look at your temperatures outside the door right now. your temperature trend keeps the cloud cover around all day long. look at car break-ins. they continue to be a big difficult situation in san francisco right now. the crime spree was different than others though. nothing was actually stolen. we went out to the neighborhood to find out why.

>> reporter: most of the damage happened between 17th and 18th avenue. the posted the video on twitter after seeing how widespread the damage was. he continued down the street and they went car by car with what we understand was a hammer or a crowbar. specifically targeting the windshield of every car. >> reporter: an sfp the officer knocked on his door to tell them what happened. like the rest of the vehicles nothing was stolen but his suv

was damaged far more than any of the others. the glass is already replaced to the tune of $1200. and all repairs could cost closer to $1500. neighbors were quite surprised this happen here. >> it really seems reference come this far out. definitely shocking. >> reporter: richard was a little too far away to catch the vandalism but his surveillance video does show them responding almost immediately. within a few minutes the bystander witnessed and saw what then there was a particular officer that was spotted within a minute or so.

>> reporter: now the neighbors are digging into their pockets to fix their cars. one man is dead after crashing a car that he stole. the fiery crash happened last night near burlingame. they crashed into a tree along the freeway. they say they were not able to get out. the city is already shutting down some streets for the fourth of july holiday. you can see on this map most of lake shore will be closed at six p.m. they also plan to have police presence to monitor potential sideshows.

multiple fires caused by fireworks in the east bay. a two acre fire started just before midnight last night. thankfully it was quickly extinguished but not before the conditions were here. the message is that eir surroundings before they set off fireworks. >> anything that goes off goes right into the grass which causes the issue. this was in the east bay city from bay pointe to antioch. some south bay volunteers are trying to be proactive to fight the fires. to start and stop the illegal fireworks going on like these. today stephanie went beyond the scene with morgan hill.

after a quick briefing at the morgan hill police department certain volunteers are off to hotspots for fireworks and fire danger. this is the holiday lake estates neighborhood. hundreds of homes surrounded by fuel which makes this extremely terrifying for those that are living here. >> here is the big fear that people realize. there is one road down to the avenue. you cannot get 512 homeowners here in a few in the smaller a a's. you cannot get them down fast enough to escape the fire.

they've always feared a tragedy similar to what happened in paradise. they are thankful that all hands are on deck. there doing a tremendous job to reduce that threat on probably the most dangerous day of the year fourth of july. >> it is more of a deterrent because people know that we are looking at them and it will hopefully discourage them from using fireworks. >> so far we haven't seen or heard any fireworks. and we hope it will stay that way but it is still early. friday was the first night with a fine of up to $5000. >> we hope that there will be no fires.

what caused this fire. if you're like many hitting the road this holiday weekend you know it will cost a lot to fill up your tank. but gas prices are actually down right now ever so slightly this morning according to aaa. yesterday a gallon cost an average of $6.25. so as i mentioned it is ever so slightly. just down a penny. supporter say it is necessary for infrastructure repairs but republican state lawmakers are arguing for months saying it makes sense to have lower gas prices than for the governor to send out tax refunds. >> everyone in california will get a rebate. because the cost will go down. it's easy to do you don't have to cut any checks for this.

i had to do is download the first app it's a bit earlier than usual. were talking about algae blooms at the beginning of summer. one in south san jose. it was noticeably green and there are now warning signs posted around the park. it typically occurs when the lake water heats up. it can kill pets if they drink the water. in the east base they say they have noticed an issue with the algae at the regional park near livermore. >> there is state guidance for blue and green algae. we have been monitoring weekly

it is 7:13. here is your live look at cloudy skies. that cloud cover will hang around for much of the day today. very similar to the weather we saw yesterday. rallies for abortion-rights continue across the country. here are two of them in kentucky and new york. in kentucky protesters gathered at the state capital.

abortion is legal there but only because the court granted aclu request for a restraining order last week. in new york city there were clashes near the old cathedral. they came out to block opponents from harassing women headed into clinic. they created a barricade between the two groups. there was the essence festival of culture. she said the implication of the court decision is among the most critical issues facing women of color. >> what is so outrageous about this on every level is it was taking of the right to given in guaranteed. something that we took advantage for so long. they say this was the naughtiest largest audience that address since they issue their rulings. we are not talking to chuck

searches were about the nba finals and about pride month. a lot of people searched for rainbow accessories. but they all searched for more serious pride topics like the rights movement. there are searches that spiked in the days ahead of the overturning of roe v wade because there was fear that some may try to prosecute those who travel out-of-state to terminate pregnancies. we asked how private our searches really are? >> it is aggregate and anonymous we can zoom in on certain cities but i am unable to see specifically what you might be searching for. with the fourth of july coming up remember searches for hot dogs are also spiking. the top dog in california is a bacon wrapped street dog. that is a lot of meat.

i am going to the giants day today so i will be definitely getting a hot dog. how will the weather be for those heading out to see that game? >> if it's your first time going to san francisco bay in these conditions you definitely want to wear a jacket. it's going to stop in the 60s and into the 50s. the cloud cover will linger. but at least you don't have to worry too much about the heat today if you enjoy these outdoor activities. i know we have cloud cover going and i know you want to hear about the fourth of july forecast. and i will get to that a moment but i do want to show you decide to san francisco as not much has changed. it's very similar to what we saw yesterday and our current temperatures are in the 50s. as you head out the door. 50 degrees in san jose and san francisco. the satellite radar right now you can see the cloud cover but also we are monitoring and

in potentially for the northbay particularly up to sonoma going into tomorrow. and not what we've been looking at when it comes to the potential clearing or the fourth of july fireworks. so for right now you can see the cloud cover an hour by hour you're going to keep the morning fog and cool temperatures. even through parts of the interior tonight. your timestamp there tomorrow you can see the light rain coming down into parts of roseville and that cloud cover is where we are getting a little clearing for your afternoon. it will depend on where you go to watch the fireworks displays. because it is going to remain cloudy right now all day long. till about 11:00 we can see here on that model resolution. better viewing into the interior but even then we will get some cloud cover. it will be anywhere from 10 to

15 miles per hour. breezy at times and not as gusty is what we saw yesterday and some areas. as far as those temperatures go take a look at your timestamp. that's around 11:00 in the 50s and 60s but if we push that further to 1:30 you're looking at the 70s. still pretty cool and your hourly forecast. but the temperature is going to be a little more in the interior. heading out to the fourth of july to san jose kris sanchez will be at the parade in san look at how we compare to the rest of the nation with those temperatures. 70s and 80s and the rest of the dallas area will be in the 50s. >> we do pay to live here for a reason. we told you last week about a surfer who was attacked by a

shark. it may have a connection to an unusual phenomenon. for the last eight years researchers have been studying the unusual arrival of juvenile white sharks and monterey bay. now the institution is opening its vault of data. they show us now what that could mean for the study of climate change. >> there is mystery beneath the ocean surface. the white caps churning in an unseen world. always nice to be challenged by the things we can explain. and that was the case in 2014 when researchers at the monterey bay aquarium again noting juvenile white sharks turning up in the monterey bay for the first time ever. it became quite problematic right offshore for the sea otters. we have a doesn't rafting in the kelp.

they say the young sharks were believed to be writing channels of the warmer water into the monterey bay area and taking up residence off the shore. there were 70 tags that collected information on fishery and movement along the coast and oceanographic data. since then they've logged thousands of hours of data. by selecting 14 tax which turned out to be over 20 million data points. >> for the mission of inspiring ocean conservation and knowledge the idea of sitting on all this newly acquired research became a quandary. it was a big investment in the tags alone cost more than $4000 each. in the end they took an unusual step for the world of research. >> 20 years and 70 tags the data.

we frequently release this to the public. there now publicly sharing other data with researchers everywhere for free. the information will not just a the study of sharks it will also help those who are studying climate change. >> it is collecting data and we've programmed it every 30 seconds to be taking snapshots of these positions. >> we had this historical data set they can see how rdthere is change. we've seen it be detrimental to see otters. >> the aquarium rehabilitates and releases the sea otters back to monterey bay. they are helping to figure out where not to release them.

this is your live shot outside. clouds and fog over san francisco. quite a dreary morning as we look at this fourth of july holiday. we hope you are warm at home right now. thank you for joining us. we are joined with a look at your microclimate forecast. you said it's going to be a lot like yesterday? >> similar with the cloud cover and those cool temperatures. you can expect to keep a lot of the gray skies on the coastline. really all day long and into the interior we look at the brakes and sunshine and we notice at about 12:00 we go into the 60s with a little bit of that sunshine. san jose 50 degrees right now. were starting out pretty windy and then we also get some breaks with the temperatures climbing into the upper 60s and low 70s throughout the interior. it's about 56 degrees right now.

street friday afternoon. >> he went kara mccullough so i understand is a hammer or crowbar and randomly hit one car specifically targeting this windshield. then moved on to the next and the next. >> the subaru suv belonging to ryan how tower was also hit multiple times. had just returned from vacation with an sf pd officer knocked on his door to tell him what happened. his suv was damaged far more than any of the other vehicles. >> my entire front windshield was bashed out. as well as the driver side window and as you can see that side was broken off. the grass has been replaced to the tune of $1200. and all of the repairs could coast closer to $1500. despite the notorious reputation for car break-ins they were surprise this happened here.

monitoring heading into tomorrow. there is a system just to the north in this cold front could bring us the light shower activity for parts of the north bay and sonoma going into monday. right now are seeing cloud cover and the cooler temperatures that will remain. what can we expect? the clouds are not going anywhere. expect to see the gray skies all day long. a little clearing into the interior with sunshine and another cloudy day with cool temperatures. notice there is some shower activity. your timestamp right now is at 11:30. push that forward between the seven a.m. to nine a.m. hour and you could see some light shower activity into parts of the north bay and mainly sonoma which of course you're wondering if the clouds are going to linger into the evening for the fireworks show. that will really depend on how quickly the system pushes through. right now it looks like we will keep the cloud cover around

especially into parts of oakland for the evening. so it will depend on where you are to the south bay you should be clear so depending on where you are heading to see those fireworks you could see them or maybe you could be blocked from the cloud cover. your temperatures will be in the 50s till 11:30 a.m. and then we will make it to the upper 60s and low 70s. very similar to yesterday's daytime high. we stay cool into to you can expect to see similar conditions. we don't start to warm up until the middle of the week to do gets to enjoy this comfortable weather. heading to the red white and blue parade kris sanchez will be there. make sure you stop by and say hello. it will be cloudy to start an and there will be sunshine with temperatures coming into the upper 60s. warming will happen later on in the week so if you are enjoying the 70s get ready because that

and cavanaugh are what we call originalists. and these are people that look at the document for exactly what the words are. no more and no less. that is it. if it's mentioned there that's fine. if not you can't talk about it or do it. and that's what they're looking at with laws or regulations. this is a great departure from what we call the policies and attitudes of the justices from the last seven or so years. these folks were known as interpretive vests. those look at the constitution not just for what the word says itself and how it fits with the world. we have no oil wells and none of these things back in 1787. we have all of them now and that's why they are so different than originalists. so we now have a five justice majority of originalists. these people who look at just the word and nothing less. that is a big change from the last seven years and it can affect just about everything

that happens in american law and relationships between the states and the federal government. watch out there is a lot ahead. >> you just pointed out that we have a majority looking at issues differently. they are originalists as you've just taught us. so, can you give us a look at the implications one of the recent decisions through the lens of an originalists? >> sure. let's look at last friday's decision about the epa. that court decision i believe what the court said, in this decision was oh my gosh this is not determining how the powerplant emission should work. it was far too broad. nowhere did it say anything about power admissions. it just said that's how it ought to work. so since they didn't say anything about relations they have to go back and pass a more

specific law. now they have to be experts in environmental affairs. and they are not experts in much of anything their generalists and they will make policies. what they've done over the past as though those kinds of concerns to specialists for agencies like the epa. with specific legislation from congress to do what they are doing. all of this goes back. that whole act is essentially drawn out. >> and where does this new way of thinking or philosophy take us down the stream? >> it is going to take us in directions that none of us frankly have ever thought about. think about this like the fda and consumer drug protection agencies. federal aviation agency. all of these levels set up by congress creating agencies
