>> and i'm laura garcia. we'll check in with mike in a bit but let's check on the forecast. things are heating up again. it will start to warm up for our inland areas today in a spot like dublin where we start out nice and cool. we'll see those temperatures heading jum ward even though we'll see a lot of clouds throughout much of the morning. we'll go from 56 degrees now to mid-70s at noon and continue to climb from there as we head for 84 degrees in dublin. in santa rosa, 82 degrees. 78 in san jose. it's definitely going to be much hotter tomorrow as we reach the peak of those temperatures more widespread 90s in the inland valleys. we'll talk more about that coming up and, mike, you've been watching a couple key spots for the commute. the metering lights will turn on. the buildup at 6:00 a.m. all those feeder routes showing into berkeley and in toward the

maze. up in the north bay it highway 4 slows outof antioch and a slower drive. walnut creek will pick up the volume. we do have a crash on 680 may be clearing. mission getting more traffic. back to you. >> thank you, mike. we are following breaking news. a deadly shooting in san francisco. it happened a little after midnight at turk and taylor streets not far from the warfield theater in the tenderloin. an unidentified person died. police are not saying what led up to the shooting. the investigation closed turk street between market and taylor. in a matter of hours the man stockton police are calling a serial killer will appear for the first time before a judge. >> "today in the bay's" bob redell joins us in our newsroom this morning. bob, law enforcement talked about the case, but did they have a motive in it? stockton's police chief tells us they don't know yet why

wesley brownlee allegedly shot and killed five people in stockton and one in oakland. there's also a seventh victim in stockton who survived. a judge will arraign brownlee in a stockton courtroom. that's when we'll learn what charges he faces and whether or not the d.a. will charge him with a capital crime. stockton police say after hundreds of tips they found and followed wesley brownlee as he searched for another victim. police say he was hunting in the same neighborhood where the other six shootings took place. according to stockton's police chief, he was dressed in black and armed with a handgun. >> the person was in a park that may have been seen by the suspect. we intervened. >> reporter: brownlee's lack of violent crime, that kind of history, means there might be a hearing to determine if he's competent to stand trial. this expert says it's unusual to

see someone with low drug offender cases progress to multiple murders that have nothing to do with drug deals. a psychotic break may also help explain the suspect's motivation or at least his state of mind. laura? >> so interesting. thank you, bob. jurors later this morning will resume deliberations of the fate of paul flores. he is accused of murdering san luis obispo student kristin smart. the jury came back with a verdict against his father. that verdict is on hold until a verdict is reached in both cases. ruben flores is being charged with being an accessory to that murder. >> decision 2022 and the first for california voters on the november ballot. voters three weeks from today will decide on an abortion-related constitutional amendment. proposition 1 would make

california the first state with a provision protecting abortion. as "today in the bay's" ginger conejero saab explains, that measure would alter reproductive rights in other ways. >> reporter: reproductive rights are could have had in california under the state's reproductive privacy act which says that everyone has a fundamental right to privacy including the right to contraception and abortion up to the point of viability. the very premise of the state's protection and reproductive freedom is covered under privacy, the same interpretation used in roe v. wade. since the u.s. supreme court overturned that landmark case this year, advocates say existing case law is not enough to protect abortion or the right to use or refuse contraception. prop 1 would explicitly include abortion and contraception. prop 1 is currently endorsed by big democrats including senator hillary clinton who paid a visit to the bay area in support of the measure. but those who oppose it say not

so fast. >> proposition 1 is so extreme by allowing late-term abortion up and to the point of birth that we have seen pro-choice politicians and pro-choicers join our coalition. we even had this news conference on the steps of the california state capitol last week showcasing our diverse and broad coalition. >> reporter: arguments against prop 1 include it will be expensive for taxpayers to foot the bill for sanctuary abortions. the proposition's language is vague and ambiguous and is interpreted to allow for late-term abortions. >> if the intention is to protect abortion rights in the state of california then revoke the current proposition 1 language as it is written and instead introduce language that reflects california's existing abortion law. >> there have been a number of bills signed by the governor that pay for abortions for people who are fleeing from their more restrictive states, and this is nothing to do with

hikes at 3%. supporters plan to gather together to celebrate. a live look outside celebrating the sun. not just yet. it will be coming up and making a little bit of a comeback as well especially inland. temperatures are going to rise. kari is keeping track of the forecast for us. feels like fall at least in the morning. at least in the morning. this afternoon it will feel more like summer especially as you make your way inland to the south county, heading for the low to mid-80s today and a little bit of a breeze keeps parts of the inner bay fairly mild today. then as you head over to concord, antioch, livermore, 86 degrees. now we are going to see some cooler temperatures still remain near the coastline and in san francisco today in the mission district we're up to 67 degrees. north bay highs anywhere from 60s near the coast to 93 in ukiah.

we see some spots in the 90s. mike, where can we find lower gas prices? >> first, the headline under $5. there's a couple right there. in san jose it's at costco and automation parkway. $4.99. your gas buddy today, oakland, $5.19. express gas. san mateo, $5.17 on palm avenue. mostly 65, where you would expect a slower drive kicking in. not yet across the san mateo bridge. more traffic down past san mateo and the dumbarton bridge. you will see the sensors start to change a bit on the flat section and starting to creep down to foster city.

years by the pandemic. a lot of startups showing off their ideas. it runs through thursday. mike was telling us about the one gas station in the bay area with less than exception. prices are still high and some reports say the white house is readying another drawdown of the strategic petroleum reserve to try to get gas prices down again. could be around 10 million gallons according to bloomberg which spoke to people in the white house familiar with the matter. we should hear more about how the white house plans to refill the reserve. you have to do that. there's been talk about limiting exports of gasoline keeping it all here but the same insiders say if that happened it wouldn't happen before winter. and nearly 8 million americans have already applied for student loan forgiveness just one day after the website to do so went online. there was a soft launch on the weekend. more than 40 million americans are in debt for their education. laura, we will talk more about that as we talk politics coming

the weather should be playing nice. >> we're watching to see if there will be a little bit of rain on the pumpkins on saturday, but it does look like it will be cooler. and starting out this morning all dry and mostly cloudy in some spots. a live look at dublin where visibility is all clear. we haven't had issues with fog this morning. but then take a look at our highs and where we're headed for today reaching 77 in mountain view. 77 in san mateo and martinez some low 80s there and upper 80s. check out tomorrow. this is our blast of summer. it's going to hit us with some 90s in morgan hill and san martin. 95 in livermore. 94 in fairfield. and we'll reach into the upper 80s, even some low 90s further to the north. now going into thursday, it starts to come down a little bit. we're still in the upper 80s and low 90s. won't be until the weekend we cool off. while we are talking about 90s here, there is a large area about 93 million people in a

freeze warning for tonight. and this is all of these areas shaded in purple. there are even frost advisories for those areas in blue, so it's going to be a big, deep freeze with some of that cold air making it all the way to the gulf coast where some spots are in the teens for tomorrow morning. what's happening here? we have basically western heat with a large area of high pressure and a big surge in the dip in the jet stream and that's bringing down that cold air. now once that moves out of the way, we are going to see some cooler temperatures coming in for the weekend and possibly a little bit of rain. now saturday's rainfall looks very light and spotty and may just skip us to the east or to the north. we do have a better chance of rain in the forecast next week, more widespread between tuesday and wednesday and it may even bring more sierra snow. that will be something we'll watch very closely but some great news especially in that

extended forecast. in the near term we're still in summer. it's in the upper 80s, low 90s. but then coming back to fall for the weekend and we'll be watching saturday for a chance of a couple of spotty showers for san francisco, we're in the low 70s through thursday and then we'll bring it back to the 60s for the weekend. mike, you're looking at a couple new crashes. i am, kari. they're in the area where volume is building as well in the east bay. the peninsula, no problems. the south bay looking great. looking over here a new crash near the castro valley y just popped up. detail on that hopefully in the next couple of minutes. chp says this crash south 880 down in toward fremont and union city, we do have it right around the exit there. there is some slowing. it looks like it might be attributed to a distraction, perhaps one lane blocked there. over to the dublin interchange did show slowing. it's starting to recould have just after the dublin interchange. reports of a hit-and-run crash came in. no lanes blocked.

6:23 right now. if you have student loans, the door for forgiveness may finally be open. you may be able to get up to $20,000 wiped clean. >> that sounds like a good thing for a lot of students or graduates. the federal government's application just launched. chris chmura shows us how to apply. >> reporter: the feds don't usually make things easy. luckily uncle sam made the student loan forgiveness application pretty simple. the education department says it only takes five minutes. we did it and that checks out. first, and this might be the hardest part, find your tax return from 2021 or 2020. next, go to studentaid.gov carefully this is what the real home page looks like, a button to start the application is front and center. after you click start the application, you'll see this screen.

those tickets. we are going to see some temperatures in oakland starting out in the upper 50s. it will be a cloudy morning but we still are going to have warmer air rolling in as we go into today. mid-70s at 1:00 and then we'll see the temperatures headed for the upper 70s for the south bay as well as the inner bay. notice the inland valleys, we're in the upper 80s today. it gets warmer as we head into the day tomorrow as we reach the peak of those temperatures for the week. big changes ahead. we'll talk about that, but, mike, cameras are filling in with traffic. notice the arrows, that's counter commute. it shouldn't be a major problem and no major injuries. that's great news. there is a lot of slowing, though. i don't know if it's major slowing but a lot of slowing south of the san mateo bridge. the crash has cleared to the shoulder. crews on scene will be a

distraction. that's the worst of it except for the one we expect which is the bay bridge toll plaza. that's just standard but bad compared to the rest of the freeway. back to you. new overnight san francisco police are investigating an overnight breakin at a jewelry and antique store. you can see police surrounding that store on 12th avenue in the richmond district. the owner says her store's surveillance cameras captured about eight people breaking in and the thieves managed to access the safe. she was at home when this happened. it's not clear yet what they stole. police are not commenting. >> health experts still stress the best way to keep it at bay is to get boosted. >> the big question a lot of people have are people listening. kris sanchez is live this morning. about 11% of santa clara residents are boosted. >> reporter: yes, if you think about that, that's about one in ten people and now santa clara

county is adding a whole other group of people. our kids 5 and up eligible for the bivalent booster to protect against the original strain and the omicron strains circulating now. the county has gotten their shipment of doses. they are ready to open up a number of clinics around the county to make sure families have access to that vaccine should they want it. the biggest is at the santa clara fairgrounds. there's the valley specialty center near valley medical center. in mountain view there's a clinic at 435 san antonio road. and in the south county a drive-thru clinic in san martin. many pediatrician offices also have bivalent boosters for kids 5 and up. can you call your doctor and check with your local pharmacy. some will be vaccinating the little ones as well. again, it protects against the original strain and the omicron

strain and the newer strains circulating now are milder but are more contagious. >> a really important benefit of this vaccine it reduces the risk of hospitalization and death especially for those who are over 50 years of age. second, the bivalent booster will reduce your risk of long covid. >> reporter: so we know now when california will end the state of emergency. the declaration will expire at the end of february. now this is largely symbolic because the shelter or the mask mandate, the vaccine notification requirements, they have really kind of gone by the wayside. with no state of emergency, local counties still can enact rules if they see fit, if they see cases surging. check with your hr person or your boss because you may not have to notify anyone if you get

covid and go to work going on in the future once that statement of emergency is declared. don't do that. just check with your boss first. in san jose, kris sanchez, "today in the bay." >> kind of scary people can do that. people still debating am i going to get the booster or not? we were just talking about it. >> reporter: that's another good reason to get the booster, right, if you don't know who has it. >> it's nice to be back. thank you, kris. to your health. 6:35 right now. developing this morning in antioch police are trying to solve a disturbing homicide. it started yesterday morning when first responders discovered a woman's body burning in a small fire set along a trail between gentrytown drive and contra loma boulevard. so far the woman has not been identified nor has her cause of death. police are hoping someone who knows something will come forward. happening today oakland leaders will debate on expanding police use of license plate readers to help reduce crime and

violence. councilmembers introducing the ordinance represent areas seeing some of the biggest spike in violent crimes. they argue granting police access to vehicular data would help solve more cases almost immediately. privacy advocates argue the technology does more harm than good. now some oakland police members are also now pushing to add another crime fighting tool to their arsenal, armed robots. police robots have been used for years to disrupt explosive devices from a safe distance. but according to the intercept police floated that idea during a police subcommittee meeting last month. here is one audio clip of that meeting and argument from oakland councilmember noel gallo. >> god forbid something happens and this is the only option. much as i hate to say it, a robot with a shotgun may be our only hope. >> it's a robot we're going to be using today then i just want

a strong winter storm is pounding the state. the wintry mix is creating slushy road hazards out there. wind gusts, in fact, reach up to 40 miles per hour. turning now to meteorologist kari hall. another part of the cold blast hitting millions of people across the country right now. >> there are 93 million people under freeze warnings for the eastern half of the country. those areas shaded in purple where it even goes to the gulf coast. this is that first big blast of the season dealing with subfreezing temperatures. i want to show you how cold it will be tonight with some teens here in sioux city but then as you head across much of the rest of the east it will be in the 20s and 30s. you can call your family out east and say, hey, 70 and sunny in the bay area. we don't want to brag too much. here is what's going on. there's a big plunge in the jet stream as an area of low pressure forces that air further

it is 6:57 for you this morning. i want to welcome you back. we are moving you forward with a look at the top stories on "today in the bay." >> starting with breaking news and a deadly shooting in san francisco a little after midnight in the tenderloin near the warfield theater. one person died. police so far not providing any more details. san francisco police are also investigating an overnight break-in at a jewelry and antique store on 12th avenue in the richmond district. the owner says the store's surveillance cameras captured about eight people breaking in and the thieves managed to access the safe. no confirmation yet from police. later today the man stockton police are calling a serial

killer makes his first court appearance. wesley brownlee's arraignment is scheduled for this afternoon. police say he shot and killed five people in stockton and one in oakland. a woman survived being shot in stockton. he has prior convictions for selling drugs in alameda county. they say he was dressed in black and armed with a handgun when he was arrested. it's possible he was scouring the streets plotting to strike again. covid vaccination boosters are available for children over the age of 5 in santa clara county. the fairgrounds one of several locations providing injections starting today. we know that here in california they will end the state of emergency in february. this is now largely symbolic because most all orders and mandates have expired. no state of emergency with that in place. you may not even have to notify a work place if you get covid. this is provided there's no new major threat from the winter surge.
