voters already lining up to vote early. >> there is a reason for this intense interest. the balance of power in congress is at stake and as the day begins some key races are extremely close. in fact, it could actually take weeks to determine who wins that. >> we could be here for a little while. >> yeah. >> republicans need to just pick up five seats to take control of the house of representatives. in the senate they need to flip just one to take control. this morning in addition to issues like the economy and abortion, many voters and candidates are also focusing on the integrity of the election itself. >> security at polling sites is a top priority for intelligence and law enforcement officials. all of this setting the stage for the nation's agenda for the next two years and raising the stakes for the 2024 presidential election. >> so we have a lot to get to. let's get it started. our correspondents spread out across the country. we start with nbc's peter alexander is in battleground pennsylvania. peter, good morning. >> reporter: savannah and hoda, good morning to you. after a long and chaotic campaign, it is finally election day. we are here in those crucial

philadelphia suburbs that could determine the races in this state. 7:00 a.m. the polls just opening up with control of congress on the line as well as the direction of our democracy. and for republicans, possibly a last-minute distraction with the former president, donald trump, promoting his own future plans. this morning decision day after all the rallies and wall-to-wall political ads, voters across the country get the final say whether democrats retain control of congress or republicans regain majorities in the house and senate. overnight president biden arriving back at the white house, acknowledging democrats have an uphill battle. >> the democrats win the house? >> i think it's going to be tough. but i think we can. i think we win the senate and the house is tougher. >> reporter: that after he and former president trump hosted dueling rallies. >> we know in our bones that our democracy is at risk. >> reporter: mr. trump in ohio is predicting a republican rout. >> if you want to save your rights and liberties, you have

dangerous, speaking to cnn. >> there is one party that is doubting the outcome of the election, feeding that flame and mocking any violence that happens. >> reporter: u.s. intelligence and law enforcement agencies are gearing up for a variety of potential threats today, according to justice department officials. from extremist violence and cyberattacks to intimidation of election workers and voters. the fbi says the threats are highest in states where donald trump contested the 2020 election results. and a legal fight in the pennsylvania has already exploded over how some ballots are counted here with democrats, incluing the fetterman campaign, filing that suit to make sure that undated or incorrectly dated mail-in ballots count. one more example of how every vote in every one of these states could matter down to the wire. hoda and savannah? >> yeah, peter, it comes down to results. so when can we expect results

coming out of the pennsylvania election? >> reporter: yeah. we may be here for a while, as you noted. under pennsylvania law, they can't begin, the counties can't begin scanning and counting those mail-in ballots until right now, until 7:00 a.m. on election day. the acting secretary of state saying, hoda, that it could be a few days before they have is a good sense of the winners here. especially in states like this where the races are razor thin, certainly the top of the ticket with oz and fetterman. back to you. >> pack your patience. thank you. all right. peter alexander there in pennsylvania. thank you. >> out west another crucial state that could tip the balance of power, nevada where multiple house and senate seats up for jabs. nbc's jacob soboroff in vegas this morning with an eye on those races. jacob, good morning. >> reporter: hey, savannah, good morning to you. as they say in las vegas, it is a high-stakes contest in nevada this election season. at the top of the ticket a

senate contest between catherine cortez masto and her opponent, and republican challenger, adam laxalt. the issues, abortion and affordability. affordability was not hard for us to see as a top issue as we crisscrossed the streets of vegas with canvassers working it get out the vote, we heard time and time again that the cost of living here is what matters most to voters. another issue that matters, incredible amounts of people here in nevada particularly election officials and administrators, integrity of the e election system itself. especially because adam laxalt back in 2020 contested results of the election with now debunk stats and figures alleging thousands of illegitimate votes that turned out not the case. joe gloria, man in charge of the election system here clark county, nevada is confident the election will be fair, accurate. in fact showed us around saying he welcomes doj election,

federal monitor election monitors to ensure voting rights of everybody here in nevada. most importantly he said it is going to be potentially not such an early night in nevada. taking a long time to count the votes. that's the way it should be. maybe ten days, savannah. >> thank you very much, in las vegas, a long one. >> focus on one of the most talked about raises in the lead up to election day. the senate battle in georgia. gabe, good morning. >> reporter: interest intense here. you take a look behind me at the line already formed here in fulton county, one of the polling locations that formed about 15 minutes before polls opened a short time ago. all eyes on that senate race, you mentioned. football legend herschel walker, denied allegations during the campaign he paid for two women's

abortion trying to link incoming senator raphael warnock to president biden and rising inflation. warnock, a minister slammed walker unfit for office are and a pathological liar. hanging in the balance, nearly a quarter billion dollars poured into the race. record-breaking 2.5 million people already voted here in are georgia. either in-person or by mail. this my not be over today or even later this week, because there is a third-party candidate. if no candidate reaches 50% threshold here in georgia, it all goes to a runoff election next month. >> gabe, this one's going to be a real close one. every single vote is counting. i imagine turnout will be really important. >> reporter: yeah. exactly right, hoda. both republicans and democrats searching for every last vote. there's also intense interest about a controversy in a suburban atlanta county. cobb county. aclu filed a lawsuit saying more

than 1,000 people did not receive their absentee ballots by mail. several hundred ended up voting in-person but another several hundred still did fought get those. a judge extended the ballot deadline for those ball imts to be received until next week. again, this could be days even weeks before we find out the final result here in georgia. every vote counts, hoda. >> sure does. gabe gutierrez in atlanta. thank you. another closely watched race in the state of arizona. turnout key as always. nbc's vaughn hilliard in paradise valley outside of phoenix. hi, vaughn, good morning. >> reporter: good morning. from your home state where there are two major tight races at play. republican blake masters is trying to oust incumbent democratic senator mark kelly. if the gop wins the seat, it could shift balance of power in the u.s. senate. as for the governor's race, kari lake is perhaps donald trump's favorite candidate of 2022.

the former local news anchor at the forefront of pushing the election conspiracy theories. the major question is how independents swing? republicans are relying on their economic pitch and border security. i had a conversation with katy hobbes. a democrat running for governor against kari lake. arizonans prioritize the conspiracy theories in the threats of the election process. didn't was they are adding fencing and barbed wire where the ballot center is processed and counted. positioned deputies even around this particular center. this is, of course, maricopa county where we are now. the epicenter of that election scrutiny and those audits and conspiracy theories around the 2020 election and of course in the last weeks particular concern around voter intimidation at these ballot

drop boxes. a lot at stake here in these elections in arizona. savannah? >> thank you. a wider view of what to watch for tonight. steve kornacki at the big board sleeping there tonight, breaking down results. first to hallie jackson with a closer look. first, talk about trump. shall we? hoping we will, since teased announcement november 15th. cuts both ways for republicans on the eve of election day? >> reporter: there has been discussion, hey, people who really wanted him to wait until after the midterms to make the announcement, which technically he is, but what are we talking about this morning on the "today" show on election day? president trump. i spoke with somebody close with him in the wee hours of the morning who was with him very, very recently who said he is angry. he still feels very aggrieved about the way he was treated while in office. i said, why now? talk about the timing here.

i think there is an acknowledgment that maybe this will box out some people who could up in a crowded republican primary by declaring early. perhaps it shows the former president flexing muscle and some potential candidates may not run. ron desantis, speculation, he will do it regardless. mike pence, same thing. november 15th, by the way, mike pence's book drops. >> i think we still 2022 to discuss. and what are -- talk republicans first. you know, all polls suggest the momentum is on republicans' side.' that said, a lot of these race by race, it's tight. it's as tight as it could be what are the republicans talking about? >> reporter: acknowledging, honestly, feeling good. across the board everything i talked to has been feeling like at this point the conversation is about managing expectations if it's a medium-sized red wave versus humongous red wave, even if republicans take back the house, it wasn't by a lot. the fact the conversation is on expectation management tells you a lot where it is.

not by, hey, we're nervous about x, y, z race it's about how good should we feel? >> the democrats, the fundamentals are against them, the economy, history is against them, the party in power, the white house generally uses -- loses seats in that first midterm election. what are democrats saying? they feel like the house is gone but the senate is a maybe? >> kind of to your point, the enthusiasm factor could potentially, right, if enough democrat voters turn out. kind of the hope here. i would say one person described it as uncertain. i would describe it as pretty grim. one democratic member of congress said they are preparing for a house speaker kevin mccarthy, which i think says a lot. >> okay. we'll see where votes are counted. be there late tonight together as will steve kornacki at the big board this morning steve, talk about the races we're gorge to see. >> interesting range of possibilities. the we say every vote counts every seat counts here 50-50 senate republicans needing five seats to take the house.

that's the closest a minority party has been in a midterm in almost a century, coming into a midterm. when do we get clarity here are key early states to take a look at 7:00 eastern time the polls are going to close in georgia. now, it took a long time in 2020 to get the results called in georgia. the key is there have been some changes in how they count the vote or planning to count the vote, and release the vote in the georgia that could get a sped-up count. it could be that 7:00 to 8:00 hour out of georgia we are getting a significant amount of the result of course, the wild card, you heard in that report is, if neither candidate gets to 50%, we may not have a winner but we may know if there is going to be a runoff can or not. georgia, maybe more than in the past 7:30, ohio north carolina closes. senate races democrats trying to flip republican seats. democrats come in today probably as underdogs

should get a fair amount out quickly in these states pt looking for in ohio and north carolina, signs democrats are overperforming, overachieving? these are the kinds of states democrats would be winning or very close to on a good night for them a night overachieving. could be poor rtending how the s of the night goes. flip side of it. what states keep 0 us awake longest and for the week pennsylvania you mentioned. 2020 got called in the presidential election 11:30 a.m. the saturday after might be a little faster allowing county to count overnight. encouraging them to. nevada, arizona, just think those are the longest and you're not talking hours. you're talking potentially days. could wait on senate control for either or both of those states. >> all right steve kornacki steve, thank you a long ride ahead for you. >> a long one. reminder, we'll be here to bring you the latest results and analysis throughout the night.

night, early thursday morning, could strengthen intoen a category 1 hurricane, a weak category 1 hurricane semantics at that point. either way looking for several inches of rain and widespread wind gusts up to 40, 50 miles per hour takes a turn to the northern closer to the weekend and brings that rain through the carolinas into the northeast going through saturday and sunday. we could see widespread three to four inching of rain especially down near orlando, into jacksonville, up into a savannah also have potential seeing up to seven inches of rain leading to flooding of streams and rivers also pour drainage areas as were el the heavy rain extends up into the northeast as the tropical system makes its way into the northeast and could see three to four inches of rain there as well record heat elsewhere across the country, gulf coast, snow in the mountains out west rain along the coast could see flooding in california that's a look at the weather across the country get to your local forecast in the next 30 seconds.

valley, pretty good accumulation there, mount hermon road. it rained pretty steadily through the night. the same story in san jose where the rainwater accumulated enough to hit the top of the curb in some spots. we have already gotten reports of outages that pg&e warned could come with the storm. the utility says it's watching the santa cruz mountains where we are in particular and has a plan to bring in crews from other areas if necessary. if you have power now you will want to charge everything up and have a plan to stay warm just in case. meteorologist kari hall has been tracking this and this morning, kari, i saw some lightning and heard thunder. they had over 2 inches in scotts valley. parts of the santa cruz mountains still lit up on the radar as we see that heavy rain shifting to the south bay as well. and the roads are a mess. it is very slow moving. that's san jose, here is san rafael and also the san mateo bridge where traffic is barely moving around the bay area. we've had so many accidents and

morning that the flu season is hitting the u.s. earlier and harder than it has in years. flu hospitalizations are now at their highest level since 2010. the cdc estimates more than 1.5 million americans have already contracted the influenza virus so far this season. 730 of those cases turning deadly, including two children. the south especially tennessee, south carolina and alabama seeing the highest percentage of cases. officials at cornell university have suspended all fraternity parties and social events after at least four students reported being drugged and one described being sexually assaulted at a fraternity affiliated off-campus house. now, the name of the fraternity was not released, but officials say there will be no parties allowed until school staff members and leaders are confident that they kl occur safely. to the nfl. lamar jackson and the baltimore ravens trying to keep a hold on first place, taking on the new oh leens saints on "monday night
