begin to tally up the missing, quote, according to him, it's really high. and at the same time, the state's governor, andy beshear, is pleading with president biden to send federal aid to the people here who just lost so much here. >> this is terrible. this is something i never thought i would dream of see. >> reporter: this morning, across kentucky, the death and destruction from historic flash floods is coming into sharper focus. as is a climbing death count. >> we have already lost at least eight but i know there are many more than that. >> reporter: kentucky is under a state of emergency, from above, the town of hindman, a look at the widespread damage, with homes and businesses under water. it devastated many people in this small community. water rescues still under way to help people stranded. the national guard helping to step in by air and on the ground along with other first respond

just days before the first day of classes were set to begin, this school heavily damaged by the storm, now filled with debris. in neighborhood after neighborhood, scenes of widespread ruin. creeks and rivers overflowing into roads, now filled with murky water. some flood waters even high enough to cover this bridge passing through the town of garrett. a similar storm, storming st. louis earlier this week. >> it was rising so quickly, we just weren't prepared for it. >> reporter: it's part of a wave of severe weather across the country this week. and overnight, storms fueling flash floods in las vegas. strong wind gusts and heavy rains barrels down, even sending water pouring inside some casinos on the strip. back in kentucky, officials say recovery efforts could take weeks or even years, in the hardest-hit places across the state, and while the cleanup is just begin for so many, residents are staying positive despite losing so much. >> we'll make it.

we always do with god's help. >> reporter: and again just to reiterate this is the bridge that we talked about in this piece, in that piece that the water was flowing over, less than 24 hours ago. kentucky kentucky's governor set to tour the damage from a chopper later on today at the same time, large swaths of state remain under a flood warning this morning people here praying it doesn't get worse. savannah >> devastating maggie, thank you very much. the flood threat is ongoing. let's turn to "weekend today" somara theodore. how does it look for them? >> a dire situation, savannah and hoda and unfortunately more rain on the way, so here's the latest. right now, we have eastern kentucky, good morning, eastern kentucky, if live in jackson, a flash flood warning, that means it is imminent, with the green, it is the flood watch, and now here is the latest on the radar. the good news is we're getting a little bit of a reprieve here as the showers are starting to lighten up in kentucky here's the interesting thing we're actually seeing those boundaries start to stick to the south. that means as we head friday night into saturday, showers and thunderstorms start to move in areas like tennessee, areas like

northern georgia, and good morning, huntsville and northern alabama, and jackson, mississippi, but unfortunately, that break for kentucky is short-lived because the rain then moves back up with this boundary shifting to the north, bringing more showers and storms in, on your sunday so as far as totals go, we could see one to three inches of rain, but locally, we could see six inches of rain or more, again, this is a dire situation, for eastern kentucky, and a little built of a break tomorrow, but the rain returns on sunday >> all right, thank you. troubling new signs for the economy stoking more recession fears. the gross domestic product, the gdp, the benchmark for goods and services, fell, and the second

quarter in a row that is negative growth and traditionally the unofficial sign of a recession. the biden administration this morning is pushing back, saying no, there is strong consumer spending which grew again in the last quarter and historically low unemployment but americans across the country, feeling the pinch of rising prices. what does it all mean, melissa lee, host of cnbc's "fast money," good morning. >> good morning. >> the unofficial definition of a recession, two consecutive quarters of negative growth, we have that but the biden administration says that is not a recession. is that political spin or is there a reason to feel that the economy is stronger than the gdp numbers are reflecting. >> it could be a little bit of both one does not preclude the other. we now unemployment is very low. there is a lot of savings on the balance sheet for consumers as well as for businesses and that's going to make them more apt to spend even in the

face of inflationary pressures so we do know that at the same time, only the national bureau of economic research can officially call a recession. they probably will not do that for several months they want to see what looks like the end of the recession before they actually call it. >> they wait until the recession is over before they say we just had a recession. >> exactly so the biden administration, that is good news. the ambiguity, the willingness of the comments saying this is maybe not a recession because no one wants to have a recession on their watch. is >> what is interesting, if you watch ceos, they did a global survey of ceos, 15% said they we thought we were in a recession and 60% say said they expected one by the end of the year >> yes and that doesn't make sense, if you think about lag effect of the fed's rate hikes so far 150 basis points of rate hikes in the past two months, an extraordinary measure, those don't take effect, full effect, for many, many months, four to six quarters is the rule of thumb there. >> but the silver lining here,

the fed is trying to cool the economy down, so inflation calms down we saw inflation happy about what we saw. so does this signal like, a little ironic but does it signal the techniques to get inflation down are starting to work? >> they are working. we are seeing the slowdown in housing. we're seeing the slowdown in business construction. construction of factories and warehouses that's what the fed wants. wall street is thinking you know what, maybe we got that and we still have a relatively strong consumer, we have an employed consumer, and so maybe we can take our foot off the pedal right here and that would be good news. and that's when we saw the rally yesterday. >> thank you very much appreciate it. in washington, senate democrats are hoping to move quickly on a major spending package that includes provisions to address inflation after wednesday's announcement of the surprise deal. but it is already getting major pushback from republicans. nbc's chief white house correspondent kristen welker joins us now with the very

latest good morning >> reporter: good morning to you. there is growing urgency among democrats to get that surprise climate deal passed before the august recess but the big unknown, do they have the votes? this morning, senate democrats are in an all-out blitz, to come together around a newly reached spending deal. president biden hailed the measure as a giant leap forward for the country and urged lawmakers to act quickly >> pass it pass it for the american people. >> the bill is sharply scaled back from democrat's initial proposal more than a year ago. but it aims to lower health care costs, by locking in lower premiums for individuals who get their health care from the affordable care act. and through changes to medicare that could lower some prescription drug prices it also includes the largest investment in fighting climate change in u.s. history

pouring $359 billion into energy and climate programs >> this bill is far from perfect. it's a compromise. >> reporter: but republicans are blasting the plan, arguing it could add to the nation's soaring inflation. >> it's not the time to increase taxes or spending. it's going to feed the fires of inflation. >> reporter: democrats insist the bill will help lower inflation and the national deficit. but republicans believe the 15% corporate minimum tax that democrats are proposing to pay for it is bad for business. >> i'm deeply concerned that we are going to be taxing american workers, which is what happens when you tax companies >> reporter: with a 50-50 senate, democrats can't afford any defections putting the focus on arizona's democratic senator kyrsten sinema, a key swing voter who is not part of the discussions about the deal brokered by majority leader chuck schumer and joe manchin of west virginia kyrsten sinema's spokesperson, noncommittal >> she doesn't have comments

water or working sewer systems. the white house is denying a recession, despite numbers showing the economy shrank for a second straight quarter. sam brock joins us for a closer look at all of this. good morning. >> good morning. any time the gdp contracts over the course of a second quarter, it fuels questions of a possible recession but the reality is much more comfortable plex than. that the national bureau of economic research, a panel of nonpartisan experts, they're the one who are going to decide whether or not ultimately we are officially in' a recession they are looking at more than just gdp, inflation is at a 40 year high and unemployment at 3.6% very low and job creation, some 450,000 jobs have been created just this past six months of the year and consumer spending remains very strong. the reality to point out right now, for many americans, it is not just a number, it is how they're feeling, and when a disproportionate number of people are spending money almost exclusively on food and fuel, that is a problem.

way back, because we were in the florida keys, at 8:00 p.m. in the middle, we decided to jump off the boat and we were jumping off the boat, and this particular time, i guess i landed on the shark, and he bit me in the leg. when i came up, i couldn't feel my leg and i looked at my husband and i said help and he jumped in and rescued me. >> your injuries are pretty severe you have three feet of stitches, shark? >> that's correct, yes and so we were kind of far from land, about 20, 25 minutes, and so he had to tie a tourniquet, with the anchor rope, and head in and so once i arrived, the paramedics were there, and i took a trauma helicopter and they were able to give me a blood transfusion while i was there.

and i had 11 surgeries >> let's talk about zac and john you guys are next to each other. this is such a strange coincidence but each of you were bitten by a shark, you're both lifeguards, and you were both in the ocean playing a victim as you guys were doing drills, and and when you were playing the victim, the shark got you? >> we do training exercises every day and i was the victim and the shark got me. >> i was treading water and waiting for the rescue and i felt a sharp pressure in my hand and tried to pull my hand and something was attached to it and so i ripped and started hammer punching. >> you punched the shark >> i connect with it three times and the third time it swam away and that moment, we're dealing with a shark here and get to shore, get to shore, come on just wham in as fast as i could. >> and a similar story happened

to you you don't know each other. you're nearby each other what happened in your story? >> i was like 100, 150 yards off the shore and i was treading water for five to 10 minutes and as soon as my rescuers got there, that's when i got bit i felt the mouth around my foot. i pulled out, i started kicking, i don't know if i connected, the adrenaline was rushing, but i didn't feel it anymore and that's when i swap to shore. >> oh, my gosh it seems interesting, you guys, you weren't on a sandbar and it happened with you, max, were you close to a sandbar, is that what was happening? >> i was very close, i was about 15 yards out, like right at the break, and i was just sitting there on the surfboard with my friend, couldn't see anything coming and just felt like jaws on my foot

and it bound really hard, i thought i broke my foot and i was able to get away i guess it let go really quickly. >> the shock of how it must feel how did it happen to you >> it was about 7:00 in the morning. i was actually going to get the next group of waves, so i was paddling prone, going to get the next wave and as soon as i got a couple of strokes off the sandbar, i got hit, once on the board, and enough force to knock me into the water and when i fell into the water, i was like oh, no a shark attack, what do i do now and thankfully i had my surfboard and i was back on my board before i knew, it and the shark came up on the right side of the board, and it slapped the water and thankfully there was a wave coming in and paddled hard to shore and it took me to the beach >> i can't imagine the fear in the water and i can't imagine wanting to go back in the water ever again after something like that happened did you go back in have you been back in? >> well, the rest of the vacation was spent in the

hospital, so i haven't had a chance yet but i plan to go back. >> your girls, too, who were witnesses? >> they were already back in in a few days >> was this something that you guys were worried about? shark attacks? is that something that had caught your attention. you had joked about it. >> you had heard about it. it happened just a few weeks before the exact same thing happened before me. >> days before mine, and we joked about it, it's funny how -- >> i thought i it was fine zac got bit the same beach i was and i thought -- >> lightning doesn't strike twice. >> i didn't think it would happen. >> and you say you punched the park out of shear adrenaline and what is the right thing to do? >> and the number one thing if you do decide to go into the ocean, make sure you're going into an area that is protected by lifeguards, and god forbid there is an emergency situation like a shark attack, you have trained personnel that can handle that situation. and you go to the beach, and ask the lifeguard, any fins today, hopefully not. we haven't seen any sharks since

just to remind everyone. you're not cooking tomatoes. and a little bit of heat red pepper flakes. chili oil if you would like to and sometimes i like to throw a little bit of sugar or a little bit of honey there just to cut the acidity. >> some people use brown sugar >> or regular? >> i like granular. >> kosher salt your friend. some black pepper in here. and a little bit of olive oil. >> wait, is this it? >> this is truly it. >> what are you talking about? >> yes, kalamata olives, these are just optional but i just love the briny flavor. we will give them a nice rough chop. >> and there are pitted ones in the grocery store, a little bit here, and chop that up then moving right along, you have to let this sit for maybe 10 to 15 minutes so the flavors can kind of meld

>> why don't you cook it why are you not cooking it >> because it's hot. no, i'm kidding. well, really, it is the beautiful flavor of the tomatoes and when you're at peak season there is no better way to enjoy that. >> got it. >> and i love the thicker pasta sauce. it is my favorite. >> it has more to do it. >> exactly save a little bit of your pasta water, always. whether you're cooking. >> why >> because the starch in the pasta water helps your sauce stick to that noodle so you will give this a mix. use the tongs. mix that up. and we will put a little bit of the kalamata olives in and then i mean you can't have tomatoes without basil >> i love basil. >> just a little bit right on top nice torn basil. and i like to use this, you can use parmesan cheese. >> but you're using a carrot peeler >> yes, a little peeler right here >> you can use the grater, the box grater no problem. >> what do we do with the extra sauce? >> i always love a good stew extra sauce, if you want to bump this up a little bit, take some of your leftover garlic, rub the garlic clove on to the baguette, it gives a little extra something.
