they say the utility cannot be trusted. also the pg&e respond to that this morning. to truly reimagine public safety we not only need to make sure we have a well-trained and staffed police department to look at new approaches on how to create a safer and healthier community. only on the nbc berkeley area, the berkeley mayor outlines his plans to move the city forward. this is today in the bay streaming live. questions raised about pg&e's authority to operate. calling on governor gavin newsom to withhold utility's safety certification. nbc bay area's" has more on these details for us this morning. ginger, does this move get us

anywhere? >> reporter: marcus, it's really too early to tell at this point. it's the first move, in the long run, hopes to replace the utility company. but it does still have a long way to go. that being said, they posed a resolution for the board of supervisors, with a safety certificate. and there's a certificate that allows pg&e to use to use funds to pay for the tool and recent wildfires that have picked up and caused billions of dollars in damage. the proposed resolution is asking the governor to revoke what they call pg&e's license to burn and instead fund golden state energy. if approved, it would displace pg&e. we spoke with an environmental group that supports this move. >> it's important to highlight that when there's more wildfires caused by pg&e, we

are on the hook to pay for it. and so, what we really need is to hold pg&e accountable, and also address that we need a better energy system that's safer, more reliable, clean, and also more affordable. >> reporter: pg&e released a statement saying, in part, they welcome feedback from the community, while reiterating the commitment to public safety or the the utility added, quote, pg&e has a valid safety certificate are from the office of the structure of safety and in '22, wildfire mitigation on the goal, consequences of actions they are taking to continue providing safe and reliable energy under the change in climate and evolving wildfire threat. nbc bay area news also reached out to the governor's office and are still waiting to hear and 9:30 this morning, there's an oversight protest plant at city hall to be followed by a government audit and oversight

committee hearing, also scheduled at city hall for the the following of the developing for parts of the story later on in the day. back to you, guys. >> thank you. staying with pg&e, the follow- up on the nuclear power plants running longer than planned in california. pg&e operates the canyon powerpoint along the central coast. right now, calls are free to go until 2025. utility says, they are now considering applications to remove applications. lawmakers have already come out in support of this idea. the utility also reportedly expects some five or $6 million to be accrued by the white house. the third power plant in operation. the source investment for the city of berkeley. the city just passed a two-year budget with $733 million that would fully save the police department at a time that other

cities and communities are defunding. it also has a growing number of people trying to make it in the bay. i spoke with the mayor about where all of this money is going. >> so much of the national discussion has been on defunding the police. in berkeley, we funded the police. we have funded 181 officers to staff our police department. we know that it will take time to fill those vacancies and make sure we can reach that level. you know, we do need to actually train and opposing the use department that can serve the trinity to deter crime, to engage with community policing, and to protect the safety of our committee. while we are increasing this, we also are investing in programs, including mental health crisis response, launching a team of community safety officers with responses to noise complaints and others

that have to stop the calls for service. we are continuing what we had a few years ago in the wake of the george floyd murder to reimagine public safety. to truly reimagine public safety, we are only need to make sure that we have a well- trained list department, we need to look at the approach to help our community. >> the city's also investing in infrastructure. to talk about that? >> our effort is to reimagine public safety and part of the goal is making an investment in infrastructure, $30 million towards street repaving projects. if you haven't ridden on a street in berkeley at the moment, we have a lot of popular streets, decades in the making, but we think it's really critical that we make a significant investment now to improve the safety of our streets. we have a large portion of people that walk and bike. and so, motorists directly

impact the safety of our community. the safer streets also means public safety. so, we think that this investment is going to be critical, not just to make sure that we have good, long-lasting of the structure, but to make our streets safer seven, motorists, bicycles, restaurants, can safely use our streets and advance. >> we spoke with the mayor about so much more. you can watch the full interview on berkeley, amazon fire tv, apple tv, by downloading our nbc bay area news streaming app, and clicking on the playlist. >> 6:06 this morning. we are looking at contra costa county fire. nearly 80 fires, during the course of the fourth of july weekend. no, they were said to have had fireworks related, and the numbers were called very high. however, they are lower than they were last year and before. so, are we moving in the right direction when it comes to

fireworks safety? contra costa fire says, hopefully, but there are other reasons why they say, fires went down. the first, being the weather temperatures. they were unseasonably low with higher levels of humidity. the fire was stacked up and equipped. law enforcement, they say, they were more stringent and forcing those throughout the county. some say, this is the right direction, but contra costa fire says, they're still planning details out for this weekend. >> the numbers are still not low enough for anyone to take any comfort from that. the conditions on the ground this year are more dangerous than they've been in recent years by numbers of magnitude, i would say. in a situation like we have on the ground now, any spark, certainly fireworks, are very, very dangerous. >> structural damage and fires with emergency calls and injuries caused by fireworks remain at a high during the

holiday weekend. time for a look at the forecast for you, too. here's a look at the weekend. right now, on this thursday? >> it is thursday. >> the holiday. >> i apologize, but i'm here. >> yes. it has been a short week for a lot of people. we're already getting closer to the weekend, as we see, once again, that we have had basically all week long some drizzles around the next hours and into the 8:00 hour. then, it starts to clear up with some sunshine headed from the upper 50s to the mid 60s there today, while the inland areas will have comfortable weather with san jose, 75. 81 in santa rosa. upper 70s for much of the tri valley. but it will form up going into the weekend, and i have a look at that in the forecast in just a few minutes. where can we find some lower

gas prices, though? only one price, 589 with a story reporting that many places with doubletime on harbor boulevard over in belmont, on the peninsula of $5.89 a gallon. main street over there in oakley, contra costa county, san francisco, big deal. sam champion also, in san francisco, on mission street. options for you, same price. in the tri valley here, we have this issue going on for west 580. there is a flat tire issue only one lane blocked here on the boulevard, but in that backup, we have a crash involving up to -- i just learned -- possibly seven vehicles and a big red. west 580 could have two or three lanes now blocked, including an alert for westbound into livermore, just shy of north livermore avenue. out of the past, contra costa county, moving relatively smoothly. back to you. >> thank you, mike. speaking of traffic and

right now at 6:13 on your thursday morning, it starts out cloudy. the rest of the day is looking nice, though. san jose goes from low 60s to mid 70s today, with a mostly- sunny afternoon. now, we'll check out all of our climates with the warmer weekends coming up. traffic, continuing to build here on the 580. into livermore, i livermore avenue, with seven other vehicles push with three or four lanes. in fact, the backup, we will look at what else you have to look for coming up. good morning, bay. happy thursday to you. apple, worried about spies on

iphones and it will offer something calls lockdown, and enabling lockdown would prevent the iphone from transmitting any information through the iphone to a computer, as well as preventing unknown numbers from sending you attachments. a number of government agencies, both allison and things, have used spy software called pegasus to spy on iphone users, notably political ones. meanwhile, a very unusual and stern warning from the fbi and mi-five it should be on alert, because the chinese are launching a new effort to spy on americans and steal tech secrets. his nbc news' candidly honest, covering the national story. >> chinese this works hand-in- hand with the chinese government. that's the message of u.s. want to send. if you see an offer from the chinese business entities that seems too good to be true, it probably is.

>> reporter: a report from consumer reports shows, a significant number of americans will never get the electric car. now, the same poll shows nearly half the people interviewed said, they didn't know about tax credits or incentives for buying one. >> have to worry about all of that. in the meantime, we got to look at the president's notes taken during the most recently open markets committee meeting to raise interest rates. you know how you look at something and you wish you didn't? well, the notes show governors are very interested in another big interest rate hike later this month, further slowing down the american economy. the fed seems to be worried it's behind the raising rates behind inflation, and you are going to see inflation at the food court! business insider says, cosco is raising food prices on chicken and soda. soda, up to nine dollars.

san francisco with that file. >> yeah. that will start to drizzle here in a little while. that has been the story pretty much every day this week. so, as we take a live look at dublin, watching the marine there with the clouds stretching inland, and we start out with temperatures to begin this morning. as you are heading to work in pleasant hill, it's in the upper 50s. then, we'll see the sun breaking out as we go through towards 10:00. then, the rest of the day, sunny, with this temperatures warming up. eventually, to the mid to upper 70s here. all of these temperatures have been cooler than what we normally see for early july. so, it's been really nice to have that break from the fire danger, but it will start to warm up tomorrow. especially as we take a look at spots like deerfield, reaching 92 degrees. but san jose, reaching 81. we'll see some upper 70s for san mateo. so, the fog, still lingering near the coast, giving us a wide range of temperatures heading into saturday, but sunday is when the heat starts to break up. take a look at morgan hill,

where the low 80s are through the next few days, then it sums up to 90 on sunday, and even hotter next week, but we do see it going down several degrees by the middle of next week. but we will continue with some warmer weather, compared to what we had recently. so, get ready to turn the air conditioner back on. inland valley tomorrow, then mid 90s from sunday into monday. well, san francisco really doesn't change that much. it's going to stay breezy in time for the fog. we will also get a little bit more sunshine for the weekend, though. mike, still tracking an alert for five ready? yeah, 583 livermore, traffic is approaching north livermore avenue..a few more details with a tractor-trailer -- not a big rig, tractor- trailer involved in a crash. that's critical, because i believe one of the vehicles involved might be wedged under the trailer. no major injuries reported, but possibly four lanes of that multi-lane freeway blocked.

fire, apple tv and online. thanks for joining us on this thursday morning. i'm in for laura garcia. >> i marcus washington. we will get you started with that forecast this morning. we get you closer to the we can and meteorologist corollas tracking this for us. >>, it will clear out this late morning with temperatures staying comfortable in the upper 50s right now and reaching to the mid-70s by early in the afternoon. mostly, looking at the temperatures to stop in the upper 70s with some of our warmest spots, but looks like morgan hill, reaching to the 80s today. san francisco, hovering in the 60s with that fog right off the

coast. so, we're still going to see a wide range of temperatures. we'll talk about the changes ahead for the weekend. mike, you've been tracking an issue through the tri valley? >> yeah, bigger issue now because of the backup west of 580. still, we have a number of late blocks because the tractor- trailer that started with a crash. there was another vehicle wedged partly under the trailer. no major injuries, but it sounds dramatic. maybe six of the vehicles involved in that. trying to get more details, but backups are building towards greenville to west 580. that is a backup going to the critical portion of livermore. norfolk, north first, and that will make the streets more crowded and present delays. outside of that, everything looks pretty smooth here for contra costa county. i will show you more coming up word to you. >> thank you, mike. we had another bay area freeway shooting. this one was caught on a dash cam. >> "today in the bay's" bob redell joining us. bob, you spoke with the woman who was hit by the gunfire.

how are they doing? >> reporter: physically, doing fine. frightened, not because what happened to them, but as they point out, it can happen to anyone. there's nothing you can do about it. >> [ sound of gunfire ] >> [ screaming ] >> are you okay? they just shot through the window. >> reporter: that was garrett mason, comforting his fiancee, tina, after a bullet narrowly missed tina's head and went through the windshield of the car. it happened three weeks ago when the couple was on eastbound 580, traveling from oakland to pleasanton, and they say, they saw two cars driving erratically before the shot was fired. >> 10 seconds onto the freeway, where the first vehicles' passengers got outside of the window and fired at the other vehicles. >> they didn't do anything wrong here.

>> we have reached out to chp. they say, they are investigating the shooting. our investigative unit, you might recall, in 2019 and 2021. bay area freeway shootings doubled in that time period. 82 in 2019 to 178 in 2021. this includes the 2021 shooting death of 23-month-old jasper blue, who was hit by a stray bullet along 880. kris? >> most 200. that is shocking. thank you, bob. continuing to follow breaking news we brought to you right off the top of the 4:30 newscast as it was happening. british prime minister boris johnson, stepping down. >> he said, you never resign at the summit last night. >> even after minister after minister in his conservative department hawks of the stuff and said, they had to leave, johnson, though, with lots of scandals, including holding parties at 10 downing street, even though he told his country to stay locked down in the pandemic, the latest of someone with a string of sexual

misbehavior. johnson, just a short time ago, on this. >> it is painful not to be able to see through the ideas and projects myself. but as we see what is done, the powerful news, it moves. my friends in politics, no one is remotely indispensable. >> johnson says, he will stay on until the successor from his own party is named. he seems to think that will be the fall, but it's entirely possible, tori, they will move faster than that. no, the u.s. has had a close relationship with all british prime minister's of both parties. the special relationship between the countries, they call it. whoever the conservatives pick will likely continue many of the same policies johnson had. >> but it's interesting to see how they're handling that vs. how we are handling this.

>> that said, we will talk about this with politics and in. new details now with an investigation underway after a 9-year-old boy drowned in a mountain view pool. this happened around 4:00 yesterday afternoon at an opponent complex pool near the el camino real roadway. police say, fire emergency crews were in route, and dispatchers helped with the cpr instructions via phone for the person on the call. life-saving efforts were continued when crews arrived. the little boy was taken to a hospital, but unfortunately, he died. moving forward this morning, a covid treatment talk directly to patients. the fda says, the country patients to see if they're eligible for this, and prescribed the medication. it has been shown to curb the worst effects of covid. previously, only physicians could describe the antiviral drug. the latest covid rates, we are tracking everything you need to know to move forward.

go to nbcbayarea.com/coronavirus to get the latest on all the information taking place when it comes to the coronavirus. 6:35 for you this morning. we will take a live look across san francisco. if you're looking for something to do this weekend, look no further than the city by the bay. just releasing the top 100 from wallet hub for the best and worst cities when it comes to recreational cities. sf made the good list, coming in at number 11. san diego, sixth in the middle, raking at 15 with fremont there down and 90th. that survey has several factors, including the attractions, music venues, coffee and tea shops, hiking trails, walking ability and, of course, playgrounds for the kids. east bay city, along with san francisco, ranked in among the highest when it comes to moving costs. of course, people want to go to a movie, maybe hang out outside. that's a good thing for the

meteorologist tracking our weekend forecast. shaping up to be one where you want to spend more time outside. >> yes. and lost to do. toledo with the jazz and blues by the bay happening tomorrow evening. it'll be in the upper 60s at the time that you settle into your spot at the galleria closed park. then, enjoying the breeze, without temperatures dropping down to the low 60s. nice hiking this weekend with the near with, 71 degrees tomorrow for the high temperature. we'll drop down to the low 50s early in the morning. then, the higher towards 66 degrees. it will be so comfortable all weekend long. we do plan to take a drive down highway 1, and it will be in the low 80s tomorrow. we will see a mix of sun and clouds and temperatures in the upper 70s throughout the rest of the weekend. but if your plans take you down to l.a., it's going to be a little bit warmer, reaching 85 degrees by the end of the weekend. lots of sunshine there, as well, though. we'll talk about a warm-up for the bay area coming up. mike, you've been tracking

issues through the tri valley. >> yes, carrie. better news. although, still the back up here for 580. the crash, still following the tractor there. i heard reports of seven more vehicles involved. everything, being cleared from the roadway. by vita, recovery to do, coming from greenville and approaching greenville out of the pass. quite a bit of backup for this one portion of livermore. then, the rest of livermore towards dublin, west 580, fine. there's a lot more traffic in towards the dublin interchange. then 680 with dublin towards west 580. now, the rest of contra costa county, north of that crash, with everything fine for highway 4. just slow going, with more traffic on the roadway there. the bay bridge, the back of the starting force the plaza, not that bad. takes about 45 minutes. the rest of the bay, still a crash, looks like maybe there's a recovery of a crash towards 101, and we will talk more on that coming up. tonight, a father of the gunmen accused in the fourth of july dudley parade massacre is

3:41. heading out in pittsburgh? it's windy already. temperatures, in the low 60s. the gusty winds will continue today, but the temperatures are really headed for the upper 70s . it will get warmer this weekend. we'll talk more about that, coming up in two minutes. look at 580 in dublin. out of livermore, westbound with more traffic over the next few minutes. another crash could land north of livermore avenue, including towards the dublin interchange. we'll track that, as well as a crash on the peninsula towards northbound 101 coming up. the father of the man accused in the july 4th shooting rampage is speaking out for the first time. police say, robert crimo jr., the father of the man, sponsors his son's ability to purchase a gun for the rampage. he says, even though authorities said, they previously had a clear and

present danger for his son, he has no reason to believe that his son ever planned to use the gun to purchase at the firing range. also this morning, the couple near the husband and wife killed in the rampage are now talking about bravely tried to shield their own 3-year-old daughter as the bullets flew. >> horrible to think about they had suffered the same fate. >> they don't want to die, but it was more important that it wasn't their children. >> the couple who died left behind a young boy. good samaritans found him wandering alone during the chaos. reportedly wound up deciding not one, but two different affordable housing measures this fall. the chronicle reports that a supervisor's committee yesterday advanced a housing measure and they're calling it, the affordable housing production act, and it requires more than 1/3 of affordable housing units on mixed income and of elements. it says, the cap is set for affordable units at 120% of the income. now, supervisors will amplify whether or not this measure was put on the ballot. already backing up this other housing measure, which calls for fewer affordable housing units per.element, and a higher median income for applicants. in a statement, the mayor office tells "the chronicle," the new measure will raise costs for new mixed-income residences. this one, fire crew people, making simakan progress in

the country.essentially in the midwest, you have this strong updraft. that's the air rising into the thunderstorm. then, you see these raindrops as they reach above the freezing level? they did get a coating of ice swept into the updraft, and gets tossed up and down into the storm basically, until we get so many layers of ice around the raindrop that he gets heavy and falls down, but when the sun falls and reflects onto the droplets, this guy can turn bright green like that. and it almost looks like a filter. but yes, once again, you want to make sure you take cover in the sky if it ever looks like that and turns green. we don't see that in the bay area, because we have really we can those storms, and we are seeing a lot of fog rolling into parts of the east bay and a live look in dublin this morning with but are starting out in the 50s, and we will see

welcome back. 6:35 this morning. a look at the top stories here on "today in the bay." san francisco supervisors, calling on governor gavin newsom to withhold pg&e's safety certificate. that authorization, the safety certificate, allows the utility to use funds to pay for the recent wildfire roles that have killed dozens of people in the billions of dollars of damage caused. later today, supervisor chloe chan and bill walton will ask the board to consider a resolution, asking the governor to report with the call the pg&e license to earn and the golden state energy. if approved, golden state energy will replace pg&e.
