street. deputies say a woman was beheaded in front of her home as neighbors watched in horror. the suspect is in custody. the weapon is still missing. >> reporter: everything happened in the middle of this road before noon today after authorities say a fight broke out between the victim and the suspect inside one of these apartment units. a woman beheaded in broad daylight and in plain view leaving this san carlos neighborhood in disbelief and two children without a mother. >> this was a shock. this is a nice neighborhood. >> reporter: chapelle tells us he knew the victim and the suspect and said they moved into this neighborhood about three years ago. >> they seemed like they loved each other. >> reporter: investigators identified the suspect as jose illness. he was arrested near the scene with the help of witnesses. >> when our deputies responded to the scene and processed the

scene, it's my understanding he was contacted in the surrounding area. >> reporter: he was then taken to the hospital for what police are saying was some kind of medical emergency. as for the victim, she has not been identified. we are told she had two children, a 7-year-old and a 1-year-old. police say she had a restraining order against solano. investigators still looking for the weapon described by some as a samurai sword. >> we're still in the process of getting warrants for those locations. >> reporter: police tell us there's a history of domestic violence calls and other complaints tied to this home. a home that now sits empty and a neighborhood shaken to its core. in other news, the worst of this week's unbearable heat should be over. from the looks of this map, it's up to the minute, most of those unplanned outages are done as well. there are few people left in the dark. cheryl hurd found out how far some people are going to get

relief and why san jose's mayor keep the power on.go to >> i'm going to get you out of here. >> reporter: this is mazzie star a couple days ago. panting to keep cool. this is the 8-month-old chocolate lab comfortable in an air-conditioned hotel in berkeley with her owner, allie. she said she had no choice but to book a hotel room because the temperatures inside her berkeley hills apartment was over 100 degrees. >> i had a big project i was working on. a big presentation to be delivered to our c-level executives. i had to get it in good shape. and i couldn't do it because it was so hot. i looked up dog-friendly hotels. >> reporter: she found this one in the berkeley marina where things are cooler. cool temperatures nonexistent in the south bay. nearly 100,000 san jose pg&e customers including three hospitals found themselves in the dark this week because of

the heat. the mayor is blaming the utility's infrastructure failures. >> we saw that back in 2020 when we had blown transformers and thousands of residents without power. the problem wasn't fixed. >> reporter: the mayor says if pg&e doesn't present a plan to repair and replace problems this time, the city will seek a court injunction to force it to do so. >> we cannot continue to have a grid that is not reliable enough to protect the basic health and safety of san jose residents. >> reporter: pg&e says it already replaced 700 transformers across the city in the last couple of years and it, too, is frustrated with the outages. >> this is historic. it is unacceptable. we all rely on power. it is absolutely essential to our quality of life. >> reporter: there have been eight straight days of energy alerts. another is expected. flex alert hours have been

right now at 4:42, we've made it to friday. our microclimate weather alert continues. even though it will be a little bit cooler today, we are seeing some relief in parts of the bay area with san jose starting at about 70 degrees. headed for the mid 90s for today. as you're making plans, make sure you're including the heat. we'll talk more about that in the forecast coming up. >> my goodness, we're happy for the 90s. looking at flashing lights. we're happy for this maintenance crew, that means they're keeping the bridge in good condition. we'll watch for any major issues. there is a traffic alert developing on the peninsula. i'm tracking down the location. let's check in with pippa. >> good morning, i'm pippa stevens. wall street is set to open higher adding to yesterday's gains in what was a choppy session. investors continue to consider comments by federal reserve chairman jerome powell on

(gasping) ♪♪ . good friday morning to you. right now at 4:48, we're starting out with some milder temperatures, but we are still expecting some hot weather again today. in santa rosa, the forecast is 100 degrees. that may be just two degrees shy of a record high temperature. we won't be near a record high in san francisco but we'll be fairly close in oakland and in livermore looking at a high of 105. the record is 109. in san jose, we're looking at temperatures in the mid 90s today. well below a record high temperature. we're making some progress here.

we'll see east san jose headed for 97 degrees with south county over 100 degrees. also some triple-digit temperatures for the east bay down to the tri-valley. fremont reaching 96 degrees. at the coast, upper 60s today. seeing more fog and cooler temperatures. it doesn't help us out in redwood city, headed for 92 degrees. 60s in san francisco. you can see the range in temperatures here. from 60s near the coast to well over 100 degrees for the interior valleys. as we are not seeing much of a cooldown for the inland areas. before the weekend, temperatures start to come down then we'll be watching this. this is tropical storm kay. it was a category 2 hurricane. now it has weakened over the baja, california peninsula. this will curve out over the ocean, linger there for a couple days. that moisture will be spreading to the north and we'll see widespread heavy rain across

southern california as well as the southern sierra. some of those isolated showers, possibly some thunderstorms making it closer to the bay area by sunday. definitely some rain chances in the forecast over the sierra. we'll be watching out as that humidity comes in for the potential of some isolated lightning strikes which could trigger some wildfires if that does happen. going through the forecast, we see some improvement here in terms of temperatures going especially into the middle of next week. for san francisco, we're in the low 80s today. we'll trend towards the 70s and 60s further out. mike, you're tracking two alerts? >> i am. we're getting one area of concern. south 280 approaching 92, there is a 35 located here. it's further north, coming out of colma southbound. a wrong-way driver was reported heading out of daly city. this activity restricts traffic.
