right now at 5:00, a raging wildfire explodes north of the bay area. within the last hour word of a tragic turn. we went in coverage in the firefighting efforts underway in siskiyou county, and where containment stands this morning. underfunding of the public health system is detrimental to the health and well-being of all communities. >> tackling health inequities, the one push by a new group to guarantee a better response to the next global health emergency. this is today in the bay streaming live on roku, amazon fire, apple tv and online. good monday morning to you, thank you for joining us on

laura garcia. >> and i'm scott mcgrew, marcus washington taking an extra bit of time on his weekend. a lot to look to this morning. >> we begin at 5:00 on the latest on the out-of-control wildfire we've been following bernie up near the oregon border. we have a team coverage this morning. >> meteorologist gary hall tracking editions in area, but there is a tragic new development. >> we just learned of this development, the mckinney fire now a deadly fire. we have confirmed that two people died in what is now california's largest wildfire, which exploded in size since it started just three days ago. if it looks bad from this vantage point, imagine it rushing towards you. a bay area business owner who owns property in siskiyou county said when he saw the fire racing down the grassy field toward his home he jumped into his truck with his dogs and he took off. although before that he cleared the fields from around his home and his friend was putting out hotspots with a garden hose, one day later he went back to

find out that nearly everything was destroyed. >> it was a monster fire without the wind, and when the wind came up and added that element, it was like nothing i have seen, it was a firestorm. >> bay area fire crews are helping in the firefight, including an alameda county fire crew that was diverted from eight days on the oak fire. they had to drive seven hours to get to the mckinney fire, and there they joined crews from santa rosa, napa, petaluma and santa rosa county to name a few. the fire is burning into klamath natural forest and into the city yreka. two people who were dying were found in the vehicle of the driveway of a home according to the siskiyou sheriff's coroner. as of now 52,000 acres are burned in the fire is not contained on any front. governor gavin newsom declared a state of emergency. meteorologist gary hall is tracking this as well, high temperatures and lightning storms a problem. spirit yes we

are watching the potential for another round of lightning in the area which of course could spark new fires. we seen the gusty wind and very erratic wildfire conditions as we take a look at the weather conditions we are expecting today, we are starting out in the low 70s and it will be another warm one. take a look at wind speeds and some of those gusts that will reach 20 to 25 miles per hour for today, and a chance of lightning and gusty wind, and slightly cooler temperatures. but of course the outflow of wind could make for very erratic spreading of the fires in those areas. we are also watching out for a chance of lightning in that area. in the bay area was start out with that rain and monsoon moisture streaming in. we will continue to see that happening, not only today but tomorrow as well. at any point we could see lightning strikes, i will continue to monitor those conditions and talk more about that coming up in a few minutes. >> as that fire burns out of control, we will keep following it for you but find the latest

couple of vehicles from all of our farm equipment. >> the kentucky governor said damage to critical infrastructure is imaging rescue and recovery efforts. is pledging to help communities build back stronger. >> if we truly want to be more resilient it is going to take a major, federal investment, as well as here in the state. >> in california thousands are evacuating after a massive wildfire exploded in size as violent weather hits states across the country, senate democrats are pushing ahead with a surprised deal aimed at addressing climate change. >> we are basically investing in reliable energy and making sure that we use our fossil fuels is clean and cleaner than anyplace else in the world. >> they said the measure would reduce the deficit, and impact of inflation. republicans argue that isn't the case. spent all of this adds up doing nothing for our deficits, it

will do nothing for climate change. >> democrats are racing to get their bill through congress before the august recess. with fires and floods ravaging communities, the biden administration is making federal assistance available. for some help is already too late as of the death toll from natural disasters continues to rise. a democrats reconciliation bill provides $369 billion for climate and clean energy provisions if passed and signed into legislation, it would be the largest climate investment that congress has taken. scott. >> we will keep watching, thank you. as the nation tries to move forward out of the pandemic there is still a major need in the public health system to get us there. and a report by the nonprofit, trust for america's health, blames chronic underfunding creating health inequities, and said to be a contributing factor the inadequate response to the pandemic.

the nonprofit is now calling for an annual $4 billion investment in the public health infrastructure. joining us now to talk more about it is president and ceo of trust for america's health, dr. j nadine garcia. thank you for joining us. the mac thank you. >> the report says the lack of funding slow the response to the covid pandemic. can you stand on that. exacerbating impacts on low income communities and communities of color and those serving the elderly. >> a chronic underfunding of the public health system is detrimental to health and well- being of all communities, as well as our nation's health security. and it is significantly increasing funding to support public health infrastructure,

because what we have seen over decades time limited investment and infrastructure to report as a port in a day-to-day work. >> we saw problems and communities of color, those affecting the elderly, or low income communities in particular. it was well evident during covid. a lot of those communities ended up getting this virus much worse than they just did not have some of the needs they require. >> what we have seen certainly with regards to health inequities we have seen, for example in communities of color and low income communities, is that many of those communities are under resourced, and when you think about having access to healthcare, ushering for example that workers have access to paid sick leave so they can take time off and not fear losing their job or income if they do not show up for work, ensuring they can make ends meet and being able to

have access to affordable and healthy foods and not suffer from food insecurity. that demonstrates how her health isn't only tied to what happens in the healthcare setting, but also the community conditions and the resources in our communities. >> if you want to see the full interview watch it on roku, amazon fire, apple tv or download the nbc bay area streaming app. find it under the must-see playlist. now let's take you out to san jose for a live look this morning. a little bit of rain, so it could be a slick commute, kari . >> yes, for some people we already see that rain but a beautiful shot in san jose as we wake up to clouds and very high divinity. let me show you the radar, quite a bit of green indicating some of that rain moving through. especially through parts of the north bay and east bay as you wake up and head out. you may need the windshield wipers. let's resume and areas around petaluma and is extending to vallejo and napa.

we have seen showers and some spots we have seen it heavier, it has cleared from the crockett area but we see wet roads. heads up as you are driving to work but also on 101 between novato and petaluma and over towards yountville is you receive heavier rain. there will be that chance of rain today is monsoon moisture comes, we will see it over parts of the east bay around noon, so i heads up. make sure the windshield wipers are ready for that possibility of some of the spotty showers moving through. also watching out for lightning and i will talk more about that coming up in a few minutes. but mike, driving to work, or can we find lower gas prices? >> well people have to fill the tank and search around and find places where they can do it for less, union city at the top, national along alvarado boulevard for five to $8.39, and in the north bay better prices, on sacramento street bond there vallejo is $4.99 and

lakefront on lake tahoe she does not have any kids, she had not been on the lake in years. so we decided to take her on our boat. she had a great time with the wind in her hair. we took her out to dinner and to continue the celebration. i think the entire restaurant hurt us celebrating barbara's 99th and so they started celebrating as well. sending over champagne, everyone wanted a picture with barbara. it was a great night but she had not had champagne in years. happy birthday barbara, 99. it was just a lovely evening. and to have the entire restaurant who honestly just wanted to take pictures with barbara and everyone was celebrating her. it was garwood's on lake tahoe if you know the place, it was so fun and she had not been on

falling. some of it evaporates, some makes it to the ground, but were monitoring for the chance we could see lightning. so far we've not seen any lightning strikes, the radar will put it up on the map, but right now were just showing rain where we see swatches of green and parts of marin county. southern sonoma county as well, as you head over towards vallejo the rain is moving through it and just north of petaluma, over towards sonoma and yorkville seeing slightly heavier rain. napa started to taper off. a chance of rain today especially the east bay as we head toward 9:00 or 10:00 this morning, and so around noon we could see spotty showers moving through. through the evening it once again shifts back to the north bay. all of us will feel high humidity. it will be a really muggy day. the monsoon moisture continues tomorrow as well. this is combining with hot temperatures. take a look at some of the numbers we will see today with concord and muggy 89, it will make you break out

in a sweat quickly if you are in san francisco it will be the upper 60s more the same tomorrow with muggy conditions, breezy on wednesday. still headed for the 90s. showing you the green, that is that surge of moisture coming in with a topical system to to the southwest, as well as the monsoon to the east. we're kind of in between, but watching out for a chance of very high humidity and lightning, along with spotty showers. we will see that today with temperatures in the mid to upper 80s through much of the week. as humidity drops temperatures go up and thursday will be a pretty hot day. mike you are watching a crash. spin or tracking this in concord, non-commute direction, it is early for the commute to be formed, but major injuries are reported but coming off of the 242 interchange, this could develop into something a little more if you're traveling from concord or traveling off the venetia bridge and headed into

the world is mourning the loss of an absolute legend and basketball, whose career started in the bay area. >> bill russell grew up in oakland and later led the usf dons to to straight chevy chips. he went on to dominate the nba for more than a decade, leaving the boston celtics to 11 championships, winning the most valuable player award five times. russell is also known for his activism off the court as if it civil rights activists and other legacy he surpassed to

future generations of players. one russell on the dons went undefeated in 1955 in 1956. >> we lost a giant, not only somebody who was one of the all- time greats on the court, but also someone who fought for racial injustice off the court his whole life. >> the nba commissioner, adam silver, called russell the greatest champion in all of team sports at his legacy include the nba finals is valuable player trophy named in his honor. russell's family posted a statement saying you passed away peacefully with his wife, jeannie, by his side. bill russell was 88 years old. >> covers on the life and death of basketball star bill russell will continue on the today show starting at 7:00 right after today in the bay. new this morning have to rethink your plans if you think about making the trek to visit

>> hope you had a great weekend, i'm laura garcia. >> let's start with the forecast, meteorologist kari hall tracking what we can expect and i see it behind you that we see rain. >> yes parts of the bay area see showers this morning, as you're driving to work you may have to turn on the windshield wipers as we wake up to some of the spotty showers moving through, especially the north bay. as we get a closer look we see some of the showers moving through just to the west of napa, just to the north of petaluma. it is hit or miss and we see this activity continually over the next couple of hours. i'm also watching out for any chance we could see lightning strikes, which of course would enhance our fire danger. a bit concerned there but as of now it is rain as you go out this morning and it feels muggy out. hopefully he will not have an impact on traffic. >> so far, kari, just one area, mostly green sensors and

a weird slowing and san jose the bottom of the screen, i'll check on that and that is a bit early to show up but i will check. this crash around concord still going on in the non-commute direction, eastbound highway 4 just off of two for two. off the venetia bridge, that is what kari showed you on the radar, traffic and weather systems are tied together remember, and it may impact your roadways with some damp roadway. here at the golden gate bridge doesn't show a problem, so far and easy and light drive to start your commute. back to you. starting today, san francisco's monkeypox public health emergency takes effect. it comes with new urgency, as the city now reports more than 300 confirmed cases, more than total for some entire states, across the u.s. under 5000 cases of been reported. today in the bay is live in san francisco looking closer at the changes, ginger. >> reporter: among those changes

, good news because several hours from now the vaccine clinic at san francisco general will reopen after a week and a half of being shut down because of a vaccine shortage. the city is expected to receive over 4200 vaccines this weekend and it will be distributed throughout clinics starting this morning and just several hours. take a look at this. this is what you will see when you go to the aitc immunization a travel clinic, as of friday they have been steadily booked for monkeypox vaccines and they are not able to schedule additional appointments at this time. while most clinics in san francisco are by appointment only, the one in san francisco general accepts walk-ins and that clinic has seen long lines the same as expected today when it opens at 8:00 a.m. the same as expected today when it opens at 8:00 a.m. vaccine supply is limited at that location as well. the monkeypox public health emergency did not dampen the festivities over the weekend.

dore alley, it took place this weekend and the festival is supposed to be a more daring folsom street fair. the festival's organizers emphasized monkeypox awareness and safety precautions, and added more space to accommodate partygoers. >> the first thing you see from coming to our gates is the public health tent, they're doing covid testing and covid vaccines. they are doing outreach for monkeypox that is why we have these, it was founded during the a.i.d.s. crisis to address the fact that information and communication with not being handled well. >> i think the more risky things, those are the things that happened after the event or around the event, but in private spaces. >> scott, city leaders say they need at least 35,000 vaccines to meet the need in the city, so far they have administered just under 8000.

going back to the clinic in san francisco general, that opens at 8:00 a.m. and it will stay open until noon, or until supplies run out. in san francisco, ginger conejero saab . >> ginger, thank you. today the two suspects in the kidnapping of a san jose baby are expected to be in court. last month is any ramirez and jose portillo pled not guilty to charges of kidnapping three- month-old baby brandon, back in april. they plotted and tried to kidnap the baby at least three times prosecutors say, then finally succeeded. a judge will decide if there's evidence to go to trial. oakland police investigating a deadly shooting a short distance from the oakland zoo, this video from citizens up shows it happening your 90th avenue and olive in east oakland. police say the man who was shot died on the scene. right now there is no information about possible suspects. that shooting followed an earlier one that left three people injured at oakland technical high school. in that case, according to

reports, people were gathered for a youth football game and a six-year-old girl is among the victims. none of the injuries are believed to be life- threatening. we told you about this story on our app, if you have not downloaded yet be sure you do, it is free on your local app store. new this morning, google refocusing its attention on the employees that it has, rather than those that may or may not higher. the companies try to improve productivity with a new effort they are calling simplicity sprint. it plans to get feedback from its 174,000 employees about improving efficiency. google says it isn't looking at layoffs at this time, but this announcement comes in the wake of recent hiring and investment slowdowns expected to linger into next year. google is asking its employees to work with greater urgency and more hunger moving forward. a summer of skyrocketing gas prices adding to the struggles for many of us are trying to make it in the bay now aaa says it is changing the

habits of a lot of drivers. a new survey found 64% have made adjustments since gas prices started soaring many have changed their drive to more fuel-efficient routes, or have eased off the gas pedal a little bit. and while gas prices are off record highs, experts say the recent changes in behavior will continue. >> i don't think we will see a change in habit yet because while gas prices are down to $4.32, saying that and declaring victory is way too early. it is still very expensive historically. >> aaa said the top three changes for drivers were driving less, combining errands, and reducing shopping and dining out. ahead on today in the bay, mike inouye is talking cheaper gas locations where you can fill up, coming up at 6:08. at least 20 people confirmed dead from the devastating floods in kentucky over the weekend as workers work to pick up the pieces.

right now, and weather concern, getting things for those who still do not have water or power, today jesse kirsch on the ground in kentucky to show us what is making things worse. >> reporter: good morning i'm jesse kirsch coming from eastern kentucky, area that has been devastated in recent days and the death toll unfortunately continues climbing. all of this as the rain tapers off. however, we expect excessive heat in the area and there is concern from the governor of how people will fair, considering some still do not have power or water restored, including some in this area where we are now. this is one look at the devastation behind us. we have seen harrowing scenes here of expectation is more people will unfortunately be found dead. we will have the latest coming up on today. we are keeping a close eye on the developing news at the oregon state line, the mass of the wildfire burning out of control in siskiyou county. this morning as sadly turned

deadly as two deaths are reported, the victims were found in the vehicle outside of a home in light of the fire. the mckinney fire is already the largest fire in the state this year having burned more than 50,000 acres in klamath natural forest good so far no official count on structures destroyed but we know it will no doubt include homes along the shasta river. evacuation orders are in effect for hundreds of homeowners. it is hard to see the devastation. >> it is, again. meteorologist kari all tracking conditions and what will firefighters face ? >> still very windy in the area and we were watching that chance of lightning strikes, temperatures are fairly mild and humidity is high and it slows the movement of the forward threat of the fire but it has been so explosive. our temperature start out in the low 70s and we will go to the mid-80s this afternoon look at the guests in the forecast, 26 miles per hour for today, as well as high humidity.

also we see some of the outflows from some of the showers and some of the fires in the area. there is a little rain headed towards northern california, we are seeing spotty showers throughout the area out the door and there is a error area of dry air under it says somewhat operating some will make it to the ground. there is still a chance of seeing very active weather over the next couple of hours. so far we have not seen any lightning strikes, just a little bit of rain here and there and watching out for the spotty showers. not really in marin county but parts of napa and sonoma county it will move into another surge in the south bay within the next few hours a lot to watch out for, mike. you have been watching a crash and traffic impacts. spirit that is right, kari, i will show you concord and a second but i want to have a look ahead forecast, a little congestion after your workday in san francisco, we are looking at 6:45 game it oracle
