broke out late last night near the altima pass with 80% containment and 120 acres. the fire caused part of 580 in livermore to be closed at 1 won. traffic has since reopened. our scavenger overcast with a car on fire in the area, where the fire started, and officials aren't yet talking about it as far as the cause. let's check with carrie and mike with a look at weather and traffic. it's going to be another hot day if you're fighting fires or running errands. yeah. but at least we have the morning hours with unity high. we have lighter winds, and also, the temperatures are a lot cooler. so, we're now seeing some of those lift around the area of livermore at about 11 miles per hour. still a little bit of a breeze there. can kick up some of those flames. hopefully, that containment continues to grow, because it will be another windy day. you can see the winds coming in from the west at about 25 miles per hour. that's 4:00 this afternoon. then, starting to calm down once again tonight.

you can probably see those blazes of smoke from dublin yesterday. parts of the tri valley can see it in the distance. we are starting with a temperature of about 56 degrees. we'll see a light wind, but the temperatures will heat up again today. so, i'll have more on that in a few minutes. mike, no surprises right now. >> no surprises right now. great weather for when you wake up and work towards your commute. hitting the roads in the next few minutes? a nice, easy drive right now. we shouldn't have much building except some slowing after 4:15 in the morning. earlier crashes are still on the shoulder. should be clearing, near the offramp, only thing going on for the build. as you mentioned, there is a reopening for all areas from 580 , from yesterday, which might still have smoke smoldering, as carrie talked about. could be a distraction as the sun comes up. we'll watch for any unusual passes out. so far, no problems there. a smooth, easy drive towards the exchange for contra costa

county. back to you. >> thank you very much, mike. this morning, oakland leaders are betting that pay raises for police officers will help keep staffing levels stable. critics say, pulleys are already overpaid for the protection they deliver. >> "today in the bay's" kris sanchez and georges in the newsroom. kris, this comes as police try to crack the case of a food delivery driver who was killed. >> yeah. we have new video of that crime the police want you to look at. but we'll tell you that six councilmembers present were unanimous in approving this raise. this is what it's going to look like. officers will get a 3% raise in 2024 and in 2025. this is what they're getting us for next year. this was not part of the deal, but previously approved. critics say, the deal was rust and didn't happen well. later, the director of the chinatown district will likely answer cushions about that, as

he's turned the neighborhood, along with the council president, trying to address safety in the committee. but this comes as local police are trying to find the gunmen who killed that ride-share and food delivery driver in little saigon. local police released a new video in hopes of solving the crime. we have to tell you, it is graphic. if the little ones are already up? move them away. police want to know if you recognize the suspect's mannerisms, or perhaps, the voices in this video.they are hoping that someone can help them arrest these people and charge the person who killed patrick fung. details on the shooting from just yesterday. we know that mireles died at the scene , and his girlfriend's son heard the shots and called his mother, who dropped what she was doing in the nearby chinatown to rush to the scene. chief armstrong says, he doesn't think that fung was targeted for anything other than his money or car. however, he admits, chinatown and little saigon are filled with immigrants and low-income

yesterday, logging its highest temperature ever recorded. 104 degrees. then spain and portugal, more than 1000 deaths are being attributed to the heat wave. more than two dozen fires are reaching across both of those countries. experts say, shifting summers are happening all over the world, as extreme heat becomes more common in a changing climate. voters seem pretty much split down the middle when it comes to president biden's approach. findings from the pew research center, 49% believe the white house's climate policies are moving the country in the right direction. 47% say, the opposite is true. it's important to note, the findings mostly fall along party lines. in addition to his wind climate initiative, the president will also announce funding to protect communities facing extreme heat in the u.s. the money will also support low- income families facing high energy bills through a program

that goes to the health and human services department. scott? >> all right, i know you'll be watching it closely, brie jackson. 5:06. new this morning, we are seeing, aftershock attacks after the coast, a study finds an impressive number of juvenile sharks are living in monterey bay. a study by the monterey bay aquarium after tracking shark studies for 20 years, they are noticing them migrating north due to rising surface temperatures. juvenile white sharks do not have the ability to retain heat. therefore, they stay in warmer waters. closer to the shore. researchers say, this recent boom in population poses a threat to public safety. >> the most recent reminder comes weeks ago when a swimmer was attacked by a 14-for great white shark off the coast of lovers points with the swimmers surviving the incident. we need to remind you, "shark week" on the largest continuing

study of the sharks in the country, including how it mother nature has impacted them in a way no one predicted. that's at 7:00, right after "today in the bay." warmer weather, attracting sharks, may be to blame for this. anybody taking a trip to the russian river? water monitors say, algae matter in the water. dangerous with algae bloom, but mats can grow from beneath the water.this can be very harmful to humans, and it can kill a dog. warning signs are being posted in most beaches along the russian river. it's a foggy start to our day in san francisco this morning. terry is keeping track of the temperatures for us, as we were midway through our week. >> yes, we are. at least we're continuing with some of the same weather we have seen the past couple of days. waking up to clouds and fog. a little bit of drizzle for the morning. then, it clears out.oakland, a

mostly cloudy start to the day. heading to work, expect it to be at about 54 degrees. then, we'll see more sunshine and temperatures in the mid 60s for lunchtime. eventually, making it up to 73 degrees 77 will be the high in fremont. compare that to 86 in dublin. 96 in concord. morgan hill, reaching 94 degrees with san jose, a high of 80 today. also, 85 in santa rosa. you can see these temperatures are all over the place. that does continue in our forecast. we'll talk more about that mike, where can we find lower gas prices? well, we fuel up with gas buddy's, cheaper gas prices. starting at the top here, this is a mobile on monterey road with $5.69 a gallon. the winner around the bay that we found, mill valley. highways, $5.19 per gallon, which is the range we want. maybe you don't want to drive to the north bay. the safeway, i'm told, in oakland, with prices at $5.59 a gallon. i trust that, but like, our

you know how it goes. the sunshine breaks out around late morning. the rest of the day, all clear. fremont, a high of 77 degrees. 87, to santa cruz. san mateo will see some upper 60s there. 80 in napa. 90 in martinez. 95 in livermore and fairfield. we head through tomorrow would basically the same, hot parts of the south county, as well as the tri valley, all the way up to the north bay. santa rosa, 90 degrees. the bottle will see low 80s on friday. san francisco, continuing to reach into the 60s.our national map shows more heat across a big part of the country. really sweltering with the heat in the south, and we're seeing temperatures over 100 degrees. look at boise. headed for 101 degrees today. seattle, reaching into the mid 80s. our temperatures here will reach into the 80s, as well.

not seeing any major fluctuations in our forecast, as our highs continue to be about normal for san jose. but it's still going to be hard for some of our hottest temperatures inland, reaching into the mid 90s. we'll drop it back to the upper 80s for the weekend, but there's not much of a change here. san francisco is where we can keep the cool weather, clouds and fog, at times sunshine and some upper 60s. mike, you've been watching a couple of minor issues, it seems. >> we have, carrie. light traffic across contra costa county. the early start with highway 4, slowing on our sensors. there is one alert, though. chp calls this an alert. not any major worries here, but eastbound 780. much lighter flow for the morning commute.heading over from the venetian bridge in the area, looking at one lane. one of two lanes. technically, they have issued deilert, because half of the

meteorologist cary hall is tracking the temperatures we have seen across the bay area. >> yeah. if you wake up and head out this morning, nice and cool. we are going to check out fremont, starting out with clouds and some upper 50s. here, we're looking at a really pleasant day. some low 70s at lunchtime. you'll want to make sure that you're enjoying some more time outside before we make it up to about 77 there. but there will be some spots that have been dealing with the heat. we will see that continue today, like in concord, reaching 96 degrees while we compare that to the 80s in san jose. almost all about location in the bay area, because some of us have been really cool, only making and into the 60s. other areas are reaching into the 80s and 90s. tired of the heat? we are at least seeing the ocean influence parts of the bay area, keeping it mild. we'll talk more about that. mike, you have a new question period? >> yeah. locations for the crash, as well. right there west a.d.a. and university. a critical point for commute. even now, we see quick slowing, as we should see these vehicles

moving to the shoulder relatively quickly. crews should be on the scene, as well, heading down to the bay bridge off of the golden gate field area. other than that, no major issues for the approach to contra costa county and the south bay. looks very calm. now, dublin interchange. we are tracking this now. back to you. >>, mike. new overnight, about a dozen people detained as part of a kidnapping investigation in downtown l.a. police say, three men were held against their will in a warehouse. officers got the call around 8:00 last night from one of the victims who managed to escape. we're told, three friends walked into the warehouse together. apparently, houses an underground marijuana dispensary. for some reason, the men were not allowed to leave. one who escaped called 911 to report his friends were tied se >> in a few hours, san francisco will once again make it easier to get the monkeypox vaccine. this comes as cases across the bay area keep rising. "today in the bay's " barbara zell joins us live from san jose. bob, we are expanding this

shot? >> reporter: correct. the morning, scott and laura. yesterday, santa clara county, only offering the monkeypox vaccine to people with confirmed exposures, because there was a short supply. but the health department said, it's now received almost another 900 doses and can now offer the shots to anyone considered high risk, especially someone who's a member of the community with shots available via appointment only. no plans for a walk-in clinic with santa clara county, by the way, having 23 confirmed cases of monkeypox. as you mentioned, a few hours, the general will reopen the drop-in okay parks, from 8:00 a.m. until noon. last week, there were long lines. even though opponents are dropping, they are strongly recommended because of the limited supply of vaccines. the mayor tells us, she has a

large lgbtq other major cities in the country. the proportion of the number of vaccines we should receive should be relevant to that. so, we are making it clear that we want help and support from the federal government that's a control for them. we have been aggressive about getting our fair share for the people of san francisco. >> san francisco has received about 4000 doses, despite asking for more than 30,000. right now, san francisco offers the vaccine to high-risk people and the lgbtq community with six workers, confirming exposure with san francisco, will 141 reported cases, with berkeley, reporting 6 new cases. look at this map together on the screen for you. nationwide, just over 20 100 cases according to the cdc. more than half of telephone, illinois and new york state.

according to those states, the public health, california, just under 360 probable or confirmed cases. illinois, 200. new york, as you see there, 679 monkeypox cases. if you are familiar, it's a rare disease, similar to smallpox, but less transmissible, usually less severe. reporting live here in san jose, bob redell, "today in the bay." >> thank you for putting it in perspective. thanks, bob. 5:34. this morning, the cdc approves another covid vaccine but this one is different. the novavax vaccine will be available for people 23 years or older. this doesn't use mrna technology like the pfizer and moderna vaccine. this uses technology similar to more traditional vaccines like for the flu and chickenpox. the cdc hopes this will appeal more to unvaccinated people weary of the mrna vaccine.

5:34. in a follow-up, caltrans, set to clear out this homeless camp in oakland today, but a judge is blocking that. 200 homeless people live at this contentment. buyers burned repeatedly. you can see how big this one is. caltrans, announcing a sweep of the area.monday, a woman from the camp filed a lawsuit. last week, a judge issued a restraining order, which delayed the sweeps. so, the case will be back in court again on friday. foster city leaders say, the geese in the city are a health hazard and a public nuisance. the solution is to get rid of the geese, causing a heated debate. the city, moving forward with a plan to acquire permits to allow them to kill up to 100 of those canadian geese roaming the city. while some agree, the city needs a solution fast, the plan's getting pushed back. >> if there was another way to do it, that would be great, but it doesn't seem like -- and the

other solutions haven't been working so far. >> 15,000 people sent in letters to the foster city city council. encouraged them to try nonlethal means. what they're doing is going against public opinion. >> the city says, the goose population has doubled in the last two years. leaders are assuring the public, they're still trying other nonlethal options, as well. turning out our climate in crisis. most of europe are sweltering under extreme heat, with record- breaking temperatures in regions of the world, already grappling wildfires and severe drought. it's much like what we have already been seeing here in california. this week, the united kingdom reached a new record of wonder 04.5 degrees fahrenheit, obliterating the country's previous high of 101.6, set 3 years ago. we explain why this record heat isn't expected to arrive as early as it did.

>> reporter: united kingdom put out this prediction several years ago in a forecast when they said, in 2050, temperatures were going to hit 40 degrees celsius, which is 104 degrees. that addiction nearly came true less than three decades later. >> experts are now warning that those heat waves are going to become more frequent, longer- lasting and are going to be a lot harder. meteorologist terry hall has been tracking the troublesome trend we have been seeing. you got a new look for us this morning? >> yeah. i want to show you a graph with our average temperatures of extreme spikes in temperatures, as well as heat and extreme cold, with the average temperature in the middle. even with the slight shift in our average amateurs, those extremes become a lot more common. we are seeing them happening a lot further ahead than those originally forecasted. what that means is more intense

heat waves that mostly happen in late spring to early fall. but we have hotter temperatures possible in warmer climates and areas that we hadn't seen this kind of heat in before. we take it back to last year, when seattle had a temperature of 108 degrees. like british colombia, hitting 121 degrees. crazy extreme. yesterday, uk, the first time they have reached 104 degrees. all caused by climate change. we're seeing more intense heat. and stronger areas of high pressure, and now, some slight cooling in the forecast. hopefully, they will get some relief. even here, across the country, we are seeing extreme heat. it's going to be another day with all of these excessive heat warnings across the south on those areas and bright pink, over 100 degrees. even towards the northeast, we'll see extreme heat until thursday. then, across the southwest, we typically see the heat this time of year even hotter than

now, some slowing because of a crash that i hear is now being blocked off by crews on west university to 80. a critical offramp. circle back to the next one. city streets should be fine between powell and university. we should have that clear soon. overnight, we won't have except one area closed overnight for your commute through the tunnel. maybe late for your commute, 10:00 p.m. reopening before the morning commute. we will have one more open lane as well. smooth flow of traffic through the north bay with a little bit of slowing right now with highway 37, and we can always protect that will happen there. and we have a new commuter lane in south bound 101 coming through. good news, they have been working on for quite some time. the commuter lane now, with commuter hours for the morning and evening, making sure you have that in the carpool lane.

to slowly warm up here with temperatures staying cool in the city. but some of our inland valleys have been extremely hot. that continues today. we'll talk about the range of temperatures coming up. now an issue for golden gate drivers, not a surprise come with more traffic that is arriving as they clear the lanes of westbound 80. still slowing around university. an earlier crash, still active on the water. we'll see the build over here, as well, coming up. >> thank you so much, carrie and mike. quarter to 6:00 right now. following the 2020 murder of george floyd and the nationwide racial justice tests that followed, many cities were forced to address historical injustice. two years later, south san francisco lost a commission of what they called just ordinary people. the residents are addressing problems like the housing crisis and the city's response to mental health emergency. i spoke with sounds and fiscal mayor mark nicole is about how the commission will try to move the commission forward. >> it's been two years in the

making. we had our second meeting yesterday. it's been a fantastic group of residents who really care about providing equity in our city, making sure that our city is just, and the conversations have been nothing but eye- opening and important. i think probably among the most important things i have learned about this whole process is that we have to have uncomfortable conversations, but we have to be comfortable with being uncomfortable. >> exactly. >> sometimes, have to talk about public safety. >> so, couple of meetings under your belt so far. are discussing a lot of issues you hope to have action on some of these things, and what is coming out of it so far? >> i think the whole idea is an opportunity for our residents to have an open and frank and direct conversation to go to this commission and talk about their experiences, in terms of

public safety, and to have this commission come back, come up with policy ideas for the city council to make sure we are a more equitable city. one of the things we have learned about in this whole process is that we want to make sure that we provide a mental health service to those who are having mental health crises, and we have been able to help tackle that issue at the forefront by partnering with the county of san mateo and hiring a mental health commission and putting that in place without police officers, so that when there is a mental health crisis, when a local comes in, that we have a specialist to go with the police officer and help de- escalate, potentially, a mental health crisis happening in the city. >> i talked with the mayor about so much more. too much mindful interview, download our nbc bay area streaming up on apple, fire tv, roku or online on nbcbayarea.com.

to let things cool down from the heat we had yesterday. headed back down to 94 degrees here today. in dublin, expect a high of 86. heading over to concord, it's 10 degrees hotter. napa, reaching 80 degrees. then, we'll see the highs reach about 90 in martinez. oakland, 73. you can see the temperatures all over the place with a short drive making a huge difference. you will be traveling across the bay area? make sure you are prepared. tomorrow, the high only reaches 62 degrees. then, it'll be 95 in fairfield. friday, we're still looking at a wide range of temperatures across the bay area, with a breezy wind and the heat continuing across much of the rest of the country. all the new records have been broken. we're still looking at that continued heat in some spots that will reach over 100 degrees in parts of the south, even up to boise, reaching 101 today. for antioch, not much of a change in our temperatures.

we're going from upper 90s to mid 90s for the weekend. it will be in the low 90s next week, but only some minor cooling. but yeah, still pretty hot here. we'll see that with a lot of sunshine.san francisco, starting out each morning with fog and highs reaching into the upper 60s. mike, how's looking in san jose? starting here with an issue. we see slower driving northbound here. saw that on the live camera. as we look over here, they started to lighten up a little bit with a crash on the approach. even if it moves quickly to the of a different pattern temporarily. we have more traffic building here through sam martin and morgan hill. pretty typical pattern for the first burst of traffic we talk about in the silicon valley. right there. no problems, just more slowing at hayward and at the dublin interchange. over here, we can still watch the slower drive past university with the offramp still may be affected for west 80. back to you. >> thank you, mike.
