take a look at what's going on as our temperatures cool off over the next few days. we'll talk more about that in the forecast coming up in a few minutes. >> thanks, kari. 6:01. the state could soon make a major step in helping our climate in crisis. california could announce the ban on the sale of all gas-powered cars by 2035. "today in the bay's" bob redell jones us with more on what all drivers need to know. >> good morning laura and marcus. the state's goal would be for all new cars, trucks and suvs to be zero emission by 2035 which means if this did go in effect we'd see more of these electric vehicle charging stations. later today the california air resources board will vote on this new rule which would be implemented in phases. you can see on your tv screen, the idea is by 2026 35% of cars would need to be producing --

new cars would have to be producing zero emissions which means powered by electric or hydrogen. by 2030 the number jubs to 68%. by 2035, all new car sales need to be free of greenhouse gas emissions. no more new gas-powered cars could be sold. >> it's a concern because of the battery life and the longer trips and having to stop and charge. >> we all live on this earth. there's a lot of evidence that we can't keep driving the way we've been driving. >> life must go on. we used to use bart cars not too long ago. >> if the state goes zero emission by 2035, there are questions about the infrastructure. will there be enough charging stations to support that many electric vehicles? if drivers aren't buying as much bass, there would be less gas

tax money to pay for things like roads and bridges. governor newsom expects by 2035 electric vehicles will be cheaper than those that run on gas and says the ban on the sale of new gas-powered vehicles would reduce emissions by 35%, which is significant if you consider the fact that california is the largest auto market in the country. so the impact on pollution and climate change could be enormous. live in dublin, bob redell, "today in the bay." >> an impact it would make. no matter what you drive. a followup that could affect you. san jose is giving the green light to 150 new license plate readers thanks to what police are calling a successful test run. last spring the city installed its first cameras on monterey road and curtner avenue. during a public forum last night police say the pilot program is working. this week alone it helped lead to two arrests. police say another round of cameras will be up and running this fall.

>> those particular cameras will be placed in neighborhoods where we have incidents -- high incidents of gun-related crimes. >> the city is also trying to ease privacy concerns. leaders say only local agencies and certain staff members have access to the data which also needs just cause for it to be retrieved. >> president biden forgiving billions in student loan debt. it could give relief to those struggling to make it in the bay. "today in the bay's" brie jackson live in washington with the latest. good morning, brie. >> reporter: good morning, marcus. president biden's decision to forgive some student loan debt is under fire from both sides of the aisle. some democrats say it's not enough relief while republicans argue it's unfair to those who already paid off their loans.

president biden fulfilling a campaign promise to cancel portions of student loan debt. >> provide more breathing room for people. >> reporter: the federal government will forgive up to $10,000 for people making less than $125,000 a year. pell grant recipients can receive $20,000 in loan forgiveness, and the pause on federal student loan payments will extend through the end of this year. >> this is about helping america's working class, america's middle class and really targeting that relief, most relief to those who need it most. >> i'm sure the people who benefit from it will love it. the question is is it fair to everyone else? >> republicans also argue forgiving student loan debt could fuel inflation. criticism is coming from both sides of the aisle. many democrats push for up to $50,000 in financial relief. students saddled with loan debt are still concerned. >> i don't know how long it's going to pay it all back. i don't know how i'm supposed to pay it all back because that is

a lot of money. >> reporter: debt prevention advocates say mr. biden didn't go far enough. >> he has the power to cancel some of it. why not cancel all of it? >> reporter: it's estimated 42% of those who go to college pay back loans over five years. the average american household with student debt owes over $50,000. >> borrowers will be looking at making moves to ensure their long-term security. >> reporter: life changing relief on the way for up to 43 million americans. 20 million of them could have their college debt balance erased entirely. now, in order to receive student loan relief, most who qualify will need to fill out an application with the education department. the biden administration says it will make those forms available in the coming weeks. in washington, i'm brie jackson. >> no matter if you got it or not, it's certainly going to help a lot of people. happening today in san francisco, sentencing for the

man at the center of a corruption scandal that once rocked city hall. in january former department of public works director mohammed nuru pleaded guilty to federal fraud charges. he admitted to accepting bribes including cash, travel and other perks. in exchange he gave out inside information on city contracts and contractor and contractor bids. prosecutors are asking for a nine-year prison sentence. a lot of finger-pointing going on but no answers from the city clerk's mistake leaving some oakland mayoral candidates high and dry, meaning they won't appear on the november ballot. they were misinformed about the filing deadline. the city clerk gave them a deadline for council races which fell five days later than the august 12th mayor's race deadline. candidates were informed that day about the confusion, but some simply had too little time. one of three disqualified

candidates says she's frustrated and angry. >> i love oakland. nothing is going to change that, but it has hurt. it's hurt here. >> mayor libby schaaf is being termed out. nine candidates are still in the running, and the city clerk's office admits the state but says there's nothing it can do. at least one disqualified candidate is seeking a review from the state. it's still possible the drama may end up in court. get ready. the fda is about to change how hearing aids are sold. exams and prescriptions will no longer be required. but new this morning, industry leaders are advising it may not be the answer for everyone. starting in mid october hearing aids will be sold over the counter. it will create a new class of devices that many believe make it more affordable. the american speech language hearing association still recommends consulting with a hearing expert before making any purchase. >> there are so many options, so many issues related to a hearing loss, the first stop needs to be

slices, you still have the same amount of pizza. the hope is knocking nearly $600 off the price of the stock will help people to buy and afford tesla shares. all anyone can talk about on wall street is jay powell. he's attending the economic conference in jackson hole today. he speaks tomorrow. what he says about the economy and rate hikes may move markets. we got a second look, a second estimate, quarterly gdp a few minutes ago, better than we first thought. the first take put the second quarter growth at nearly negative 1%. economists say it was probably closer to negative .5%. economists have been better able to make estimates as to how inflationary student loan forgiveness will be. the inflationary pressure not as bad as we feared. economists at wells fargo

it's a busy start to our thursday morning. it's 61 degrees right now. you do need a jacket for the start of the day, not so much this afternoon because it's going to be very comfortable. let's zoom in to the south bay and check out our high temperature for this afternoon. san jose reaching 84 degrees. yesterday we were in the upper 80s. it's going to be a little cooler. we have low 90s for morgan hill, reaching 88 today. the seven-day forecast is coming up at the bottom of the screen as we move over towards the east bay. fremont reaching 83 degrees while oakland will head to about 72 for a high and 90 in con court. we'll see cool weather for half moon bay, gradually clearing out for this afternoon. much warmer in palo alto. san francisco in the upper 60s today in the mission district. mill valley reaching 70. santa rosa 81. we do have our microclimates in full effect. wide ranging temperatures through the coast to the interior valleys.

napa is going to be in the low 80s for the weekend, really nice. it will start to heat up for the middle of next week we'll be back in the low 90s for next wednesday and thursday. the dip in temperatures is just temporary in some of these spots dealing with 90s. we'll bring it down to the 80s for the weekend. it's going to be really comfortable. but then we once again start to see the temperatures trending back up, and the reason why we see more fog and cooler temperatures in san francisco and along the coastline. that breeze transports that air to the inland areas. also san francisco will be cooler for the weekend with more clouds. mike, you're checking in on the recovery for 101. >> happy to say we're in recovery mode. still slower than you would like if you're driving through north 101 by our camera, north of the 680/280 overcrossing. the commute direction from story road, just the slowing up to basically our camera. it hasn't rippled yet over to 87. you might see more traffic over

"today in the bay's" ginger conejero saab live in san francisco with more on how women are shifting into focus here. ginger. >> reporter: good morning, marcus and laura. there's a whole challenge built around it, called the 2022 w challenge, focused on encouraging more women to head out to the polls and to make abortion rights a di difficult h sive issue. there will be a gathering to prepare for sunday's day of action. that's going to be organized by the league of women voters of san francisco. the goal is today and eventually

on sunday is to really get women out to the polls and get people who support women's rights to the polls and make abortion rights a decisive issue. more than 80% of registered voters consider abortion to be important for the midterms. 71% plan to vote for proposition 1 an amendment to california's constitution that would prohibit the state from interfering with a woman's right to an abortion and also guarantees access to contraceptives. abortion rights have shown to be a pivotal issue not just in california, but for voters around the country. what may be the strongest piece of evidence is an upset. in upstate new york, democrat pat ryan pulled off a special election win in a swing district against republican mark molinario. ryan focused his campaign on abortion rights. molinario did not. here he with nbc's dasha burns. >> when fundamental rights and

senator alex padilla will make an appearance in san francisco to tour one of the monkeypox vaccination sites. that event is scheduled to take place later this morning. meanwhile at the top of the hour, the world health organization begins its largest virtual news conference. leaders expect to answer questions on covid and monkeypox outbreaks along with other global health issues. fed-up business owners in san francisco's castro district are now considering extreme measures because they want city officials to clean up the streets. they say they won't pay their taxes, they're threatening not to pay taxes to the city if their demands are not met. they want shelter services to be set up for at least 35 additional beds. leaders say vandalism alone costs the city hundreds of thousands of dollars every year. >> the mentally ill and drug addicted are applying pressure a small business shouldn't have to

wednesday, the president announced student loan forgiveness, $10,000 for any individual making $125,000 or less, $20,000 if you received low-income pell grants. he extended the suspension of all payments until the end of the year. this is the fifth time president biden has extended the suspension of payments. the suspension originally put into place by president trump or during president trump's time as we all worried about the effects of the pandemic. unemployment now at historic lows, one of the biggest problems in our economy is the flow of too much money. so the president says this suspension is the last suspension. >> student loan payment pause is going to end. i'm extending it to december 3st, 2022, and it's going to end at that time. >> criticism came from both sides, many on the president's left saying $10,000 wasn't

enough. many republicans saying any amount is too much. an oklahoma congressman said biden was, quote, buying voetsds and tweeted there's no such thing as a free lunch. his followers were quick to look up congressman mullin's own financials, he got $1.2 million in paycheck protection loans during the pandemic. the ppp program helped keep americans employed by lending out money and then forgiving those loans. a number of critics, it turns out, took those loans. other news, the justice department released an unredacted version of a memo written to them. attorney general barr, written by top justice officials explaining why barr should not prosecute then president trump following the release of the mueller report. the doj even now had been working to keep that secret. a judge ordered the release. today that same doj has until 9:00 a.m. our time to hand over the affidavit used to obtain the

search warrant to search trump's mar-a-lago home. the government is allowed to make redactions. the judge will then decide whether or not to release that affidavit to the public. waiting on that, talking about it on social media no doubt. on facebook you can chat with me @scottmccrewtv. a new warning to tell you about. be extra careful along one stretch of coastline. the san mateo county parks department saying potentially toxic algae is turning up in the waters surrounding the coyote point recreation area and marina in san mateo. in some cases it's killing fish and turning that water brown. that area remains open, but warning signs advise visitors to avoid any algae or scum in the water and to keep your dogs from drinking that water. also, fishermen are being told to thoroughly clean any catch. 6:45 right now. what could be a game changer in the battle to end alcoholism. it would come from an active

"today in the bay's" kris sanchez has been following this. it sounds counterintuitive. >> it does sound counterintuitive to use psych psych del lick drugs to battle addiction. researchers took the mind-bending compound and put them into pill form. in a small study they gave it to people struggling with alcoholism. 80% of the people who got that psilocybin were able to reduce drinking quit altogether. one study participant began drinking at the age of 12 and tried everything including rehab said he was able to quick cold turkey.

>> it worked almost like an antibiotic. i was sick with alcoholism. i went in, took a few of these pills with the therapy, and then i left, and i'm done. >> he went on to say he feels like he's done with alcohol forever. it's been eight months. this was a small study. because of covid it was limited to just 95 people in the trial. however, it did appear to be effective and there were no adverse reactions in people who got the psychodelic compound, only adverse reactions in people who got the placebo went on to have bringe drinking episodes. this is important, too. this is a controlled study, not people going out and buying magic mushrooms and taking them. that would be illegal except in places like oakland and santa cruz which decriminalized those natural psychodelics. >> do they really know why it works? is it just a controlled study in regards to they don't have to revisit it and have more later? >> i think it's the beginning of it.

this study might lead to other studies as well. we'll have to see what happens. because of the promise in "the journal of the american medical association," they say they think there is that promise. so they don't understand exactly why, but they believe it rewires the brain in some sort of way. it's not just that it helps, but we want to know why it helps. that's going to be the topic of discussion on the "today" show, the lead scientist will explain. alcoholism doesn't just affect the person who drinks, it's the ol family. if you want to here more about the breakthrough treatment, you can watch on the "today" show coming up next. >> addiction is real. something like this is really encouraging. thanks, kris. all month long we are helping pets in need across the bay area find new homes. it's all a part of our clear the shelters campaign.

joining us now is jeffrey zerwekh, the executive director of berkeley humane. we're so looking forward to this big event. i know you've spent countless hours, days, weeks preparing. tell us about. >> we're so excited. our staff and volunteers are excited. we have about 100 animals available in our shelters. they're very excited. we've been letting them know there's a chance they'll go to new loving homes this weekend. >> that's great to see. really, it's a huge event. you block off a street there in front of berkeley humane and you partnered up with some other agencies that have animals. >> we'll have a lot going on on saturday. everything starts at 10:00 a.m. we encourage people to come down. some of our great shelter partners, tony la russo's ark, marin humane, friends of alameda animal shelter are bringing animals to our location as well. if you come down you'll have lots of choices between dogs and puppies, cats and kittens. >> marcus and i will be out there early in the morning doing the morning show there. you always have fun with it as well. you name a little animal after us.

if you're getting ready to head out for an outdoor run this morning in the tri-valley, we're taking a look at livermore with upper 50s to start. we'll see the sky clearing around 9:00. it's going to be a really nice day. you can see the trend here. whatever you have to do outdoors, try to get it in before those temperatures heat up. for the south bay, we will have a slight cooldown compared to yesterday. we're still hitting 87 degrees in east san jose and in los gatos. upper 80s for morgan hill. danville today reaching 92. you head over to oakland, we stay in the low 70s. fremont reaching 83 degrees today. for san mateo, expect a high of about 75 while half moon bay stays foggy and 61 degrees. also, very cool in san francisco for the outer sunset. reaching 60 degrees. upper 60s where we get peeks of sunshine in the mission district. for the north bay, mill valley, heads up to about 70. ukiah will hit a high of 97 degrees, low 60s near the

coastline. taking a look at our first alert forecast for napa, we've been talking about a cooldown in the forecast. it started out so hot this week, this weekend is going to be perfect, really comfortable. highs in the low 80s. then we start to bring back the warmer temperatures through the middle of next week. take a look at our overall seven-day forecast for the inland areas. generally some highs hitting the low 90s for today and tomorrow. then 80s for the weekend. then it starts to come up a couple of degrees each day next week. while san francisco will be in the mid 60s this weekend, it will be cool and breezy there and upper 60s next week. mike, you're closely watching the eastbound. i am. it's been years since we've had schools coming back with such volume. that is affecting the traffic getting onto the roads. typical patterns here but watching more significant delay and then, boom, everybody hits the roadways right about now. here, this roadway, don't hit this section of bollinger canyon road.

produce zero emissions, by 2030, 68%. by 2035, all cars sold would need to be free of fossil fuels. happening today in san francisco, sentencing for the man at the center of the corruption scandal that rocked city hall. back in january former department of public works director mohammed nuru admitted to accepting bribes over a 12-year period, handing out inside information on city contracts and contractor bids. prosecutors are asking for a nine-year sentence. oakland's upcoming mayoral election has three fewer candidates. the city accidentally gave all candidates the filing deadline for city council races which fell days after the august 12th mayor's race deadline. candidates were informed that day. three of them had too little time and would not appear on the
