a major victory for the biden administration, it does raise questions. was his presence in kabul a violation of the peace agreement between the united states and the taliban, which did lead to the withdrawal of american troops a year ago? >> it also comes as nancy pelosi is expected to arrive in taiwan today, despite strong warnings from chinese officials about very serious consequences. we'll talk about it with jake sullivan. we begin this morning with nbc's peter alexander at the white house for us with new details on the killing of al qaeda's leader, these details just coming in overnight. peter, good morning to you. >> reporter: savannah, good morning to you, hoda, good morning to you as well. the u.s. has been trying to kill ayman al zawahiri for two decades. osama bin laden's successor as you note was among the architects of 9/11 and even within recent weeks the u.s. says he was making videos calling for his followers to attack the united states and its allies. his death a major victory for

the biden administration, nearly a year after the u.s.' chaotic withdrawal from afghanistan. >> justice had been delivered. and this terrorist leader is no more. >> reporter: president biden overnight still in isolation from covid announcing the u.s. killed al qaeda's leader ayman al zawahiri in a drone strike in kabul, afghanistan. >> if you're a threat to our people, the united states will find you and take you out. >> reporter: the strike was carried out at 9:48 eastern time saturday, early sunday morning in afghanistan when senior officials say the u.s. government used unmanned drone and hellfire missiles to target the third floor balcony in downtown kabul. two people briefed on the matter tell nbc news the operation was conducted by the cia, punctuating months of planning. u.s. intelligence officials say they had been tracking al-zawahiri since early this year when he and his family moved to the kabul safe house. the president giving the go ahead one week ago. >> none of his family members

were hurt. and there are no civilian casualties. >> reporter: after succeeding osama bin laden in 2011, he appeared in videos taunting the u.s. and allies calling on muslims to attack america. a ruthless force behind al qaeda's operation, al-zawahiri helped plan 9/11. as well as the 2000 attack on the "uss cole" in yemen that killed 17 americans. and before that, the 1998 u.s. embassy bombings in kenya and tanzania. his death comes as the u.s. prepares to mark one year since the chaotic and deadly exit from afghanistan. by then the taliban had made an agreement with the u.s. that it would not provide safe harbor to terrorist groups like al qaeda. the secretary of state saying overnight that taliban has grossly violated that agreement. two senior taliban leaders tell nbc news al-zawahiri moved to kabul within five or six months of the foreign fighters leaving and a senior administration

official says senior taliban haqqani network leaders were aware of his presence there. and this morning we're learning new details about the precise planning for this operation. senior officials here say they brought a model of the kabul apartment building to the white house situation room to brief president biden on the risk to civilians and few officials were aware of this before the president gave the green light last week. savannah? >> peter, thank you very much. joining us now is the national security adviser to president biden, jake sullivan. good morning to you. >> good morning. >> as we heard, ayman al zawahiri is notorious, he has a long and disturbing terrorist resume going back to the embassy bombings in africa and the "uss cole" and 9/11. important security leadership figure and symbolic figure. my question is how active do you think he was right now? was he actively preparing, executing, planning, inspiring attacks against u.s. iests from afghanistan?

>> well, that's a great question, savannah. since bin laden was killed in 2011, for more than a decade ayman al zawahiri was the amir of al qaeda, that means the number guy. he remained a figure of inspiration for al qaeda leaders worldwide. more than that, he worked to try to inspire plots against america and americans. he worked to hold together a at a strategy level a global network of al qaeda terrorists to carry out those plots. so while he wasn't involved in day to day planning, we believe in the years and months leading up to us taking him off the battlefield, we believe he was playing an active role at a strategic level and directing al qaeda and continuing to pose a severe threat against the united states and american citizens everywhere. >> as you well know, it was just about one year ago that the president ordered all u.s. forces out of afghanistan. and within months it appears that the leader of al qaeda was able to move right back in and

downtown kabul. does this signal to you that afghanistan has once again become a safe harbor for terrorists? >> well, i think it's strange to call it a safe harbor when we just took out the leader of al qaeda. sitting on his balcony in kabul. no, it does not signal that to me. it signals that president made good on his word when we left. the said the united states does not need to keep sending thousands of american men and women to fight and die in afghanistan after 20 years of war to keep this country safe. he said we would be able to continue to target and take out terrorists in afghanistan without troops on the ground. over with this weekend with this swift and decisive action that he ordered, he delivered on that promise, he made good on what he said and the united states continues to maintain the capacity to hold at risk any terrorist who plots against us from afghanistan or anywhere else without having thousands of troops on the ground.

>> do you believe the taliban government knew he was living there and what will do you to hold the taliban government accountable if so? >> we believe that there were senior members of the haqqani network who are affiliated with the taliban that did know that al zawahiri was in kabul. there may have been other members of the taliban that didn't know. we have already been engaged with the taliban and i'm not going to preview any further actions that we will take to ensure that the taliban lived up to its commitments but the united states will be vigilant. >> on another topic, nbc and others are reporting that nancy pelosi is expected to visit taiwan today. can you confirm that? have you been given a formal head's up? >> i cannot confirm that because the speaker makes her on decisions about her travel. and the congress is, of course, an independent branch of government. what i will say is that the speaker of the house traveled to taiwan before and members of

congress travel there all the time including several who have already traveled there this year. so for china to try to turn what is in the historical norm into a crisis or to try to use it as a pretext for aggressive action around taiwan, that's on them. and they would be the ones who would be escalating. the united states has no interest in escalation. but we will, of course, continue to assert our right to help support taiwan's self-defense no matter what happens in the coming days. >> we heard the chinese officials and foreign ministry spokesman saber-rattling for sure saying what measures they're prepared to take "if she dares to go, we'll wait and see". what is your message to the chinese leadership this morning? >> well, president biden was clear in his call with president xi. i've been clear with my chinese counterpart in the last few days and weeks. number one, the united states, our policy on taiwan has not

changed. so the ball is in china's court not to take measures that would destabilize the relationship across the taiwan strait. but the united states is going to do whatever is necessary to defend our interests, to protect our people, and to ensure a free and open indo-pacific and we're going to continue that policy as we watch what china does in the coming days. again, savannah, nobody has an interesting in escalation in this situation and china should think very carefully about that as they consider their next steps. >> finally, you just mentioned the administration supports the right of any member of congress and the speaker to visit taiwan. a different question, though, did you or anyone at the white house actively try to dissuade speaker pelosi from making this trip, and all things being equal, does it add or enhance national security that she goes? or does it detract from national security given the environment right now? >> well, we did provide speaker pelosi a number of briefings. we gave her military briefings,

intelligence briefings, diplomatic briefings, we laid out all the factors in play including the risks. throughout it we were clear this is ultimately her decision to make. as it is any member of congress' decision to make. of course, they're a co-equal branch of government. so now our responsibility if she does choose to go forward is ensure we're safeguarding america's national security interests. that's exactly what we intend to do. >> all right, national security adviser jake sullivan, thank you for your time. appreciate it. >> thank you. let's focus on that trip and what is at stake. house speaker pelosi touches down in taiwan. our foreign correspondent andrea mitchell joins us now. good morning. all indications are that barring a last minute change, house speaker nancy pelosi is indeed on her way to taiwan this morning. in the face of beijing's strong warnings very serious consequences again today.

and military saber-rattling not seen in decades claiming it violates chinese sovereignty that taiwan agreed to by the u.s. more than 40 years ago. >> are you going to taiwan? >> reporter: the house speaker touring asia this week with a big question mark in her itinerary. leaving room for an anticipated stop in taiwan today. despite white house concerns it could lead to a military confrontation with china. deliberate or accidental. publicly the administration warning china not to overreact. >> if the speaker does decide to visit and china tries to create some kind of crisis or otherwise escalate tensions, that would be entirely on beijing. >> reporter: in the past few days, china launching most aggressive military exercises in 25 years. accusing the u.s. of interfering in its internal affairs. taiwan responded. the u.s. sending the aircraft carrier ronald reagan to the region. >> it's not so much that there might be a direct attack, but it

raises the stakes of miscalculation and confusion which could also lead to unintended consequences. >> reporter: pelosi is the first house speaker to set foot in taiwan since newt gingrich in 1997. but she's been a hawk on taiwan for decades. three years ago tweeting this news report herself and two other congress members in tiananmen square in 1991. >> we've been told for two days now that the there is freedom in china. >> reporter: unfurling a banner in tribute to those who died there earlier and facing down. two weeks ago president biden warned the u.s. military did not want pelosi to go. >> i think that the military is not a good idea right now. >> reporter: on this issue, she's willing to split with the president, backed by many other democrats and leading republicans. >> once it was pretty clear she wanted to go there and intended to go there, you can't pull that trip down because the chinese communist party sends out some third rate propaganda to threaten her or threaten the united states of america.

this morning we had not seen more flooding from overnight so that is good news but we do now know of another nine people who died in this devastating natural disaster overnight, severe weather hammering the heartland yet again. >> we're in the middle of it right now. >> reporter: a reported tornado on the pennsylvania-west virginia border damaging several homes and eastern kentucky continues to recover from floods that killed at least 37 people. >> hundreds unaccounted for people, minimum. and we just don't have the firm grasp on that. i wish we did. >> reporter: now it's a race against time to help stranded survivors. nbc news had exclusive access of the national guard made urgent deliveries in mountainous areas where roads have been wiped out. >> even once the guard finds the people, they're trying to help, another challenge for the pilot, figuring out where they can safely land in this hilly part of the state it took three attempts but finally we touched down.

the guard dropping off food, water, diapers, and more >> thank you >> reporter: volunteers helping gather donations >> when you look at the amount of people that don't have food and water, in the thousands. >> reporter: there are more harrowing stories of survival. this woman's grandma, uncle and brother captured on video as they narrowly made their escape in shoulder deep waters, all thanks to a stranger's kindness. >> there's going to be a lot of loss up there. but there are -- there are a lot of happy ending because of neighbors helping neighbors. >> reporter: one family telling us this is where their house used to be that's before the floodwaters took it down there with two people trapped on the porch. >> i am very grateful. we lost our house, our camper and two vehicles as well but those are just material things you know, we all survived and that's the main thing. >> reporter: some families are not so lucky, mourning those they lost like rita hall, the great grandmother known as fun loving and strong with a heart of gold.

and 82-year-old nelly mae howard loved ones sayin she was the backbone of our family and we know from the governor that some survivors may be dealing with water issues in eastern kentucky for months to come craig? >> so much devastation there, jesse. good to see so much help as well thank you so much. jesse kirsch in kentucky now to the wildfire raging out west, the mckinney fire has exploded into california's largest blaze this year. it burned more than 55,000 acres in the klamath national forest near the oregon border fire crews are working around the clock to defend nearly 5,000 structures including homes from total devastation. 2,000 people are under evacuation orders, the fire still 0% contained, a serious situation. >> let's get more on that fire threat from overnight. storms, there's a lot to cover in the weather department. >> let's start right now in the

midwest. we got flood watches, flood warnings from missouri on into west virginia. heavy showers, thunderstorms, and, in fact, we're really worried about this area here we have a lot of lightning, heavy rain falling at the rates of one to two inches per hour. in fact, we have a moderate flood risk now along the indiana, missouri, on into kentucky border with heavy showers, thunderstorms coming in in and we've got the risk for severe weather later this afternoon into tonight up into the upper midwest from international falls, duluth, on into marquette rainfall amounts anywhere from one to two inches. but if you got already this saturated ground, flooding could be a big problem now out to the fires in the pacific northwest. the mckinney fire, over 56,000 acres. 0% contained and the problem is we're going to be looking at a lot of dry lightning. there is no wet -- no moisture with this. just lightning strikes which could set off more wildfires, especially up into the northern plains so we're going to watch that very closely but we're going to get to your local forecast in the next 30

what do you know >> reporter: hoda, good morning. not a lot. it is stunning and not at all clear whether or not the pilot jumped out of the plane or fell. but he was found, guys in, the tree line about 30 miles from raleigh-durham airport after an hours' long search. charlie loved aviation from a early age and only living his dream. this morning mounting questions about exactly what unfolded in the skies above north carolina >> we lost or right wheel. >> a mid flight emergency forcing this plane to skid down the runway near raleigh friday after the aircraft lost a wheel. >> yes, we're going to put it on the belly. >> reporter: investigators say when the plane finally came to a stop, charles hugh crooks, one of the two pilots was missing. >> we do have one subject who is not on the aircraft. >> reporter: gone, without a trace. now police believe crux, the 23-year-old co-pilot, either jumped or fell from the plane without a parachute on a work related trip audio that has been released

from inside that cockpit includes no mention about him exiting the aircraft adding to the question the wake county first response team telling nbc news that according to the 911 call center, the pilot did reach out to authorities to say that somebody left the plane. >> we received a call that pilot had notified them that somebody had exited the aircraft. we also knew that aircraft was in progress of having an emergency landing. >> reporter: now the ntsb and faa are both investigating, examining wreckage and collecting information about what led to his fateful fall it took 80 first responders scouring the area for hours to find his body in the tree line of a suburban neighborhood >> somebody had reached out to one of our officers who was already searching in that area to let them know they had heard something in their backyard earlier. >> reporter: their son nurtured his aviation dream from childhood. >> he was never happier than when talking about flying.

>> reporter: and they're now left shattered by his sudden loss >> the world is a better place with him in it >> charlie is missing, you know, a hole we'll never be able to fill >> sam, i'm sure top on investigators list of questions is speaking to the pilot and getting details, the surviving pilot. do they have any other scenarios explaining what may have happened >> reporter: that's a good point. they're speaking with the surviving pilot. he has not been identified yet we'll see what kind of information they can glean but aviation attorney told our raleigh station it is entirely possible that crooks was checking a real ramp door that can be open mid flight perhaps trying to figure out what was going on with the landing gear, trouble shoot. although the ntsb and faa declining right now to speculate on what happened until they finish the investigation. >> more details on that one. sam, thank you >> the conversation with that surviving pilot will be critical to what he witnessed coming up, sharing the stage

anything >> reporter: so the response from al qaed could take a very long time. they have still not responded, as you know, for the killing of osama bin laden. al qaeda generally works for years on plots so this is not the kind of thing that al qaeda is going to ignore but that will probably be up to the future leader of the organization as it tries to recalibrate. the united states does have some leverage over the taliban. the united states funds a lot of what is happening in afghanistan. humanitarian activity. and if you notice, if you look at the statements that have come out from the taliban, they are more or less giving the united states a pass on this. they're trying to cover up the fact that the leader of al qaeda was in kabul at all. so the sm the taliban said that this could compromise future cooperation, that this is a violation of
