>> can you believe it? >> well, it's here. i'm marcus washington. mike has you covered on the commute but first we'll talk about the forecast, kari, how is it shaping up? >> it's good. but my kids are headed back to school. >> today, what? >> you're going to show pictures, right? >> later. >> now vacation starts for mom. >> i know you got to get out the door and get to work in martinez, temperatures at about 60 degrees. we'll see a lot of sunshine today. today is the coolest day of the week as you are waking up and heading out, maybe leaving the air conditioning off as our temperatures head for the low 80s. we'll see some upper 70s for the south bay as well as the low 80s for much of the north bay. we'll talk about the changes ahead. mike, you're seeing changes at the bay bridge. >> thankfully. we had the cars on the downslope coming off of the 808 overcrossing and they joined the traffic flow and another disabled vehicle in the interim that was over on the shoulder. now everything's clear so that's a good flow of traffic getting

to the bay bridge off of 880, out of the maze, down off the east shore freeway. that's from the oakland side. oakland schools come back today as well and as schools come back over the next month spread out around the bay area it will change the flow of traffic and probably delay for each of the school districts. we'll keep shouting them out but for now no major issues. back to you. >> thank you, mike. an east bay everyone of furniture store waking up to a really big headache. a car just smashed right into the showroom, it happened a little bit before 11:00 last night. fortunately nobody was there as dupuis's furniture score on east 14th near castro and civil streets. towed that car. only the driver was involved and so far, no word on injuries or how or why this happened. new calls for more help from the federal government to fight monkeypox and later today,

activists will gather in san francisco. >> "today in the bay's" bob redell is here for us this morning. bob, san francisco is expected to get more monkeypox vaccines, right? >> you are correct, kris and marcus, good morning to you. you might recall, san francisco is promised more than 10,000 monkeypox doses, those are expected this week in the largest amount of doses the city received so far. this means the walk-in clinic at sf general will be able to reopen tomorrow through saturday. kaiser, ucsf, sutter, they will also give shots by appointment. all together 23,000 doses have been sent to san francisco over the past few weeks. now santa clara county said they received doses last week, but this morning we checked with the website and you can see on your tv screen, there aren't any appointments available. we spoke to the chief medical officer at carbon health community clinic who says what he's seeing with monkeypox is reminiscette of the early days of covid. he said certain clinics in san francisco started seeing more patients being evaluated for

mnks over covid. monkeypox over covid. >> the volume of testing and number people coming back as positive for monkeypox has been increasing steadily, over the last week t almost doubled. >> if you're not nam yar, monkeypox is a rare disease similar symptoms to smallpox but they're milder. it's rarely fatal. right now the united states is reporting over 7,000 cases, more than 1,300 in california and over 400 just in san francisco. experts say it's time we pull out the covid playbook, which reads test, isolate, treat, vaccinate, before it's too late and as we're talking about, you guys mentioned later this afternoon, activists plan to protest outside the federal building in san francisco to demand the feds do more to cut red tape to allow for more testing, treatment and vaccination. >> it is unfortunate because with covid we didn't have a vaccine and that's how we got so far along. monkeypox, there was an existing vaccine >> as we're reporting the good

thing is san francisco is receiving the largest amount, 10,000 doses. expected last week, should be there now or sometime this week. >> people have been standing in line for hours and hours to be told, we're out. >> potentially infecting, exposing yourself to covid, to all kinds of other stuff and those long lines. thank you. 5:05 this morning. happening tomorrow, contra costa county leaders want to address recently uncovered deficiencies and non-compliance in the county head start programs. those programs are to help low-income families prepare to succeed in school. a recent federal audit found problems in four areas, we're talking about governance, safety practices, fiscal capacity, and monitoring and continuous improvements. county supervisors must submit a plan for corrective action within 30 days. congressional lawmakers are headed back to their home states for the august break but senate democrats are leaving maybe just

a little bit more energized, they passed a bill they say will lower drug costs for seniors and make the biggest in climate change. chris pollone is in washington, good morning, chris. >> kris, good morning. this bill was all but dead two weeks ago and some senate democrats wish it were bigger but after working for years to pass climate change legislation and also prescription drug reforms, they finally did it. [ cheers and applause ] at the capitol, cheers and high fives for democratic senators after they passed a cornerstone of president biden's enda a health care and tax reform bill. >> reporter: are you disappointed it took until the last minute? >> climate and seniors, a big win. >> reporter: after an all-night

session the final vote tied 50/50 with all republicans opposed. vice president kamala harris stepped in to hand democrats the victory. >> the vice president votes in the affirmative and the bill as amended is passed. >> we never gave up and here we are. we got it done. >> reporter: the bill directs nearly $400 billion to fight climate ing cha, the biggest investment in that area ever, allowed medicare to negotiate prices on some prescription drugs and raises the corporate tax on business to 15%. president biden said the government would make government work for working families again. >> this is an historic bill and there's no way it can be characterized as anything other than than. are. >> narrator: independent analysis projects the act will have little immediate impact on inflation, with an eye toward the midterm election, senator republicans predicted doom. >> democrats passed this bill, this inflation crisis is going

to get worse. >> reporter: with victory in hand the democrats headed into a month-long break energized by a string of legislative successes. house speaker nancy pelosi says that chamber will come back from recess on friday to vote on this bill. it is likely to pass, if it does t will go to president biden for his signature. kris, back to you >> thank you so much, chris. 5:08 this morning. police in san francisco arrested a man who they say attacked a local city leader. the victim, long time city commissioner and aapi leader gregory chu. this is a photo from his linkedin page. the 70-year-d chu told officers we been knocked to the ground by anger. now that attack happened last tuesday night near folsom on third. on sunday officers stopped a man in the tenderloin matching the suspect's description and arrested him. developing over the weekend, debris flows from the wildfires

near the oregon border led to tens of thousands of fish found downstream in the klamath river most in the area of happy camp. the mckinney fire is the largest of the fires burning in siskiyue county. 40 people died in the fire and close to 90 homes destroyed. people are told to stay out of the water at like merritt due to a potential toxic algae bloom. workers discovered the algae in may but this past week, someone reported brownish-red water in that same area. the city's public works department is testing that water again. until the results come back people are advised to avoid the water and keep the pets away as well. taking a live look at lake elizabeth in fremont, trust me, it's out there. many people sleeping in as long as they can because the kids are going back to school and we are

watching for that forecast because we're back-to-school shopping, kari, what should we buy? >> for most of the kids for the inland areas, it's short sleeves and shorts today, as you're heading off for work in fremont we'll see a few clouds for the start of the day, temperatures in the low 60s. as we go into the rest of the day it's going to feel very nice. you want to make plans to send more time outside in the low 70s at lunch time, eventually making it up to about 75 for a high there today. 82 in martinez and notice that san francisco once again back in the upper 60s but you head up to the north bay, novato reaching 80 degrees and 81 in santa rosa. we're going to be heating this up weekend. we'll talk about that in a few minutes. hopefully, mike, the gas prices aren't going up. >> no, fact we're able to do the same thing we were able to do last week, checking the gas today, our list is under $5 at n

right now at 5:14 on your monday morning, as you're heading out in the north bay, nice, cool start. it's 59 degrees, but it feels humid. the dew point is 55 right now. as we go into today, a lot of sunshine and temperatures slowly rise as we stay on the cool side compared to recently and what we have coming. and looking at dublin a smooth drive out of the altamont pass, at speeds for the most part after you pass north flynn road until you go south 068. there may be an issue fremont and sunol. i'll bring you the details coming up. good morning. very happy monday to you. the stock market did surprisingly well friday and by surprisingly, i mean not

terrible. you might have expected a big dip on friday because that's when we got that spectacular jobs report, more than a half million more jobs added to the american economy, the unemployment rate hitting a near all-time low, more good news about the economy could have really scared investors because they think the fed will have that much more of an aggressive time raising interest rates in the future, but let's stick to the positive. not only was the jobs report honestly bonkers good, we're going to get the latest information about inflation on wednesday, with the july cpi, and it will almost certainly show inflation easing from past months, so we have a one-two punch of good news, great jobs numbers and inflation cooling off, and why will that report show inflation cooling off? because it will be the first measurement of inflation since gas prices started falling fast. futures calling for a rise on the markets on the open.

the s&p 500 ready to start its third positive week in a row. other news, drug giant eli lilly told its home state of indiana it's going to redirect efforts, hiring efforts outside of indiana after that state passed one of the most restrictive abortion bans in the united states. indiana state representative john jacobs saying not her body, not her choice. in washington, the u.s. senate passed the inflation reduction act. does it reduce inflation? we'll get to that when we talk politics in about a half hour, but no. the build is sort of a build back better light with pricing controls for pharmaceuticals and extension of tax credits for some electric cars, that's big for the car industry and tax credits get extended for green energy like solar. now one thing democrats did not get and a lot of californians wanted was an end of limitations on the deduction of state and local taxesabbreviated as

>> outside lands were outside. >> great weekend for it, too. a lot of times it's so cold and foggy. we had sunshine throughout the weekend so it's been really great here and the great stretch of weather continues into your work week. let's get a live look outside in oakland, as we are starting out with some mild temperatures, but it's also the first day of school for a lot of kids, so we're going to be waking up early this morning and ready to tell those stories of what happened over the summer. our temperatures start out at 60 ally comfortable.u pick the kids you'll probably want to spend some time walking around outside going to the park. san jose heads for 77 degrees, these temperatures cooler than what we've had recently reaching 73 in san mateo. san francisco up to 68 degrees. tomorrow's forecast is about the same, pretty pleasant out there and on wednesday we start to see temperatures heading up a few degrees so concord reaching 88 degrees but we're still 80 in

dublin and 77 in mountain view. as we look at what's happening, that monsoon moisture staying just to the east of us. we have a chance some of the showers and storms may pop up over the sierra. here we are looking at drier conditions, much more comfortable air. it will start to get slightly hotter as we head toward the weekend. we're going from low 80s today to low 90s by friday into saturday, but not much of a change in san francisco at times, that fog and clouds keeps the temperatures cooler, mostly upper 60s here. mike, you're looking at a crash in fremont? >> le me give everybody else a look at free-throw ways, mostly calm and clear. a number of crashes popped up in the last few minutes. the one on the grid the longest southbound 680 around andrade. reports a car is overturned there, may mean over in the ditch on the side of the road at an angle but we'll see how things go. there's no slowing and no major injuries reported. we hope it stays that way.

>> i want to take a closer look at the forecast. who else do we turn to, meteorologist kari hall with a look at that. >> we're starting off with a few clouds. san jose is clear and humid but we're going to see really nice weather today. look at our trend going from low 60s at the start of the morning to the upper 70s heading into later today so it's going to be very comfortable, windows open, nice breeze coming through. overall temperatures are cooler across the bay area. one of the cooler days of the week with concord headed for 86 degrees. we'll see a high of 81 in santa rosa. mike, you're taking us back to fremont. >> that's right. most of the sensors are green as we would expect. we go to fremont, kari, because we had a couple of crashes. one i talked about, southbound 680 at andrade, it hadn't materialized into think slowing. the car should be on the shoulder, maybe off into a ditch on the side. the one farther south is a concern, reportedly involves a motorcycle and that's just about the washington boulevard exit so

watch that headed into the irvington district. we're looking for some slowing again watching for updates on any injuries. none reported so far. we're looking at a little more slowing out of the altamont. the bottom number at 24 coming from grant line road and then vasco road starting to build the commute a little bit so a little more slowing, not bad. there we go, just turned to 20 minutes from marsh creek down to 580 itself. back to you. >> thank you, mike. all across the bay area, students are going to start heading back to school soon. many districts begin this week a lot of districts begin next week, but a lot of classrooms will be short-staffed and some districts are still struggling to fill a lot of open positions. >> insiders say that your child may end up in a class with an unaccredited or unprepared teach are or worse some classrooms may have to stay closed. ginger conjajero is here with

more. >> reporter: california schools are struggling to fill all teaching positions before the pandemic started. the struggle doesn't seem to be getting any easier and the consequences are seen throughout the bay area public schools. look at some of the numbers, 600,000 u.s. teachers quit between the start of 2020 and february of this year. some retired early while others decided to leave the profession all together. here in the bay area, teachers tell us the pandemic has taken a physical and emotional toll on many and making it in the bay is difficult if not impossible for many teachers. the result? teachers leaving the profession. in exit surveys, teachers cite the challenges of the pandemic, distance learning and the difficulty of students returning with greater mental health needs. now because there were fewer teachers available last year, one in five california classrooms was led by a teacher who was underprepared, not yet

credentials or out of their fields or ineffective. and here's more proof of that issue, san francisco unified is struggling to fill some 100 vacant positions by august 17th. oakland unified which has some kids returning to classes today is scrambling to fill 40 vacant teaching positions. we spoke to sasha rockwell a teacher from oakland unified set to go on maternity leave in september. she says finding substitute teachers are also a problem. >> from my position, for my five months' leave to fill that leave, it will mean taking out of classroom staff out of that role and into the substitute teacher role, so the idea right now for my role is to split it among two out-of-classroom staff. >> reporter: these are just some of the districts facing the

struggle. according to teacher assignment data released in june, oakland unionified had underprepared teachers in 42% of their classes, 19% in san francisco unionified, 13% in san jose. sausalito schools had more than half of the classes led by underprepared teachers. california is putting funds toward teacher recruitment. $500 million in golden state teacher grants to attract candidates in high-need fields like special ed and math. another $350 million for teacher residency programs and $1.5 billion in educator effectiveness grants for professional development. to attract more teachers here in san francisco, sf unified is holding job fairs and offering bonuses for bilingual and special ed. teachers. 'district can't quickly hire teachers? >> we're also starting to look at closing some classrooms if we don't have a full class, don't have full enrollment and

finally, starting to take the very difficult step of looking at using other district staff to cover classrooms until we're able to hire. we're committed to having a teacher in every classroom on the first day of school to welcome students. >> as a head of state school board association put it, recruitment is one part of the struggle. this is a deepening problem for the bay area and nationwide. >> there are different requirements, some districts changing their ratios of what they want in the classroom so they need more teachers. it's a difficult challenge. thank you so much, ginger. new overnight, police are investigating a late night shooting out of east oakland. it happened a little after 11:00 last night on 84th avenue. a couple blocks from

international boulevard. one police officer at the scene told us one person was shot but no word on the severity of that person's injuries and the department so far not giving us updates. new details in the search for a 16-year-old girl last seen at tahoe area campground. deputies are treating the disappearance as an abduction. 16-year-old kylie rodnei went missing early saturday morning. it took place at the placer campground. she's 5'7", hazel eyes, may be wearing a black tank top with green dickies pants. authorities in placer county posted an emotional message from the girl's mother. >> is anybody else out there, if you know where she is, if you know anything about where she might be, if you have any ideas or not, please, please come forward and share them.

680 fremont is farther east, two crashes we're tracking but chp has issued an alert. we'll check on the traffic flow but i'll tell you why we have the alert. developing for you right now in mexico, growing belief that a recent string of deadly shootings targeting muslim men may be connected. there's a new clue, investigators are hoping this may solve the mystery. the latest happened friday night, followed the deadly shooting one week ago. since last november, four men have been shot and killed. the mayor of albuquerque say law enforcement agencies are working together to ensure no one else is killed and arrest is made. >> we heard from the community that the fear is so strong, they're concerned about things like groceries and getting meals for certain folks in certain areas of town. >> in some cases, volunteers are helping neighbors get things that they need and police are increasing patrols around mosques and schools. investigators have also released photos of a vehicle that may be

connected, a dark gray or silver volkswagen, they believe it's either a jetta or passat. president biden will leave delaware this morning to head to kentucky. >> and scott, flooding in kentucky has really been disastrous out there. >> just awful. it's just tragic, right? the president and first lady will visit survivors and meet with rescuers today in shavies between lexington, kentucky, and knoxville, tennessee. kentucky governor andy bashir visited with evacuees over the weekend. president biden's last visit to kentucky was back in december, when tornadoes killed 77 people. back in washington, the senate has passed the inflation reduction act, which pushes green energy and reduces medicare drug costs. the official government accountants who don't take sides say they're not sure it really will reduce inflation overall, but it should bring some drug prices down.

now the bill was absolutely partisan with all republicans voting against it, all democrats voting for it, and the vice president breaking the tie. now the bill forced corporations to pay a 15% minimum tax if they make more than $1 billion. it does not tax you, unless you make $1 billion a year. the bill invests more than $300 billion to fight climate change, the biggest effort ever in american history, and it extends tax credits for electric cars and solar and also does this, lowers some costs for seniors by allowing washington to negotiate drug prices for medicare, an effort to cap prices on insulin failed when all republicans voted against it. they say they did this because it broke the rules, something called reconciliation. you know what? they're right, it did, but the victory's going to be hard to explain to voters who want a price cap on insulin.

something else that failed was limiting the so-called s.a.l.t. tax deductions, that failure hurts californians. it was democrat kyrsten sinema ma saw the s.a.l.t. reduction continued. she was insisting they delete a section that would have increased a tax on hedge funds. i'm not going to explain carried interest but a number of years ago we explained it by using the economics of a lemonade stand. i'll post that segment to facebook and on to twitter. where do you find me on twitter, right there on twitter

peek over the hills there and we are going to have a lot of sunshine into the rest of today as our temperatures stay down. we're in the upper 50s right now. you need a light jacket for the start of the day but look at the rest of the day, once we become mostly sunny and the clouds start to roll away, we'll see temperatures in the low 70s with dublin headed for 78 degrees, not bad, right? all these temperatures a little bit cooler than what we typically see for the beginning of august with san jose reaching 77 degrees. 73 in oakland, the kids heading back to school today, and 78 in napa. let's head to tomorrow, it's still going to be pleasant, with a lot of our valley temperatures in the low to mid 80s, we're keeping the 60s near the coast and san francisco. wednesday, notice that the temperatures come up a few degrees for a few spots, especially like morgan hill, reaching 87 degrees, and 88 in fairfield, with santa rosa reaching 82 degrees, now that's going to be the trend as we head toward the end of the week as we

start to see some more of that monsoon moisture coming into parts of the southwest and to the sierra. we're going to keep that dry air that we've had from over the weekend into today, and once again our temperatures just come up a few degrees but nothing really significant here, and we take a look at our inland seven-day forecast so for a lot of our inland areas, we go from low to mid 80s today to low 90s for the weekend so we'll be a little bit warmer as you make weekend plans but there still be a cool coastline with san francisco near 70 degrees. mike, you were tracking a crash. what's going on? >> kari, we thought it was two crashes. chp sorted it out it's one crash and also an alert. look at the rest of the bay, pick out your spot, typical slowing building in san francisco -- san jose. the tri-valley as folks come out of the altamont off the dublin interchange, maybe out of contra costa county there was a big slowdown that happened here in the fremont/sunol area because

of the crash south 680 just past 84 so basically between the two reports, that's where the crash is. the buildup coming in out of vallecitos and that means more traffic coming off the altamont pass, we'll get congested here. we're tracking that. no major injuries and only one lane blocked but there's flares out. we'll see how long they to take to clear the car on its side. the metering lights were turned on at the bay bridge, activated, just a tad bit of slowing with oakland schools starting today we may see a disruption to the flow coming through and out of oakland for the next couple of mornings. back to you. >> thanks, mike. happening now, san ramon city leaders are considering approving development funding for multimillion-dollar bridge construction plan. if the agreement with the tri-valley transportation council is given the green light that, money would go towards the construction of the iron horse trail bicycle and pedestrian crossing at bollinger canyon road. city leaders plan to vote on the proposal tomorrow. back in december san ramon approved $1 million to send to
