mike is keeping an eye on the roads. he'll give us an update in a moment. first, foggy and cool start to our day. >> once again we're in the weather pattern where we continue to see fog each morning and some marine layer clouds reaching into the inland areas. headed out on the peninsula, a mostly cloudy start and happy first day of school for the kids in san carlos. drop-off time low 60s and nice afternoon reaching into the mid-70s with some sunshine, make it a great first day. round the bay area, we're anywhere from low 60s in half moon bay to mid-90s for concord this afternoon. santa rosa reaching 91 and san jose will be in the upper 80s. so we'll talk about a slight cooldown in our weekend forecast and mike, you've been watching a few of those slow spots especially in the east bay. >> the oakland slow spot we don't expect is a problem that happened yesterday, an area that had a problem yesterday, different problem this morning. yesterday there was a barrel damage at broadway and it tied

up north 880 for much of the morning. this morning i hope it's shorter lived. 808 is slow toward 980, disabled vehicle on the grid. no chp activity. tow truck should be headed to the scene. anotherer eye west of 37, commute direction out of vallejo, three bales of hay approaching mare island that may complicate things out of vallejo. slowing through hayward and a little more san jose, standard. back over to you. >> thank you, mike. moving you forward this morning in the fight against monkeypox, an all-star covid treatment team is launching a new trial some believe will be a big game changer when it comes to the monkeypox treatment. >> it comes as the bay area tries desperately to meet that vaccine demand. "today in the bay's" ginger conejero saab live in san francisco digging a little deeper into what it could all mean. ginger? >> reporter: good morning, laura. good morning, marcus. the trial has been called or dubbed platinum. the drug at the center of it all

is known as tpoxx and not anything new. tpoxx treats your disease once you have been infected. researchers are taking a look at its effectiveness for people infected with monkeypox and who aren't that sick. let's look at the vaccine versus tpoxx. the monkeypox vaccine reduces your risk of infection, while tpoxx treats your disease once you have already been infected. the main focus for tpoxx is shortening the course of the disease. currently most people report to have mild symptoms that run the course of two to four weeks, but some have lesions for a longer period of time, which is why this trial is garnering a lot of attention. dr. peter chin-hong says it could be a game changer. >> we know that earlier treatment probably matters, so that's why this uk trial is really, really significant. it's looking at people who are not so sick to see if it prevents them from getting sick,

to see if it prevents them from getting a long course of the disease, so shortening the disease is really what it's all about. so it works on the envelope of the virus, and it disrupts its envelope of mpoxx so the virus can't infect another cell. >> reporter: the oxford team behind this trial is also the team behind the key covid trial and hope to have results by the end of the year. according to the cdc, there are at this point more than 44,500 cases in the world, nearly 16,000 of which are here in the u.s. california still one of the state's most affected by it with over 3,000 cases and locally here in san francisco, we're seeing over 670 cases. san francisco's department of public health says the city will receive 1,600 vials of monkeypox and they will begin to administer the vaccines

intradermally which means they'll split up the doses and allow for 8,000 doses for those who want to be vaccinated. the clinic at zuckerberg san francisco general has been open this week and is expected to stay open until supplies last. they're trying to address the shortage for a vaccine and treatment options. marcus? >> greater access and more people are getting those vaccines. ginger, thank you. a call to action from san francisco's school teachers who say available funding is already in place to offset what they call an ongoing shortage in the classroom. last night, teachers rallied ahead of a school board meeting. when the fall session started last week, the district had not yet filled all the positions. union leaders say with the state increasing its budgeting for education, the district can already tap into more money to attract and retain teachers. >> it's awful when you know that you have to move classrooms, some classrooms are being

combined, educators are scrambling to cover classrooms, some on a daily basis. >> during last night's meeting the school district is prioritizing its investment in compensation to better recruit and retain teachers. happening today, relief may be coming for millions of americans, still trying to pay back their student loans. president biden is expected to announce plans for federal loan relief. >> "today in the bay's" brie jackson is live in washington this morning, and brie, if we look back here, this was one of the president's key campaign promises. >> that's right, good morning, marcus, laura. president biden has faced increasing pressure to act on student loan debt, and today, president biden is expected to follow through on his campaign promise to address thor u, but it's likely to fall short of what some democrats have pushed for. president biden expected to slash up to $10,000 in federal

student loan debt for borrowers making less than $125,000 a year. >> i mean, that's way too little. that's chump change. >> over the course of my law school career, i'm expected to accrue around $70,000 over the course of three years. >> reporter: it's estimated over 40 million americans are in debt for their education, totalling more than $1.7 trillion. the biden administration is looking to relieve some of that financial stress. >> we want to make sure higher education is accessible, and we know education is a great equalizer. >> reporter: critics warn canceling student debt could make inflation even worse. >> you cannot add that to the debt at a time where the debt is at near-record levels and inflation is a huge problem. >> reporter: republican senator tom cotton tweeting "joe biden has had a lot of bad ideas. this might be his worst idea

yet." with midterms nearing, president biden faces pressure to do something on this issue. >> i think the longer that this plays out, the more that the political opponents on the right are going to critique that and say this is not the way to go. >> reporter: democrats have called on the president to forgive $50,000 for federal student loan debt holders. last year biden said he's not willing to go that far. >> i'm prepared to write off the $10,000 debt, but not $50,000. >> reporter: the president is also likely to extend the pause on loan payments that were scheduled to end next month. in the phone call with mr. biden tuesday night, senator majority leader chuck schumer made a final push for the president to cancel as much student loan debt as he can. >> i'm sure people with debt want to hear that. thanks so much for the latest. >> 6:08 right now. developing this morning, parts of the deep south will be under a flood watch. today's advisory will affect 4

million people. more than one foot of rain fell in some neighborhoods. some people are calling this a once in a thousand-year flood. >> look at the damage and cleanup there. kari hall, the storm is easing in that area. does that mean it's moving somewhere else? >> today now louisiana, parts of alabama, mississippi are in the target of that storm. it's just moving so slowly and it's sucking up all of this gulf moisture and very warm air. it's giving it a lot of energy and dumping copious amounts of rainfall in those areas, where we are now seeing those flash flood watches and warnings in effect for today, and also includes parts of the houston area, and southern texas. we'll be watching that. here we're waking up to a sunny sky. looks hazy in dublin as we are starting out with a clear sunrise, temperatures in the upper 50s. we'll go from upper 50s to upper 70s at noon and continuing to warm up from there. look at all of our

microclimates, where high temperatures head for the upper 80s. we're basically matching yesterday's high temperatures, so what you had yesterday is what you can expect for today. we'll talk about the weekend ahead in a few minutes. mike has a look at where we can find lower gas prices. >> we're looking around the bay area, for some of the prices and in oakland, at royal along international boulevard, gas there is $4.77 a gallon. mill valley in the north bay, hq fuels on shoreline highway gas for $4.69, and in san jose, the costco, the one on center road has gas $4.78 a gallon. so some great options for you, almost a quarter below five bucks for all of them. look atted roadways here, toward 880 through oakland, the earlier disabled vehicle has finally been cleared, the last seven minutes has seen some quick dissipation for the slow drive. we should see a better drive than yesterday where there was the damage and repair work at broadway that tied up north 880 for much of the morning.

getting there. good morning, happy wednesday to you. intel has made a deal with a company called brookfield to fund a multibillion-dollar chip factory in arizona. peloton just made a deal with amazon to sell bikes and other things on amazon. peloton shares were unchanged yesterday. you don't see that one very often. insiders say several government agencies and congressional committees are interested in investigating twitter after twitter's former head of security filed a whistle-blower's report saying twitter does not take security seriously enough. the report says, among other things, the company was reckless as it allowed too many employees to access sensitive data. >> senate judiciary chairman dick durbin warned "if these claims are accurate, they may show dangerous data privacy and security risks for twitter users around the world."

twitter says the report is filled with "inaccuracies" and points out it fired its head of security, the man who made the report. if you couldn't sleep last night, and tried to go on facebook, you probably discovered you couldn't. facebook was down for a while. a security leader there blamed what she called a configuration change. yelp! says it will add labels to so-called pregnancy crisis centers on its app and website to avoid confusion. the centers that don't provide abortions but may provide counseling. some women report they've been searching out abortion services to realize they're at the wrong place. the labels simply say the facility does not have medical staff on sight. brie jackson was talking about the president's plan to announce limited forgiveness of student loans today. we'll talk more about that as we talk politics in a half an hour. there's debate over whether forgiving the loans would reignite the economy and spark more inflation. people who don't have to pay $300 to $600 a month can spend that money buying cars or going on trips or going to

restaurants, that kind of thing. coming up in "checks and balances" we'll look at an idea a little bit outside the box. nobody's been talking about it. we have no evidence the president's considering it but if we're right, we'd look really smart so we'll take the risk, coming up. >> probably going to be right. >> eh! >> thanks, scott. >> you bet. new this morning, some large retailers are about to offer major price cuts to get rid of excess inventory. some of the stores taking part, macy's, te. each is looking for ways to sell off unsold items and rebalance their merchandise ahead of fall and winter. the surge in inventory comes as buyers pull back on spending and shifting their spending patterns. also trending this morning, "halloween" is coming to an end the big screen. >> "halloween" what are you talking about? it has a premiere date for its final installment.

"halloween ends" will stream exclusively on peacock starting october 14th. that was my big introduction to scary movies, halloween, jason and freddy. >> which you love. >> halloween is a good one, scary. >> i watch it like this. >> i want to see it but don't want to see it. >> exactly. no masks here, take them off. let's get a look at the forecast. a little foggy out there. >> it's foggy out there, that may give it a little bit of a creepy look to the skies today, as we are starting out with the same kind of view that we had yesterday at this time. fog over the bay bridge, but at least the visibility is clear for drivers heading in from the east bay or heading out of san francisco. and we are also going to have a hazy sky today. we're taking a look at our near surface smoke model and where we see the light shades of blue is wildfire smoke coming in from the six rivers complex farther to the north. it's especially going to affect the north bay and if you smell t you might want to head inside

and limit your time and exposure to the wildfire smoke. temperature, heating back up, back to where we were yesterday afternoon. milpitas reaches a high of 89 degrees and los gatos reaching up to about 87. for the east bay, 93 in walnut creek. vallejo reaching 84 and oakland in the upper 70s. we'll see a high of about 84 in redwood city, while daly city will only reach about 66 degrees, and san francisco it's ranging from 60 in the marina district to 73 in the mission district, and mig valley will hit a high of about 84 today, while clearlake is headed up back to 100 degrees. you can see that we do have our microclimates varying widely, because of the fog near the coast, and the valleys heating up. we're going to see a little bit less fog for the middle of next week. we can see that here, it shows the cloud cover, and that's also going to mean our temperatures start to creep back up. let's get a look at san jose, the next ten days are looking

pretty good, at least the start is fairly mild and it will be a cooler weekend about you next week we see the trend warming up once again. enjoy the weekend while our temperatures take a slight dip although we won't see much of that for san francisco. it's going to continue to be in the upper 60s for highs. and you're saying, mike, the timing may affect the changing commutes. >> that's right. we talked about this for the last three weeks as schools came back online. today's one of the last days for the district of san carlos, but a couple more, but we've had time for adjustment and we have seen an earlier start time so this morning, the metering lights turn on about 5:40, so it's about ten minutes earlier than we've seen for much of that summer and actually for much of the months before. the backups there. this is complicated by a number of bales of high. but the freeway is open. highway 4 early slowing as well. we'll track the build throughout contra costa county. nothing significantly different but hayward does have a disabled vehicle south just past 92 for

tracking our forecast for this wednesday morning. >> we've got more kids heading back to school today and starting out sunny for parts of the east bay. let's get a look at walnut creek and how it shapes up for you. starting out with partly cloudy skies, temperatures in the low 60s. you do want to get out there before those temperatures warm up, headed for the mid to upper 80s today. a look at all of our microclimates, where it's going to still be hot inland, reaching 95 in concord, 91 in santa rosa. in san jose reaching into the upper 80s today and half moon bay stays cool and foggy, only low 60s for a high this afternoon. so we'll talk more about this. mike, you're really keeping track of the nimitz this morning. >> wouldn't you, kari? this is tough. yesterday we had a big problem, north 880 at broadway, there were barrels damaged and the repair work took much of the morning, tied things up at least past 9:00 into 10:00 in the morning, even lasting longer but 580 also suffered as folks shifted. this morning, there was an issue, disabled vehicle at 980

that cleared and now a crash at 23rd that's about two miles north of the coliseum, so the backup you saw at the coliseum is how far it goes. 580 westbound is clear through that portion of oakland. we're looking at a slower drive and typical contra costa county areas as well as the north bay. south bay building and hayward nothing unusual. back to you. >> all right, let's hope it stays that way. thanks, mike. two east bay cities are trying to ease housing concerns for renters trying to make it in the bay. >> one case, voters will have the final say an the other leaders took action last night. bob redell is live this morning. the new restrictions will now be going into effect in antioch. >> reporter: correct. good morning to you, marcus and laura. late last night the city of antioch city council passed a new rent stabilization ordinance, that would cap how much a landlord can raise the rent on their tenants. the cities will still need to decide what that cap is going to be. advocates are calling for a 3% rent cap in hikes limited to 60%

of the consumer price index. a city report labels the high cost of living a public health threat and affordable crisis risks displacement and overcrowding. >> the ordinance when i spoke to them the language needs to protect the tenants is vitally important. >> reporter: opponents point out the new rent stabilization ordinance might scare away mom and pop landlords and remind us that the state of california already has ab-1482, the california tenant protection act which already limits annual rent increases. high rents aren't just an issue for antioch but throughout the bay area. this fall the residents of the city of richmond will vote on measure p to put a cap on increases. later today at richmond city councilmember housing advocates and tenants will hold a launch event to draw attention to

measure p. reporting live, bob redell, "today in the bay." >> we'll continue to follow it. thanks so much, bob. new for you, san jose leaders tonight plan to hear your concerns about a new rollout of city-owned license plate readers. the city installed the first set of devices in april at monterey road and curtener avenue, the scene of three separately deadly hit-and-runs. councilmembers last year approved a pilot program and plan to roll out if more devices perhaps as soon as next spring. privacy advocates question the collection of the data which the city agrees is a legitimate concern. >> we take digital privacy seriously. that's why we have a digital privacy officer here at the city of san jose, and he will be there to address any concerns that anyone may have. >> city leaders will host a webinar tonight to answer questions and concerns addressed by those who live there.

the meeting will happen at 6:30. australia is in the midst of a severe flu season which is often the outlook to what the u.s. season will look like. i spoke to dr. peter chin-hong about the growing concerns amid the covid-19 pandemic. first i asked if we should be concerned about a possible twindemic. >> we've cried wolf the last two years but this may be the year where we see a lot of flu cases, together with covid, and the reason why we are going to see a lot of flu cases is that we're seeing it already, australia, new zealand, argentina, brazil, parts of south america that are having winter and we haven't had a lot of immunity in the population for flu for the last couple years. >> lots of people get the flu. lots of kids get the flu. is it really necessary to get the flu shot then? >> yes, it's really, really necessary to get the flu shot. unlike covid, where kids are not

really affected, flu causes a lot of illness, hospitalizations and even deaths in kids, as well as older adults. so it's really, really important to build that immunity. this year, it's more important than ever, just given the fact that we've been naive immunologically for the last couple years. >> google's los angeles campus areas are experiencing one of the largest covid-19 workplace outbreaks in the state with nearly 300 employees currently infected. is this something we should be concerned about with more people that are now returning to the office? >> yes, i mean, it's a wake-up call to the fact that we're not doing a great job at preventing infection, even though these current vaccines are spectacular at preventing serious disease, hospitalization and death. you can see how much destruction this still causes in society and that's why the biden administration really pushed ba.4 and ba.5 booster instead of the ba.1. >> we covered so many other topics in our interview, including the topic of flu and covid-19 booster shots. should you get them at the same

in oakland and in concord reaching 95 degrees while morgan hill heads back to 91. we're basically on repeat from what we had yesterday. mike, you're tracking the traffic throughout the day. >> right, kari. as we do every morning we start with right now your morning commute and it's jammed up on north 880. some folks are rolling their eyes, if they travel through a really tough drive yesterday heading north through oakland. that's not the broadway exit this morning. at 23rd the crash happened within the last half hour and still in the center divide, from the chp report, no crews are there, also from the chp report so the backup is starting to build now. west 580 is your alternate if that's your choice you make in the morning. north 808 is jammed up for about 2 1/2, three miles from the coliseum where we took that look there. midday hopefully that crash is well since cleared but you have the game oakland coliseum. you see how the cars are

so in that sense, for the past two years, nobody's had a student loan. it's as if they vanished. and the hope was from many democrats the white house would announce a huge forgiveness today but president biden has been consistent. he has promised $10,000. he did so back on the campaign trail and we understand that is what he will announce today, forgiveness on the first $10,000 of federal student loans for people making less than $125,000 a year. now the one idea i have not heard anyone talking about, and just to be clear, i'm speculating here, what about lowering or getting rid of the interest rate on those loans? some students making minimum payments are finding they owe more each year, not less. republicans are criticizing the idea of $10,000 in forgiveness and so, too, are many democrats saying it's not high enough. the president was on the phone with senators schumer and warren last night. they want bigger numbers. we'll see what's announced today.

important primaries tuesday in florida, former republican governor turned democrat charlie crist won the democratic party nomination, that means a centrist will run against a conservative, ron desantis, for governor in florida this fall. democrats say it's their best chance to win. there was an important race in new york state, the "today" show will have a full recap of the primary races as that show gets under way this morning at 7:00. white house announced earlier this morning u.s. forces conducted an air strike on iranian-backed soldiers in syria, strikes targeted facilities used by groups affiliated with iran's revolutionary guard, so we'll keep an eye on that. in ukraine the six-month anniversary of russia's invasion, ukrainians are celebrating independence day. it declared itself sovereign on this day in 1991 as the soviet union fell apart. what are your thoughts on

morning for you, a mix of sun and clouds here in the inner bay where our temperatures are headed for the upper 70s. but it's going to heat up to 88 in san jose. this is basically what it was yesterday, so we hit the low 90s in gilroy, and we'll see some low to mid-90s for much of the inner east bay, with antioch reaching back to about 96 degrees. oakland will see a high of 76 today and we'll see some upper 70s for a high in san mateo. half moon bay only reaching 62 degrees, the fog most likely won't clear and that keeps it cool for the marina district and the mission district getting more sunshine, so we're headed for about 72 there. in sonoma, we're looking at a high of about 92, with some 60s near the coastline, and for ukiah, expect a high of 99 degrees. we've seen a lot of fog near the coast, and sunshine inland. this is the weather pattern that will continue all the way up into next week and then our temperatures start to warm up as we see much less fog near the

coastline. we'll be watching the changes there. let's head to antioch and see how our ten days in the forecast is shaping up. making weekend plans, that's when we will have our coolest temperatures. it's going to be so nice, with highs in the mid 80s, but then back to the 90s next week, and so we'll see some 90s for the next couple of days, once again a nice little cooldown, stronger ocean breeze, bringing in some of these temperatures from san francisco farther inland, so we're looking at mostly upper 60s here through the next several days. mike, okay, back to the oakland camera. what's going on? >> you mentioned it, kari, of course folks have been watching the flashing lights traveling north, this is our shot across from the coliseum. the jam encompasses the entire shot here and in fact the backup starts at 23rd, where there's a crash in the center divide. chp there the backup extends past the coliseum starting back as you head out north out of san leandro. so that's an extensive backup, foothill, san leandro street, those are alternates but they're surface streets, there are signals.
