in just a little bit for us. let's start out with that forecast. really came down over the week. yes, and it's still coming down in spots. we're starting out with some wet weather here and there as we look at the radar right now. we're going to see at times off-and-showers as you see the showers. the cell is moving to the east and will be heading to areas south of walnut creek as we see the rain that does continue this morning around the east bay as well. to wood side and palo alto with lighter showers now and taking a break in the south bay. take a look at what's ahead as we see the storm system spinning across the region. san jose will see the rain coming in within the next hour and lasting up until 7:00. we will take a break once again for this afternoon. off-and-on showers. mike, you're tracking a couple of showers.

one on the bay bridge has been there for a while eastbound on the exit. it doesn't seem to be affecting the flow of traffic. i do believe the off ramp but i will watch for updates. green highlighting shows what kari is talking about, the rain having left wet roadways. scattered showers throughout the bay. over to highway 24, there was a crash that looks like it just cleared but there's a hazard in the roadway in the area, too. we'll track both situations coming from walnut creek over to orinda. snow slowing. you see a number of other smaller incidents and a lot of rain because this is the radar activity still going on. back to you. >> you can download our free nbc bay area app that provides exclusive access to our doppler radar. you can type in zip codes to get alerts. later today governor newsom will hold a special session to talk gas prices.

we're seeing relief at the pump right now. many fear another price spike is only a matter of time. as "today in the bay's" marianne favro explains, the governor is trying to make sure that won't happen. >> reporter: people are thrilled to see lower gas prices. they say instead of spending $100 to fill up a tank they're now only spending $60. >> it's been $6 for a long time. >> reporter: that's how much donnie and thousands of other california drivers have had to shell out for a gallon of gas this year. now prices have dropped to less than $4.50 a gallon at some stations. >> i love it. now i can travel and not spend a lot of money. it helps my pocket a lot. >> reporter: this year californians have paid some of the highest prices in the country, an average of more than $1.50 above the national average so drivers appreciate the recent dip in prices. >> a big part of the budget goes

to gas so it helps. >> reporter: while some voted to suspend gas taxes, california did not. now governor newsom will look at ways to lower gas prices during a special legislative session. lawmakers say one idea, penalizing oil companies to prevent price gouging. >> it would be a penalty on the oil companies that would only be dedicated back towards rebates for consumers. it could be something that forces them to have to modulate the prices and come back down to a reasonable fair market value. >> reporter: a spokesperson for the trade association representing the five biggest oil companies in the western u.s. calls monday's special session a political stunt. but he says the association is open to meaningful discussion. >> there will be more renewables brought online. our member companies are involved in this. until we get to the point that can handle what we need in the

state, the affordable, reliable energy we provide has to be a part of the mix. demonizing our industry does no good. >> reporter: the governor is also looking into bills that would increase transparency on pricing and regulatory oversight of the oil industry. a special session is the first newsom has called since taking office in 2019 and will allow bills to take effect faster than if they were passed in regular session. drivers hope lawmakers' efforts will put the brakes on rising gas prices. marianne favro, "today in the bay." police in antioch are investigating the third deadly crash this year along the same stretch of road. the latest crash happened yesterday morning along silverado drive and james donlon boulevard. a man was ejected and two others injured. neighbors say they're fed up with the accidents and something needs to be done. >> this is just happening way too much.

i don't know what they need to do about this. it's just sad. another life gone. >> almost one of my daughters got hit by a car over there speeding and didn't give the right of way. and that corner specifically on james donlon and silverado is very dangerous corner. >> the victim who died has not been identified. a follow-up this morning, no word of an arrest in a weekend crash that killed a big rig driver carrying mail in oakland. investigators now believe the two cars were racing and one of the two cars struck the truck which then crashed into the center divide, rolled over and caught fire. the driver became trapped. investigators also believe another car picked up the speeding driver who caused the crash and sped off. iranian americans in the bay area continue to raise awareness about the uprising in iran. more demonstrations were held

this weekend including one in san francisco. it comes as some iranian leaders now say the country's morality police will be abolished. as it "today in the bay's" alyssa goard explains that is being met with uncertainty. >> reporter: at san francisco's union square, photos were assembled as people reportedly killed in the ongoing protests in iran. it's been 80 days since the uprising began following the death of mahsa amini, the 22-year-old who died in september after being detained by morality police. >> we want freedom in all aspects for women to be able to hold position, be in government, be judges. they can study whatever the they want. they can sing. they can ride their bikes. they can, you know, go out of the country without their fathers or husbands' permission. those are basic rights the women of iran are deprived of. >> reporter: are these global demonstrations having an impact?

some say yes. iran's attorney general made comments suggesting the country's controversial morality police will be disbanded. >> and then he goes on by explaining that the judiciary does not have anything to do which was a wishy-washy way of basically saying that there are things happening and he as one of the officials of the country does not know it. >> reporter: the group iranian american community of northern california says he's skeptical of the attorney general's comments noting there's been no official confirmation from state officials. he thinks the public outcry is having an effect. but he believes the international community needs to do more. >> at this point after 80 days of operating in iran, single condemnations by our elected officials or by administration is really not enough anymore.

we'll see scattered showers off and off throughout the morning. some breaks but we could see a chance for the afternoon. just keep that umbrella handy. we'll take a look ahead to when the rain wraps up and what's ahead in a few minutes. here is san jose 280 coming toward us with the headlights. you see a little prism effect. there's water on the lens here. we're looking at some slick roads, scattered incidents, what's going on around the bay. good morning. i'm silvana henao from cnbc. wall street is set to open lower as investors await more economic data ahead of the federal reserve policy meeting next week. they're also tracking oil prices which are higher as the european union's ban on russian imports and a price cap on russian oil goes into effect today. the markets are coming off their second straight positive week. in focus today data on factory orders and the services sector. delta airlines has reached a

tentative deal with its pilots union on a new contract that would include raises of at least 30% over four years. now it still needs to be approved by union leaders and voted on by members. the pilots voted in october to authorize a strike if a deal wasn't reached. airline unions have complained about grueling schedules as travel demand has rebounded. u.s. airlines are profitable again but a shortage of trained pilots has hurt their recovery. apple and amazon plan to resume advertising on twitter according to a report. elon musk announcing during a conversation on saturday that apple has fully resumed advertising. apple is twitter's largest advertiser. last week reports say twitter sent an email to ad agencies offering customers incentives to increase spending on the site. companies ranging from general mills to audi have stopped or paused ads on twitter since musk took over the platform in october.

big weekend when you get the breaks in the rain to put them up. a live look outside downtown san jose, christmas in the park. that is festive. i know we had to find that -- well, my husband did. i really didn't do it. i was inside decorating the tree, but to find that window of opportunity to decorate outside. >> it was off and on and it was nice to try to get some of that stuff done around the house, but we're also going to have to deal with this as you head off to work this morning. now we're seeing the rain that's been moving through san francisco off and on for oakland as well and now some of the showers are moving off to the east where you had rain just a few minutes ago. heading over to walnut creek, light showers there. but as you move down around danville the rain is getting heavier and will continue to pick up. also some rain moving into wood side that will continue to increase in palo alto and the los altos hills. we will see round after round of rain today as we see this system

still spinning off the coast. here is the center of it. this will have to work its way through the bay area between today and tomorrow before we get a break of the rain altogether. we are also watching out for the chance that some of these showers could produce lightning, maybe even some small hail. we'll see that as we go in the north bay into late morning and the afternoon. here we are at 5:00 and most of us are seeing some sunshine but there will still be spotty showers here and there. make sure you have the nbc bay area app to get alerts as rain is moving in. even tomorrow morning a chance of showers before it clears out on wednesday. wednesday is looking dry. so how are we doing with our water year? we're still at a deficit for santa rosa, san francisco and oakland. but we are making some progress for livermore and san jose as we do continue to see the numbers going up versus what we typically see for early december. santa rosa is now at 41% of

normal which is better than the 25% which is where we were before all of this rain started. additional rainfall moving in. looks like it will be anywhere from a half inch to maybe less. then we have more storms coming our way by the end of the week. this weekend is also looking wet especially on saturday and even going into early next week. additional snowfall for the sierra will be light but by the end of the week we may see 7 to 26 additional inches of snow and so this has been a nice start to the month of december with more storms on the way off and on as we go throughout the week. it won't be raining the whole time but will be chilly. morning temperatures in the 30s and then for san francisco we're looking at more of the same with some breaks here and there from those showers and, mike, you're starting out with a look in the south bay. >> first of all, the green highlighting kari has been talking about, scattered showers, we're not done with the

rain. we'll still have the possibility of slicker wet roadways, also hail and lightning we talk about later on. lots potentially to distract. here southbound 280 at stevens creek we have one disabled vehicle. it looks like everything is fine for traffic flow. a car has gone through a fence so that will be continued activity but there's the green highlighting. look at that all around the bay, all over the place rain having just traveled 424. there was an earlier crash. i'll leave activity there as a little bit of a hazard. the other crash looks like the first one at treasure island has cleared. there may be a second one there. we will mark that as just a distraction over from san francisco over to the east bay. contra costa county looks great. watch the north bay for wet roads as well. no delays in santa rosa to san francisco. back to you. this morning there are new efforts under way to help some people make it in the bay.

california launching its first guaranteed income program, that new program includes more than $25 million in funding which will be distributed to seven guaranteed pilot projects across the state. joining me is senator dave cortesy. thank you for joining us. this new program was modeled after the guaranteed income program that was launched in santa clara county, correct? >> that's absolutely right. our county, clark county, has been a leader on any number of things. a couple years ago when i was still on the board of supervisors before joining the state senate. >> how much money can we expect those people who are able to qualify receive? >> typically it's $1,000 a month. the state program has recommended that. it has been pushed down, as you mentioned, pilot programs in the state of california.

everything that is new is set up as a pilot program over one to three years to prove that it works for one thing and, secondly, the state budget as big as it is and as great as it is at times with us being the fifth largest company in the world, we don't always have money to keep funding things. >> now that we are able to get that money, how do you apply it and make sure those who need it get it? >> great question. we make sure with the state program, and the locals have done the same thing, to put very few conditions, really no conditions or standards, other than the basic demographic requirement. you would simply fill out very simple application saying your name, your address, the fact you are coming up on your emancipation date and you would like to have the monthly stipend.
