people died. it's sad. it's right next to my house. it could have hit any house. >> right now at 4:30, two planes crash in the sky just south of the bay area. at least two people are killed. what happened in the air and the details we're learning about the victims this morning. plus time is running out for oakland as the city faces a tight deadline to come up with a plan to house the homeless living in a large encampment. and an incredible tale of resilience. 19 years after becoming

paralyzed, a former quadriplegic will be swimming across the san francisco bay. ahead, we'll hear his incredible tale of recovery, and how he hopes to inspire others. this is "today in the bay," streaming live on roku, amazon fire, apple tv, and online. >> and a good morning to you on this friday. thanks so much for allowing us to be a part of your morning. i'm marcus washington. >> and i'm laura garcia. we'll get a look at that morning commute, if there is any on this early friday morning just a bit with mike. first kari has a look at our forecast. >> we're starting out with fog in parts of the bay area, especially in the north bay. as you're heading out in the south bay, we're starting out with clouds there. a live look outside in san jose, we'll see the clouds with us for the start of the morning but then going into the afternoon, it clears up as we typically see and our temperatures headed for 84 degrees. fremont will see a high of 83 today, but it's still going to

be hot in some of our inland valleys reaching up to 97 in fairfield, as well as 97 in santa rosa, and san francisco stays in the low 70s for highs, much cooler there, but we'll talk about more changes ahead in our weekend forecast in a few minutes. mike, you are looking at that foggy start to our friday morning at the golden gate bridge. >> yeah, kari, you and i were talking about this. no surprise necessarily to see some fog at the golden gate bridge. haven't seen it this the last few days but the rest of the map you see a little bit of slowing here and i asked kari if this is accurate, she said yes it's definitely accurate up there, novato area, there's a closure at this transition from north 101 over to east 37. that connector currently has that closure. west 37, oakland after the overnight roadwork closed tonight, last night for the closure at 8:00 p.m., the fog will be an issue for the visibility. just use caution headed down north of san rafael.

a new issue pops up over here, castro valley y, we'll check on that from chp's report coming up. developing now in watsonville, federal investigators are trying to piece together why two planes crashed while attempting to land yesterday afternoon. the sheriff's office has not identified any of the victims inside the two cessnas. the faa and ntsb are investigating. neighbors heard the crash, some say they saw it happen. >> i saw in the blink of an eye another plane in the air and they hit each other, and it was almost as if the faster plane had gone right through the smaller plane. >> last night, first responders surrounded one of those wrecked planes and appeared to extricate a body from it. aviation experts we talked to say the watsonville airport like many smaller airports is an uncontrolled air field, meaning there's no control tower. stay with us for the very latest. we'll have continuing coverage on air and online, just head

over to nbcbayarea.com. it's right there on our home page. a new development in the south bay, two and a half months before the november election. milpitas mayor rich tran who is getting termed out this fall has been running for a city council seat but now dropping out of the race. tran took heat during the height of the pandemic for not always wearing a mask and earlier this summer took the unusual tack endorsing all of our council race opponents. tran has been mayor since 2016. he says he wants to give others the opportunity to run. he also says that he intends to run for mayor again in 2024. this is of the essence, time of the essence in oakland today. governor gavin newsom threatening to take away funding because oakland failed to respond to the homeless, in regards to the massive homeless encampment known as wood street just off of 808 underneath the macarthur maze. it's been the scene of many

fires in recent months. as cheryl hurd reports, oakland mayor libby schaaf is defending her city. >> reporter: a scathing letter from the governor's office to oakland's city attorney. the four-page letter was written out of concern that the city of oakland is aiming to avoid responsibility to find housing for people living in the dangerous encampment commonly known as wood street. >> we will abide by every agreement for that $4.7 million grant. >> reporter: oakland mayor libby schaaf reacting to the letter that bluntly says the city is shirking its responsibility. >> we are working hard with cal trans to utilize that grant in exactly the way that we promised and that is to help house the people at wood street. >> reporter: finding housing for the 200 or 300 people there is a crisis for oakland. >> the conditions at road street are untenable, they have reached a level of risk and danger that

is not in the public's interests. >> reporter: there have been several fires there, including this one that temporarily shut down the macarthur maze for hours. cal trans moved in to begin cleaning up the site last month, but a judge temporarily blocked the cleanup saying cal trans needed to come up with a housing plan for all of those currently living in the camp. now the governor's office says that's not cal tran's job, it's the city's responsibility. all of this makes it tough for agencies like the homeless action center to help the people living there. >> that encampment does cover some cal trans property. some of it is on the city of oakland side of the street, you know, but at this point, people just need the services. >> reporter: the governor's office says since the pandemic, it has shelled out $300 million to oakland, and alameda county, and this includes the 4.7 million to find homes for people living in the wood street camp. the governor's office is looking

for a response to this letter. in the final paragraphs it says failure to do so may result in the redirection of discretionary funding. cheryl hurd, "today in the bay." this next story is here to remind us even though when life gets tough, you can push through to the other side. listen to it. robert heights was 22 years old when he was on a board in 2003 in lake michigan. unfamiliar with the area, he dove head first into a sandbar and was rendered a quadriplegic. these are x-rays of his injuries. after three years and a lot of physical therapy, he was able to regain function of all four of his limbs. fast forward to today, it's 7:30 this morning, he will swim from alcatraz island all across the san francisco bay. a strong swimmer, he trained for this since january of last year. as you can imagine, today's journey is deeply personal. >> it's going to feel like the culmination and a real

happy friday to you. the time now is 4:41. as you're heading out in the north bay, we're checking out rohnert park. it may be hard for your drive this morning. visibility very low in that area as fog rolls around and temperatures in the mid-50s. it's a cool start. we'll see the sun breaking out by about account and we're sunny the rest of the day. we'll check out our weekend forecast in a few minutes. >> kari we've been talking about the fog and impeding the view of some of the bridges but not the san mateo bridge. a clear view from hayward side to the peninsula and back. a nice drive for 92.

let's check out what this friday brings with us with bertha. >> good morning, mike. good morning to you. i'm bertha coombs from cnbc. we've got the futures pointing to a lower open this morning. markets are trying to grind out a positive week. the dow, nasdaq and s&p 500 all edged higher at the end of the day yesterday. the s&p before this morning's fall was looking at a fifth straight weekly gain. we'll see if it ends up that way. investors have been weighing mixed signals from several federal reserve officials, some of them saying we've got to keep up with the higher rate hike, some say smaller rate hikes. we could learn more on what they're thinking when the central bank holds its annual symposium in jackson hole, wyoming, next week. our economic reporter drew the short straw and has to go to jackson hole for that. meantime apple disclosed a serious security flaw for iphones, ipads and macs that

could potentially allow hackers to take complete control of their devices. apple says the issue may have been actively exploited. security experts are advertie a users to update affected devices right away. the iphone 6 and newer ipad and mac running mac os monterrey. if your company isn't laying people off, the one next door may be soon. that's the key finding from a new survey by pwc which polls executives and board members across a number of industries. half say they are reducing head count or plan to and more than half have implemented hiring freezes. we certainly heard that from all of the major tech companies of late. more than 40% are actually pulling job offers and a similar amount are retuesdaying or reducing or getting rid of signing bonuses. pwc two-thirds say they are boosting pay for workers or

happy friday. it is now 4:47. as you're getting up, getting your coffee, about to get your friday started, you'll already have a lot of people joining you, if you're getting ready to head out the door. as we take a live look outside in the tri-valley at dublin, 580, it is all clear there. temperatures at 60 degrees. as we go through the rest of the morning it's a cool, refreshing start to our day and it's going to still warm up as we go into the afternoon so enjoy the morning hours before those temperatures get hot. we're going to be watching our giants on tv, but there may be a rain delay. in denver we're expecting the possibility of some thunderstorms, it was in our hour-by-hour forecast with the possibility of some storms so just a heads up about that as people may be talking about that

away from the by area. here we're dealing with heat and it's been hot for parts of the central valley. that includes solano county as well as heat expands into that area, and they're keeping the heat advisory in effect for solano county through tomorrow evening, and it's going to reach into the upper 90s there, but then when we look at the rest of the bay area, it's still going to be warm in spots like concord and morgan hill, and san jose it's much cooler, reaching 84 degrees. we'll see some upper 70s in hayward, a short drive makes a huge difference in the temperatures you'll experience, even tomorrow we're still looking at highs in the low 70s near the coast, low 80s in oakland and 101 in fairfield. livermore reaching 100 degrees. by sunday, our temperatures are coming down. it's the better of the two days this weekend, but that heat will be coming back next week, as well as that monsoon rain across the west. it shouldn't make it into the bay area. when we start to see purpose on

the map this thank is extremely hot temperatures, we may be back to setting records in the central valley and to the east. our temperatures will heat up as well. as we look at today's forecast, 93 for some of our warmest spots inland and it does get hotter tomorrow before those temperatures take a dip. a nice start to the week but it will just start getting hot again for the middle of next week. mike, you were looking at a crash near castro valley. >> pops up on the maps near the castro valley y, the smaller crash on ashland, a surface street on the western side of that interchange. no problem for the freeway and surface streets doesn't sound like any major injuries, happened to pop up as we were looking at the ma. last time. over here that will disappear from the map, the slowing the build friday out of the altamont pass. sometimes we don't see it before 5:00 today, 4:49. a smoother drive for the south bay, peninsula, easy flow of traffic and getting over here in

deportation tuesday after his attorney said they hadn't heard from phoeun for 36 years, finally calling them from cambodia. >> he gave us a call at 1:00 in the morning and i was just really relieved to hear his voice that he was safe. >> reporter: you served 25 years of his sentence for killing a man in retaliation for harming a family member, released from san quentin police station. >> he's a friend, a brother, a mentor of mine. he was the first person to approach me when i was, when i was at the point of my life that i wanted to transform my life. >> reporter: chanthon bun was incarcerated with him and now an an advocate for potential and current deportees. >> it's hard to culture into a society you don't know and let alone not how to speak the

language correctly. >> reporter: supporters are raising money for his transition. phoeun is in transitional housing in cambodia and gotten connected with an organization to help adjust to a country he doesn't know. >> whether it's with housing, food, eventually until he finds a job and it can be difficult to find a job. it can be as much as being labeled as american or even being seen as too qualified and not being hired for the position. >> reporter: ultimately they want phoeun back in california with his huge family and supports and though it's a long shot, they say governor newsom could make that happen with a pardon. without that, there's no chance of returning. gia vang, "today in the bay." whenever you start a new chapter in life, you want to look your best. some south bay barbers are doing their part to make sure it happens for as many students as hospital. >> barers inc. barbershop gives
