contact your county registrar of voters. >> several key races across the bay area. the city of walnut creek will ask to vote yes on a half cent sales tax increase. >> as "today in the bay's" bob redell that money for measure o would pay for a lot of things including law enforcement. >> reporter: after last november's mass burglar at the nordstrom, five police officers were hired but stimulus funds will run out soon. measure o would fund those positions for the next ten years. measure o asks residents for a half cent increase from 8.75 to 9.25% to raise about $11 million annually which would not only pay for crime prevention and public safety but would help people who are unhoused, improve services for the young and the old and upgrade aging infrastructure like the pool at heather farm park. >> it's old, it's breaking down,

delivering his nightly address, ukraine's president says russia is trying to wipe us off the face of the earth. vladimir putin says the attack is in retaliation for a bridge explosion that damaged a critical supply route. ukraine has not publicly taken responsibility for the blast. thousands are fleeing russia to avoid a recent draft. >> putin feels as though his efforts are failing and in so many ways they are. the ground war is going badly againsr:ore than seven months into the war and ukraine is not backing down. urging allies to provide support. >> to protect civilians and critical infrastructure, there has to be strong response.

>> reporter: pledging to hold russia accountable for its aggression. and defense secretary lloyd austin travels to brussels today. he'll meet with nato officials and host a meeting of roughly 50 nations all committing to work together to help provide more aid to ukraine. >> you talked about that military aid, brie, it looks like more is on the way for ukraine after the brutal attacks we've seen. do we know how much aid the u.s. has provided thus far? >> reporter: so far the biden administration has provided $17.5 billion in aid, now that last installment was around $525 million. that went toward things like arms, munitions, and with the ongoing war it's likely more aid is still to come. >> thanks so much for following the latest for us.

the latest trial of harvey weinstein is under way in los angeles or will be later this morning. he faces four counts of rape and seven other sexual assault charges involving five women. among the accusers is the wife of governor newsom, jennifer siebel newsom. weinstein is serving a 23-year prison term after a conviction in new york, a case he is appealing. criminal attorney paula canny tells us that siebel newsom is a leader in a trial where women are standing up for women. >> she isn't balking. she's saying this happened to me. it was wrong. i stand up for myself and i'm here to tell the truth. that is impactful for the jury. >> siebel newsom was an actor. in a statement her attorney says, quote, like many other women, her client was sexually

assaulted by harvey weinstein at a purported business meeting that turned out to be a trap and intends to testify at his trial to seek some measure of justice for survivors. developing now a number of u.s. travel websites are back online this morning after a russian hacker group targeted them in a cyber attack. 13 websites were affected including the site for l.a. international airport and the city of chicago's air travel website. experts say activist group killnet was in the attack. new details this morning, a new santa clara county grand jury report suggests that some santa clara councilmembers for the city have acted unethically in dealing with the san francisco 49ers. some councilmembers have ignored city interests even alluding to potential city and state

violations. the city never met a deadline to respond to that report at which time it was released, one of the councilmembers at the center of the report did post a reply calling this a political hit piece. let's take a live look at downtown san jose. when it's that bright you know the clouds are low reflecting lights off the street. you don't want to turn on your high beams because it reflects that light all around you when it's super foggy and we're seeing that in morgan hill right now. we're seeing about three-quarter mile visibility in parts of the north bay and it's been patchy elsewhere across the bay area. as you head to work, in the mid-50s. it is a slightly cooler start than we've seen and we'll see the sky clearing out by about 9:00, 10:00. you'll need sunglasses, even

good morning. thanks so much for joining us, 5:30 on your tuesday morning. i'm laura garcia. >> and i'm kris sanchez. marcus washington has the day off. excitement is building in silicon valley because drone racing is taking off today. did you know it was a thing? >> the world's 12 best drone racers will compete on a tricky video game-inspired course at high speeds. ahead at 5:45, bob redell will take us inside for a preview of this unique competition. >> it looks like the crowds love it, too. a look at our forecast, meteorologist kari hall is tracking what we can expect. another foggy start to our morning and then clearing out a very comfortable afternoon ahead as we look at where we look at the most dense fog in the north bay. the fog in those areas really thick. so if you're driving from gilroy into the south bay, you'll see temperatures in the upper 40s and low 50s and near zero visibility so allow some extra

time for that morning commute. at about 8:00 to 9:00 in gilroy temperatures are starting to warm up and the sky is clearing. we'll have a wide range in temperatures anywhere from 60s in san francisco to 90 in brentwood. we'll get a look at our microclimates coming up. mike, you were concerned about vasco road. >> vasco is a critical connector. notice the build around marsh creek near the top of the map as we come closer. you see the speed sensors have been turned off for a section and i think that may still be the issue southbound commute direction may have lanes blocked because of debris from a crash on the northbound side. so that is an issue. there's not a good alternate. there's a crash near harbor and maybe out of the lanes by now. there's more slowing and more build heading into concord. we'll track that critical connector on vasco road. back to you. >> thank you, mike. 5:32. bay area cities are among the safest and riskiest places to

live in the country according to a new ranking released this morning. >> "today in the bay's" ginger conejero saab breaks it down for us. ginger, where do our bay area cities rank? >> reporter: good morning, kris and laura. two bay area cities find themselves on opposite ends of the spectrum. we'll talk about the first one, a little bit of good news for fremont. it ranked among the safest among california cities as a 17th safest city to live in in the entire country. on the opposite side of the spectrum oakland is among the riskiest cities along with san bernardino and los angeles. it's important to note what they looked at for these rankings. wallet hub compared 182 cities including 1350 of the most populated ones in the country, looked at three key dimensions,

home and community safety, natural disaster risk and financial safety. now within those three dimensions it ranked oakland as the eighth riskiest in the country. now safety has been an issue in oakland specifically with the rise in violent crime. homicides were up more than 50% in 2021 surpassing 100 homicides for the first time in a decade. and with three months to go more than 100 people died by homicide in 2022. more than 1,100 firearms have been recovered this year. part of the problem is an increase in guns in the hands of the wrong people. legal gun sales increased by 18% during the pandemic. she says that enforcing red flag laws already on the books in california would prevent gun violence before it happens. >> we can remove guns from individuals who have been flagged as dangerous either for severe mental disabilities or

for previous acts of violence. removing guns from those individuals reduces violence. those are the kinds of strategies we can be using that don't republic lie on punishment or reaction after the fact. >> reporter: they point out there have been historic lows looking at the bigger picture including dips in crime, dips we haven't seen since 1960s, we're live in san francisco. ginger conejero saab, "today in the bay." >> thank you, ginger. happening now police in pleasanton are looking for burglary suspects. you will see two they are looking for. so far this year they have received more than 35 reports of break-ins that are very similar. they break no the back of the home, steal jewelry and purses.

fortunately they have not hurt anyone. contact pleasanton police if you have information. russian forces continue a new wave of air strikes across ukraine. this as president biden and g7 leaders hold an emergency meeting. at this hour they are also hearing from ukrainian president volodymyr zelenskyy. last night in san francisco protesters gathered outside city hall to condemn the russian missile strikes. one speaker pleaded with president biden to designate russia a state sponsor of terror. >> war crimes unraveling right before our eyes and the world is watching. let's think about it. there's a lot of talk. there is a lot of indignation, but this is going on over these seven months. >> russian leader vladimir putin is openly calling the latest escalation a direct response to the bombing of a key bridge in the russian annexed crimea. at least 19 deaths reported from

the strike. more than 100 people are injured. back here at home the and the police cheap is looking to fill vacancies. this comes as at least eight officers are being investigated by both the contra costa district attorney and the fbi. those eight officers make up 15% of the city's total patrol division. the mayor has not elaborated on the crimes they are accused of, but we do expect an update on the investigation. the district attorney's office said the case involved a broad range of offenses involving crimes of moral terpitude. new details on the construction of 30 bike turnouts at mount diablo state park in walnut creek. they are now complete. the work got under way this past july and last year some 150,000 people biked up mount diablo. advocates urge the state's park and recreation department to allow cars to safely pass

welcome back. the time is 5:55. you're watching "today in the bay." today's climate in crisis, scientists around the world are modeling and researching ways to counteract the warming greenhouse gas emissions have caused on our planet, aerosols in the upper levels of the atmosphere. this is called solar geo engineering. the idea they would place reflective particles about 12 to 16 miles above the earth at about the level airplanes fly causing some of the sun's rays to be reflected back out into space. it sounds like the plot of a movie, right? a stanford scientist is part of a research team who release add report in the national academy of sciences. even solar geo engineering was applied it would take years to stabilize global temperatures. >> those particles being injected high in the atmosphere where they can block out not all of the sun light obviously but a
