legislative victories notched. you see the generic poll, some of those polls between the republican or democrat starting to tick up for democrats how does this all kind of play out? >> reporter: well, good morning, savannah the snapshot for the white house they are eager to frame this as a win. when you consider this legislation had been a part of a bigger biden agenda that was long ago proclaimed dead it comes at a time when the president has a series of positive events to tout including a surprisingly high jobs number, a successful intelligence mission that killed the leader of al qaeda and a bipartisan piece of legislation that will bring high-tech manufacturing jobs to the u.s. the white house considers these signs that the president's policies are working, and he's been able to keep some of his promises savannah >> kelly, thank you. we'll have more tomorrow when house speaker nancy pelosi joins us it will be her first interview since she returned home from asia and that controversial stop in taiwan. we'll talk to speaker pelosi about that tomorrow morning on "today."

also this morning, airline passengers from coast to coast are dealing with major travel headaches once again after a weekend of flight cancellations and delays, storms and other factors are now leaving a lot of folks scrambling to reschedule we'll get to al's forecast in just a minute. first, kerry sanders is at the fort lauderdale airport. kerry, good morning to you >> reporter: well, good morning. passengers who travel routinely say this is happening far too often. flight aware this morning is reporting more than 1,300 flights are canceled airline analysts say it's a combination of summertime weather plus the staffing shortages combining together to create the travel nightmares this morning frustration is on the rise at airports across the country. >> i just don't understand how this is okay >> reporter: with more than 1,500 flights canceled this weekend and at least 13,000 delays from coast to coast

>> hopefully it doesn't get canceled again because i need to get home and get stuff done. >> reporter: nasty storms setting off a cascade of chaos for travelers. >> it's just really draining and frustrating. >> reporter: american and southwest airlines blaming summertime thunderstorms and weather-related challenges for the disruptions. but it's been a rocky summer for airlines dealing with crew and pilot shortages, reduced flight schedules, and a record surge in travelers. >> there aren't a lot of pilots sitting in reserve there aren't a lot of planes sitting in reserve or crew or staff. and so when there's one cancellation, there's very little buffer or slack in the system >> reporter: sarah johnson was rebooked from new york to chicago with her two sons who were put on a different flight on another day the airline was able to resolve the issue and they all traveled home together. >> it's a broken system, and then people get left having no idea where to go, what to do, no

answers, and no compensation >> reporter: now the department of transportation is proposing new guidelines for travelers hit with flight delays including allowing passengers a refund if an airline changes their departure or arrival time by at least three hours for a domestic flight >> i think if it's enacted it would be the biggest expansion of travelers' rights in decades. >> reporter: those sort of customers' rights that they're talking about are what many passengers already enjoy in europe so if it were to become law in the united states it might mimic what they have the department of transportation will be taking comments from passengers for the next 90 days. craig? >> the summer of travel woes continues. kerry sanders for us, thank you. >> big factor was the weather. let's turn to al and the never-ending heat. this is denver, colorado they got 2 to 3 inches of rain in 30 minutes and cars were inundated, a lot of flooding, deep water rescues you see the emergency service

workers rescuing some kids in fact we have a severe weather flood threat flash flood watches and warnings, parts of michigan on into northern illinois and wisconsin. rainfall rates up to 2 inches per hour airports for today we'll be watching chicago very closely. severe weather there st. louis may see some delays. the same in detroit. in the northeast things are looking good up to the north in minneapolis, fairly decent but that rain will continue. we could see some more flooding, unfortunately, that flood threat continuing and may start to rise for our friends in kentucky as that wet weather extends up to the northeast. and speaking of the northeast on into the pacific northwest, central mississippi river valley, 55 million people under heat advisories, heat watches. we're looking for triple digit heat feeling like that in wilmington. 93 in atlanta.

territory in the east, it also faces the threat of a potential nuclear catastrophe. this morning damage to ukraine's largest nuclear power plant raising red flags worldwide. the weekend rocket attack destroying high-voltage wires at the russian-controlled plant forcing a limit of output for one of the six massive reactors. one employee struck by shrapnel as explosions rang out ukraine says russia is using the zaporizhzhia plant nearly twice the size of chernobyl as cover allowing russia to shell cities without fear of being fired on ukraine's president calling the attack terrorism ukraine and russia accuse each other of shelling the plant. russia releasing this video claiming it shows damage inflicted by ukrainian forces. the united nations nuclear watchdog saying every principle of nuclear safety has been violated >> what we have in zaporizhzhia, what we have in ukraine, the

are appealing to the public for help this morning in new mexico a community in terror fearing a possible serial killer is on the loose and gunning down muslim men after a series of targeted killings across albuquerque. police are on the hunt for this vehicle. >> if you see a dark colored four-door sedan volkswagen passat or jetta, call the police >> reporter: authorities have yet to name the latest victim but his family identifying him as 25-year-old naeem hussain his brother-in-law saying naeem's friends found his body around midnight in a parking lot east of the city >> they approached the vehicle and saw naeem. they opened the door as soon as they touched him, he slouched over and fell over. >> reporter: and was he shot multiple times >> the friends that saw the body said it was a head shot, so i don't know if it was a single shot or multiple shots >> reporter: a spokesperson for the community tells nbc news

difficult if not impossible for teachers. oakland unified is looking to fill 40 positions and sf unified looking to fill some 100 vacant teaching positions. i'm bob redell. you might recall san francisco was promised more than 10,000 monkeypox vaccine doses last week. those are expected this week and what would amount to be the largest amount of doses the city of san francisco has received so far. this means the walk-in clinic at sf general will be able to reopen tomorrow through saturday, kaiser, ucsf and sutter will also give shots by appointment, all together 23,000 doses have been sent to sf over the past few weeks. santa clara county said they received doses last week, but this morning we checked with their website and there aren't any appointments available. as you get ready to head out on this monday morning, we're seeing the low clouds rolling over san francisco and much of the bay area. it's going to be a cooler than normal day, upper 60s in the city, and 80 in novato.

officials are struggling to come up with solutions for a problem growing now for years. >> nbc's jesse kirsch is in cleveland, ohio, with more on it jesse, good morning. >> reporter: craig, good morning. whether you're excited or dreading it, some of you are heading back to school this morning. and as kids return to the classroom, there aren't necessarily enough teachers to meet them there. the shortage is raising questions about the quality of education kids are getting and is forcing school districts all over the country to get creative as they try convincing teachers to stay in school. this morning the school year's first bell is also an alarm bell as schools nationwide struggle to find enough teachers. >> we're seeing what i guess we could call a mad scramble to try to fill classrooms >> reporter: florida alone has more than 8,000 teacher openings and almost 6,000 support positions unfilled >> there's been a teacher

these kids need to go to school. >> jen, the folks that you talked to there, we saw the principal. the folks that you met, what did you learn from them? what struck you about those people specifically? >> they just wanted to tell us over and over again how the community had come together to help them. how they hadn't had to hire help how people came to muck up their houses they were inundated with family and friends there just to help out, but that they need some help they need a little bit of help to get their kids back in school in a safe way and in a way that protects their education and their mental and social, emotional health >> i know the devastation in the library really hit you hard. why is that? >> well, i grew up, i had an incredible librarian i called her mama cann who saw me as my own creative kid in charleston, west virginia

so that is one thing also save the children takes such pride in filling these libraries. we're in 16 counties in kentucky and every single school we work in we have filled the library with books and with computers and we've made them -- helped make them inviting and vibrant places to learn and hope and dream and those are all -- so many of those are gone and the home libraries as well i take it personally on behalf of save as well. we have a lot of work to do but we'll dig in and there are more books being printed every day. we'll get back to it >> and we mentioned, jennifer, you grew up around there you said charleston, west virginia this is southeastern kentucky you were in what would you want people to know about this community? >> i'll tell you a fact about save the children. one of the things we do when there's disaster relief, we set up child safe spaces and those are for kids to play it's therapeutic for kids to
