning, and the alternative routes, what are some of those issues that commuters need to prepare for this morning as they head out? >> well, you know, primarily that yellow line, antioch to sfo, i did just see a tweet from bart with an update, and what it does show is passengers traveling on the antioch line can expect up to a 15 minute delay in the antioch and sfo direction, due to that line between pleasant hill station.

as of right now, there is no direct service to build break, they can transfer to richmond train at 19th street according to bart, there is a county connection offering routes 11 and 14, between pleasant hill and the concord bart station, so this is going to take some time, no eta of course on when this will all be back on track, so you can expect to keep those delays, also because of that power problem, there is no direct service to san francisco, from the richmond line, so san francisco passengers can board a train and transfer at mcarthur, two and sfo airport train. the best thing you will want to do, is if you have twitter or a phone, is to consistently check that marked update website because they are adding new information by the minute and of course i am we tweeting that as well, with the latest

updates. we will have a closer look at how the rest of your bay area commute is doing, coming up in just a few minutes. thank you. 5:37 am. president biden asked congress to temporarily suspend the federal gas tax, you were talking about that yesterday. >> it is really not that much money. >> i will show it to you again. it is $.18. if gas prices went up or down 18 since overnight we would probably make a note of it when you're paying six dollars a gallon, it is a pretty small fraction. right and seems to be focused on trying to get gas prices down. now believe it or not, i have been at this station as bill clinton was president, and whether it was clinton or bush or obama or trump or biden i have said because it is true, presidents cannot affect gas prices. not really. there are some things they do like releasing oil from the strategic reserve or shaking their fist at big oil profits but in the end it is all supply and demand. it is really the california tax

on gas but as most what you pay and there is little chance sacramento will suspend that. some states have tried with little results. politicians from both parties have proposed a gas tax holiday, john mccain, when running against senator barack obama, proposed a gas tax holiday. obama responded, arguing over a gimmick so that in washington they can pat themselvand say th something. that was in 2008. just about the gas tax holiday in february, it is worse now. refineries are more constrained and the supply is nearly fully inelastic. most of the 18th introduction would be pocketed by industry, with a few since passed on to consumers. now, to clarify, the oil companies would not get that tax money but if you are used to paying $6.45 in san jose and they took the federal tax off, and up to two $6.27, would you notice a big oil change? i think not.

president biden expected to speak about this today, but again has officially asked congress, for a federal gas tax holiday. we will see how fast they make that move. happening today, the san francisco school board taking on that controversial topic of admissions at lowell high school. for the past two years, students have been admitted by a lottery system, not academic performance. some parents were outraged by that and that sparked the recall of several school board members. the superintendent is recommending that the current lottery system stay in place for another year with the idea of then going back to admission based on the academic performance. here we go. san francisco. >> look how beautiful it is in san francisco this morning. this is going to be the coolest part of the day, we know that dangerous heat is kicking in. >> the morning hours are the best, especially when it is

superhot. we do still have some heat in and around the bay area especially for our valleys, and solano county still included in a heat advisory today although a lot of those advisories have shifted over toward the sacrament of valley. i think still, it is going to be one of those days where you have to be really careful as you head toward 90 degrees, mid 90s in the forecast today. how is the commute moving? >> well, i have been keeping an eye out on those bridge drive times. westbound 80 toward the bay bridge, about nine minutes. no delays. westbound 92, toward the san mateo bridge, about 12 minutes and westbound 84 toward the martyr bridge, about nine minutes. of course i have been keeping a close eye on the tri-valley as well because there was an earlier issue with the commute, it looks like that has been moving kind of slow, but overall, the drive through that commute, you can expect a couple of delays, drive time is at about 25 minutes. i will send it over to you. soaring inflation impacting

department, they have a suspect who is a murder suspect, they say, now barricaded inside a home, firing at officers. police tweeting that the man is suspected in a deadly shooting that we reported yesterday, and he is now barricading himself in a home on the 100 block of bettendorf drive. not far from eatonville elementary school. that man is accused of shooting a man yesterday, about 10 miles from that location, and then police say that during the chase, that man was firing at officers. neighbors in that area, near eatonville elementary school are evacuated, we do have a crew there on the scene, we will bring you live pictures as soon as we can. some breaking news out of afghanistan where the taliban now says more than 1000 people have died in an earthquake, near the pakistan border. now, the magnitude, 5.9. eight struck early wednesday morning, local time, and destroyed hundreds of homes there. these are some of the first

into the upper 70s, low 70s tomorrow, the valleys don't catch much relief and with higher humidity, it is not going to feel any cooler, and still hot, but drier air moving in. let's talk about what is going on with the higher humidity, the monsoon season has kicked in for the desert southwest. that is basically the remnants of a tropical system when you get high pressure set up in a certain position, it is clockwise wind flow causing that humidity to move into california and you can see the green here, this is a look at the water vapor imagery showing more humidity that will be right over us for this afternoon, into tonight, as well as early tomorrow, and when we get higher humidity, there will be some storms and lightning strikes and we will see those storm chances going up this afternoon, really for the south bay and the east bay watching the south county as well, one lightning strike could spark off new wildfires and that will be of high concern , we will be watching that into the evening. we have been watching the morning commute. how is it looking right now? >> we have a live look at the san mateo bridge, at least traffic is moving along but it is starting to get busier, as we get closer to the 6:00 am
