tom costello joins us to break it all down. tom, good morning. >> reporter: craig, good morning. 43 million americans are carrying student debt. the average amount $36,000. president biden's decision means taxpayers will pick up a big chunk of that. and a lot of people simply don't like that idea at all. president biden fulfilling a campaign promise, cutting american student loan debt. >> it focuses the benefit on middle class and, working families. >> reporter: but also stirred up a hornet's nest of backlash. >> i feel it's a slap in the face to those who paid it off. >> and from republicans saying it ignores those who don't go to college. >> a lot of americans choose not to go to college. and then there are those americans who borrowed money to pay for school and paid it back. in what way is it fair to those taxpayers? >> reporter: many also argue the

president exceeded his authority by unilaterally slashing federal student loans. the plan affects 43 million americans, forgiving loan debt of up to $10,000 each for those earning less than $125,000. 27 million americans with pell grants will get an additional $10,000 in loan forgiveness. all of it a relief for chrissy connors who has $40,000 in student debt. >> it doesn't feel achievable to pay down. the debt relief for me it's not just a financial lift. it's like a mental lift. >> reporter: president biden has been under pressure from his own party to forgive as much as $50,000 in debt. with lower and middle income americans struggling the most to

afford higher ed. >> it's a step. >> reporter: the average household with student debt owes nearly $59,000. 42% of those who go to college pay back loans over 5 years. loan specialists recommend using the money now for a sound investment. >> maybe pay down a higher interest credit card. >> reporter: loan pay back resumes again in january. economists warning this could be inflationary. it's essentially a $300 billion charge to taxpayers, a lot of money going back into, allegedly, consumers' pockets and a lot of concern that the president doesn't have the authority to do this. recently even the speaker of the house, nancy pelosi, said the president can't unilaterally make this decision. a lot of loose ends this

morning, a lot of implications. >> thank you. we're seeing more new havoc from the storms that have swept across the south. parts of mississippi reeling after a day of heavy rain, flash flooding that have sent emergency crews into overdrive carrying out so many rescues. dylan is standing by with today's forecast but first blayne alexander has the latest for us. >> reporter: good morning to you. this is approaching a once in a thousand year flood. that's how statistically rare this is. but if that's confirm this will be the sixth such event we've seen in the past month. this morning in mississippi the damage is mounting and the rain is not over yet. this morning, it's a race against time in rain-ravaged parts of central mississippi. emergency crews conducting dozens of desperate rescues. in brandon an all out effort by rescuers and volunteers, evacuating this nursing home.

in florence, more than 100 children and staff members moved to safety after water rushed into the daycare center. the water strong enough to push the train off the tracks. >> the storm drain under washed the bed of the train. >> reporter: the scenes are striking from above. flooding leaving entire communities under water. >> this is really bad. it's flooding. like my neighborhood. >> reporter: much of the rain's fury is in how fast it fell. some areas dealing with up to a foot of rain in hours. and in hattiesburg this possible tornado sighting. >> the whole town is flooded. >> reporter: in canton, residents are exhausted after the second flooding this year. >> when the water comes down

has picked up 8.73 inches of rain in three days, nearly a foot of rain in the month of august making it the wettest august on record. dallas seeing the wettest august too. we have flash flood watches in effect for louisiana, mississippi, alabama, and a part of texas, too. the problem with these storms, the atmosphere holds a lot of moisture, seeing rainfall rates of 3 inches per hour and they're sitting over the same area for an extended period of time. so they just keep raining and raining and raining with some areas picking up 6 or more inches of rain in a short period of time. this storm system is attached to a stalled front, it's not going anywhere. while it will rain itself out, unfortunately it's raining itself out over louisiana, mississippi, alabama, places the ground is totally saturated and we won't see that rain have anywhere to go. an additional 3 to 6 inches of rain is possible again with a lot of it falling in a short period of time.

>> one down -- >> reporter: her lawsuit coming just months after the 2020 hillside helicopter crash that killed kobe bryant, their daughter gigi and seven others. l.a. county confirming first responders took or shared photos of the victims for personal use. they were showed at bars and a banquet. during the ten days of testimony when bryant took the stand, she said i feel blind-sided, devastated and hurt. i trusted them not to do these things. a sobbing bryant adding, after the photo leak, i have two choices to try to live my life or end it.

the jury also awarding bryant's co-plaintiff, chris chester, who lost his wife and daughter, $15 million. >> it sounds crazy when you have a $31 million verdict but in a way, the county should have a sigh of relief because it could have been so much bigger. >> during closing statements, county lawyers argued the pictures never became public. there's a simple truth that cannot be ignored, there's been no public dissemination. the verdict coming down on 8/24, kobe bryant day in los angeles and a day after he would have celebrated his 44th birthday. the jury deciding two families who lost loved ones were victimized by the very people called in to help. >> in a statement after the verdict, the county said we believe the monetary award shows that jurors didn't believe the evidence that supported the plaintiff's request of
