this is "today in the bay" live on roku, amazon fire, apple tv and online. good morning. thank you for starting your day with us. a busy morning today. also, we want to celebrate national chocolate chip cookie day. do we need a national day to eat a cookie? i don't know. ahead at 5:15, all things cookie and we can snag freebies. >> we have to start with a look of our forecast. meteorologist kari hall is checking out what we will expect today. it feels very muggy and alive look outside in walnut creek shows a mostly clear sky. 63 degrees which is typically warmer than what we start the day. we will see temperatures warming

up again. we are headed for the upper 70s and low 80s by late morning eventually making it into the upper 80s and low 90s. it's going to be hotter but at least we will see the skies clearing and feeling some slightly lower humidity. we will talk about that coming up. mike, you've got a few changes. >> a subtle change over here in the fremont area. we should see this roadway reopening highway 84. i haven't heard any delays. i did want to talk about this. the surface street. antioch. this is one of the first school districts to start. welcome back to school. you may not see as much traffic because a lot of time elementary school parents want to stay home for the first day of school. that could change the patterns starting today and continuing for four weeks around the bay

area. we could see a shift in the morning commute. right now all green. for people trying to make it in the bay winning the lottery could help you get into a new home. we are not talking about the california lottery but the housing lottery. telephone is expecting for new local market homes. something you don't here in the bay area. bob? >> reporter: heyward not immune to the housing crunch. it does have new developments that are almost ready for homeowners to move in including this one behind me off michigan boulevard. the city is accepting applications for people who want to be included in this lottery for 60 units of below market rate homes. the homes are priced between $170,000 and $300,000.

to qualify, applicants can make up to $185,000 depending on the size of their household. although heyward is pushing more housing, it's in the boat as seem as other communities. there are more people who want to buy a home more than homes available. all california cities and counties have to plan for population growth by law in order to meet the state plan for housing long-term. the city manager says construction costs are one obstacle and red tape is another. >> anything we try to remove those barriers. anything we can do to bring construction down will make it easier for developers to build housing. >> reporter: california needs to build 2.5 million homes by the year 2030 in order to address the housing shortage. about 1 million have to be affordable to low income.

rate will continue to climb. >> hopefully folks can manage their expanses when there is some relief. thank you. construction is now halted at berkeley speak will spark after protesters clashed with police. protesters tore down fences and brewing equipment after learning the construction would go forward. a drone captures some of the chaos on video. some of the protesters had cutters. school leaders will create the needed student housing with a 16 story development. >> it's frustrating. we are unable to proceed with needed student housing that will benefit our students, people of berkeley. a few people engaged in unlawful behavior today. >> there's no time like when preliminary work will resume. the california senate is

forming a new select committee to address the monkeypox outbreak and will be chaired by san francisco scott weiner. lawmakers want to make sure the state's response is effective adequately funded. they want to boost the availability of vaccines and testing. the first hearing for the committee is on tuesday. monkeypox cases are climbing state wide over 1000 and nearly 400 people tested positive in the bay area alone. doctors say those numbers are likely higher because fewer people are getting tested for monkeypox which involves obtaining a swab from a lesion. some believe this is because some people view monkeypox as a disease. don't let the fear of getting monkeypox stop you from getting vaccinated. we are keeping track how

monkeypox is spreading across the state. we posted an interactive map on her website. you can find information about the virus including the symptoms, how it spreads and how to get vaccinated. had to nbcbayarea.com and click on the link in our trending bar. you can search monkeypox faq in our mobile app. new details on the wildfire burning near the oregon border. firefighters are starting to get some control and some evacuation orders are downgraded to warnings. the mckinley fire has burned 58,000 acres. four deaths are being tied to that fire. it was 10 % contained thanks in part to some rain. the same storms triggered floods on a highway to shut down. a flash flood emergency was issued for a burn scarred area one hour south of lake tahoe leaving highway 89 shutdown. at least one home and one business was damaged from debris. no word on when highway 89 will reopen. let's bring in meteorologist kari hall. rain and flooding a dangerous mix for those burn scarred areas.

corporate employees. walmart is the nation's largest employer. we get first time jobless claims in 15 minutes and tell us more on the state of layoffs in the u.s. tomorrow we get the monthly jobs report. the one with the unemployment rate which is at historic lows currently. a strong jobs report would justify the recent rally on the stock market but wage growth could inspire the fed to raise rates even further because it's a sign of inflation. a reminder inflation is not a u.s. problem. the bank of england hiked rates there to the highest level in 27 years. the head of the german shoe company, addidas, says the company has not decided whether or not to sponsor the live he golf tour. that's the golf tour paid by the saudi prince who mostly pays tens of millions of

i'm kris sanchez. marcus washington has the morning off. >> i'm laura garcia. let's start out with meteorologist kari hall who is checking what we can see itching closer to the weekend. >> the weekend is almost here. so much going on. let's get you started on this thursday morning. we are starting out with low clouds and fog over san francisco. as we go into the day, heading out the door in berkeley, is going to be a partly to mostly cloudy started clearing out quickly and temperatures in the upper 50s reaching into the mid- 60s. we are going to see high temperatures warmer in some spots like the in bend valleys. 94 in livermore. parts of the north bay will be in the upper 80s. mike, you are looking at the drive across the bay bridge. >> it looks great.

thank you for joining us. folks are moving slowly across the bridge. that's why it's green. the arrow at the top is where the showing typically first shows up. the rest of the bait moving nicely. a4 is reopened. no problems. we are trying to check out what's going on right now. a deadly outbreak of legionnaires disease is raising concerns in the north bay. nearly a dozen people have become sick. >> help leaders zeroed in on the source of the outbreak. we are in the newsroom with more. >> reporter: we are talking about covid and monkeypox and now legionnaires disease.

good morning. legionnaires disease is nothing new. health officials get up to two cases a year but this time it is considered an outbreak in napa county. one man has lost his life. three are still in the hospital while eight patients have recovered. health officials have zeroed in on the source. the napa county health officer says they identified a large air-conditioning unit on the roof of the embassy suites napa valley and had traces of lesion era. that's the bacteria that causes pneumonia known as legionnaires disease. they leave this is the connecting factor that the 12 people in the hospital over the past few weeks. one man in his 50s has died. napa county's health officer says that of the patients were guest at the hotel but instead neighbors who live in the surrounding area. health experts say the bacteria can contaminate up to a mile and it is important to note it is not spread through person to person contact and can be treated by antibiotics if caught early. you can track it by breathing

board last night. officer stopped the train at the south heyward station about 8:00. the victim did not have life- threatening injuries and the station is open this morning. san francisco police are saying little about yesterday's deadly shooting aboard a muni bus. this happen before 4:00 p.m. one person died and a second person was injured and so far police have made no arrests. happening today, police will talk more about the man arrested this week in connection with a series of recent pellet gun shootings. offers arrested nicholas montoya on monday. police tie him to seven random pellet gun attacks one of which injured a 15-year-old girl in june. she later spoke to nbc bay area. she victim a collapse long and a fractured rib. the attacks happen between april and june in san jose. a judge today will hear arguments whether to unseal

children. president joe biden in a statement saying we send our deepest condolences to her husband, the family of her staff members. president joe biden yesterday signed an executive order over abortion rights. this one directs that department health of human services to consider allowing medicaid finds to help women travel between state to seek an abortion. that will be likely challenged through court. the order strengthen the message washington has been sending the states. hospitals that want federal funds have to provide women with life-saving care like the and see if their lives are in the balance. some hospitals have been resistance wearing a kid break the laws. the justice department suing former president donald trump trade adviser because he hasn't turned over official emails as required by any government employee.

here's what's happening across the region. we have a large area of high pressure to the east with this clockwise wind flow bringing in that monsoon moisture across the desert southwest. it's been pretty active there. we've gotten some rain over the sierra. toward the end of the weekend, the humidity will drop slightly and cooler. look at san jose. going from mid 80s today to upper 70s for sunday into monday. coming up a few degrees early next week. we can see that in our inland temperature trend. pretty hot today to get some relief for the weekend. we are keeping those 60s in san francisco. mike is looking now in san jose. >> there was some slowing earlier. i did learn of a crash on the southbound side where we see the slowest speed. it's the distraction adding to the bill. that's why things were more severe than we typically see. that's why we had a ripple.

welcome back to "today in the bay." in today's climate in crisis, every day, we're seeing more extreme weather events around the world, from explosive wildfires to extreme heat. to widespread flooding and melting glaciers, but all of what is happening is not doom and gloom. there are some climate activists and scientists working to make hur that aworsening climate is not the only future that will endure. i talked to the center for climate restoration, working to restore our earth to its natural state, by actually removing carbon that is causing our earth to warm. >> all of the pathways ended up being natural. i did m.i.t., astrophysics, designed computers. high tech is my thing. all is said and done, the four
