booneville then we move to tomorrow temperatures still way below average from new york city, raleigh, tallahassee, birmingham, little rock and those morning lows on wednesday, raleigh, knoxville, new orleans, dallas all could see records as well as kansas city with temperatures in the low 20s. they will start to rebound as we get into the end of the week, but still chillier than average. if you are looking for warmth, head out west where temperatures are going to be upper 60s to the upper 80s into the pacific northwest and interior sections of the plains. guys? >> all right, al, thank you. to the war in ukraine. overnight multiple explosions rocked the capital of kyiv we are learning more about a deadly attack in russia. a gunman opening fire on military recruits at a training base there nbc's chief foreign correspondent richard engel has the latest

good morning. >> reporter: good morning. every conflict brings new technological and tactical developments now russia is firing swarms of explosive drones, and they are firing a lot of them in order to overwhelm ukrainian air defenses just last night ukrainian officials say they managed to shoot down 37 of these drones. but still some of them managed to get through the air defenses and hit their targets. one exploded into this industrial area. we could hear this drone as it moved through the night sky. buzzing, moving very quickly until it hit the target and exploded russia launched dozens of iranian-made drones at ukrainian cities overnight, including kyiv the drones are small and inexpensive but also highly maneuverable and accurate, allowing the russians to dive-bomb the ukrainian capital from long range. the mayor releasing pictures of the drone fragments saying they mainly targeted the city's

infrastructure in the south another swarm descended on the city of mykolaiv a dozen shot down, but still, some drones made it through, hitting a depot of cooking oil that burned through the night. russia is increasingly reliant on the drones instead of precision missiles, which are expensive and because of sanctions in short supply. also in short supply, russian soldiers according to an independent media company called we ca explain, this video shows construction workers in moscow being drafted into service on the ukrainian side, troops tell us their supplies are drying up, too especially artillery the field commander at the front outside of the southern city of mykolaiv like many at the front, he declined to use his last name. all the soldiers i have spoken to today said they are running low on weapons, ammunition how big of a problem is that

are being held a massive out of control fire flames lit up the night sky in tehran saturday. witnesses could hear gunfire and explosions this morning the aftermath iran's judiciary says eight prisoners died, four from smoke inhalation, and 61 were injured, blaming, quote, thugs for starting the fire. it comes during a time of chaos as extraordinary protests continue across the country over the death of 22-year-old mahsa amini. she died three days after being arrested by the feared morality police accused of violating the strict dress code. iranian authorities say the prison fire is unrelated, but inside is iranian american dual national namazi. a lawyer for his family said on social media he has spoken to his family he is safe he and his father were imprisoned seven years ago after

it's a lie. >> reporter: do you know what this check is for? >> i have no idea. >> reporter: is that your signature? >> it could be doesn't matter. >> reporter: when pressed, walker said definitively for the first time the check is his. >> yes, that's my check. >> reporter: why should voters believe you? >> because i have been very transparent about everything i have ever done. >> reporter: he has faced allegations of domestic violence for multiple women, including his ex-wife, and his 23-year-old son christian, a conservative influencer. >> he said and 'quote, you threatened to kill us and had us move six times in six months, running from your violence you said you love your son christian. >> right. >> reporter: for the voters who want to hear an answer to the allegation about violence? is that true what should people know? >> i love my son christian i love my family i will always love them and stuff.

that's what i say to my son christian. and i don't have any violence. >> reporter: walker has faced criticism for embellishing statements from academic and and business records and his ties to law enforcement, highlighted by raphael warnock in their debate. >> i have never pretended to be a police officer and i have never threatened a shootout with the police >> reporter: walker then brandished what appeared to be a badge. >> and you know what is so funny? i am working with police officers and at the same time -- >> reporter: we asked him to explain that moment. where is this from >> this is from my hometown. this is from johnson county, the sheriff of johnson county, which is a legit badge. >> reporter: the johnson county sheriff confirmed to nbc new he gave him an honorary badge. which helps in community affairs. georgia is key to determining which party controls the senate. while walking on the wrightsville field that bears the former football star's name walker revealed former president trump called him after the

debate did he give you any indication just to put a fine point on it that he will be here in georgia for you campaigning for you? >> if i needed him, he will come >> now, there was another debate in atlanta last night which walker did not attend citing disagreements with the format. we asked senator warnock for an interview but he declined. his campaign sent us this statement overnight which i will read saying, quote, this campaign will come down to who is ready to represent georgia and it is clear that is not herschel walker. hoda >> and herschel walker also did weigh in on the fact that former president obama is coming to campaign in georgia. >> that's right. high stakes, hoda. former president obama is set to campaign in georgia next week with control of congress at stake. i asked walker if he is concerned. will this impact the race? he responded defiantly saying he is ready to fight mr. warnock and obama. hoda >> thank you

we should mention you can se more of the interview with herschel walker on "nightly news" and 4:00 p.m. eastern on nbc news now. news for some of the 43 million americans who owe money on student loans a new federal government program will soon kick in. it could forgive up to $20,000 per borrower steph, good morning. let's start with the basics. who is eligible? >> this is a big deal for a lot of people. it's federal loans no private loans but that's the majority of people who have these loans. people eligible, if you are single and you made less than $125,000 in 2020 or 2021 you are eligible if you are married and filed jointly, that threshold goes to $250,000. >> how much relief can you get with this? >> if you have a pell grant, those are the grants given to people shown with financial need for them together with a federal loan you can get to $20,000. that's a lot the average borrower is at 29,000 right now

if you have a federal loan, just the federal loan, up to 10,000. >> how do you apply? is it open for business? >> this is the thing this is kind of a soft launch a little bit they are not actually processing these applications until later on this month. so you can go on and fill it out. it takes about five minutes. the important thing to know is that that pause on payments ends in december. what the federal government says is that if you want relief before then you have to apply by mid-november and it will be up and running for real, and they hope to process claims within six weeks. >> if you get on, say, like today, even though it's a soft launch, that application will work you don't have to resubmit it? >> absolutely. you don't have to resubmit it. it takes about five minutes and looks straightforward. >> cool. thank you. let's go to "sunday night football." the philadelphia eagles the only team that hasn't lost a game this season trying to stay perfect last night against the dallas cowboys. >> the third completion of the second half. eagles go quick.

have shot a woman who survived. he is expected in court tomorrow. >> reporter: i'm bob redell in the east bay. you might recall the marsh fire that burned this summer, 159 acres in contra costa county. it is burning underground in naturally occurring peat soil by willow pass road and the delta. con fire says the owner had hired a private water tender after they asked the owner to put out the fire. the air quality district said air quality is in the good zone and not unhealthy right now. let's take a look at the forecast with meteorologist kari hall. we are starting out with sunshine across parts of the bay area. a live look outside in dublin. bright and sunny but you don't want to forget the sunglasses. we've seen fog in parts of the north bay. visibility down to half of a mile in santa rosa. be careful in the school zones as you drop the kids off. we're in the upper 40s. it is mostly cloudy.

our headlines. monday morning, 7:30 details emerging about what happened the night two bristol, connecticut, police officers were killed. body cam video shows the terrifying final moments before the gunman was shot and killed by police. >> police say the gunman fired over 80 rounds at officers this happened last wednesday night. an officer was struck in the leg but made his way back to the police cruiser he fired a single shot and killed the gunman. the officer has been released from the hospital and an investigation is ongoing. there is significant radioactive contamination at an elementary school in suburban st. louis where nuclear weapons were produced during world war ii that's according to a new report by an environmental investigation group. it's based on samples taken from the site in august

the report is expected to be a major topic in tomorrow's school board meeting. the district said it would consult with attorneys and experts to determine the next steps. to college football now. the party is probably still going on in knoxville, tennessee, this morning following the volunteers big upset win over third-ranked alabama. look at this tens of thousands of fans stormed the field after the game there is nothing you could do. they celebrated by tearing down the goalpost but there were some repercussions. the southeastern conference fined the school $100,000 for violating its policy against fans on the field. by the way, they didn't just tear down the goalpost they actually, look at this, carried the 900 pounds of metal through town eventually threw them into the tennessee river. here is the deal the school has taken to social media to ask for donations to buy some new ones. and to help pay -- >> they are like, hey, look, we have to play a game next week. we need a goalpost

will y'all pitch in? how many times do you beat alabama? >> if they each contribute $4. >> gofund me page for a goal post all right. a community in northern california is breathing a sigh of relief after the weekend arrest of an alleged serial killer. >> nbc national corresponden miguel almaguer joins us from stockton this morning with the details on how police managed to finally track down this suspect. miguel, good morning >> hi, guys, good morning. police are piecing together their case, but they believe they have their man. a serial killer who took at least six lives. they also say they recovered a critical piece of evidence, a gun. now they are seeing if that gun matches ballistics used in the previous murders >> reporter: this morning, police and community members credited for stopping an alleged killer just in time. stockton, california, has been a city on edge a suspected serial killer stalking the streets but over the weekend police may

have cracked their case. >> our surveillance team followed this person while he was driving. we watched his patterns. he was on a mission to kill. he was out hunting. >> reporter: arresting a suspect, wesley brownlee, who they say might have been minutes away from another deadly shooting >> we are sure we stopped another killing. >> reporter: authorities say they were flooded with tips from the community. >> we had several hundreds of tips that came in every single day which led to this opportunity that we had to arrest this suspect. >> reporter: officials say the killer shot seven people, killing six. many of the victims latino men, across stockton and nearby oakland, who were living on the streets and attacked late at night. >> i was afraid for my children, for everybody. >> reporter: earlier this month, police releasing this grainy surveillance video believed to show the suspect and offering a

$125,000 reward. the 43-year-old brownlee has a criminal history, including drug and traffic violations authorities say there is still no clear motive for the killing spree. the only known survivor, natasha latour, details the chilling moments before she was shot at least nine times to a local news site. >> there was no words exchanged. he didn't say anything didn't come any closer just started shooting. >> reporter: gretta bogro says her son, paul, was killed and died alone. >> i'm grateful that they were able to save it from happening to another person. >> reporter: the police thanking the people of stockton for helping them track down a suspected killer >> the arrest happened in two parts. one was community tips and the second was good old-fashioned police work. >> so, miguel, the suspect is in custody.
