morning. >> no more kleenex? >> nothing like a sinus infection to put you down but feels so good to be back. >> we have a lot to get to including the winter and the bottom line because heat prices are going up. >> people noticing that already. 50 to 100% higher from last winter. we will tell you why a big change taking place today could impact that further. >> this all comes as news of a severe weather system that dumped snow in the west is making its way across the country. one place they will be feeling it especially hard, north carolina. >> that's right, because more than 30,000 people are without power. authorities are calling this an intentional attack on the area's power grid. we will start with nbc's blayne alexander. good morning. >> reporter: good morning to you. you can see right here behind me this is what's left of the gate that officials say vandals broke through, smashed to the ground to get to that substation. this morning we know that crews

are working around the clock to restore power to this area, but even still, officials say it could be as late as thursday before some people have the lights back on. this morning the fbi is stepping in to investigate what officials here call a malicious and intentional act. this morning thousands of people in north carolina are waking up to the second morning of no power after a gunman fired shots at two energy substations saturday evening. those stations provide electricity to tens of thousands of people in moore county. 90 miles outside of charlotte. officials say it could take days before power is fully restored. the shooting is being investigated as a criminal act with help from the fbi to determine who was responsible. >> it appears to be an intentional, willful and malicious act. >> reporter: as officials work to determine the motive, speculation is circulating over whether the vandals targeted the area of because of a drag show taking place nearby. planners already worried about potential violence had extra

security in place. while officials say there is no direct evidence, they are investigating every possibility. >> i can promise you to the perpetrators out there, we will find you. >> reporter: andrew wilkins visiting his parents in whispering pines. his family has a generator but says for so many of his neighbors this is a shock. >> there was no warning for this. most people don't have a plan for someone shooting two substations. >> reporter: for many anxious residents, it's a desperate scramming to leave town as stores, schools and pharmacies remain closed. with temperatures below freezing the county declared a state of emergency and issued a mandatory curfew. >> it is going to be very, very dark and chilly tonight and we don't need have anyone out on the streets. >> reporter: and we have been seeing sheriffs cars and crew trucks moving back and forth on this road all morning long.

we know that the county has now opened a shelter to help out the people who don't have heat. temperatures got as low as 31 degrees overnight. they say that shelter is running on generator power, only able to accommodate about 250 people. so that's just a small fraction of the many people who are still in the dark today. back to you. >> tough times there. thank you very much. and the week is getting off to a chilly start in the northeast and rain will be a big story for millions in the days ahead. dylan has a look at forecast. >> good morning. yes, exceptionally cold in the northeast to the southeast into the carolinas, too, where temperatures have been running in the 30s and low 40s. but there is some warmer air that's going to work in if this power outage lasts for some time. it's sitting through most of the southern plains right now. temperatures are actually 20 degrees above average and that warmer air will move eastward. we are looking at 70s as a possibility in north carolina in

the charlotte area tomorrow and also into wednesday. thursday it looks like we will be around 71 degrees into charlotte. the good thing is not a lot of really cold temperatures sticking around but we will see rain and that is going to begin to work in. a fast moving system, so flooding shouldn't be too much of a concern. and we got a little bit of good news. for millions feeling the impact of inflation, a silver lining that has emerged. gas prices are dropping. the national average is now $3.40 a gallon. how long with this trend last? sam brock is looking into it for us. hi, sam, good morning. >> reporter: hopefully, a while. if you want context, six months ago the price of gasoline more than $5 a gallon. now gasbuddy predicts that could be under three by the christmas holiday. however, the european union is implementing price caps on the cost of russian oil, what they are willing to pay at $60 a barrel. that starts today. if russia retaliates that could

spell trouble again. it's hard to find a single staple of the american economy that impacts our collective pocketbooks more than gas prices. which is why when they fall it provides a noticeable lift for families. >> big difference. >> reporter: and falling they are. the national average this morning $3.40 a gallon, down about 40 cents from a month ago, and more than $1.60 from a peak of $5.02 in june. eight states are under 3 bucks a gallon. part of a growing trend. >> the national average could fall under $3 a gallon ahead of our forecast, which were for that to happen by christmas. we continue to see gas prices fall at a very brisk pace. >> reporter: plunging oil and gas prices are being driven in large part by a deepening recession in europe, rising interest rates in the u.s. and covid outbreaks in china. slowing the world's second largest oil consumer. but the fragile fall in fuel prices could easily take a turn, starting today the european

union putting a price cap on russian oil at $60 a barrel. >> what is the net impact of the eu only buying russian oil at this price point or less? >> it's significant in that the eu is coming together to make this fairly significant agreement and risk this potentially backfiring. russia could choose to stop exporting oil. so this is kind of a high-stakes game here. >> reporter: at the same time there is the arrival of cold weather and americans are bracing for higher heating bills likely paying in the neighborhood of 50 to 100% more than last winter. >> it was absurd. you know, from a $90 bill to like 360 some odd dollars. >> reporter: did good news, it could be worse with many utility companies locking in much of their petroleum supplies when rates were lower and domestic resources of natural gas still robust. as for gas prices, there is another "x" factor here.

closing days of this campaign. still this race has been one of the most closely watched in the country from the very start. and according to most polls it remains within the margin of error. in georgia just hours to go before the nation's final midterm election. >> are you ready to win this election? >> reporter: with tomorrow's critical runoff between incumbent democratic senator raphael warnock and his republican challenger former football star herschel walker. >> we got to do it together and that's how we going to win. >> reporter: in their face-off four weeks ago, neither reached the 50% threshold with warnock beating walker by 37,000 votes out of nearly 4 million cast. in this matchup georgians have shattered early voting records with more than 1.85 million voters casting ballots before election day, including 77,000 who did not vote in november's contest. it's been a chaotic campaign with walker facing new allegations of domestic violence first reported by "the daily beast."

in an exclusive interview with nbc's vaughn hilliard, sheryl said she had a five-year relationship with walker alleging he attacked her in 2005. >> he had his hand on my throat and my chest and then he leaned back to throw a punch and luckily i was able to avoid that. >> reporter: asked why she decided to come forward now. >> i have to say what i know. i have to tell the herschel i know. >> reporter: nbc news spoke with three individuals who say she told them about that episode in the past before walker was a candidate for senate. walker's campaign has not responded to nbc news's request for comment and walker himself ignored questions over the weekend. walker has faced other domestic abuse allegations including from his ex-wife and son who said he threatened to kill them. his campaign denied those allegations.

walker acknowledged suffering from mental health issues during that time, particularly from dissociative identity disorder, once known as multiple personality disorder. warnock with high-profile events, appearing with former president obama. >> we are going to bring it home. let's make this happen. >> reporter: it comes down to turnout and the democrats have already secured a majority in the senate but this would be a 51st seat which is significant because it would make them easier to approve some of president biden's judicial nominees and make sure that no one democratic senator could derail the democrats' agenda. >> we got to talk about a statement from former president trump. pretty stunning comments he made regarding the constitution. can you share? >> reporter: yeah, it's a continuation of the former president election denialism. former president trump calling

constitution, to overturn the 2020 election and to reinstate him to power. the president now almost two years after his loss in 2020 writing on the social media platform a massive fraud of this type allows for the termination of articles even those found in the constitution. of course, there was no evidence found of widespread voter fraud. former president trump who's been a drag on his party's candidates in the key races in the most recent midterms and he has steered clear of georgia. most top republicans have been silent about the call to terminate the constitution. back to you. >> okay. peter, thank you very much. all right. also this morning, following months of demonstration that have swept across iran, a top government official claiming the morality police is being disbanded. kelly cobiella has the latest on this development.

good morning. >> hi, good morning to you. yeah, if true, these reported changes would mark a major shift in iran but this morning a senior u.s. administration official says the u.s. is skeptical about this, skeptical that iran is loosening its hijab laws. with more protests planned this week, this senior biden administration official says this could be a tactic on the part of the iranian government to slow these protests from growing. >> reporter: after months of protests this morning signs of a potentially dramatic shift in policy in iran. government affiliated media reporting over the weekend that the country's attorney general said that iran's feared morality police have been disbanded and that a review over the hijab law is underway. for years the police have enforced a strict dress code on the women of iran. those claims not officially

confirmed by iran's government or official state media. iran's foreign minister saying within the framework with of democracy and freedom which exist in iran, everything is going very well. it comes after two and a half months of protests across several cities and calls for more strikes and protests this week, all of it set off by the death of 22-year-old mahsa amini in september. amini died in hospital three days after being detained for allegedly not wearing her hijab the correct way. for the first time iranian officials confirmed 200 people have died in the protests, including security services. amnesty international says more than 300 have died. last night the white house warning the eyes of the world are on iran. the human rights abuses inflicted by its government must not go without consequence. women in iran tell nbc news that since the protests they have

was kidnapped from her home last week outside of fort worth. morgan chesky is at the jail where the driver is being held. a horrific story, morgan. good morning. >> reporter: yeah, good morning. absolutely heartbreaking ordeal for the family of little athena strand. authorities say when she went missing last wednesday, a a fedex truck was spotted near her home. this launched a massive search and an amber alert. her body was found two days later. that driver confessed and is inside this texas jail but has yet to reveal why. >> it hurts our hearts to know that that child died. >> reporter: this morning the family of athena strand grappling with a nightmare. their 7-year-old daughter kidnapped from her home and killed. athena's mother taking to facebook to share her grief, writing in part, we feel like we failed you. no one deserves what happened to you, but especially you. investigators say the suspect, a delivery driver, was dropping

her estate who gave me access to 7,000 diary entries and letters for the course of her entire life >> your diaries are your innermost thoughts and emotions. you got to read through those, those diaries. what did you learn what did you glean from those? >> elizabeth was so many things. she was multifaceted i learned she was very vulnerable i always thought of her -- she is an icon did so much for hiv and aids and was a trail blazer but she also wanted to be loved for who she was. over and over again in the love letters to richard burton she says one of them, i love in particular, she says i don't want the friday emeralds and the tuesday diamonds i just want you because he would shower her with gifts. and she talks about her addiction and lifelong battle and her four children spoke to me for the book, and they haven't spoken to a journalist about their mother so openly and what it was like being raised by the most famous movie star of

the 20th century so it was fascinating. >> one of the other things that was revealed in this was that towards her, she -- her father was abusive toward her that is something i hadn't read before but what did you learn about that and how it affected her relationships? >> she had this, you know, she was a child star from 12 years old on and her father was frustrated and took it out on her. she was making more money than he was at one point he did hit her. she said she had lock jaw the rest of her life because of the way he abused her. and i think it affected her relationship with men. she had a very, you know, passionate love affairs, and sometimes they were violent. you know, with some of her husbands when they would be drinking, there were violent incidents over the years she craved this kind of passion. like, she loves richard burton and mike todd. michael wilding, her second husband, was a british gentleman and she grew tired of that.
