good morning, it is sunday, december 4th. 7:00 on the dot as we take a live look outside over at san francisco's sutro tower, clear enough to see it but clouds behind it on another chilly december morning. thank you so much for starting your sunday with us. i'm kira klapper. meteorologist vianey arana joins us this morning with a quick look at our micro climate forecast. >> and take a look at what we're seeing right now in the north bay. we've got the cloudy conditions but the cool front that's already started to sweep through the overnight hours will be heavily focused on the north bay, with scattered showers continuing through today.

if you had plans to head down through san jose for christmas in the park, 48 degrees right now. the good news is the focus won't be as heavy in the south bay today. you will have a chance to maybe visit down there without needing a heavy jacket, just a light coat. let's talk about where that cold front is right now. satellite and radar, this is in the past three hours. you can see the line of showers that pass through. if i zoom this in to put the focus on san rafael, you can see a couple of light cells pushing through, through san jose, the south bay. the good thing about this second system from this weekend is that it's not going to be as widespread, and it's not going to bring as heavy of rain, but we need any chance of rain we can get. so let's talk about what's ahead. tonight into monday, we see that instability in the atmosphere, which means we could see the chance of thunderstorms, and i'll talk about our workweek forecast, of course, when our next chance of rain moves in in a few minutes. >> all of that rain yesterday of course caused flooding in parts of the bay area. slick roads, and all sorts of

problems. while the wet weather may have stopped traffic in certain areas, it didn't stop the holiday events. here's today's marianne favro. >> referee: hundreds turned out for this tree lighting ceremony in redwood city. relentless rains caused major flooding creating a daunting clean up job in north san jose. slick roads made driving more dangerous leading to spinouts. despite the challenges the storm created, the wet weather did not dampen the holiday spirit. in downtown redwood city, hundreds came together to see these two giant trees light up. >> we love the rain. we need it so badly. we have been here in redwood city for quite a number of years, and this is the first time coming over for the tree lighting, and it was a fabulous

night. i was glad there wasn't too many people. >> instead of complaining about the rain and cold temperatures, 10-year-old danielle found magic in the store. >> it reminds me a lot of candy canes and christmas spirit, even though it's raining, it kind of reminds me of snow. ♪♪ >> reporter: music filled the air with carollers roaming the streets and crowds gathered to watch the holiday train pull in downtown showcasing performers. in hayward, people were able to stay dry. the tree lighting ceremony was held indoors. >> we did get a good turnout and it's good to see people, but i've seen it more packed in years past. >> reporter: yes, the weather outside was frightful, but the bay area's holiday spirit tonight was delightful. >> some people told us they prefer to attend holiday events

when it's raining. with smaller clouds, it's easier to find parking. >> "today in the bay." from holiday spirit, take a look at this tree, it happened a yesterday on roberta avenue for patterson boulevard. neighbors say they heard what sounded like thunder. when they went outside, they saw the tree had come crashing down, landing on at least two cars. the same storm bringing all of us this rain is delivering lots of snow to the mountains, but causing treacherous road conditions in the sierra. this is a live look this morning near kingvale where chains are required on 80 and highway 50. as you can see, snow is covering the roads. caltrans is urging people, if you don't have to drive in the mountains, stay home. the snow lab showed this video

jazz community. back in san francisco, at simon's new jazz bistro, people were invited to listen to music for free in andrew's honor. >> the whole community is trying to process it, and the best way to do that is to play beautiful music. ♪♪ >> reporter: alyssa gourd, "today in the bay." a follow up to a story we first brought you yesterday morning. police are on the lookout for the person responsible for a deadly hit-and-run on an oakland freeway. it happened early yesterday morning on southbound 880 near the broadway off ramp. the chp says two cars were racing when one of them hit a big rig. that big rig hit the center divider, rolled over and caught fire. the big rig driver died. but the person driving that speeding car that hit the truck hopped into another car and took off. the chp is trying to track down that driver. with higher inflation comes

an increase in people needing more income. as a result, there is an influx of uber drivers. the san francisco-based company says it's seen a 30% uptick in drivers this last year compared to last. in sacramento, they have recorded one of the largest jumps in the u.s. at 50%. economists say during hard economic times, gig work like uber or lyft is what many people turn to typically as a second job. >> people are having to face this challenge of how do i compete with these skyrocketing prices. how do i put food on the table, buy christmas presents. one of the ways that people make ends meet in this kind of economic situation is through platform work. >> reporter: 72% of new drivers say inflation and the rising cost of living have had an impact on their decision to sign up for gig work. >> if you are still waiting for your gas rebate debit card, you might want to double check your mail. many californians have thrown away their envelopes because

does this impact his presidential run and his place in his party? >> look, i think it's putsing -- putting him in a very precarious situation. we thought we have been here before only to see republicans back away from criticizing him and realizing that the voters were perhaps more supportive of what he was doing than they wanted to admit. we're not seeing that in this case. there is no hidden pro anti-semitic vote inside the republican party that's any more than a small percentage on the right. yet, he is giving a lot of aid and comfort to this wing who is also gotten more of the ability to amplify things of late, thanks to elon musk loosening rules at twitter. even elon musk had to ban ye, the person formally known as kanye west for posting a swastika and putting hate-filled stuff. it tells you how bad and toxic

this is, elon musk who fears being associated with nobody, seemed to fear association with ye. and yet donald trump hasn't denounced him or renounced him or any of this. i do think you're seeing, look, republicans were already blaming trump for their losses in 2022. i think this is suddenly what he's doing here is making it easier for some republicans to walk away from him. i think this is very problematic for him. >> maybe that's why he's using the kind of "i didn't know" as an excuse to distance himself from nick fuentes. >> he's tried that before. i want to turn also to georgia. it's already happening on tuesday. we will see the senate runoff between herschel walker and rafael warnock. why is this such an important race? that might be a naive question. is it because it positions either party ahead of 2024? >> well, that does matter, by

the way, and in fact, i have a segment on the show, our data download shows you just how daunting the 2024 map is in the senate. and why already republicans are probably favored to pick up the senate because of this map. that said, it isn't just about 2024. the difference between a 50/50 senate and a 51/49 is the difference between the committees being evenly divided or the committees having a plus one advantage for the democrats. why does that matter? that matters if you want to do subpoenas, that matters if you want to recommend a judicial nominee. it speeds up some legislative process on things like that. so administratively, in order for the senate to function in a way that democrats would prefer, having that one extra seat is the difference. >> very good insight. thanks for answering that for me. we look forward to seeing you in

yesterday morning, they are spreading christmas cheer in the east bay. volunteers acted like santa's elves and bit hundreds of bikes. it was the 7th annual big bike build at the alameda county warehouse. the storage facility teamed up with the charity kids bike lanes to build bikes for kids in need. they built 553 new bikes. trucks came to pick up all of the finished bikes. they were delivered to 19 charities for kids in need, in contra costa and alameda counties. trending this morning, we have a new mom on the way, not me. actress keke palmer is pregnant. take a look. >> there is news going around, people have been in my comments, keke is having a baby, keke is pregnant, i want to set the record straight, i am. palmer was on "saturday night live" last night, and during her monologue showed off that

>> you know who might try it, throe, aaron our director. >> aaron our director, will you try it? >> he says come on, come on, i'll take that as a no. i want to start you out with christmas, holiday december vibes, it has been a plentiful start to our december when it comes to winter. look at this beautiful shot of lake tahoe, about 33 degrees right now, and these active storms have not only brought plentiful rain to us, but also plentiful sierra snow, and i'm going to talk about the watches and warnings in place. in case you were thinking about driving up there. i wanted to start with this shot of tahoe. we're still seeing whiteout conditions. you want to hold off and wait, we've got a lot more to go when it comes to the snow in the sierra. closer to home, in san francisco, one thing you'll notice, while we're getting clearing in the skies, we've got plenty of cloud cover in san francisco. it's about 50 degrees. we had the atmospheric river. we had the cold front that swept through overnight.

notice in the past three hours, we had that line of showers sweep on through. now if i zoom this in to where we're seeing, some light scattered shower activity, mainly through san rafael, notice there, a little bit scattered in parts of the peninsula, san francisco, meanwhile, down through the south bay, not as heavily focused as saturday's storm, but we could still see the possibility of a couple of scattered showers here and there, at least for the first half of the day, along with a lot of instability that could trigger thunderstorms. let's talk about the temperatures. no freeze warnings in place are milder right now, to start, 40s up through sonoma, down through san jose. today's daytime highs in the 50s. not too cold, seasonal for this time of year. i know you're probably wondering, you were talking about the rain, when is the shower activity going to end. you see the organized line at 9:00 a.m. the majority of this is going to be focused in the north bay, and notice it kind of just stays up here through the majority of the

afternoon, 11:30, 12:00, not a lot in the south bay, which is fantastic. i know there's a 9ers game today, and it's going to be at levi stadium. the biggest thing to worry about is the temperatures. it will get chilly for sure. another line of showers late tonight through early monday morning, we could see the impact on the monday morning commute. especially areas north of the golden gate bridge. plenty of rain yesterday over an inch and a half in the mountain areas. and here's what we're looking at today. today is going to be less. a couple hundredths of an inch for higher elevation areas. we talked about the heavy snow. mentioned the winter storm warning in effect until monday. you want to hold off. we're talking about road closures still. in addition to that, we're going to be seeing the whiteout conditions into monday, and pretty much all the way through tuesday. i said we were off to a great start, and it's looking even better as we get our second system expected to make its approach heading into thursday with another round of rain possibly into next weekend. so more rain on the way.

the sun rising over the bay on a chilly, but lovely sunday morning full of sunshine. i just don't want to go off this picture, but i guess we have to. thank you so much for joining us. i'm kira klapper. meteorologist vianey arana joins us with a quick look at our micro climate forecast. it would be nice to keep looking at that. >> it would be. paints a pretty picture of what's on radar the cold front that swept through last night, you can see that band of showers is a lot weaker and we're not going to see as widespread rain. if you live in the north bay, you'll get the best chance of seeing isolated thunderstorm activity. we have plenty of instability in the atmosphere. notice a couple of light showers pushing through san rafael through san francisco as well as the santa cruz mountain area. overall, though, the week ahead is going to stay mostly to the north. again tonight into monday we're going to keep those spotty showers into monday morning's commute so prepare for that.

11:00. notice in the south bay, a lot more cloud cover, but early monday morning for the monday morning commute. the biggest concern will be areas north of the golden gate bridge, but we'll still see scattered showers through monday morning at 7:00 a.m. we'll get heavier pockets through san francisco. we have a good amount of rain yesterday over an inch and a half. a couple of tenths, a couple hundredths of an inch. i want to show yun an update. livermore at the surplus. santa rosa a deficit. so far we have seen over 2 inches of rain. that puts us at 39% in santa rosa of the rain-to-date year. livermore and san jose, 132%. this is a fantastic start when it comes to rain, but also snow. however, not a good day to travel. we've still got this winter storm warning that will be in place. this will be in effect through monday. in addition to that, there's an avalanche warning for the eastern sierra slopes.

representative of democratic voters. the new calendar still faces hurdles before it is officially adopted. let's bring in nbc bay area political analyst larry gersten. good morning, good to see you. i just want to start with the basic question, why this change? >> it's a good question. kira, this is all about demography. it's a simple concept but a very important one when it comes to what role people of different groups and races and whatnot take place in a primary situation. primaries are important because they are the elections that ultimately lead to the nomination of presidential candidates. so who votes where and when sets the stage for what happens later on. democrats feel that the current order doesn't reflect the voters that they have. if you take a look at the chart we have. you see minorities, african-americans, latinos, asian americans comprise about 40% of the democratic voters.

look at the republicans. 14%. so given that, a large number of democrats who are non-white, the party leaders believe let's shake things up a little bit. let's make things more representative at the early stages as well as later. >> what you're essentially saying and correct me if i'm wrong, that the non-white vote more often sides with democrats and those are in more than republicans so they're essentially saying that states that have the more diverse populations should be voting earlier in the primary process so they can get a better pulse on what's happening? >> they want the primaries to be reflective of their members, of the people who vote for them. so if you keep minorities out largely by going to states that don't have very many, you're not going to necessarily get a sense of all the voters in your party, so you hit it on right. so take a look at the system that we had, for example, in

2020. you see iowa was the first state. it's actually a caucus state but serves as a type of way of getting votes, electoral votes downstream, nominates votes. 17% of iowans are minority. 13% of new hampshire. those are the first two. then nevada, then south carolina. look at the proposed situation for 2024. 39% of south carolina, followed by new hampshire, and then nevada, 54, georgia, 50%. then michigan, two things come out of this, kira. those folks who are part of the party, if you will, get more representation closer to their actual numbers early on in this 2024 proposition, and there's one other thing, when you see michigan and nevada, those are very big union states. again, union members voted democrat in 2020. 57% compared to 43% for republicans. so, again, the idea here is to offer more representation early on for that element of the

democratic party. those are the two major changes, all to make a more realistic representation of those folks who are not white, who are nonetheless very much a part of the democratic party. >> the union votes you mentioned of course helped elect president biden, so georgia and michigan, as you just explained would move into the top five as new early vote states. a majority of the rest of the country would vote on super tuesday. some critics, i have to mention, are saying that this re-org is a way of making it easier for president biden to get renominated. after all, it was south carolina that put him over the top in 2020. so what do you say to those, you know, people? >> i think they're right. i think it does make it easier for president biden. but let's remember, incumbents almost always have it easy to get renominated. it's not a troubling thing. so, yes, it will work nice for president biden, but this is a long-term thing for the democratic party. they started this, by the way, in 2008, when they moved south

carolina and nevada into the first four, so this is a continuation of the effort to make that reflection, in terms of the minority voters earlier on so they play a more critical role in the selection. will president biden benefit, yep, he will, but i think it goes well beyond biden and perhaps for decades to come as far as the democrats are concerned. >> very interesting, larry, thank you so much for pointing that out to us. good to see you. it's 7:53. up next, a quick look at the top stories we're following, including tracking rain coming down the bay area. meteorologist vianey arana will be back with how much rain we'll see again today.

welcome back, here's a quick look at the top stories we're following. this weekend's storm has caused flooding across the bay area. creating a daunting clean up job near the intersection of old oakland road and monohue expressway in san jose. slick roads made driving more dangerous leading to this spinout. but despite the challenges the storm created yesterday, the wet weather did not dampen the holiday spirit. in downtown redwood city, hundreds came out to see these two giant trees light up and crowds gathered to watch the holiday caltrain pull into downtown. and in hayward, people were able to stay dry with an indoor tree lighting ceremony. don't let the weather catch you off guard today.
