martinez with concord reaching 95 degrees. you can see thend mild near the coastline and in san francisco. we'll see this pattern continue and we'll talk about a slight cooldown for the weekend. mike, you're tracking that serious crash in oakland. >> that's right, kari. overall, the east bay maps look like they're in the green zone for the speeds. we are, however, looking down toward highway 13, there's a deadly crash, a car went off the roadway and crew are addressing that crash. the crew is what's blocking a slow lane and two lanes southbound for the warren freeway at redwoods road. we don't know how long the crew will be there. i know they called a second tow truck. the first one couldn't get there. the second how far off the freeway is this car. they're having an issue getting that car out of the area. meanwhile the rest of the bay shows a smooth flow of traffic, niles canyon reopen for highway 84 for overnight roadwork and tracking this crash 87 at taylor in san jose. back to you. >> thank you, mike. moving you forward this morning, in the fight against

monkeypox an all-star covid treatment team are launching a new trial. some believe it will be a game changer when it comes to the monkeypox treatment. >> it comes as the bay area tries to meet that vaccine demand. "today in the bay's" ginger conejero saab is live in san francisco digging deep near what it could all mean. good morning, ginger. >> reporter: good morning, laura. good morning, marcus. now the trial has been dubbed platinum and the drug at the center of all this is called t pox for short. it's used to street smallpox in the u.s. and other parts of the world. a local doctor says it's been used to treat the sickest of the sick. a research team in the uk is looking to test its effectiveness on people infected with monkeypox and people who aren't that sick. so let's look at what the vaccine is versus tpoxx. the monkeypox vaccine reduces your risk of infection. tpoxx treats your disease once you have been infected. the main focus for tpoxx is

shortening the course of the disease. currently most people report to have mild symptoms that run the course of two to four weeks, but some have lesions for a longer period of time, which is why this trial is garnering a lot of attention. dr. peter chin-hong says it could be a game changer. >> we know that earlier treatment probably matters, so that's why this uk trial is really, really significant. it's looking at people who are not so sick to see if it prevents them from getting sick, to see if it prevents them from getting a long course of the disease, so shortening the disease is really what it's all about. so it works on the envelope of the virus, and it disrupts its envelope of mpoxx so the virus can't infect another cell. >> reporter: the oxford team behind this trial is also the team behind the key covid trial and hope to have results by the end of the year. according to the cdc, there are at this point more than 44,500

cases in the world, nearly 16,000 of which are here in the u.s. california still one of the state's most affected by it with over 3,000 cases and locally here in san francisco, we're seeing over 670 cases. san francisco's department of public health says the city will receive 1,600 vials of monkeypox and they will begin to administer the vaccines intradermally, split, allowing for around 8,000 doses of the vaccine. the clinic has been open this week and is expected to stay open until supplies last. marcus? >> all right, certainly i know a lot of people are hoping that this trial turns out to be something that we can start using. ginger, thank you. >> 5:04 right now. a call to action from san francisco school leaders and teachers who say available funding is already in place to offset what they call an ongoing shortage in the classroom. last night, teachers rallyed ahead of a school board meeting. when the fall session started

last week, the district had not yet filled all the positions. union leaders say with the state increasing its budgeting for education, the district can already tap into more money to attract and retain teachers. >> it's awful when you know that you have to move classrooms, some classrooms are being combined, educators are scrambling to cover classrooms, some on a daily basis. >> during last night's meeting the school district is prioritizing its investment in compensation to better recruit and retain teachers. happening today, relief may be coming for millions of americans, still trying to pay back their student loans. president biden is expected to announce plans for federal loan relief. >> "today in the bay's" brie jackson is live in washington this morning, and brie, if we look back here, this was one of the president's key campaign promises. >> good morning, marcus, laura. that's right. president biden has faced increasing pressure to act on student loan debt, and today,

president biden is expected to follow through on his campaign promise to address thor u, but it's likely to fall short of what some democrats have pushed for. president biden expected to slash up to $10,000 in federal student loan debt for borrowers making less than $125,000 a year. >> i mean, that's way too little. that's chump change. >> over the course of my law school career, i'm expected to accrue around $70,000 over the course of three years. >> reporter: it's estimated over 40 million americans are in debt for their education, totalling more than $1.7 trillion. the biden administration is looking to relieve some of that financial stress. >> we want to make sure higher education is accessible, and we know education is a great equalizer. >> reporter: critics warn canceling student debt could make inflation even worse. >> you cannot add that to the debt at a time where the debt is at near-record levels and inflation is a huge problem.

>> reporter: republican senator tom cotton tweeting "joe biden has had a lot of bad ideas. this might be his worst idea yet." with midterms nearing, president biden faces pressure to do something on this issue. >> i think the longer that this plays out, the more that the political opponents on the right are going to critique that and say this is not the way to go. >> reporter: democrats have called on the president to forgive $50,000 for federal student loan debt holders. last year biden said he's not willing to go that far. >> i'm prepared to write off the $10,000 debt, but not $50,000. >> reporter: the president is also likely to extend the pause on loan payments that were scheduled to end next month. in the phone call mr. biden tuesday night, senator majority leader chuck schumer made a final push for the president to relieve as much student loan debt as possible. >> interesting times. thanks so much, brie.

>> 5:07 for you this morning. developing out of the deep south, parts of the deep south there, they are going to experience sop flooding. they have a flood watch right now after storms dumping the rain in the southwest are now moving towards the east. the advisory will affect some 4 million people and texas meanwhile the governor is in the making of a disaster declaration after historic flooding in dallas-ft. worth. more than one foot of rain fell in the area of east dallas. people there are calling it a one in a thousand-year flood. >> look at that. inundated there. meteorologist kari hall joins us now. is that storm system they're seeing easing up at all? >> it's starting to move to the east as you mentioned. there's a different area in the target of some of that extreme flooding that we've seen, but it's been crazy that we've had so many one in a thousand-year floods over the course of a month and we're seeing all of this moisture and the warm air

helping to feed into the slow-moving cold front and there's still a lot of rain being dumped down on the houston area, extending over toward louisiana, where we have the flood watches, and now over toward mississippi and alabama. we'll be watching the south today for the potential of more historic flooding. here at home we're seeing some heat. the temperatures ramping up for the inland areas, headed for 95 degrees in concord. napa will see a high of 90 and in the mid 80s for palo alto. 88 degrees in san jose. we're basically back to the weather that we saw yesterday, and will be happening again this afternoon. we'll talk more about the changes ahead for the weekend. mike has a look at where we can find some lower gas prices around the bay area. >> we're looking around the bay area, for some of the prices and in oakland, at royal along international boulevard, gas there is $4.77 a gallon. mill valley in the north bay, hq fuels on shoreline highway gas for $4.69, and in san jose, the costco, the one on center road has gas $4.78 a gallon.

those temperatures really heat up from what we're feeling right now early in the morning. the microclimates are coming up in a few minutes. heading over toward san carlos and san mateo, the san mateo bridge west 92, the taillights move smoothly over the span, pretty steady volume, not so bad. we'll check out where things might be a little slower as they develop as we approach 5:20, we should see some sensors change. we'll show you that coming up. good morning, happy wednesday. we'll get some economic data here in about a half an hour, including durable goods numbers. intel has made a deal with the company called brookfield to fund multibillion-dollar chip factories in arizona, chipmaker nvidia in santa clara reports profits today. insiders say several government agencies and congressional committees are interested in investigating twitter after twitter's former head of security filed a whistle-blower's report saying twitter does not take security

seriously enough. the report says, among other things, the company was reckless as it allowed too many employees to access sensitive data. senate judiciary chairman dick durbin warned "if these claims are accurate, they may show dangerous data privacy and security risks for twitter users around the world." twitter says the report is filled with "inaccuracies" and points out it fired its head of security, the man who made the report. if you couldn't sleep last night, and tried to go on facebook, you probably discovered you couldn't. facebook was down for a while. a security leader there blamed what she called a configuration change. yelp! says it will add labels to so-called pregnancy crisis centers on its app and website to avoid confusion. the centers that don't provide abortions but may provide counseling. some women report they've been searching out abortion services to realize they're at the wrong place. the labels simply say the facility does not have medical

staff on sight. brie jackson talking about the president's plan to announce limited forgiveness of student loans today. we'll talk more about that as we talk politics in a half an hour. there's debate over whether forgiving the loops would reignite the economy and spark more inflation. people who don't have to pay $300 to $600 a month can spend it on other things. they suspended loans the last two years. for some economists in a perfect world charging some fee from every american getting money away from you would be the perfect way to fight inflation and here's a little secret. that's what interest rates are, taking your money. >> taking a little bit more. as they rise, people are tightening the belt. >> the whole idea. economists do, belts down to their narrowest point and make it hurt and that's what will fight inflation.

hazy sky during the middle of the afternoon. as we look at our near surface smoke and some of the hazy skies we'll see later today as we take a live look in oakland, right now starting out at 60 degrees, and we'll see a mix of sun and clouds throughout the morning, even into the afternoon, as we head for some low 70s there. in the south bay, it's going to heat right back up to where we were yesterday, 88 degrees in san jose. 91 in morgan hill and 92 in gilroy. for the east bay, it's reaching 93 in walnut creek, while hayward stays in the upper 70s today, and also upper 70s for san mateo, daly city reaching 66. in san francisco, we're in the mid-60s for the outer sunset, the low 70s for downtown, and north bay highs reach 92 in sonoma and 100 in clearlake today. we're not seeing a change in our weather pattern, which is great news. this is about what's normal for this time in august, where we see fog developing near the coast, but there may be less of that fog going into the middle to end of next week, which will

lead us on to a warming trend. so let's get a look at our san jose ten-day forecast. we do have a really nice weekend ahead. those temperatures come down and for much of the bay area, we'll see highs in the upper 70s and low 80s, but this is heating up next week when we start to see temperatures creeping back up just a little bit more by the middle of next week. so once again, we are enjoying a nice steady weather pattern here, really no major changes as we check out san francisco, upper 60s and low 70s, but it will get a little bit cooler early next week. mike, you were looking for some of the sensors to change about now. >> yeah, looking at the timing so we try to predict when folks will see that slowing. yesterday by the way, tough morning commute and tough evening commute, we'll see if that's a trend or just was a bad day. over here looking at a typical day for highway 37, just what a1 and novato. they'll continue to work on highway 37 and i'll continue to advise you for the projects.

mike, you're tracking a couple incidents in oakland. >> behind me, disabled vehicle north 880 around the 980 interchange. we'll zoom into a serious crash that happened overnight, a deadly crash off of the roadway southbound highway 13, still has crews inhe area. i'm told the slowing is still blocked as you head down off the end of the warren freeway toward the merge with 580, again counter commute. the commute should be building, that crew hopefully will clear shortly but so far, getting to and across the bay bridge moves smoothly through the maze and down theast shore freeway. over to you. >> thanks, mike. two east bay cities trying to ease housing concerns for renters trying to make it in the bay and in one case, leaders took action late last night. antioch city council passed a new rent stabilization ordinance which would cap how much a landlord can raise the rents on a tenant. the city still needs to decide what cap would be for the rent increase. the advocates are calling for a 3% rent cap in hikes limited to 60% of the consumer price index. a city report labels the high cost of living a public health threat, and that the affordability crisis risks displacement and overcrowding. >> the ordinance that when i spoke to them that the language needs to protect the tenants is vitally important. >> opponents point out this new antioch rent -- for mom and pop landlords and reminds california already has the tenant protection act which limits annual increases. high rents aren't just an issue for antioch but throughout the bay area. this fall, residents of the --

that anyone may have. >> city leaders will host a webinar that's tonight to answer questions and concerns addressed by those who live there. the meeting will happen at 6:30. australia is in the midst of a severe flu season which is often the outlook to what the u.s. season will look like. i spoke to dr. peter chin-hong about the growing concerns amid the covid-19 pandemic. first i asked if we should be concerned about a possible twindemic. >> we've cried wolf the last two years but this may be the year where we see a lot of flu cases, together with covid, and the reason why we are going to see a lot of flu cases is that we're seeing it already, australia, new zealand, argentina, brazil, parts of south america that are having winter and we haven't had a lot of immunity in the population for flu for the last couple years. >> lots of people get the flu. lots of kids get the flu. is it really necessary to get the flu shot then?

>> yes, it's really, really necessary to get the flu shot. unlike covid, where kids are not really affected, flu causes a lot of illness, hospitalizations and even deaths in kids, as well as older adults. so it's really, really important to build that immunity. this year, it's more important than ever, just given the fact that we've been naive immunologically for the last couple years. >> google's los angeles campus areas are experiencing one of the largest covid-19 workplace outbreaks in the state with nearly 300 employees currently infected. is this something we should be concerned about with more people that are now returning to the office? >> yes, i mean, it's a wake-up call to the fact that we're not doing a great job at preventing infection, even though these current vaccines are spectacular at preventing serious disease, hospitalization and death. you can see how much destruction this still causes in society and

eventually we'll make it into the low 70s there, reaching about 76 degrees this afternoon. while san francisco will see a high of 70 degrees today, you head up to napa and it's hitting 90 degrees, and also 90 in martinez, livermore in the mid-70s, while san jose will see high temperatures reaching 88 degrees. now it's basically on a repeat pattern. your microclimate pretty much stays the same but you're seeing a big difference as you drive from the coastline to the interior valley, so we are going to continue to see this weather pattern continue as we head into the weekend as well but a slight cooldown expected all around the bay area. so we'll have a look at that as well as what's going on in the commute. mike, you've been tracking a bit of a slowdown in some spots. >> unexpectedly slow in oakland, kari. we try to warn you when we can and i'll do that in a second. looking over here warning you about what's happening for north 880 approaching 980, the original report had a disabled vehicle in the middle of the freeway, they may be having a

traffic break to clear that or this may be a quick backup as the volume builds. also on this map in addition to the disabled vehicle looking at the tubes. the speed sensors for the tubes going under the bay, webster tube gets knew alameda, that remains open overnight. the posey tube will have overnight maintenance so that will be closed, you can use the park street bridge just to our south which is operating for the morning commute as well, always available for you. looking over toward the area, oakland coliseum, this midday game will be an issue before and after lunch, so that may be a factor for you if you get out of work a little earlier than others getting through the area may be a little more congested as folks get out of the coliseum area. the rest of the bay shows a smooth flow of traffic. a deadly crash southbound highway 13 at redwood road. one lane is blocked opposite the main commute which is starting to build. you see the typical ones we talk about, highway 4 coming into concord and hay way 37 headed out of vallejo, so the slowing does appear there as well as

democrats the white house would announce a huge forgiveness today but president biden has been consistent. he has promised $10,000. he did so back on the campaign trail and we understand that is what he will announce today, forgiveness on the first $10,000 of federal student loans for people making less than $125,000 a year. now the one idea i have not heard anyone talking about, and just to be clear, i'm speculating here, what about lowering or getting rid of the interest rate on those loans? some students making minimum payments are finding they owe more each year, not less. republicans are criticizing the idea of $10,000 in forgiveness and so, too, are many democrats saying it's not high enough. the president was on the phone with senators schumer and warren last night. they want bigger numbers. we'll see what's announced today. important primaries tuesday in governor. charlie crist won the democratic party nomination, that means a

outdoor dining in mill valley may continue without any road blocks. last night, city planners debated whether or not to allow the program to continue all year round. opponents argued it should be dialed back to a seasonal program. the planners recommended extending the program that's already in place. councilmembers will consider their recommendation next month. families trying to make it in the bay, every little deal with help. costco supposedly fits in. some argue costco is becoming the perfect spot for deep fashion discounts. there's even a budding tiktok phenomenon. the search term" costco clothing finds" is wracking up clicks of 2 billion. one tiktoker who specializes in the trend called costco a go-to destination for deals. >> you have to go to costco.com and have so source and find them, whether you're looking every day, every other day. you're going to find something new.

might want to limit your time out there. we're starting out with a mostly cloudy morning in santa rosa, and we'll start to see it clearing out as our temperatures warm up another very warm day ahead so take advantage of these early morning hours, before we make it up to about 88 degrees in san jose. 91 for morgan hill, and los gatos headed up for 87 degrees. we know the temperatures are basically like what you had yesterday, with pleasanton hitting 93 degrees, while in oakland, it's going to reach into the upper 70s. as well for and san francisco. 60 in the marina district where the fog continues to roll across the bridge, 73 more nunn shine in the mission district. mill valley a high of 84 and headed up for 100 degrees in clear lake with mid to upper 60s near the coastline. we'll continue to see more fog near the coast over the next few days. next week especially toward the middle to end of next week, there may be a lot less fog and temperatures will bounce right back up. take a look at antioch, we're in the low 90s today and we'll see

that for the next couple of days. we will get a significant cooldown for the weekend so make plans to get outside. it will feel nice before it heats back up again early next week. overall our inland temperatures will be on a slight downward trend the next few days. the weekend is looking pleasant but san francisco will have breezy winds and highs in the upper 60s to low 70s. mike, you're keeping track of some new traffic trends. >> we're looking at your typical westbound, including the bay bridge, but what i'm noticing is we're trending toward a little bit earlier start over the last week, more significant slowing as well that may be a factor. we'll track the south bay as well. here this is not due to the commute. this is an unusual situation where we have a disabled vehicle north 880 in the middle of the roadway approaching 980. chp does not have a crew dispatched to the area. i am hoping that freeway service patrol was able to help them out. they tend to track any sorts of
