so you need the jacket for the start of the day. we'll head for the mid-60s as the sky clears for early in the afternoon. as we get a look around the bay at what to expect for later this afternoon, some spots really warming up, but staying comfortable in san rafael. we'll get a look at minor changes in the forecast, but you are looking for any sudden changes in traffic flow. >> don't see anything major here. no big surprises. south bay did clear from that first burst. over here, only thing unusual is actually slowing counter commute, it is eastbound 580 getting out of livermore heading in toward tracy and stockton, there is some slowing there around greenville, a crash that has been there, a vehicle reportedly still in the lanes. westbound might be distracted if they see the lights, but really nothing big going on there and travel times toward the bay bridge and at the toll plaza looking great right now. we're following breaking news, russia unleashing on citi.

>> vladimir putin announced that this is revenge for a blast that damaged the bridge connecting russia and crimea. several explosions were heard early this morning near ukraine's capital of kyiv. ukrainian president volodymyr zelenskyy released video following that missile strike, and in it he says russia is, quote, trying to destroy ukraine and wipe ukraine off the face of the earth. just in to our newsroom, state emergency services say 11 people are known dead across the country, 64 people are injured at least, but that toll is likely to go up. >> and we're also getting new video in of the damage from the ground. take a look at this, a huge crater ripped through the mud at a children's playground in central kyiv. remains of a missile were buried there seen smoking in the mud. as keir simmons reports, the strikes are the most intense in the capital since russia

abandoned an attempt to capture it in the early week of the war. >> reporter: here in moscow, president putin is preparing for a meeting of his security council after appearing on russian television last night stern faced announcing that russia believes that ukrainian special forces were behind an explosion on his prized bridge to crimea. and branding it a terrorist attack. ukraine has not said it had anything do with the blast, but there have been reports that ukraine was connected to it and in ukraine there have been celebrations. there are not celebrations here in moscow. the fear is that under pressure from hardliners, president putin is preparing to ratchet up his attacks on ukraine. i'll have the latest coming up on "today." 6:04. and new this morning, three more people waking up though bell prize winners. ben bernanke, douglas diamond and phillip dytvig were

announced as winners in the economics category. u.s. based economists are credited with making discoveries that improve how society deals with financial crises and the role of banks during those periods. fleet week final score, blue angels three, karl the fog one. karl the fog is basking in hit glow this morning. the final blue angels performance didn't happen. the fog was just too thick for planes to fly safely. blue angels did take to the skies on thursday, friday and eventually for saturday's air show. but organizers say pilots yesterday just couldn't see the important landmarks that they have to see in order to pull off those high speed stunts. >> this is the only time that we've had something like this happen, maybe -- it is like a 100 year flood. just very unusual. >> weekend crowds were thought to be a little short of the

numbers before the pandemic and restaurant industry leaders tell us that dinner crowds were down about 10% from before covid. perhaps because of the cooler weather. a winery is sharing either new space with the community to commemorate five years since the tubbs fire. in 2017, flames from the wildfire burned more than 36,000 acres. and sadly destroyed more than 5600 homes and businesses including paradise ridge winery in santa rose. the owners were able to reopen it in december 2019, but then we know that the pandemic then hit. over the weekend, owners put on an event to celebrate the community's resilience. they say while the fire was devastating, and deadly, it helped the community in an unexpected way. >> we learned from our mistakes as a community. you know, about how to deal with this. like getting out early warning signs. >> paradise ridge hasn't been

able to rebuild their production facility and still making wine off site, but they are next yea. and as we see the recesn cae safe from wildfires. state attorney general will be in san diego this morning to announce a new effort to help local governments address wildfire risks for proposed developments in fire-prone areas. calfire warns that wildfire season is nowhere near over. also happening today, the mpox vaccine clinic at san francisco general is expected to open at 8:00 until 4:00. if you have already gotten your first dose, you can get your second dose three weeks after that. the vaccine is now available to people of any age or gender who may have been exposed. during the peak of the outbreak in august, san francisco was reporting an average of 20 new cases per day. today that number is about one

case per day. it is 6:07. 49ers are building early season momentum. they sit atop the division this morning after beating the panthers. this game wasn't much of a challenge for the 9ers, they looked pretty dominant on their first drive. the coleman touchdown gave them the early lead. before halftime, a pick six by mosley pushed it to 17-3. carolina never mounted much of a challenge in the second half as 9ers put it in cruise control winning 37-15. after the game, jimmy g sounded like a perfectionist. >> i think we still have room for improvement. there were drives where we just killed ourselves. simple things we could fix. but today was a good day. we were rolling pretty good. >> today was a good day. 9ers are now 3-2, they will practice this week in west virginia and then play next sunday in atlanta. taking a live look at walnut creek this morning, the sun

taking its time rising this morning. >> it is monday for the sun too. >> maybe it is just the fog, kari, which obviously was quite the bummer yesterday. >> yeah, it was. and we're still now an hour away from sunrise. so we know these days are getting so short. we used to be able to see it throughout the newscast, but no longer. we're starting out at about 50 degrees in santa rose, 60 in san jose compared to elsewhere, a little warmer in the south bay. let's head over to martinez as you are getting up and getting the kids ready for school. it will be in the mid-50s at dropoff time, but pickup time, it will be a nice and comfortable 82 degrees. we'll talk about the rest of the forecast coming up. mike has a look at where we can find lower gas prices? >> all relative. these are much higher than we looked at last week, but i'm going off the prices that we are all reporting around the bay area for gas bud did i. so looking at $5.79 at diamond

gas on story road, i couldn't find anything at or below 5 bucks today. $5.69 for san ramon at the marathon. and best deal around the bay comes from inside san francisco, a 5$.19, there is a 76 station on valencia street. peninsula of course very light. highway 37 and the bay bridge seen slower, sensors across the bay. metering lights were activated and now pausing toward the toll plaza. it is 6:10. we see it around us every day here in the bay area, people living on the the streets, many of them trapped by addiction. and while the situation can appear hopeless, there is hope. >> there is. and "today in the bay's" garvin

fanduel and draftkings, two out of state corporations making big promises. what's the real math behind prop 27, their ballot measure for online sports betting? 90% of profits go to the out of state corporations permanently. only eight and a half cents is left for the homeless. and in virginia, arizona, and other states, fanduel and draftkings use loopholes to pay far less than was promised. sound familiar? it should. vote no on prop 27.

let's head over to palo alto, we're in the upper 50s, it is a calm wind but a cloudy start. we're watching out for fog drifting up and down the peninsula and east bay as well. as you go throughout the morning, it will clear out and temperatures in the upper 60s here. some spots still hitting the upper 80s today. we'll talk more about that and our microclimates coming up. and traffic is building up in oakland. nothing major by the coliseum. northbound is moving smoothly. but coming up through hayward, there may be a crash affecting your drive. we'll check on that coming up. nice to start in the green, a live look at the futures this morning. all pointing upwards. wall street expecting it to start in the red originally following the whip saw action in the markets last week. dow, nasdaq and s&p 500 saw two days of massive fwans followed by three days of losses on

plus we have a dog now and i'm like hey, get off the wallpaper. pumpkin spice might be a nicer thing than ranch dressing this morning. >> i think so. i'll take pumpkin spice anything. >> she's been rocking that since august. >> and it continues. this is my season. >> it is all your. >> and yes, we're starting off with some fog this morning. a look at what ruined the air show yesterday. i know, that is what we've all been talking about, the visibility, low clouds, the fog over san francisco. and now we're seeing the fog drifting around parts of the north bay. it is down to about three quarters of a mile visibility as well as morgan hill, in the east bay, it has been light and patchy, but along the coastline, it does continue. and that is part of the reason what keeps our temperatures cool for the start of the day, but then going into the afternoon, those temperatures start to spread out. and this is basically what we had yesterday with some upper 60s near the coastline, some low to mid-70s for the inner bay, and then mid-80s as you make

your way to the interior parts of the east bay even up to 88 in san martin today and 90 in fairfield. take a look at tomorrow's temperatures, it is about the same. no major changes here as you get a look at your microclimate and what to expect even wednesday. but the 7 day forecast at the bottom of the screen, we're set in this weather pattern even though high pressure kind of moving away a little bit, we'll start to see some storm systems moving in to the pacific northwest and that will enhance the ocean breeze next week, cooling down or temperatures. livermore in the 80s and 90s the next few days, but next week once again with the storm system passing to our north, we'll drop with those highs into the mid-70s next week. overall, our inland temperatures are remaining steady up until about the end, we do see it cooling down another degree or two with san francisco continues to see highs in the upper 60s. mike, you are looking at a crash

in hayward. peninsula south bay as you'd expect. it is light for that entire side of the bay, but i'm concerned about this crash north 880 reported right asperian, and there are vehicles in lines. southbound seeing some slowing. so there could be two crashes or the original crash could have inaccurate information. we're tracking that. this is between 238 and 92 right there. a critical time for your commute. and looking at the bay bridge, this is light for this time. so we'll track it, but so far nothing big coming in through the maze. next on "today in the bay," nbc lemons is about to flood the used vehicle market after hurricane ian. i'm consumer investigator chris chmura, we'll show you how to

an estimate of the number of cars that were flooded in hurricane ian. >> and it is expected to be about 360,000 cars in addition to the 400,000 cars that are floored already on the roadways. and they could make their way on to used car lots. so chris chmura is telling us how to go about finding a used car. >> first let's establish something. you do not want to buy a used car that was in a flood like hurricane ian. >> they are literally rotting from the inside out. >> that is emily voss from car fax. emily recommends used car buyers take a test drive, get a history report and an in-person inspection. >> a lot of people do one or two of those things, but you need to do all three. >> first spend 10 to 40 bucks, get the vehicle's complete history. look for the words flood, salvage or rebuilt. those terms indicate a car should have been junked, not

resold. here is the thing. some sleazy car dealers can wash a car's title clean of those flood or salvage stamps. so an in-person inspection is essential. first sniff the interior. a foul or musty odor is a red flag. so is an overly rsy smell. >> sometimes they put in a very strong air freshener to cover the musty smell. >> next peel back the floor mats and carpet, look for moisture and mildew. when you pop the hood, check out all the exposed metal, look for signs rust is forming. and if you are comfortable, take apart the electrical connectors. look inside. see if there is any corrosion from saltwater. better yet, hire a mechanic to inspect the car for you. emily says 100 bucks is the going rate for a pro. and trending this morning, the countdown is on for tonight's powerball drawing. who is ready to win? jackpot is jumping to $401 million.

the kids off at school will be chilly, they will have the jackets, but they will be putting them in their backpacks by the time you pick them up because it will be 82 degrees. mike, you've been watching out for a crash in the east bay. >> yeah, this is hayward, and the sensor just changed to match you, so that is great. southbound unfortunately that means it is slower toward this crash at 8th street. as those sensors change, chp updated saying they have cleared lanes southbound. smooth drive as you travel in out of the tri-valley, look at that, a great drive actually south bay along the peninsula, no major issues getting towards the bay bridge. no surprises. richmond bridge starting to build. bay bridge, still does not fill in all the lanes, so a little lighter right now. stanford researchers detected a new omicron

subvariant in the bay area. >> and bob redell is joining us live with more on this. we've seen a lot of subvariants, why are scientists worried about this one? >> reporter: good morning. because this new omicron subvarient ba2.75.2 might be the most immune evasive so far. still doctors say you want to go to your pharmacy or your local health care provider and get that booster shot even though the booster might not prevent you from being infected by this new omicron variant, it should still keep you from getting very sick and ending up in the hospital. the clinical biology lab at stanford has detected one case here in the bay area, and there are also several other cases confirmed in los angeles county. specifically the subvariant's spike protein looks different, which means antibodies we have from getting a vaccine or from having had covid may not recognize it and there could also be a higher chance

therefore that it will cause infection. also treatments like mono clone natural antibodies might not work against this subvariant while paxlovid and remdesivir should. >> it feels that we don't feel scared or panicked, it just means that we need to continue to want to protect ourselves when the numbers go up. right now we're still in a lull. so it is just a matter of watching to see if these newspapers go up and try to protect yourself from even getting mild infection because even that is disruptive to society. >> reporter: that was dr. chin-hong. he says we're in a lull, but he still recommends you get that booster shot especially if you are immune knowknow compromised over 65 or pregnant. >> thanks so much, bob.compromi

over 65 or pregnant. >> thanks so much, bob. and the new covid strain taking shape and doctors also dealing with the flu season. experts warn it could be more severe this year. with schools reopening and adults returning to the office, flu cases are already on the rise. and one city reports more than 250 students were out at one point, new york city already reporting nearly 126,000 cases since flu season started there. it starts a little earlier on the east coast. and the cdc says nationwide cases are higher than they were this time last year and one reason is that lot of folks have stopped wearing masks. this year though there is a stronger type of flu vaccine. >> so the high dose shots are particularly recommended for those 65 and above, it is stronger and gives that immune system response that can help fight off the flu. seniors should ask for that specifically. >> doctors say it is safe to get a flu shot at the same time that

you get your covid booster. this morning we're working to learn the condition of a survivor of a deadly crash near santa rose. investigators say a man and woman were hit on old red wood highway in penngrove just before 8:00 last night. the man died at the scene. paramedics rushed the woman to the hospital. the chp says they believe the two had left the twin oaks road house bar and were crossing the highway when they were hit. there is no crosswalk in that area and it was already dark. the driver remained on scene and is said to be cooperating with investigators. tenants forced from their san francisco highrise for months reportedly filed a new lawsuit against the landlords. residents first vacated after a ruptured rooftop water main in june. and then there was a second pipe burst in august. and that forced another set of evacuations. as the "chronicle" reports, tenants filed suit friday citing

damages and deception claiming the management failed to do those needed repairs. the company though is denying the tenants' allegations telling the "chronicle" it worked tirelessly to make the repairs and compensated residents with temporary housing, funds and personal expenses. we're getting a new glimpse at how hard it is to raise a child in san francisco. it highlights the reason why so many struggle to make it in the bay. child care council of san francisco estimates costs of full-time care at between $1700 and $2500 per month per child depending on their age. and annually that can run parents nearly $30,000 per year. couple that with real estate data which puts the average rental unit at about $3600 to $3800 a month. median income for a family in san francisco is nearly $120,000. when you add it all up, child care and rent account for more than half of families' monthly

income. >> i heard that there is actually more dogs and pets in san francisco than there are children. >> i believe it. let's take a live look outside, this time from the south bay. san jose. waiting for the sun. it is sleeping in. we're feeling the effects of fall. >> yeah, days are getting shorter, but the temperatures aren't yet getting any cooler. but we are seeing a cool morning and that fog rolling over san francisco. and there is karl kind of blocking your view of the sunrise. so i wanted to take you up above the fog to see the sunrise from our sutro tower camera. clouds will linger this morning but then we'll see the sun peeking out as temperatures head for the low 60s there. around the bay, we're taking a look at that traffic flow coming through dublin, and there we're headed for 82 today. really pleasant afternoon. a little bit warmer in gilroy with a high of 85. and 73 in san rafael.

we're starting out with fog around that area. so we'll talk more about minor changes ahead. mike, you are looking at the north bay as well. >> yeah, trying to give fol folks a little warning about the richardson bridge project the next few days. there will be lane restrictions. this one possibly delayed, but looks like there have been no problems. and build across the bridge of course kicks in for the morning commute. we're looking at a surface street crash just off highway 101, but not a major issue from what i can tell. peninsula looking great. the crash on 880 should be off to a shoulder but slowing sticking around a bit there. sensors from time to time we see little blips coming down just below the limit, but a nice easy drive on the live camera. and reducing drug overdoses
