starting the east bay, details on the fire burning in alameda county called the flynn fire that broke out last night, now 100% containment. burned 220 acres. the fire caused part of 580 and livermore to be closed at one point with thick smoke out there. traffic has since been reopened. our sky ranger was overhead, spotting a car on fire in the area where it started, but officials have not yet revealed the cause of that fire. if you drive through that area, you can see how dried is there. >> oh yeah. carrie and mike are looking at traffic and weather. certainly, different conditions now. yeah. we know it is externally dry, and a little bit of wind and hot temperatures with low humidity. the fires can spread very quickly. right now, starting out with a light wind at 10 to 11-miles- per-hour around the area of livermore. then, heading into the afternoon, those inland winds start to pick up to about 20 to

25 miles per hour. another breezy day. then the high fire danger continues. you can probably see the smoke from dublin yesterday. take a look at this. nice, clear sunrise starting our wednesday morning. it's a cool 54 degrees right now. then, we'll see it heating up quickly by late morning into the afternoon, then 79 degrees at lunchtime. 80, then reaching into the mid 80s for today, but we are still seeing a wide range of temperatures. we'll talk more about that coming up. mike, looking at the oakland camera? >> yeah, terry, standing around because of reports of a couch in the roadway. no problems, but at the top there, on the offramp of 98, as we can see this on the live camera. slow on the approach. just a note for you heading north from san leandro the next few minutes. now, looking at westbound, looks like we are recovering an earlier jam. i think they have reopened the west-bound ramp after the offramp was effective for a period of time this morning. the driver, in contra costa county, a nice little area through the south bay.

odp's china town district along with the resident, addressing safety in the community. this comes as oakland police try to find the gunmen who killed that rideshare and food delivery driver in his own car in little saigon. police released new video in hopes that somebody in the community might help solve the crime.we will warn you, it is graphic. if you have little ones in the room, might have to look away. here it is. pulleys are asking that you notice the suspect's mannerisms there, and listen to their voice. >> [ sound of gunfire ] >> see if you recognize them. the oakland police chief, armstrong, telling us, when he was shot, fung's son heard the shots and called the mother to drop what she was doing in nearby chinatown to rush to little saigon. chief armstrong says, he doesn't think that fung was targeted for anything, like his car or his money, but humans that chinatown and the saigon are the most violent

neighborhoods in oakland. that's why fung wanted to move his family away and community members are trying to raise money for them now. >> want to move the family to somewhere safe, away from violence that ultimately ended up taking his life. >> if you recognize something in the video, reported to police anonymously. >> think you, kris. we know the surveillance video is rough, but the police are going to pass this person and probably do it with your help. so, the video is on a website, nbcbayarea.com. you can see the story there, right on our homepage. now a live look on capitol hill, where the house judiciary committee is expected to consider a bill that would ban assault weapons later today. this comes following a series of deadly mass shootings across the country in the past few weeks. the bill would ban the sale, imports or manufacturer of certain semi automatic weapons. if the measure passes, the committee, house democratic leaders would bring it to the

floor before sending it on to the senate. meanwhile, a climate in crisis. the issue will be the focus for president biden in massachusetts today. "today in the bay's " reporter live in washington with a significant brought to the city and the location. >> reporter: that's right. good morning, scott. the president will be in somerset, massachusetts. while there, he plans to announce new executive actions to help tackle the climate crisis. those include efforts in introducing the domestic offshore wind ministry that somerset is home to. the legislative agenda on climate change has hit a few setbacks in congress, with democratic senator joe manchin of west virginia, saying, he will not support a reconciliation bill. the legislation raises taxes on the wealthiest americans to address energy and climate. president biden's speech today comes as europe is waking up to another day of debilitating hot temperatures. the uk, yesterday, logging the highest temperature ever

recorded. 104 degrees in spain and portugal. more than 1000 deaths, tribute the heat wave. more than two dozen fires are raging across those countries. experts say, shifting summers are happening all over the world, as extreme heat he comes more common in a changing climate. now, voters seem pretty much split down the middle when it comes to the president's approach. finding this at the pew research center, 49% believe that the white house's climate policy is moving the country in the right direction. 47% say, the opposite's true. that's important to note, as the findings mostly fall along party lines. in addition to his when climate initiative, the president will also announce the funding to protect communities facing extreme heat here in the u.s., and the money will also go towards supporting low-income families facing high energy bills through a program funded

through hhs. scott? >> makes sense. thank you so much, brie jackson. 6:07. new this morning, after a shark attack off the coast of the civic grove, a new study finds an unprecedented number of great white sharks living in the monterey bay. the study was done by the monterey bay aquarium after tracking shark activity in southern california for over 20 years. researchers at the aquarium assessed young charts migrating north due to rising surface temperatures. unlike adults, juvenile great white sharks don't have the ability to retain heat are therefore, they stay in warmer waters, close to the shore. researchers say, the boom in population comes as a threat to public safety grows, as well. the most recent reminder comes a few weeks ago, when a swimmer was attacked by a 14-foot great white shark off the coast of lovers point in pacific grove. he was released from the hospital just last week.he survived and is doing okay.

it is also shark week on "the today show." ahead, we breakdown the findings from the longest continuous study of sharks in the country. this includes how mother nature has adapted to sharks in ways no one predicted. that's at 7:00, right after "today in the bay." a new warning for anyone planning a trip to the russian river. monitors say, algae mats have been found in the water, the same danger as an algae bloom, but matt took the can grow from beneath the water. it can be harmful to humans and kill your dog. warning signs have been posted on most beaches along the russian river. 6:09 now. taking a breath of fresh air. a foggy start in san francisco this morning. this could be the place today, terry and mike. >> absolute. let's look at walnut creek and how the next few hours shape up with comfortable weather. 10:00, 71 degrees. 79 at noon.

then, heading towards the upper 80s today. going to be another temperature spike, as we head from the afternoon into the evening. then, the wind kicks up and starts to cool off once again. here's a look at concord today, headed for 96 degrees. you can compare that to the 73 in oakland. 64 in san francisco. once again, there will be places you can go for the natural air conditioning. we'll talk about what's ahead in our forecast coming up. mike, where can we find lower gas prices? kari, we often team up with gas buddy for and prices around the bay. gilroy right here on this chart, topping there on monterey row, with prices at $5.06 a gallon. mill valley, though, at the our core, $5.19. look at that. that's great at the arco there. maybe you don't want to drive to the north bay. the safeway at alameda, with prices at $5.06 a gallon.

increasing. then, those temperatures will drop again this evening. we'll get a look at all of our microclimates and the changes ahead, coming up. changes in the valley, looking up with traffic coming towards us. the westbound commute, in that direction. the other side, though, just outside the range of this camera. we'll check on that. i'm looking for the chp reports. so far, nothing in the area. like me, looking for the chp, mike. all right. wall street, probably going to have some losses off the top there. you see the red numbers. but we had a big gain on yesterday's rally. the dow jumped more than 700 points. s&p 500, nasdaq, 3 points -- percentage points higher. tesla, reporting profits today. the streaming giant netflix is reporting it lost nearly 1 million subscribers in the second quarter. everyone, investors, wall street, even netflix, thinking there is good news. wall street could jump today. it's good news, because it was about half the loss the company

predicted netflix estimates it will return to growth this quarter, adding about 1 million new subscribers. maybe less than wall street was helping. netflix says, it needs to release a hit every month to keep subscribers in case. meantime, the company plans to release a cheaper, ad-supported platform next summer. experts say, it won't include all of the content you can currently string with the lower- priced tier. netflix says, it's still in talks with studios to relicense content to support the ad- supported tier. new this morning, instagram as a surgical mask in the app to make it easier for users to find local businesses or attractions in the area. this at will show you posts about them. you can use filters to narrow things down to restaurants, bars, parks or other types of places. you can also change locations if you want to check them out later. are you feeling lucky this

morning? the megamillions jackpot, as you see it there, growing to $630 million. no winners on tuesday's numbers. a live look at the chevron where people were filling up and taking their chances on a ticket. last night, no winners in the bay area, as well. >> that someone from california that matched five numbers during the megamillions drawing. that was worth about $629,000. the ticket was purchased at a liquor store in turlock. if you have driven through the central valley recently, check the tickets. here are the numbers, 2, 31, 32, 37, 70 and the powerball of 25. up for grabs now on friday, you saw there live, $630 million. according to megamillions' website, this is the fifth- largest ever offered. if someone wins at that level, the biggest jackpot since more than $1 billion. remember that one? back in 2021 in michigan. no one has been able to match all the numbers since -- get

this -- april 15th. that's why i keep rolling over and seeing it get larger and larger. someone from tennessee won more than $20 million then. >> how about the guy in turlock? you know, five numbers. yes, yes, and $600,000. and the powerball, like oh. >> exactly! >> are you an optimist or pessimist? >> i will take the $600,000. >> absolutely. it's been pretty nice here. i think some people will pay for this kind of weather. we had some cooler temperatures near the coast, and some inland valley areas with a little bit of some heat. we wake up this morning to a mostly clear sky in san jose. we'll see more fog moving in with temperatures in the upper 50s. then, the sun breaks out once again. we know this pattern up towards about 80 degrees. then, you dry down towards morgan hill with 94 degrees. a big jump in temperatures.

we're seeing these ranges across the bay area and dublin, reaching 86 degrees. 96 in concord. latinas, reaching 90. oakland will see a high of 73. 80 in napa. san francisco, in the mid 60s. if you will be traveling across the bay area, be prepared for temperatures in the 60s or temperatures in the 90s, depending on where you're going. that pattern continues for the next couple of days, thanks to the fog lingering near the coast and the ocean breeze that makes it just far enough inland for some of our valleys to have more mild weather. but we're not seeing that across the country with any relief, because it's still going to be high with this strong area of high usher. another day with triple-digit temperatures across texas and oklahoma. even all the way up to boise today, reaching 101 degrees. extreme heat, but feeling some milder weather here with san jose. that's into the 80s. our 10-day trend has some

changes, but nothing really significant here. mostly 80s in the forecast, while some of our valleys will be hot. we will have spots in between, though, like the south bay, getting just enough of the breeze picking up for the temperatures to really spike. it's coming in from san francisco. the coastline has highs continuing to reach into the 60s. mike, you are seeing some slowing in the tri valley. , carrie. not an unusual location, but the direction is unusual, eastbound. last couple of minutes, it has gone from green, orange, red, now back to orange. that's improved speeds off the dublin interchange heading down to another crash with a motorcycle crash eastbound. i don't think there are any major injuries reported there. the westbound commute, coming that direction, we see the slowing from the pass of 580. for those who saw the smoke and

good morning, if you're heading out for a morning run in some of those spots heating up, yes it's best to do it early before it gets too hot. take a look atmore began hill. 58 degrees in the morning and then you can see the trend heading for the mid 70s at 10:00 and then upper 80s for 1:00 today. not everyone is experiencing this heat because in san francisco it's been very chilly and we only reached about 64 degrees there today. fremont reaching 77 and 95 in fairfield. so we'll talk about this spread in temperatures and if that changes, coming up. now you're seeing more of a crowd at the bay bridge the reason it was so clear before is because of that crash on the east shore freeway. here's the bill. the metering lights have been on

just a shade before 6:00. this isn't too bad. the off ramp and crash everything tying things up in a big distraction. they reopened everything on the freeway and off ramp but slow now out of richmond and golden gate field. meanwhile contra costa county highway 37 to the north bay, your usual pattern there. everything else looking mild as well. the issue eastbound 580 off the dublin interchange has completely cleared and no surprises. over to you. mike, thank you. new overnight about a dozen people detained as part of a kidnapping investigation in downtown la. three men were held against their will at a warehouse. officers got the call around 8:00 last night with one of the victims who managed to escape. the three friends walked into the warehouse together apparently housed in an underground marijuana dispensary. for whatever reason the men were not allowed to leave and the one who did called 911 to report his

friends were tied up. nobody seriously hurt. in just a few hours san francisco will once again make it easier to get the monkeypox vaccine. this comes as cases across the bay area keep rising. >> today bob joins us from san jose and santa clara is expanding eligibility as well. >> good morning, yes because prior to yesterday the santa clara health department could only provide vaccines for people who were confirmed cases of monkeypox because of limited supply. but they have now since received new doses. the health department says they received 900 new doses as of yesterday so now they can offer the shots to anyone who is considered high risk, especially someone a member of the gay community. these shots are available by appointment only. no plans for a walk up clinic. santa clara has 23 confirmed cases of monkeypox. in a few hours san francisco general will reopen its drop in monkeypox clinic from 8:00 a.m.

this morning until noon. last week there were long lines and even though the clinic is drop in, appointments strongly recommended because of the limited supply of vaccines in the city as well. mayor london breed says she sent a letter to federal health officials asking for more shots. >> san francisco with our large lgbtq community disportion natalie a larger community than most major cities in the country and the proportion of the number of vaccines that we should receive should be relevant to that. so my letter is making it clear we want support and the federal government controls that and woer being aggressive about trying to get argue fair share at least to support the people of san francisco. >> san francisco has received about 4,000 doses despite asking for more than 30,000. right now san francisco offers the vaccine to high risk people in the lgbtq community, to sex

workers or someone who had a possible or confirmed exposure. san francisco has 441 reported cases. berkley just reported six new cases. nationwide, just over 2100 cases. that's accord to go the cdc. more than half of the cases are in california, illinois, and new york state according to the states public health department california has 356 probable or confirmed cases. illinois at 200. new york at 679. monkeypox by the way is a rare disease, similar to smallpox but less trans misable and less severe. thanks bob. moving you forward this morning, the cdc approving another two dose covid-19 vaccine but this one is different. the board signed off on the novavax vaccine available for people 18 years or older. this vaccine does not use mrna

technology like pfizer and moderna vaccines. if it uses technology similar to more traditional vaccines like the flu and chickenpox. cdc hopes this will appeal more to unvaccinated people who are weary of the mrna vaccine. to a follow up, cal trans was set to clear out a homeless camp in oakland today. under this bridge a judge is blocking that effort. 200 homeless people live at this wood street encampment where fires have burned repeatedly near the mcarthur maze. this tremendous fire last week prompted cal trans to sweep the area. a restraining order delayed the sweep. the case will be back in court on friday. foster city leaders say geese in the city are a health hah vard and public nuisance. their solution to get rid of them is causing a heated debate. the city moving forward with its

plan to acquire permits that allow it to kill up to 100 of those canadian geese roaming the city and some agree the city needs a fast solution. the plan is getting push back. >> if there was another way to do it, i mean that would be great but it doesn't seem like the other solutions have not been working so far. >> 15,000 people send in letters to the foster city council and encourage them to try this so this is what they're doing is going against public opinion. . >> the city says the goose population has doubled in the past two years. they are still trying other options as well. turning now to our climate crisis, parts of europe sweltering under extreme heat with record-breaking temperatures in the region of the world that has already been grappling with wildfires and severe drought. much like what we're seeing in

california but this week the united kingdom reached a new record of 104.5 degrees fahrenheit obliterating the previous high of 101.6 set three years ago. this is triggering big problems, big fires and a huge increase happening in the london area. several homes engulfed by flames. megan fitzpatrick explains this record heat was not predicted to arrive this early. >> reporter: just two years ago the state weather agency here in the uk put out a prediction forecast where they said in 2050 temperatures would hit 40 degrees celsius which is 104 degrees and that prediction earerly came true less than three decades later. >> experts are now warning that the heat waves are going to become more frequent longer lasting and they're going to be a lot hotter. very concerning. keri hall is tracking this

really troublesome trend. a closer look this morning. >> we take a look at our temperature trend in our previous climate we had and even just the slight shift in our average temperatures causes more extremes especially on the side of heat. and we take a look at more intense heat waves that mostly happen during late spring to early fall extending our summers but then some of the hottest temperatures are possible in areas that have never seen this kind of heat before. then think back to last year when seattle hit 108 degrees and british columbia hit 121 degrees. and now we have in 2022 the first ever 104-degree reading in our changing climate and as we take a look at what caused that heat wave, more intense areas of high pressure that are slower moving and that caused that record high temperature but there will be some relief coming in a couple of days even here in

our country we're seeing extreme heat. record after record set and as we head through today, the plains and gulf coast have excessive heat warnings but it's also the northeast that's dealing with some extreme heat as well today. so we'll continue to watch this and talk about any changes in our forecast. mike, you're look at delays now and later. >> yeah, we can predict the pattern in the mornings so we knew this would build 101 through san jose but it's a lighter build here traveling north of the airport we're seeing more slowing there because some folks are getting up and clustering there. 87 may see more slowing past the airport there. later on tonight 7:30 game the quakes are playing a home game tonight at papal park so cullman, 87 and may get more traffic coming in the area. keep that in mind if you're traveling through the san jose area after work. i smooth flow of traffic on the peninsula and slowing typical

bridge. we're starting to see the back ups forming into the parking lot here. traffic is held upcoming into richmond and berkley. an earlier crash being cleared. we'll show you that slightly different pattern and time out routes for you, coming up. it's a quarter to 7:00 now. following the 2020 murder of george floyd and the nationwide racial justice protest that followed, many cities were forced to address historical injustices. south san francisco launch aid commission of what they called ordinary people. these are residents that are addressing problems like the housing crisis and the city's response to mental health emergencies. i spoke with south san francisco mayor about how the commission will move the community forward. >> it's been two years in the making. in terms of this commission, we just had our second meeting yesterday. it's been a fantastic group of residents who really care about providing equity in our city,

making sure that our city is just and the conversations have been nothing but eye opening and important. i think probably one of the most important things i learned about this whole process is that we have to have uncomfortable conversations but we have to be comfortable with being uncomfortable exactly. >> sometimes we have to talk about public safety. >> so a couple of meetings under your belt so far. you're discussing a lot of issues. do you hope to have action on these things and what's coming out of it so far? >> the whole idea is an opportunity for our residents to have an open and frank conversation to go to this commission and talk about their experiences in terms of public safety. and to have this commission come back and come up with policy ideas for the city council to make sure that we are a more equitable city. one of the things that we have

award for perseverance. always fun to see. a neat event. >> also steph curry is doing this because he's not nervous about anything else he does now. got to give him a new challenge. >> exactly. want to host? >> completely different. always fun to see what everybody wears too. >> for sure. let's get a check on your weather and traffic. >> it's about time to pick out what you're wearing today with this kind of weather we're seeing. it depends on where you are. in pleasant hill heading out the door, temperatures in the upper 50s but it's going to heat up quickly so we'll be in the mid 80s by early in the afternoon. reaching into the upper 80s but if you're along the coastline lots of layers but you also don't want to turn your back to the water because there's a beach hazard statement in effect for today. what that means is we have seen an increase in rip currents as well as sneaker waves and some of those long period swells for some of our south facing beaches. that means the water pulls you out a lot further if you are in the water so you do have to be really careful for that risk of

rip currents as well. here we're looking at temperatures in the mid 60s for san francisco and half moon bay. but the further you go inland, the hotter it's going to be. this is a trend we have seen recently, it continues today. still comfortable in san jose reaching 80 degrees but a short drive down to morgan hill, in the mid 90s there and mid snoints for the inland east bay. tomorrow it's more of the same. if you're in the 90s today. you'll be in the 90s tomorrow but if you're in the 60s. you'll continue to see 60s in the forecast from friday into the weekend. also the heat is not breaking for areas and parts of the south and southwest across the country. that have been dealing with extreme temperatures recently. take a look at st. louis headed for 99 degrees and 101 in boise. of course that heat continues in las vegas and phoenix but it's actually been above normal even there. here in antioch, our ten day temperatures in the upper 90s

then trending more towards the mid 90s which you notice that there's really not much of a cool down here over the next several days. just coming out of the mid 90s to the upper 80s for the weekend. mike, you're seeing different timing heading towards the bay bridge. >> it might be a similar time here but we're looking at where the slowing is. bay bridge just starting to fill in the lanes off the crossing. coming off the maze is great. get to go the maze on 880 is fine as well. the slower drive here for westbound 80 really coming down off of richmond and into berkley. the earlier crash caused a big back up. activity there that cleared up. still recovering but that's where you'll find the slowing further up in richmond. meanwhile, the rest of the bay shows a nice smooth easy drive. san jose is starting to see the build to 101. >> thanks so much. it's 6:52. healthcare workers in redwood city say they're ready to walk

that was already previously approved. critics say this deal was rushed and didn't happen all out in the open. we also have surveillance video of the killing of a food delivery and ride share driver. it's graphic. oakland police are asking you look at the suspect's manner richls and listen for voices to see if you recognize them. the police chief told us that when he was shot, his girlfriend's son heard the shots and called his mother who dropped what she was doing in china town to rush there. chief armstrong doesn't think that he was targeted for anything but his money or car. however, he does admit china town and little saigon are the most violent locations in oakland. the commander of the china town district will tour the neighborhood along with the council president to address safety in the community. back to you. chris, thank you. today san francisco general reopening its drop in monkeypox clinic. it runs from 8:00 to noon.

it's drop in but appointments strongly recommended because of the limited vaccines. and santa clara county expanding eligibility to get a vaccine. they could only offer them to people with confirmed exposures because there were short supply. now with nearly 800 new doses, the county will offer them to anyone considered high risk. santa clara county has 23 confirmed cases. . we have new details on a fire that's been burning in almeida county. the flynn fire broke out last night near the altamont pass. it's now 100% contained but not before it burned 221 acres. the fire caused part of 580 and livermore to be closed at one point. traffic has since reopened. sky ranger was overhead and spotted a car on fire in the area. officials are not revealing the cause. in the meantime, much of the u.s. is dealing with a massive heat wave. still ahead on the today show, a closer look at how people from coast to coast are coping with

the blistering hot temperatures without that end in sight. >> not just the coast. green bay, wisconsin really hot. >> yeah, and we're seeing it in places that don't typically deal with that kind of heat and they may not have air conditioning. so as we take a look at what's going on for our inland temperatures, we'll reach into the mid 90s. they do come down to the mid 80s for some of our warmest spots inland but this heat does continue. we do have the natural air conditioning continuing in san francisco. looks good there. >> let's look at the bay bridge toll plaza where it's filling into the typical shot we expect to see about now. a different pattern going on slowing in richmond recovering now coming through berkley. the earlier crash at university took a while to clear but it's clear i believe of the off ramp as well. as we look at dublin, a smooth flow of traffic coming out but the reminder that we just talked about in case you haven't heard. the fire off 580 has cleared long ago, fine for this
