with b.a.r.t., unlike what passengers will pay at the pump. b.a.r.t. rioters to know exactly what they will pay before they ride. >> reporter: okay, so you guys will be more about $.15 more per average. if you are among the 80% of communities fast tracking, $.35, a total of $8.40 if you choose to pay that fee with $8.80 for the fast track itself. according to the district, half of total revenue is maintenance, the other half, subsidizing the service. >> things like paint, as well as fuel, continuing to go up every year. this whole program allows us to keep pace with the driving cost and services with central

also patrolling more with businesses there dealing with this. 6:05 this morning. a live look at san jose's shining bright looking towards the weekend. we have a look at the forecast for today, and it is shaping up pretty good? >> yeah, clouds in the morning helped keep temperatures down. we know more about those with a clear start in the morning. no, not the most clear start, but it's going to be a nice day with the sunshine returning. hour by hour with our temperatures, at about 4:00, that's when we reach our high temperature. we will see from the 70s for the inland areas, low 80s for santa rosa, with san francisco in the low 60s. then, tonight, back down in the mid-50s once again as the fog rolls back in. we'll talk more going on with

the weekend coming up in a few minutes. let's turn out to our climate crisis with yesterday, a huge blow to the fight against climate change. the court struck down a deal that allowed the environmental protection agency to regulate greenhouse gas emissions from power plants that contribute to global warming. an attorney at the center on race, poverty and the environment breaks down what this means going forward. >> what we're seeing here is the supreme court clamping down on the federal government's ability to do anything meaningful about climate change, and the court knows full well that there will not be big action on this in congress. so, they're trying to prevent this from happening through the administration, as well. >> while this is a major setback in the move towards cleaner energy, there is still hope for progress. watch this whole story on our website, nbcbayarea.com, click on the climate page. how are gas prices this morning? >> we are trying to find you

the lowest gas prices in the bay area, all under $6 a gallon. the first one is in three months. five dollars and 79, and gases $5.97 at the arkoe on mission street and then morgan hill, and is $5.99, also along monterey street third it is still extensive, but at least we'll get a little bit more under $6. in the south bay, we are still dealing with a crash from earlier. we set out our dispatch and in the same area, capital expressway, a couple of lanes could be impacted, as crews head out there to feel that out. overall, a pretty good commute for the rest of the bay area. traveling to the south bay? the red on the map there, capital expressway near the offramp. another update in 60 minutes.

some of those clouds, coming from the north bay. we're watching out for the fog. now, temperatures in the mid- 60s, going from 55 and breezy to about 62. you can see how it want the warm up there. i know it's the weekend, a lot of people have off, but could be too chilly to this wee daytime tempmorning hours. but we do have the alameda county fair going on this t in the low 60s tomorrow. you may want to make sure you have the jacket in the car, because even though it will be close to 70 during the middle of the day, it's going to cool off quickly into the evening. i'm also keeping an eye on the travel forecast and the flight delays as of now, which look pretty good. the only problem spot may be the tropical moisture moving in with some rain over parts of the atlantic coast, but as of now, everything looks great for

travel. even though we're taking a break from this heat, by next week, the heat wave will come back, and we're going to see our valley temperatures really starting to jump up. take a look at santa rosa and our 10-day temperature trend cool throughout the week and with highs in the 70s. mid-70s for fourth of july, and 80s for next friday. it will be in the 90s for next weekend. much cooler weather. this is your weekend to enjoy with more time outside.then, we'll see the temperature is heating up once again. it's going to be chilly in chapter the school with highs only reaching into the low 60s. think we would see a couple of sunspots started to slow down. >> i noticed on the san mateo bridge camera, we have got a lot going on here. we had a car with its emergency lights on. now, a car wrapped behind it on the lights, with cars tending to slow down with a bit of a traffic hazard through there. the lanes to the side of it are moving, which is good. for the bay bridge, also getting a little bit more busy. the bay bridge, look at that.

tracking things for us. >> it will be clouding heading up to work, or maybe hitting the road. a live look outside in oakland, where it is already starting out with clouds and temperatures in the upper 50s. as you get ready for that commute this morning, we're also going to see temperatures mostly in the upper 50s throughout the day. also, looking at very mild weather, basically a repeat of yesterday. we have those high in linz region to 70s and 60s near the coast. you have been keeping an eye on the commute with flashing lights. yeah, flashing lights. looks like someone is having a rough morning. this is the san mateo bridge. basically, we have got a patrol car already on the seeing. going to the right, but meanwhile, at the bay bridge plaza, smooth commute through there. no meter lights on. traffic, moving, but we have a couple of spots to tell you about. first one, the south bay on capital especially with an earlier crash causing delays. another one just popped up that i will tell you more about in

"today in the bay,." live in the bay area this morning. people are getting ready to pack up. so glad i filled up yesterday. >> reporter: that's right. maybe i should have made that move yesterday, too, instead of today. good morning to you, laura. 42 million people, hitting the road this holiday weekend according to aaa. people aren't affected by the new gas prices, but as you mentioned today, a gas tax takes effect, which could make more of a dent in your wallet. it's clear this gas tax was approved five years ago, and takes effect today. there was a question about this earlier in the year, but state

lawmakers said, this allows for more payments that range from $200 to $10,000 from october of next year. california's gas tax, already the highest in the nation. today, it's up three cents, $.54 a gallon. this is to fund highway and road projects, and people at the pump say this. >> i commute two hours total every day. so, i feel all of the increases. >> reporter: there's still a bit of good news for people like me who didn't go up yesterday. we took note of gas prices in mill valley yesterday. good news, they still haven't changed just yet. that doesn't mean increases might not happen today or during the weekend. so, if you get a chance before

flavored vaping products anywhere in the city. flavors including vanilla, cinnamon, menthol and clove are targeted primarily to minors and young adults. the new law allows for violators to be fined up to $2500 a day. the stock market volatility may have you nervous about your 401(k). you know what? there are statement that can help protect your money. retirement expert ted snell security financial talked about us. first i asked him how closely we should watch news 401(k) accounts. >> it's not a bad thing to look at your balance and understand where you're at. something not as productive is when you take action on that that's more emotional. certainly, look, balance, but i have to understand that orchids go up, and they go down frequently. you know, we have their markets, and if you are looking at your balance, which is causing you to take action that

is not in your best long-term interest, it's probably not a great idea to focus on it as much. >> obviously, people may be in the early 30s, they may not be too worried about that. but if you are in your 60s already, nearing retirement, probably should look closely. what are things that people are closer to retirement should be doing now? >> what you put your finger on it something that is really important. no matter where you are in your retirement journey, what is your time horizon? so, if you're in your 50s or 60s, you are not balanced, closer to retirement, that will affect how you diversify your assets, what your risk appetite is. so, definitely a different position vs. somebody who's in their early 20s or 30s. they would have decades on their side. they would have the most powerful attribute that any of us will ever get, which is time. if you're investing now in your 20s or 30s, it's entirely

minutes. looking at about nine minutes on westbound 80. we will have more coming up. thanks so much. 6:43 now. following breaking news out of ukraine, where at least 90 people are dead from a missile strike along the black sea. we just got new video in from the scene it happened this morning, about 30 miles southwest of odesa. among the dead, at least two children, more than two dozen injured. the airstrike follows the pullout of russian forces from snake island yesterday. a move that may ease the threat of odesa, which is ukraine's largest port. happening now in russia, the trial of wba brini greiner, getting underway. her arrival ahead of today's court hearing, and she was arrested with days before the ukraine invasion, and investigators say, she was carrying the canisters of cannabis oil. she faces up to 10 years in

prison if convicted. president biden has returned from the nato summit. next, what this means about saudi arabia. >> that is full of controversy. the morning. it goes against the principle. biden set out on the campaign trail, and candidate biden called it the de facto leader of saudi arabia after our cia determined crown prince ordered the brutal murder of american resident and washington post columnist jamaal khashoggi. khashoggi's body was cut with a bone saw in turkey. candidate biden said, the saudi government had, quote, little remaining value. president biden was asked to explain his trip and the ramifications during a press conference at the nato summit, which the president explained, he wasn't going to saudi arabia to meet with the prince. he was going to saudi arabia, and the prince would be there.

weekend. you will see the highs reaching into the mid 70s throughout the weekend, but the fourth of july is in the upper 70s, and then we started to gradually keep backup once again next weekend, when it will be so much harder compared to what we will have the next upcoming weekend. take a look at this because, as we mentioned to the low 70s with breezy winds and every morning, starting up with the clouds and fog in san francisco. the fog may be clearing at times, which will keep the temperatures there. for the coastline, only in the 60s. keeping an eye on the commute. i wasn't looking? with the exception of a couple slow spots in the south bay, including here, and westbound on 580, still a morning commute through there with the yellow and red. east bay drive times now, doing okay allowing northbound 80 to move along well with about 40 minutes to the bay bridge.
