election some democrats are condemning republicans to not condemn threats. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. a very good morning. it's halloween. thank you for joining us. i'm laura garcia. >> and i'm marcus washington. we want to get you started with the forecast. meteorologist kari hall is tracking that trick-or-treat halloween day. >> let's say it's the weekend. i'm totally fine with that. >> how is it looking, kari? we have a lot of changes ahead. waking up to clouds in san francisco. martinez right now at 50 degrees and we will have a cool morning, only some peeks of sunshine today. these clouds coming in advance of some rain that's going to be here by tomorrow morning. but look at these temperatures, you may be wearing a jacket throughout the day with a high of only 62 in fremont and

hayward and we'll we have up to 68 in concord. upper 60s in santa rosa. we will talk about that rain coming in, how much you can expect where you live in the forecast coming up in a few minutes. for parents and children everywhere this will be a busy monday. halloween means all those trick-or-treating plans. in san jose, however, the recent surge in traffic accidents. "today in the bay's" kris sanchez with a call to be extra careful tonight. i know as a mom you have to be concerned. i am for my kids. >> reporter: oh, for sure, especially because it gets dark so early. one thing, don't do this, don't go out in all black with nothing reflective. make sure you stick to neighborhood that you know, too, so that you know where the safest places are to park. this halloween feels a little less festive because here in the city of san jose we've seen a number of pedestrian fatalities. san jose has seen a surge in

deadly crashes, 56 this year, and more than half of them are pedestrians who were hit by drivers. nationwide halloween is the deadliest night for child pedestrians according to data from the national highway traffic safety administration. children are three times more likely to be hit by a car on halloween than any other day of the year and, believe it or not, the deadliest hour is not late. it's early between 6:00 and 7:00, likely when the light is changing. the city of san jose's transportation department is urging drivers to slow down and parents of children to beware. >> make sure the vehicle is really going to stop and yield for us. a really important trick on halloween as well. >> reporter: so as you head out with your kid, make sure you stay on sidewalks and in well-lit areas. use the crosswalks whenever possible. and as you heard him say, make eye contact with the driver. if they don't look at you, you

don't know that they've seen you, and use flashlights, glow sticks or reflective tape even if your kid says, ma, that's going to ruin my costume. it's important to be safe. just last year my cousin's nephew was hit and killed by a car on halloween, so it hits really close to home. be careful if you're driving or out trick-or-treating. >> oh, that's very sad. very sad. yes, a good reminder year round to be careful. thank you, kris. this morning fears about potentially contaminated or laced halloween candy is nothing new. the subject of the latest fear is now that powerful synthetic opioid fentanyl even prompting warnings about discovered rainbow fentanyl found inside some toy and candy boxes. as always parents are advised to stay on top of the halloween candy their children bring home and make sure it has not been tampered with.

eight days left until election day. coast to coast, the recent attack inside house speaker nancy pelosi's san francisco home is leading to calls for change antone everywhere. "today in the bay's" drew petrimoulx is live. drew, this comes as the rhetoric has been building for months. >> reporter: yes, marcus, you've probably seen it on your tv screens, the rhetoric surrounding the midterm elections creates an environment where attacks are possible, some believe. after an attack on the family of a top democratic party leader politicians from both sides of the aisle are taking to the airwaves to condemn the violence. >> we have to figure out how to bring our country back together where we have a civil conversation and we have no what happened to paul pelosi is >> people need to realize it is

not just this moment of this horrific attack but we have seen violence perpetrated throughout our political system. >> reporter: the suspect in the attack, 42-year-old david depape, set to face charges that include attempted murder. police say he broke into the san francisco home of house speaker nancy pelosi and attacked her husband, paul. new details reveal zip ties were found in the home as officials interviewed the suspect and reviewed his online activity. >> this guy is sort of the picture of radicalization on the internet. 15 years ago in 2007 he was posting pretty standard anti-war, left-wing viewpoints. there is a 15-year gap on his blog. in 2022 he's posting qanon. >> reporter: as midterm battles continue, a renewed focus on political violence. u.s. capitol police say threats against members of congress more than doubled in the past five years. >> we have to do something about this amplification of this election denying hate speech that we see on the internet.

>> it's disgusting. this violence is horrible. >> reporter: as congress considers new measures to protect elected officials. a source with knowledge of the situation says paul pelosi remains in icu this morning surrounded by family members. in a letter to colleagues over the weekend the speaker saying the family is heartbroken and traumatized but the condition of mr. pelosi is improving. reporting from washington, i'm drew petrimoulx. marcus, back to you. >> you saw that outpour of people all across the aisle sending their well wishes to mr. pelosi. drew, thank you. and coming up on the "today" show we have more of that, more coverage on the attack on paul pelosi and even more on why there was no security detail at the speaker's san francisco home. that's coming up at 7:00 right after "today in the bay." russia is ramping up its

relentless assault on ukrainian infrastructure. this is in response to this weekend's strike on russian targets in the black sea. new overnight a wave of russian strikes at key cities, that thick plume of smoke could be seen for miles. one ukrainian water utility says some 80% of the people in the capital of kyiv are without running water. also at last check 350,000 apartments had no electricity. specialists are working to restore supplies as quickly as possible. san jose state police are investigating a hate crime. university police say it happened about 3:30 yesterday afternoon near the health center. as you can see on this map it's right in the middle of campus. police say the victim was walking when a group of people riding bikes approached. one of the bicyclists used a racial slur, struck the victim on the back and rode away. we have a picture of the suspect. the primary suspect is the one in black pants, a gray hoodie

and black ski mask. the victim was not physically hurt. we are told they're an affiliate of the university but it's not clear if that means a student or a staff member. happening today jury deliberations for sheriff laurie smith. prosecutors claim she traded
