morning where later tonight president biden will be landing for a visit to california. he will arrive in los angeles from colorado around 4:30 this afternoon. then tomorrow he's expected to talk about infrastructure investments. then he will attend an event for the democratic national campaign committee. the president will wrap up his trip in orange county. this comes as the president is sending a stern message to russian president vladimir putin. >> he, in fact, cannot continue with impunity to talk about the use of a tactical weapon. >> that was in an exclusive interview with cnn's jake tapper. >> the crisis in ukraine is now nearing eight months. u.s. military leadership meets today in brussels with nato allies and the ukraine defense contract group. it's a coalition of nearly 50 countries supporting the military needs. ukraine's president is pleading with world leaders for more help. they need it. >> reporter: all of this comes after russia started to escalate attacks against ukraine adding urgency to ukraine's pleas to have more military support from western allies. new images of explosion after explosion taking place across parts of ukraine this week. the sound of rockets. president zelenskyy's urgent pleas for increased air defense systems growing stronger during an emergency meeting of the g7. zelenskyy telling g7 leaders russia must be completely isolated and punished. in an interview with cnn president biden called president putin a rational actor while condemn the leader. >> he's acted brutally.

saudi arabian opec decision to cut production is expected to cause gas prices to rise heading into midterm elections. >> the last thing people want to hear. thank you very much, brie. at 6:07 now tracking down stockton's serial killer via social media. the new facebook group sprouted up to create -- was created to do that and the group now has more than 2,600 members from around the world. the creator, renee myers, who didn't want to go on camera in order to protect her identity says the group is an outlet for a community in fear. the serial killer killed one person in oakland and shot six others in stockton leaving one survivor. investigators confirmed they are now working with myers to weed out any misinformation. in the last two days she has submitted more than half a dozen tips to stockton police.

a pulmonologist says you may want to ask your doctor for a booster. >> to be honest, this is not something anybody wants. in an adult it can cause such a severe cough that people will vomit, break ribs and pass out. and sometimes when they come into my office they've been coughing violently for weeks and cannot figure out why. >> now whooping cough is concerning in children because their airways are a lot more narrow and infection can land them in the hospital. new this season the fda just approved whooping cough vaccine in women's third trimester, the only way to protect babies until they are old enough to be vaccinated themselves at 2 months old. the warriors with a big late-night announcement. draymond green will be back this week. he will be fined but not suspended. it comes after green and the warriors try to move forward from what coach steve kerr called the biggest crisis to hit

look forward to and hopefully this can soon be quieted down. guys? >> right. we like the positive aspects of it. thank you, ginger. let's take a live look outside walnut creek this morning. you can see the clouds there and some fog as well. feeling a little bit like fall, vianey. i like it. temperatures out the door in the 50s. this is pretty normal for this time of year. 57 in san mateo. 55 in dublin. morgan hill, 54 right now. yes, we do still have that marine layer down to less than two miles of visibility up through santa rosa, down to 5 miles in half moon bay. 8 miles in san francisco. really some of the most dense areas include morgan hill and san jose. when will this clear out? i'll have a look at that and your seven-day outlook. first some gas prices with mike. vianey, we are seeing more of a variety. folks are getting back in reporting to gas buddy.

that's where we get the information. santa claraclara, $5.49. we roll back on the numbers to danville, $5.69. and on american canyon we have $5.55. a variety for the three different areas we've picked out, the south bay, east bay and the north bay. as we look at the maps all these portions of the bay showing a smooth flow of traffic. the south bay did have a concern north 101. that crash did clear to the center divide area but north 101 around mckee reports say there are eight to ten vehicles possibly -- they are related to this crash, probably a distraction for folks traveling north past alum rock. back to you. next on "today in the bay," new funding for an airstrip startup. the major airline now trying to help make this unique vision take off.

9:00, 10:00, we stay in the 50s and by your lunch hour, 12:00, 1:00, temperatures warm up into the 70s with sunshine expected into gilroy. we'll talk more about your seven-day forecast and also the latest drought conditions coming up. and a couple minutes ago i saw a good amount of traffic with the taillights traveling north through palo alto. trying to get a meter on the folks who were held up in san jose. they are making their way up the peninsula at speed right now. the east bay we're getting more slowing traffic. stock futures are relatively flat. driving up the fed to keep raising those interest rates. the producer price index. now the cost to manufacture goods expected to have ticked up from august but moderate from just a year ago.

the markets are giving gains late in the session yesterday as the bank of england says its emergency program to stabilize uk bonds and the pound is ending this week. the dow managing to stay slightly positive but the nasda fifth straight day. new this morning delta airlines is investing in a santa cruz-based company in hopes of building electric helicopter-like air taxis to ferry people to the airport. delta put in $60 million and has taken a 2% stake in joby aviation. working on electric powered aircraft that take off and land vertically like helicopters do. the company has said that it expects to begin flying in 2024. the airlines believe they could be a time saving ride to and from airports in big cities delta hopes to use the aircraft first in los angeles and in new york.

downtown san jose. how are we looking when it comes to that fog? now it's managed to make its way in through parts of tracy, the interior valley. stretching down through livermore, san jose, half moon bay and, of course, up through parts of highway 17. be findful of that. forecasted highs for today, sunshine but a lot of it main mainly away from the coast. concord, 83. morgan hill, 80 degrees. san francisco in those mid-60s. i want to talk about your long-range outlook because we've had this big h which, as you know, is that high pressure keeping any chance of rain out of our region. it has been blocking a system just to our north. however, the influence of this system will bring in colder air which will help cool us off by a few degrees just in time for the weekend.

but for now no rain in sight. looking to the 21st and 22nd, we're looking out for a sk. right now with that drought monitor, well, no rain means conditions are getting worse when it comes to the drought. your seven-day outlook, we'll get that cooling especially into the week. mike, i said you were the expert on the roads. >> looking at the backup but it doesn't take an expert at the bay bridge. you can forecast that any day. vianey showed you live camera and that is moving nicely as well. let me talk about a couple of areas. 580 out of the altamont. there's the build. a little slowing. you saw that volume of traffic and now southbound 680 that burst around bernal. that slowing is starting to smooth out. across the bay or the san mateo bridge, the backup for the bay bridge toll plaza.

though, if that's what you're looking for in the interior f. you're in san francisco, one of those spots we're seeing the most fog by about 11:00 notice here comes the sun. 58 degrees. and then event lip by 1:00, 2:00, 3:00 we'll start to get the mix of partly cloudy. walnut creek at 68 degrees. if you're going to be in the south bay expect to see nice weather in the 70s. mike, what do you have in traffic? >> because of the volume, vianey, you know about this stuff. westbound the taillights from hayward over to foster city. not a lot of brake tapping. things may slow down in the next couple of minutes. the south bay still keeping an eye on the crash north 101. vehicle still reported in the center divide.

a new crash may complicate things. we'll track that out of vallejo. over to you. a live look in milpitas where the police investigation continues into a violent stabbing that happened at an apartment complex a little before 2:00 this morning. the victim is in critical condition. police say chp found the suspect in a car on the shoulder of southbound 101 a few miles away. now they tell us that person suffered some sort of injury and is also now in the hospital. they say a woman was in the car with the suspect and it's not clear how they are connected but do believe the stabbing was not random. new details now this morning from the white house revealing how americans will be able to apply for one-time student loan forgiveness. >> "today in the bay's" bob redell joins us now. when can students start applying, bob?

>> some time later this month, in october. we don't have the exact date. you might recall that earlier this year president biden announced one-time student loan forgiveness of $20,000 for a pell grant recipient and $10,000 for non-pell grant recipients for individuals making $125,000 or less per year, married couples 250,000. yesterday the biden administration relased a preview on how to apply. the online application is surprisingly very simple. enter your name, social security number, date of birth, phone number, email. requires you to check a certified under threat of perjury. in order to prevent fraud, the education department, the department of education, will require several million of those applicants to they are suspecting of being high income to upload their tax returns.

man walk inside to the mailboxes. the building manager says the thieves took several items. >> they started opening up these boxes, they're just riffling through and one grabbed a package here and them just went on their way. >> the u.s. postal service has $10,000 reward. looking into new water supply to help stop the water depleting from local reservoirs. the district will hold a public workshop to rate and compare the various options it is considering. the district is considering increasing reservoir storage, expanding recycled water distribution and perhaps new imported water from sonoma county. it will create several supply options each with its own drawbacks and benefits that

could work best for the district in future droughts. a live look now at the bay bridge, we can finally see it. we're looking in a different direction than when we saw that camera shrouded in fog. vianey arana is watching that forecast for us. where do we currently stand across the state of california? here is a close look at some of the largest reservoirs. right now we're at 28.7% of total capacity. that leaves us at about 51% of average and, also, we had a record dry january, february and march. the lack of rainfall definitely did not help. we're still under an extreme drought and even our large reservoirs less than 40% down to about 34% for lake oroville, 44% and trinity lake 22%. this does impact us in many

ways. the lack of rainfall, also the winter months heading into the snowpack will be something we will continue to monitor very closely as we head in towards january and february as well. now let's see how the roads are doing. an update with mike. >> trying to give folks a warning about slower drives ahead. we know about this, it's right on schedule. west 580 is slow. yesterday it was a different pattern because of a crash. this morning we're back to normal. that's why i just showed you with the camera. the better news for vallejo, that crash cleared and as we look at your patterns, typical for highway 4. oh, right here walnut creek inheard about a crash. nothing major right now. tonight this will be closed. you can still use the bridges to the south there.

people gathered in fremont. video shows the family of four taken against their will from their trucking company last monday. the tragedy has shaken up many in the sikh community here in the bay area. >> we are here to bring awareness to what happened in our indian sikh community. >> prosecutors charged the suspect jesus salgado yesterday. he's due in court tomorrow. >> in san jose measure i would add the city's fair political practices commission to the city charter meaning a future politician could not get rid of it. it would make any legal resident who lives in san hope say qualified to sit on commissions. it was placed on the ballot and no one has argued against it. palo alto has measure k, creating the first business tax

similar to other bay area cities. the tax would not apply to small businesses under 10,000 feet or grocery stores. morgan hill voters can slow down the construction of new warehouses around the city with measure a, a yes vote would prohibit very large buildings and more than one truck dock. measure b would require the city to get the okay from residents if morgan hill decided to make the road that goes through downtown smaller, just two lanes. but that same yes vote could increase liability for the city if a pedestrian is hit. a no vote would not change the road but it would free up city planners to change it if they decided it needed to be. now those are some of the highlights from the santa clara county ballot. as always, check your voter guide and more information about statewide issues at nbcbayarea.com.

thank you, scott. 6:44 now. in a rare sitdown interview president biden is trying to reel back american fears the economy is heading into a recession. here is how he explained it to cnn's jake tapper. >> should the american people prepare for a recession? >> no. look, they've been saying this every six months. they look down the next six months and say what's going to happen. it hasn't happened yet. there is no guarantee -- i don't think there will be a recession. if it is, it will be a very slight recession. >> the president went on to underscore legislative accomplishments aimed at cutting costs saying the u.s. is in a better position than any other major country economically and politically. >> happening today president biden is going to colorado to designate camp hale as a new national monument. this is where they trained for

hanging on just a limb bit longer through the afternoon. now let's take a look at that high pressure keeping us dry and blocking any chance of that system just to our north. a low-pressure system from bringing us any real rain. it is bringing us cooler air. looking at some of the models. a system just to our north. we'll see how this influences us as we get a little bit closer. we like to look out and seep the potential of what's to come. a very dry year when it comes to rain. january and february the top ten driest on record. they get over 5 inches. that gives you an idea where we stand. we're in a serious deficit in santa rosa. down through san jose we get that rain shadow so it's a little more common to see that

buildings before they get to highway 101. the build here, you see slowing before and after to the dublin grade and more for 680 south down through pleasanton into sunol. as you head into fremont, a build coming out of the altamont pass holding steady. a lot of traffic held up with the merge 205 and 580. an earlier crash in tracy and that held folks up in this section but still a slower drive developing right about 20, 23 minutes from marsh creek down to 580. all that slowing getting to 580. the south bay a smooth flow. now the pattern for 101 and 87 both slow around capital expressway, slowing again up to oakland road. the airport and now, there we go, kicking off for 237, 101 into sunnyvale and up into palo alto. back to you. happening now a source tells "pro football talk's" mike
