highway 4 and vasco road and toward 580. 580 is moving nicely out of the altimont . this just breaks my heart. this is a family wanting to go on vacation. new details on a northbay crash on a family vacation that turned deadly head on collision around 8:00 on highway 12. four people died pick one in a suburban and three in the other car. six others are in the hospital. rio vista police chief said the suburban carried a family on vacation from mexico. he said the area can be dangerous because it's a single lane highway. they make people see wide open roads and they just go for it. it often ends like this. this is probably the worst i've seen. >> police say officers did find alcohol containers near the debris but don't know which car it came from. they are still investigating the cause. we first brought you this story last night. it was breaking news.

the highest rate in four decades driven in part by russia's war against ukraine and the covid-19 pandemic. >> the fed has never had to face this kind of inflation battle. >> reporter: the fed chair said his goal is to bring inflation down from 9% to 2% without sparking a recession. >> we are not trying to have a recession but we don't but we have to. >> reporter: on capitol hill there's hope a breakthrough deal with senator joe manchin on a budget reconciliation bill will help reduce prices while also paying down the national debt. >> well, i'm going to be glad to vote for something. >> reporter: republicans argue democratic policies are part of the problem. >> all i've seen them do as reckless spending that increases taxes so i can imagine this will be a different. >> reporter: the administration points to bright spots in the economy including declining gas prices, low unemployment and higher wages. this morning we expect to get a better picture when second- quarter gdp data is released. and the federal reserve is likely not done with his rate hikes.

additional increases are expected later this year. >> there's been so much back and forth between the white house and senator joe manchin negotiating this budget deal. what else does the bill covered? >> reporter: the bill does cover a lot of goals that democrats have including addressing time and change, reducing prescription drug prices, and lowering energy costs. there are quite a few things that are expected to have some pushback including a 15% corporate minimum tax rate. by part of this deal would also cut the federal deficit by about $300 billion. we expect a vote on this could happen as soon as next week. >> we will see what happens. thank you . let's take a live look at washington. happening today, south bay congressman moe connette will chair a house be hearing on banning regular unleaded gas in the aviation industry. the sabbath cindy chavez will

lottie skies and highs are cool in the low 60s. looking at oakland 880 at 65. a smooth drive for the nimitz. we welcome that any time of day. a car fire in san francisco and i will bring you the latest on 101 coming up. one sign the economy may be taking a bad turn. the latest data shows some americans are having trouble making their car payments perhaps because of all this inflation. according to cox automotive, car payments more than 60 days late were up 30% in may compared to last year and according to the federal reserve bank of new york, american consumers currently have auto loans totaling $1.4 trillion, doubled the amount from 10 years ago and now larger than the credit card debt. joining me to talk about this is the chief economist at the credit union national association. the data show repossessions are up. sometimes with people just

being weeks or just a few months late. and you say this has something to do with the pandemic. >> i can't really speak for the dealers and i don't really have a line of sight into what they are up to but what i can tell you is those types of behaviors are really not something we see in the credit union arena. credit unions are member-owned, democratically controlled, and they have a mission, basically, of cultivating financial well- being for all. they understand the connection between having reliable transportation, and delivering on that mission. they bend over backwards to keep members and their vehicles come and they provide education to keep members. everyone that i've talked to say they utilize repossession as a last resort. and it actually shows up in the data that i have. within the credit union arena come over all delinquencies and net charge-offs are very close to all-time lows come even in these uncertain times.

>> that's a very good news. what do people need to know about buying cars at this point? it does seem that it's a real struggle. first of all, it's hard to find cars on the lot and then we have these interest rates. the fed raising interest rates and that that is not necessarily controlling car loans, understand that come up but they do tend to go up when interest rates go up. >> yeah. that would mainly affect people that are basically shopping around for cars at the moment. the consumers that already have automobile loans, almost all those loans that credit union makes our fixed rate and they don't vary with market interest rates. the good news, i think broadly speaking, is when we look at the household sector today, household debt burden, the dollar amount of debt outstanding as a percentage of take-home pay is sitting at a 20 year low according to the federal reserve and the debt

dublin. 56 degrees. not too bad as the westbound commute starts to build this thursday morning. 54 and there's a look at the ocean air conditioning with low clouds and mist at times near san francisco. low clouds in the santa clara valley. downtown san jose near 60 degrees but we do have a wildfire smoke advisory which has been extended. this will take us through today and i would not be surprised to see a good extended into friday even though the truly unhealthy surface air smoke will be closer to the oak fire. notice how in this lighter blue, some of this will continue drifting to the west over the bay area. continuation of those hazy skies the last couple of days. highs today in the 60s from san francisco to oakland. downtown san jose closer to 80 degrees. toward solano county, into the upper 80s with no triple digit heat like we see and other parts of the central valley.

as we head into saturday we will see two waves of monsoon moisture heading toward the bay area. first is saturday morning where we could see some sprinkles and there's a better chance we could see some showers sunday night into monday right there as that mid-level moisture moves inland. we could begin to see a slight chance of showers just after the weekend. san francisco, not much change with temperatures in the 60s throughout the seven-day forecast. inland areas trending warmer tomorrow and stay tuned as that moisture makes a comeback and we begin to see some showers heading toward monday. that carver fire is not part of our breaking news. we learned chp think that will be a while until they can fix this. one lane is blocked you see that build up heading south out of san francisco. folks traveling south on 101 crossing 280 and just past that is where one lane is blocked but there's a lot of activity because of a car fire.

mar wildfire smoke and will have a look at the air-quality forecast coming up. we have a small fire, a car fire on south 101 we have an alert in san francisco. instead of a couple lanes blocked, now just one lane is blocked no injuries but they need a tow truck. believe the fire damage the tires said the need to lift the car. traffic is very light coming in through san francisco and off the east bay. no backup at the bay bridge and no back up through contra costa county. the same thing in the south bay and the peninsula. breaking news we are following just into the newsroom. a flash flood emergency and eastern kentucky. it's playing out right now. these are videos that were shared on twitter showing flooded streets. many of these roads are impassable.

this also reports of homes being swept away. there are rescue efforts underway now and authorities are telling everyone to seek higher ground. press of the state are expected to see up to 8 inches of snow. moving you forward this morning on the possible return of masked requirements for the b.a.r.t. riders. the b.a.r.t. board of directors will discuss if the news is necessary to respond to the surge in cases. kris sanchez is live from fremont. what are the riders saying about this? >> reporter: well, we were reporting on the fact that the mask mandate expired just two weeks ago but now it's the b.a.r.t. board of directors decides to bring the mandate back, riders on b.a.r.t. could be masking up for several more months. the board is expected to vote on bringing that mandate back for passengers through october 1st. when the mandate expired two weeks ago, masks were strongly

back. today supporters plan to rally for a bay area refugee facing deportation. he is an ex-convict to serve 25 years in san quentin. he is now being detained by i.c.e. agents after a recent release. his family fled genocide in cambodia when he was just one- year-old pick when he was 20 he killed someone in a gang retaliation shooting but while incarcerated he rehabilitated himself and supporters now consider him a community leader and are asking governor newsom to issue a pardon which would nullify his deportation. they plan to rally outside the we spoke to him one-on-one about the situation. you can watch that right now at nbcbayarea.com. a twist for wnba start brittney griner as she awaits sentencing in russia.

the white house is dangling a possible prisoner swap to secure her beliefs. she recently pleaded guilty to cannabis charges and could face 10 years in prison. sources say it's possible she an american businessman paul whelen may be exchanged for a russian arms dealer now serving a lengthy sentence here . whelen has been jailed since 2018 on spying charges. his brother tells the today show his family is hopeful. >> i've never heard the u.s. government actually talk about an offer publicly that they have made an offer to make it concession to a nation-state holding an american hostage. so it's quite an extraordinary day. >> andrea mitchell has the developments ahead on the today show at 7:00 right after today in the bay despite backlash, comedian dave chapelle's current bay area appearance is extended to a fifth show. he is performing at the luther burbank center in santa rosa word tonight he was supposed to do one last show but a second show has been added.

good morning. san francisco waking up to drizzle and low clouds. a cool afternoon as we see those low clouds break up. highs and sentences go in the 60s. the first set of electric trains is in the bay area and the fleet is starting to pass the first of many tests needed before they are ready for us and service. i spoke with dan lieberman from caltrain to find out more about the project. >> the electric trains that went through its first clearance test from santa clara prefer the test the train was

live at six flags hurricane harbor. ginger, i'm hearing they opened the park early just for you. >> reporter: i mean, that's what you get. it's a park for today in the bay we skipped the long lines. it's still early in the morning so we went straight up and they opened the park. we are inside hurricane harbor. i used to come to this waterpark as a little girl before it with hurricane harbor but i haven't been here in a long time and it looks a little different. you can see there are 22 attractions here at hurricane harbor. one of the main one is the big kahuna which is a family ride. you've also got typhoon, the lazy river that runs along or across the waterpark and you have the honolulu half pipe. these are some of the attractions people come to visit when they come to hurricane harbor. there are certain rules you need to be 48 inches to ride the rides except for the big

kahuna where the requirement is only 42 inches. you are looking at the lazy river and the honolulu half pipe they did give out free life vests which leads us to safety tips and reminders for you if you plan to take your family to the waterpark today or the rest of the season, especially for young children. children under 48 inches, non- swimmers are non-strong swimmers should wear a coast guard approved life vest if you plan to get in the water. dress appropriately and wear loose clothing if you've been in the sun all day. apply waterproof sunscreen and drink plenty of fluids. children in diapers should be dressed in waterproof swim diapers. and the reminder is to read the signs at every waterpark attraction and follow all the rules that the park at hurricane harbor stays open or open said 10:30 and will stay open until 5:00 on week days.
