a wet one as we get started. i'm marcus washington. >> and i'm laura garcia. it is also election day as many people are heading to the polls will need to keep the umbrellas handy. we'll check in with mike with a look at the slick road conditions. how long is this rain expected to last? it will be a while, for several hours. we can hear it hitting the roof. across much of the bay area, all of this bright red, shows where the rain is falling quite heavily right now anywhere from marin county over toward alameda and contra costa county as well as santa clara valley. we're seeing this up and down the peninsula and into san francisco. some of the heaviest rain has been hitting the santa cruz mountains over to wood side, palo alto and now over to los altos. where we see the really dark red is right over downtown san jose. we've been seeing rainfall rates at about 2 to 3 inches of rain per hour and it's been falling for quite a while. a lot of puddles on the

roadways. hearing reports of thunder, rumbles of thunder over to the tri-valley, parts of the east bay. a lot of oranges here indicating prettyfall. the most intense over concord and to the east of there so your highway 4 commute is looking pretty bad. we are also going to see the chance of lightning increasing, more thunderstorms throughout the morning. right now they're off the coast but will be moving in as we go throughout the day. once again it's going to be cool, windy and that rain will continue. temperatures today staying in the 50s, so grab that heavier jacket, the umbrella, and make sure the windshield wipers are working, too. mike, you have a lot going on for the commute this morning. >> look behind me, folks, what kari deals with here. we share the same map system so i get the weather and traffic data as well. all of the activity which leads to over 30 active incidents on the chp report.

these are smaller crashes, spinouts, and no major closures. over here in livermore, a couple here one of the latest. that looks like it's cleared. the blue means standing water. as we get towards san francisco, though, 280 southbound possibly shutting down for just a couple of minutes. i did see a lot of slowing until about three minutes ago, and it looks like things have cleared up southbound 280 at ocean but, again, right over here, the north side of the city to the golden gate bridge, more puddling, ponding, flooding reported but the bridge itself is not impacted. there was a disabled vehicle. quite some time it took to clear from oakland. i believe everything is clear heading out of the maze. we'll double-check, we'll triple check. >> thank you, mike. that rain expected to make the morning commute very messy.

"today in the bay's" stephanie magallon is in the santa cruz mountains along bear creek road. >> reporter: it's cold and the waves are pounding as a rainstorm quickly approaches the bay area. for some residents the forecast meant stocking up on sandbags, and for others it's a joy to see any water come from our sky. >> when i'm not working i like to see it through my window. >> reporter: pg&e says it's been tracking this weather event for days and has crews on alert and activated its emergency operation centers. >> here in the bay area, certainly the santa cruz mountains are an area we have a very close eye on. if need be we will be bringing crews from other locations to the areas that we expect to be hit hardest. >> reporter: the electric company says everyone should prepare to see power outages during this and any other storm. they ask you unplug all of your appliances and stay away from downed power lines.

>> storm-related outages can vary in how long it takes to restore the power. it can be very quick, or if we have circumstances like access issues, that can sometimes make it a larger challenge. >> reporter: higher up we have snow. some areas in the sierra are expected to goal up to 3 feet of snow. and don't forget our team will be tracking the rain on air all morning long streaming on all platforms and nbcbayarea.com. developing for you right now last night's nearly $2 billion powerball drawing is still in limbo this hour. there was no drawing last night as scheduled. lottery leaders say one participating state lottery was slow submitting its gaming data. the powerball does have really strict measures in place to ensure that drawing is fair. they say our lottery is not the one holding things up. ginger conejero saab is

issues, people targeting voters, watching them with camouflage and other elements of military wear that can be disconcerting. >> reporter: voters feeling intimidated while casting their ballot is one thing. election transparency is high on the list when preparing for election day. alameda county's registrar of voters has set up three nest cameras which live stream the registrar's website. if you click on it you can see the vote counting process. >> we understand the need for observing and the ability for our voters to be able to know we are processing their votes
