but we want to know what the forecast is as well. >> packing a lunch this morning, make sure they have a light jacket for the start of the day in oak land. here's a live look outside a busy one in the east bay as those kids head back to school. as you're dropping them off at school, 60 degrees and partly to mostly cloudy, but at pickup time it's going to be perfect, windows down, 73 degrees. so we are starting out the week with some really nice weather. in fact, as we look at all of our microclimates, we're in the upper 60s in san francisco, low 80s for much of the north bay and some mid 80s for some of our warmer spots in the inland east bay, down to the south county, while san jose will see a high of 77 degrees, so we'll talk about more changes ahead >> i am. we're talking about 680 southbound, pretty much everything looks as you'd expect, except this section of fremont into sunol, south 680, part of 680 that goes over 84, that's where this crash is blocking one lane, still

concerned about the details, because they're not coming in so quickly and talking about four lanes being open but there are maybe three lanes at that point. that is complicating things through sunol. i'll show you the surface streets. they're not a good option for you. take 680, stick it out. or get over toward 880 if you can get over through the castro valley y. the metering lights are on at the bay bridge. back over to you. an east bay furniture store waking up to this mess after a car smashed into the middle of the show room, this happened a little before 11:00 last night. fortunately no one was at dupuis furniture store on east 14th street near castro and civil streets when it happened. crews towed the car by the time our camera arrived but you can't clean this crash up quickly. only the driver was involved and so far, no word on injuries or how or why this happened. new calls for more help from the federal government to fight

monkeypox and later today, activists will gather in san francisco. >> "today in the bay's" bob redell is here for us this morning. bob, san francisco is expected to get more monkeypox vaccines, right? >> you are correct, kris and marcus. you might recall, san francisco is promised more than 10,000 monkeypox vaccine doses last week, but those are expected this week in the largest amount of doses the city of san francisco has received so far. this means the walk-in clinic at sf general will be able to reopen tomorrow through saturday. kaiser, ucsf, sutter, they will also give shots by appointment. all together 23,000 doses have been sent to san francisco over the past few weeks. now santa clara county said they received doses last week, but this morning we checked with the website and there aren't any appointments available. we spoke to the chief medical officer at carbon health community clinic who says what he's seeing with monkeypox is very reminiscent of the early days of covid.

he said certain clinics in san francisco started seeing more patients being evaluated for monkeypox than covid. >> and then also the volume of testing that we're doing and the number people coming back as positive for monkeypox has been increasing steadily. in fact, over the last week, it almost doubled. >> if you're not familiar, monkeypox is a rare disease similar symptoms to smallpox but they're milder and the disease is rarely fatal. right now the united states is reporting over 7,000 cases, more than 1,300 in california and over 400 just in san francisco. experts say it's time we pull out the covid playbook, which reads test, isolate, treat, vaccinate, before it's too late as you guys were mentioning, later this afternoon, activists plan to protest outside the federal building in san francisco to demand the feds do more to do with testing, treatment and vaccination for monkeypox. >> i remember when it if, came

>> yes, chris, that's right. remember, this bill was all but dead just two weeks ago and sure, it's smaller than a lot of senate democrats would have liked but after trying to pass climate change legislation and prescription drug reform for the last several years, they finally got it done. at the capitol, cheers and high fives for democratic senators after they passed a cornerstone of president biden's agenda, a $700 billion climate change, health care and tax reform bill. >> reporter: are you disappointed it took until the last minute? >> climate and seniors, a big win. >> reporter: after an all-night session of debate and amendment votes, the final vote ended up tied 50/50 with all republicans opposed. vice president kamala harris stepped in to hand democrats the victory. >> the vice president votes in the affirmative and the bill as amended is passed. >> we never gave up and here we are. we got it done. >> reporter: the bill directs nearly $400 billion to fight

climate change, the biggest investment in that area ever, allows medicare to negotiate prices on some prescription drugs, lowering costs for seniors and raises the minimum corporate tax on businesses making $1 billion to 15%. in a statement, president biden said the government would make government work for working families again. >> this is an historic bill and there's no way it can be characterized as anything other than that. >> reporter: an independent analysis projects the act will have little immediate impact on inflation, with an eye toward the midterm election, senate republicans predicted doom. >> democrats passed this bill, that's on the floor today, this inflation crisis is going to get worse. >> reporter: with victory in hand, the democrats headed into a month-long break energized by a string of legislative successes. house speaker nancy pelosi says that chamber will return from recess on friday to vote on this bill. it is likely to pass, if it does

it will go to president biden for his signature. >> kris, back to you. >> thank you very much, chris. in san francisco, police arrested a man who is accused of attacking a local city leader. the victim, long time city commissioner and aapi leader gregory chu. this is a photo from his linkedin page. the 70-year-old chu told officers he been knocked to the ground by a stranger. now that attack happened last tuesday night near folsom on third. on sunday officers stopped a man in the tenderloin matching the suspect's description and arrested him. police say that they hope that arrest offers chu some peace. developing over the weekend, debris flows from the wildfires burning near the oregon border led to tens of thousands of fish found downstream in the klamath river. most of those fishes were found in the area of happy camp. the mckinney fire is the largest of the fires burning in siskiyu county. 40 people died in the fire and

close to 90 homes destroyed. people are told to stay out of the water at like merritt due to a potential toxic algae bloom. workers discovered the algae in may but this past week, someone reported brownish-red water in that same area. the city's public works department is testing that water again. until the results come back people are advised to avoid the water and keep those pets away. taking a live look at lake elizabeth in fremont, looks like a nice peaceful start to the morning. the birds seem to like this weather, kari. >> i think so. i think we all like this weather because it's been cooler and not as humid as we are starting to see that marine layer moving temperatures from heating up too quickly. we'll see that clearing out as we head to the next couple of hours. in martinez, we start out at 60 degrees and as you're driving to work, nice cool morning if you're heading out for lunch,

it's going to be 75 degrees. really nice as we are once again enjoying some cooler than normal temperatures, all across the bay area, with hayward reaching 73 degrees. some mid 80s from morgan hill and 83 today in livermore. we'll talk about some warmer temperatures in our forecast, but mike's been giving us a look at where we can find lower gas prices. >> most weekdays we're checking gas prices with gas buddy. today we stay under $5 behind me. danville gas and car wash on san ramon valley boulevard $4.59 a gallon. san jose there's a costco on center road, $4.58 and in san francisco the costco on el ka camino real $4.94. we look at the red section of the map now in recovery mode, chp just cleared that crash and cleared the alert south 680 still slow from burnow to 84.

coming up. good morning. very happy monday to you. the stock market did surprisingly well friday and by surprisingly, i mean not terrible. you might have expected a big dip on friday because that's when we got that spectacular jobs report, more than a half million more jobs added to the american economy, the unemployment rate hitting a near all-time low, more good news about the economy could have really scared investors because they think the fed will have that much more of an aggressive time raising interest rates in the future, but let's stick to the positive. not only was the jobs report honestly bonkers good, we're going to get the latest information about inflation on wednesday, with the july cpi, and it will almost certainly show inflation easing from past months. we have to get our graphic artist to reverse this arrow, we may have a down arrow. so we have a one-two

punch of good news, great jobs numbers and inflation cooling off, and why will that report show inflation cooling off? because it will be the first measurement of inflation since gas prices started falling fast. futures calling for a rise on the markets on the open. the s&p 500 ready to start its third positive week in a row. other news, drug giant eli lilly told its home state of indiana it's going to redirect efforts, hiring efforts outside of indiana after that state passed one of the most restrictive abortion bans in the united states. indiana state representative john jacobs saying not her body, not her choice. in washington, the u.s. senate passed the inflation reduction act. does it reduce inflation? we'll get to that when we talk politics in about a half hour, but not really. the build is sort of a build back better light with pricing controls for pharmaceuticals and extension of tax credits for some electric cars, that's big for the car industry and tax

credits on green energy like solar. now one thing democrats did not get and a lot of californians wanted was an end of limitations on the deduction of state and local taxes often abbreviated as s.a.l.t. the cap on tax deductions was created by the republican-backed tax reform bill of 2017. it limits how much money you can deduct from your federal taxes for what you pay on property and state taxes. it hurts people in california and new york most because in the tax code we look rich. the median price of a home in santa clara county is $1.4 million. i think we all have friends who come out to california to see our million-dollar houses. >> they're like what is this? >> yes. >> what? >> they walk from one end to the other and go you got to be kidding. >> where is the rest of it? >> right. the deductions we would have taken there's a company that is not going away because they had to work it that way. we'll talk more about that as we talk politics coming up. >> thanks, scott.

6:17. social media buzzing over the unusual challenge floated around by elon musk. he wants to challenge twitter's ceo to a public debate on how the social media platform accounts for bots. musk made that challenge in a series of tweets, it comes in the wake of his countersuit against twitter over at tempt to walk away from that $44 billion deal to buy the company. musk claimed twitter failed or refused to provide him information on fake accounts. twitter sued demanding the court force the deal to go through. the trial is set for october. and trending for you this morning, woody harrellson is going viral for his real life doppleganger and let's just say you may not see this one coming. take a look. >> mom in ireland tweeted that her baby looks just like the famous "cheers" star. the comparison went viral with

in san francisco than we saw even just an hour ago. so we are seeing some changes as you are headed out in berkeley. it's going to be a mostly cloudy start to the day. temperatures typically in the upper 50s and we'll see our temperatures trending toward 70 degrees by lunch time and we'll head up for 78 degrees in dublin, 73 in hayward as well as 73 in oakland, as well as san mateo and novato reaching 80 degrees. the seven-day forecast is coming up at the bottom of the screen. we'll have a nice first week of school for a lot of kids heading back at least it feels comfortable with morgan hill headed for 85 degrees and 77 in napa. going toward wednesday is when we'll see more of the schools coming online and we're looking at nice weather but just slightly warmer, overall not seeing a huge change in the weather pattern, this high pressure that's been driving in that monsoon moisture starts to push off to the east but there still may be a chance thatment so of the showers and thunderstorms may pop up over the sierra.

looking at brentwood in our ten-day temperature forecast, we're going to start to see it getting a little bit hotter. we have some fairly mild weather going into the weekend. in the inland areas we'll see temperatures in the low to mid 80s to start out the week but take a look at thursday, friday, saturday, up to about 90 degrees, while san francisco is keeping the temperatures steady, upper 60s and low 70s. mike, you've been watching a crash and now headed to the tri-valley. >> we're recovering. look how nicely the speeds on 680 have recovered, just took about ten minutes since the early alert cleared. 84 also easing up but still a little more congested. here is the deal. you might want to avoid 680 because it has more slowing than you expect. do not do that. we'll get, remove 680 from the mix and show you this is pleasanton, sunol road it's jammed up as well as foothill road. stick to 680 because it's a better drive coming off the dublin interchange. a little more slowing through

they will begin short-staffed. they are struggling to fill open positions still. >> some insiders say that the child may be in a class where the person is not credentialed or unprepared. the teacher or even worse some of the classrooms may actually have to stay closed. "today in the bay's" ginger conejero saab is live with the shortage across the bay area. ginger? >> reporter: that's right, kris and marcus. california schools were struggling to fill all open teaching positions before the pandemic even started. more than two years later the struggle isn't easier but the consequences are felt more so. 600,000 teachers decided to quit between the start of 2020 and february of this year. some retired early and others

decided to leave the profession all together. bay area teachers tell us the pandemic has taken a physical and emotional toll on many and making it in the bay is difficult if not impossible for many teachers. the result? teachers leaving the profession. in exit surveys, teachers cite the challenges of the pandemic, distance learning and the difficulty of students returning with greater mental health needs. now because there were fewer one in five california who was underprepared, not yet credentialed or out of their fields or ineffective. and here's more proof of that issue, san francisco unified is struggling to fill some 100 vacant positions by august 17th. oakland unified which has some kids returning to classes today is scrambling to fill 40 vacant teaching positions. we spoke to sasha rockwell, a teacher from oakland unified set to go on maternity leave in september.

she says finding substitute teachers are also a problem. >> from my position, for my five months' leave to fill that leave, it will mean taking out of classroom staff out of that role and into the substitute teacher role, so the idea right now for my role is to split it among two out-of-classroom staff. >> reporter: these are just some of the districts facing the struggle. according to teacher assignment data released in june, oakland unified had underprepared teachers in 42% of their classes, 19% in san francisco unified, 13% in san jose. sausalito schools had more than half of the classes led by underprepared teachers. here are some more numbers. california is putting funds toward teacher recruitment. $500 million in golden state

teacher grants to attract candidates in high-need fields like special ed and math. $350 million for teacher residency programs and $1.5 billion in educator effectiveness grants for professional development. here in san francisco, sf unified is holding job fairs and offering bonuses for bilingual and special ed. teachers. what happens if the district can't quickly hire those teachers? >> we're also starting to look at closing some classrooms if we don't have a full class, don't have full enrollment and finally, starting to take the very difficult step of looking at using other district staff to cover classrooms until we're able to hire. we're committed to having a teacher in every classroom on the first day of school to welcome students. >> reporter: as the head of the state school board association put it, recruitment is one part

of solving this problem. retaining teachers is a big problem and seems to get more difficult problem especially here in the bay. >> thank you so much, ginger. police are investigating a late night shooting that happened in east oakland just after 11:00 last night. this was at 84th avenue, a couple blocks from international boulevard. one police officer at the scene told us one person was shot but no word on the severity of that person's injuries and the department has not given us any other updates. new details in the search for a 16-year-old girl last seen in a tahoe area deppcampground. deputies are treating the disappearance as an abduction. 16-year-old kylie rodnei went missing early saturday morning. she was at a party she attended with dozens of young people. that party took place near the placer family campground outside of truckee. she's 5'7", hazel eyes, may be wearing a black tank top with

reduction act. the official government accountants who don't take sides say they're not sure it really will reduce inflation overall, but it should bring some drug prices down. taken makes an historic investment in the environment. now the bill was absolutely partisan with all republicans voting against it, all democrats voting for it, and the vice president breaking the tie. now the bill forces corporations to pay a 15% minimum tax if they make more than $1 billion. it does not tax you, unless you make $1 billion a year. the bill invests more than $300 billion to fight climate change, the biggest effort ever in american history, and it extends tax credits for electric cars and solar and lowers some costs for seniors on medicare by

allowing washington to negotiate drug prices. an effort to cap prices on insulin failed when all republicans voted against it. they say they did this because it broke the rules, something called reconciliation. they're right, it did, but the victory's going to be hard to explain to voters who want a price cap on insulin. something else that failed was the end of a limit on so-called s.a.l.t. tax deductions, that failure hurts california home owners. california, new york, a height home cost. democrats had to lead it in because they needed kyrsten sinema's vote. she wanted a tax break on carried interest instead. she was insisting they delete a section that would have increased a tax on hedge funds. i'm not going to explain carried interest but a number of years ago we explained it by using the economics of a lemonade stand.

temperatures start to creep up a little bit, so we're headed for upper 80s in concord, and some low 80s in much of the north bay. overall we're not seeing a huge change in our weather pattern. there's still the monsoon moisture pumping across the region, even giving the potential of a few isolated thunderstorms over the sierra. for the bay area, we're keeping it drier here. it won't feel as muggy but our temperatures will head up a few degrees as we go throughout the week. we're going from low 80s for today to upper 80s by wednesday and then some low 90s for friday into saturday but san emratures near 70 degrees throughout the week. mike, you're seeing it backing up at the bay bridge? >> that's right, kari. it got here later, still not filled in the entire set of lanes, back to the back of the parking lot. i thought maybe some of that might be because oakland schools started today, some parents tend to delay their work start a couple of days as kids get settled in the routine. it may still be the case.

most of it the fire westbound 80 at buchanan was a distraction, crews were blocking the lane. everything is cleared out of lanes, speeds are recovery. more traffic headed to the bay bridge. others moving across the richmond bridge, may be heavier. things are moving nicely. a new crash that popped up in san jose. i'll check on that, back to you. san ramon city leaders are considering whether to approve development funding for a multimillion-dollar bridge construction plan. if an agreement with the tri-valley transportation council is given the green light, that money would go toward the construction of the ironhorse trail bicycle and pedestrian overcrossing at bollinger canyon road. city leaders plan to vote on the proposal tomorrow. they always have public if you want to weigh in. back in december, san ramon approved spending $1 million on the project and that money came from its city beautification plan. next, a quick look at the top stories on "today in the bay," including calling on the
