this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. and a good morning for you on this halloween as we like to say "today in the bay." >> once a year. and i'm laura garcia. happy halloween. we'll get a look at the morning commute in just a little bit. how is that trick-or-treat forecast looking for the kids? it looks more like a treat for us, nice and cool. and we're going to see more clouds moving in. but we've powered up storm ranger in advance of what's coming tomorrow. so we'll be using this to track some incoming rain and once again it doesn't arrive until tomorrow, so we're looking good for today. it's going to be mostly cloudy and also cooler and windy as we head through the week. take a look at our high temperatures for today reaching into the low 60s for fremont. 60 in oakland and 59 in san francisco. we'll talk about that rain, how

much we might see where you live coming up in just a few minutes. laura? it may only be monday but for parents and kids this will be a busy one because halloween means those trick-or-treating plans. in san jose it comes amidst a recent surge in traffic accidents. kris sanchez with the call to be extra careful tonight. we've had some bad accidents lately. >> reporter: this year in particular be careful, make sure your kids are out with flashlights and are visible, maybe travel in groups. this has been a particularly dangerous year for pedestrians. san jose has seen a surge in deadly pedestrian crashes. 56 of them. more than half pedestrians hit by cars. it doesn't include bicyclists as well. nationwide halloween is the deadliest night for child pedestrians according to data

from the national highway traffic safety administration or nhtsa. children are three times more likely to be hit by a car on halloween than any other day of the year. it's in the 6:00 to 7:00 hour. drivers are urged to slow down and urging parents of trick-or-treaters to be aware. >> when we see a vehicle making sure that vehicle will stop and yield for us, making eye contact with the driver is a really important trick on halloween as well. >> reporter: be sure you stay on sidewalks and in well-lit areas, areas you know so you know where it is safe to cross. cross at lights or at crosswalks also when you are at a cross walk make eye contact with the driver so you know that they definitely saw you and use flashlights or glow sticks, reflective tape, anything can you do to make your child more

visible even if they complain about it because it is really serious and folks just are not slowing down here in the city and it's really sad to see the spike in pedestrian fatalities. >> it is very concerning. i just looked it up. sunset is at 6:11, too. keep that in mind. thanks, kris. 6:03 right now. this morning fears about potentially contaminated or laced halloween candy. the subject of the latest fear is now that powerful synthetic opioid fentanyl. even prompting some agencies to issue warnings about recently discovered rainbow fentanyl found inside some candy boxes. parents are advised to stay on top of the halloween candy, really look through it and make sure it's not tampered with. 6:03. now to decision 2022. eight days left until election day. political division now front and center from coast to coast, but the recent attack inside the house of speaker nancy pelosi's

san francisco home is leading to calls for change and in tone everywhere. "today in the bay's" drew petrimoulx is live for us in washington. drew, this really comes as the rhetoric has been building up for months now. >> reporter: yeah, good morning, marcus. the rhetoric heading into this final week of the midterm election is just very heated and some think that creates an environment where these types of attacks are possible. after an attack on the family of a top democratic party leader, politicians from both sides of the aisle are taking to the airwaves to condemn the violence. >> we have to figure out how to bring our country back together where we have a civil conversation, and we have no violence. what happened to paul pelosi is despicable, it's unacceptable. >> i think it is really important that people realize that it is not just this moment of this horrific attack but that we have seen violence

perpetrated throughout our political system. >> reporter: the suspect in the attack, 42-year-old david depape, due in court today, said to face charges that include murder. police say he broke into the san francisco home of house speaker nancy pelosi and attacked her husband, paul. new details in the investigation revealing zip ties were found o interviewed the suspect and reviewed his online activity. >> this guy is sort of the picture of radicalization on the internet. 15 years ago in 2007 he was posting pretty standard anti-war, left-wing viewpoints. there's a 15-year gap on his blog. in 2022 posting qanon. >> reporter: as battles continue across the country a renewed focus on political violence. u.s. capitol police say threats against members of congress more than doubled in the past five years. >> we have to do something about this amplification of this election denying hate speech we see on the internet. >> it's disgusting.

this violence is horrible. >> reporter: as congress considers new measures to protect elected officials. a source with knowledge of the situation tells nbc news that paul pelosi remains in icu this morning surrounded by members of his family. in a letter to colleagues over the week house speaker pelosi saying the family is heartbroken and traumatized but that mr. pelosi's condition continues to improve. reporting from washington, i'm drew petrimoulx, back to you. >> a lot of people online wishing him a speedy recovery. the "today" show will have more coverage on the attack of paul pelosi and even more on why there was no security detail at the speaker's san francisco home. that's coming up at 7:00 for you right after us on "today in the bay." russia is ramping up its relentless assault on ukrainian infrastructure in response to this weekend's strike on russian targets in the black sea. new overnight a wave of russian strikes hit kyiv in key cities.

thick plumes of smoke could be seen for miles. one ukrainian water utility says some 80% of the capital of kyiv is without running water this morning. also at last check about 350,000 amounts have no electricity. specialists are now work to go restore supplies as quickly as possible. now to a developing story out of the south bay. san jose state police are investigating a potential hate crime. university police say this happened around 3:30 yesterday afternoon near the health center. you can see right here on the map that's right in the middle of campus. police say that the victim was walking when a group of people riding bikes approached. one of the back and then just r away. here is a picture of that you. the primary suspect is the one in the black pants and gray hoodie and black ski mask. that victim was not physically hurt. we're told they are an affiliate of the university but it's not clear if that means they are a student or staff member.

happening today jury deliberations for sheriff laurie smith will continue. the federal case went to the jury thursday. the sheriff is facing corruption allegations with prosecutors claiming she traded concealed carry gun permits for campaign donations and big name endorsements. smith is scheduled to leave office at the end of the year. but a guilty verdict would remove her from office immediately and prevent her from seeking any public office again. the sheriff has denied all allegations. let's take a look outside for you this morning. this is a live look at sfo ahead of an important milestone for the airport. today the u.s. green building council will honor sfo with a first-ever certification plaque. it's the first airport in the world to earn multiple certifications. a well certification for harvey milk terminal one.

it will kick off the 20th annual green build international conference and expo in san francisco. happening now if you're heading to the coastline, the national weather service is advising everyone to be on the lookout for potential sneaker waves. this is what it looked like yesterday at san francisco's ocean beach. some waves today may come in as high as 20 feet. >> not far in the future there's a chance of rain. we haven't had heard that a lot. we don't get to say it much. no, we don't. it's been since september that we've had rain and we missed out on it all throughout the month of october. now as we turn that calendar to november we are going to see some rain coming in. i want to show you what it looks like on the live view. we have some clouds reaching in with a weak disturbance here now increasing our cloud cover but this is the cold front farther to the north that will be sweeping down the coastline as we go into today bringing those rain chances. as of right now we once again are starting out cloudy and

foggy in some spots with a couple of sprinkles. the measurable rain will be arriving around sun rise tomorrow morning, first starting in the north bay and then spreading across the bay area in time for the morning commute. some of us could get some decent amounts of rain. we're going to talk more about that coming up in a few minutes. mike shows us where we can find some lower gas prices. problem all over the developed world not just here in america. the fed will hold its next two-day interest rate meeting tomorrow and wednesday. just in to our newsroom this morning the largest iphone factory in the world has a covid outbreak. a spokesman says the outbreak is controlled and denies the numbers are more than 20,000. so tomorrow, november 1, and that's the day a lot of twitter employees in san francisco are due their bonuses. it's a significant portion of their yearly income. there was worry the new owner, elon musk, might lay those employees off before their bonus date. he says he won't. musk fired the twitter ceo parag

agrawal and others for cause. they didn't get millions in golden parachutes. for cause means they did something wrong. it's unclear what that means in musk's mind and he delete add tweet that questioned the attack on paul pelosi, the husband of speaker nancy pelosi. the article musk linked to is from a fake news site spreading a conspiracy theory. musk has hinted in the past he would allow just about anything to be posted on twitter but then later seemed to change his mind saying he didn't want twitter to descend into a, quote, free-for-all hell-scape but then he, himself, posted this conspiracy theory. a lot of what he was saying about let's not make this a hell-scape he is worried about advertising. remember he paid way too much for twitter then twitter loses money every year so he will pay in more every year. he has to keep the advertisers there but it's got to be some place that's not offensive for

places like nike or adidas, all the people who might pull their ads. >> and that's money. >> thanks, scott. >> you bet. new this morning if you're thinking about watching a scary movie for halloween tonight, you're not alone. google says the halloween movie franchise is king, responsible for three out of the top five halloween movie searches. in the meantime halloween food related searches are trending right now. >> we see interest in different cocktails, some cookie cutter shapes and one of the top trending recipes is this dirt pudding. it's an oreo-type pudding where you put candy worms in to make it look kind of gross. lots of funny trends in the recipe area for halloween. >> also trending is cuffing season. that is typically when people are looking for a relationship during the holiday months clear through valentine's day. google says searches of when to break up are also at an all-time high.

there you have it. i'm a little taller than him. >> people were seeing him in the control room and he's able to talk to us in our ear. ou like ? >> he's talking in our ear. >> no, he's not. >> no comment. >> oh, did i make him upset? >> we're not getting the wrap at least. let's move on to the forecast. there will be a lot of trick-or-treaters out there. >> and it's going to be great this evening and it's also nice and cool, clouds rolling by. i don't think that's really going to cause too many problems. let's head over to danville with what to expect this evening looking spooky. we're seeing a lot of clouds and temperatures that will go from upper 60s and breezy winds to low 50s and i think a lot of the kids heading out right at about sunset which will be at about 6:30 later this evening. as we get a look at what to

expect today our high temperature headed for 64 degrees today and 68 in concord. martinez reaching 66 and 60 in oakland. cool in san francisco with a high of 59. now tomorrow is when we get ready for rain coming in so it will be even cooler. a lot of us staying in the 50s throughout the afternoon. and we'll see the same on wednesday even as that rain starts to move out. so let's talk about that rain as we are going to see it arrive tomorrow morning. we start to see some spotty showers entering into the north bay and then getting heavi as it moves into santa rosa at 8:30. at about 9:00 it arrives in san francisco and pushing through the bay area in time for a lot of people just getting to work, getting settled in. that rain is really going to be pouring but it looks like the evening commute is drying up for most. although there will be a couple of spotty showers lingering for

wednesday morning. rain totals may reach a quarter inch so that could be enough to turn off the sprinklers, a nice start to our month of november even as we do see more rain and sierra snow in the forecast. there's the possibility that we could get about 8 to 13 inches of snow in the sierra especially at resorts over the next several days. so here is a look at our temperatures, really cooling down over the next couple of days going from upper 60s today to low 60s midweek with sunshine on thursday and friday. mike, you are looking for a crash reported at the bay bridge toll plaza? >> always a red flag for us. we have very little information. visual cues, the backup has built but not really packed in. it's definitely moving. typical slowing. out of el cerrito to berkeley slowing the buildup as folks are starting to leave the house there, no surprises right now. the same for vallejo.

6:25 for you that morning. welcome back. you're watching "today in the bay." mysterious and possibly other worldly sightings have team wondering do ufos exist? >> intelligence officers are expected to update congress on their findings and may even offer explanations for some of those close encounters. gadi schwartz with a team on the "today" show has more with what we can expect to learn. >> reporter: good morning, marcus. good morning, laura. it is october 31st and, no, that's not just halloween. it also happens to be the day the pentagon is scheduled to give congress its latest update on ufos or unidentified aerial phenomenon as they call them. the report is still classified but "the new york times" is reporting it may contain very rational explanations for a lot of the sightings and incidents baffling u.s. military service members for years. anonymous sources telling "the times" it is likely weather balloons, junk in the sky, optical illusions and spying from countries like china. some researchers who have been

dry but rain on the way in parts of the bay area. meteorologist kari hall is breaking down the trick-or-treating forecast for us and the chance of fall showers later this week. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. and a good morning to you on this halloween. i'm marcus washington. >> and i'm laura garcia. first, new overnight, did you feel a little shaking while you were sleeping? three small earthquakes rattled parts of the bay area. two centered in pleasanton at 11:00 last night and another in san jose's alum rock more than an hour later. none registered above a 3.0. >> now to that forecast for you, a leople expected to head out today, kari, to do that trick-or-treating. >> definitely a treat for us especially seeing we have another treat coming later in the week as we get a live look at our storm ranger that's parked on san bruno mountain. it is scanning the bay area. we are just going to stay cloudy

today and the clouds continue to increase this evening. we just see a chance of some afternoon showers with cooler weather. we're only headed for the mid-60s today in dublin and 66 in novato. san francisco 59 degrees. these are our high temperatures after a cool morning start. and, mike, you've been tracking a crash. what's the update? >> thank goodness there's not a lot of slowing and no major injuries. this is over in danville as you head north from san ramon. it's counter to the commute around diablo road. the crash should be possibly blocking one lane right now. your commute direction coming down from concord all the way down through danville and san ramon is still at speed. the buildup holding steady in pittsburg. slowing for west 37. the build out of el cerrito across the richmond bridge. a standard flow there as well. top of the screen, i just circled a crash in dixon that is an issue coming in. i'll fill you in more coming up.

back to you. >> thanks, mike. the attack on paul pelosi is something we continue to follow this morning and happening now protesters in san francisco are expected to file -- prosecutors, i should say, are expected to file charges against the suspect accused of assaulting paul pelosi. this is the house speaker's husband. family members are talking more about what happened and investigators are providing new details about what they uncovered. "today in the bay's" ginger conejero saab live in san francisco with more just outside the pelosi home. ginger? >> reporter: good morning, laura and marcus. we are just outside the pelosi home here in pacific heights where everything happened in the early morning hours on friday. you can see the home behind me. it's still dark out. the lights are off. not much happening that you can see from the outside of the home, but what we have learned, what authorities confirmed was found inside the home the day of the attack.

let's look at video of the arrival of house speaker nancy pelosi back to this typically quiet and safe neighborhood last night after a motorcade of law enforcement was seen leaving san francisco general. their son, paul pelosi jr., was also seen leaving the hospital. when asked how his dad was doing he answered, quote, they're rebuilding him carefully. now over the weekend san francisco district attorney brooke jenkins clarified details about the day of the attack including paul pelosi was the only person home at the time. san francisco police say zip ties were found at the scene though they did not say how many or discuss their intended purpose. >> at the time the suspect entered the pelosi home that he was, in fact, in search of mrs. pelosi. at this time there's no evidence in our possession to support that the suspect knew mr. pelosi prior to this incident. >> reporter: district attorney brooke jenkins says the suspect,

david depape, will be charged with attempted murder, residential burglary and other felonies today. federal agencies are conducting a parallel investigation to see if depape will face federal charges. in a statement also made over the weekend speaker pelosi said her family is, quote, heartbroken and traumatized after this attack. her husband paul pelosi is recovering, still at the hospital from surgery from a skull fracture and other bodily injuries. we're also told by the san francisco sheriff's office the suspect is in the hospital as well but they have not shared details or why he's at the hospital. we're live in san francisco, ginger conejero saab, "today in the bay." >> thank you, ginger. as ginger was mentioning we are awaiting those charges to be filed later today. now we will bring you those updates as soon as we get with continuing coverage both on air and online at nbcbayarea.com. developing now police investigating a shooting inside

an east oakland club that left one man injured. it happened a little after 8:00 p.m. last night at the 2101 club on mcarthur boulevard. the victim was rushed to the hospital. still no details on injuries or what may have led up to that shooting. moving you forward after three months san francisco today will end its monkeypox health emergency. health officials say the emergency declaration allowed them to act quickly to reduce the threat of mpox. cases have slowed to less than one per day. more than 27,000 people in the city are now vaccinated against the virus. health leaders are still encouraging those at risk to get vaccinated. are you in the halloween mood this morning? halloween is only really returning to full force after two and a half years of that pandemic we all lived through. outside this san jose home, the spirit is alive and well. the albertson family has been building their pixar theme look for more than two decades. others in the neighborhood helped to bring it all together. >> we also have connections with

our temperatures drop down into the mid-50s at about the time the trick-or-treaters are heading out. in san jose temperatures will go from 64 degrees at 5:00. my kids will probably head out around 6:00, 6:30. it will be about 62 degrees and then dropping down into the upper 50s as the night goes on. as we check out our forecast in santa rosa it's going to be at about 55 degrees and those spooky clouds moving by, maybe a little bit of patchy fog. but once again we will see the rain holding off until tomorrow where we will see some rain coming in. so we'll talk more about that coming up in a few minutes. mike, now you are hearing more about that north bay crash along i-80. >> and i'm not hearing about major injuries but it's a pretty major crash, one of the vehicles pretty smashed up. we're looking over here a standard show out of el cerrito, the bay bridge and in through concord and pittsburg. those all look pretty standard. at the top of the screen a lot of slowing coming down in toward the area through dixon.

there's a crash there as you are coming in toward i-80 and the 505 merge into vacaville. possibly five vehicles and up to three lanes are blocked now. just one or two get by and that's the reason for the big backup. that could end up making traffic lighter into our area holding folks up. also holding folks up tonight will be a closure out of davis. a couple of left lanes coming westbound through the area for scheduled work there. the rest of the bay shows a smoother drive. we are looking to san jose with your typical build here. we talked about trick-or-treating. communities like japantown may have local closures. they're at fifth and jackson. they'll be closed for trick-or-treaters to use the shops as safe spots but watch for any barricades throughout local neighborhoods. back to you. >> everybody just needs to slow down tonight and look out for kids. thanks, mike. 6:39 right now, pretty shocking new video of a deadly bridge collapse in india. coming up next on "today in the bay," we'll have the latest on

good monday morning. right now it's 6:42. this creepy looking fog is kind of drifting around the north bay as we see santa rosa visibility down to a quarter of a mile but we're getting more than fog in the south county around gilroy. so watch out for that on your way to work. a look at the rest of our microclimates and what to expect even as rain comes in tomorrow. that's in the forecast coming up. look at this, here we go, catching a glimpse of flashing lights across the san mateo bridge. i'm watching them travel west. i think it will be off the bridge shortly but we'll track that because we're seeing more traffic on the span. we don't want any unusual news coming up. the moment a pedestrian bridge collapsed in india over the weekend. it kill about 130 people. you can see right here the

crowded bridge of people when it suddenly gives way and plunges everyone to the river below. it happened on the suspension bridge over the machchhu river in the town of morbi. the recovery effort is ongoing. in south korea a memorial now growing near the subway station in seoul closest to where that massive weekend crowd surge killed dozens of people. this is near the itaewon subway station steps from where the tragedy took place. as of this morning 154 deaths are confirmed. another 150 were injured, many critically. the exact cause is still unknown, it started when a crowd, a big one, started to push through a narrow street along a popular entertainment area filled with people celebrating halloween.

see that rain coming in. now there still may be spotty sprinkles but mostly looking at drizzle as we get fog and low clouds moving in over the next couple of hours. but then as we go into tomorrow morning i'm stopping the time line right at 7:30. so you want to make sure that some time today you are checking the windshield wipers, you know they're working, they're not dried out, and the tires, too. do this ahead of the rainfall and then tomorrow we'll need those umbrellas as we see rain early in the morning continuing through the morning commute to move into palo alto and concord as well as fairfield and just starting to approach san jose at about 9:00 tomorrow morning. and then we see it quickly clearing out from the north bay at about lunch time while parts of the east bay and south bay may still see some lingering showers. the evening commute tomorrow is looking dry. and then there will be a chance of some spotty rain early on wednesday morning but the chances will be much lighter. as we go into how much to expect

tomorrow starting in the morning into the afternoon it looks like most of us could get a quarter inch of rain so that's decent enough to turn off the sprinklers and given us a nice start to our november. and while we get a little bit of rain the sierra will get some light snow. this could total throughout the week up to about a foot for some spots. kingvale could reach 13 inches of snow and south lake tahoe about 8 inches of snow and then as we look at our temperatures for our inland areas we're going from upper 60s today to low 60s for tomorrow as well as early wednesday with those showers. we do have sunshine in our forecast for thursday and friday as well as saturday but then rain could be returning on sunday. we'll be watching all of that. mike, you were checking back in on the san mateo bridge. we have the ifo, i floated an o across, a flashing light. no incident on the san mateo bridge, no incidents reported as far as chp goes. we do have a slower drive but

welcome back. it is 6:55. a look at the top stories this morning. prosecutors in san francisco are expected to file charges today against the suspect accused of assaulting paul pelosi. the house speaker's husband, with a hammer in his pacific heights home. d.a. brooke jenkins says david depape will be charged with attempted murder, residential burglary and other felonies. she says pelosi was the only person at the home at the time of the attack. paul pelosi, that is. investigators say zip ties were found at the scene but they're not saying how many or what the intended purpose may have been. we'll bring you the news of the charges when it happens. stay with us for continuing coverage on air and online at nbcbayarea.com. police are investigating the shooting inside an east oakland

club that left one man injured. they say it happened a little after 8:00 last night at the 2101 club. the victim rushed to the hospital. still no details on their injuries or what may have led up to that shooting. san jose state police investigating an apparent hate crime. university police say it happened about 3:30 yesterday afternoon near the health center on this map in the middle of campus. police say the victim was walking when a group of people riding bikes approached. one of the bicyclists used a racial slur, struck the victim on the back and rode away. here is the image of the suspects. the primary suspect is said to be the one in black pants, a gray hoodie and a black ski mask. the victim was not physically hurt. san jose is seeing a recent surge in accidents. >> kris sanchez is downtown. all the more reason for parents, children and the drivers out there to be extra careful because those kids are out trick-or-treating. >> reporter: yeah, the deadliest

time is not even really late at night. it's between the hours of 6:00 and 7:00 and so just when that light is starting to change. you really want to make sure kids are extra visible. san jose has had a record number of pedestrian fatalities, 56 people have died on the roadways. 29 of them were pedestrians hit by drivers. nationwide halloween is the deadliest night for child pedestrians according to nhtsa. children are three times more likely to be hit by a car on halloween than any other day of the year. i'm not going to tell you anything you haven't thought of already. stay on the sidewalks and in well-lit areas if you can. cross at lights and crosswalks so you're more visible. make eye contact with drivers and use flashlights, glow sticks, reflective tape even if they complain about it because it will be good to make it through the night safely. kris sanchez, "today in the bay." >> kris, thank you. we are counting down the minutes to the "today" show's
