rain through the north bay especially for that commute on 101. heavy rain just moved through san rafael and just north of the richmond/san rafael bridge. some of the showers moving through there as well as the east bay and concord as well as the danville, that is moving off toward the east and we also have some rain approaching redwood city and san mateo. and for the south bay, we're also seeing some of the heavier rain moving through there as well returning for morgan hill, gilroy. and all of it will continue today as the storm system sits right overhead. at times it may be sunny, and at times it may be pouring so be prepared for it all. so a wet commute. >> and this is the richmond side where it is already wet and

those are some of the conditions that you will see for a lot of folks. the radar showing the activity coming just north and heading over toward richmond. green on here highlights the wet roadways which continue for highway 4 coming off that bridge. walnut creek and lafayette, here on this\, it sounded like a spinout or at least a car that lost traction and went to the roadway. no injurieses and no lanes blocked right now. and happening today, san francisco supervisors hold final reading on that controversial plan that would allow sfpd to arm with lethal force. and the first vote sparked heated debate and more of that is expected today. ginger, one supervisor already vowing to switch his vote here. >> reporter: that's right. and law enforcement equipment policy was approved i would the board of supervisors by there is

a lot of back and forth including one who said in a tweet yesterday that he will change his yes vote to a no vote today. take a look, it was written yesterday and it says in part despite my own deep concerns with the policy, i voted for it after additional guardrails were added. i will vote no tomorrow. and it is a change that many were calling for yesterday at a rally outside of city hall. supervisors along with others who oppose the measures say even in extreme circumstances robot who may be allowed to use deadly force needs to be looked at with more scrutiny. >> to authorize this legally is to open up a window in which eventually the sfpd will be able to use it in increasingly casual circumstances. >> reporter: but robots are not new, they were acquired in 2010 and 2017 but this is the first time that the sfpd is addressing

use of forward with robots because of a requirement in state law. afpd says it does not own or operate robots out fitted with lethal force options and the department does not plan to put them with any type of firearms. they will consider use of force in extreme circumstances to save or prevent further loss of life. going back to that vote last week, it looks like it will be 7-4, but we'll see how things are turning. >> certainly one a lot of people will follow. ginger conejero saab, thank you. also happening today in san francisco courtroom, a pretrial hearing for a man accused in a deadly attack that sparked anger. and watson already pleaded not guilty to murder charges in the death of a man known as grandpa. he died from injuries he

suffered from being pushed to the ground. they will be reviewing the case for possible hate crime enhancement, but that is yet to be announced. for a man on a life changing trip, a quick stop has become a nightmare. he is moving from san diego to the pacific northwest which started with packing everything he owned into a u-haul. you see it there. last friday night he made the stop in north oakland and he woke up next morning and everything was stolen. the truck and vintage van all on the trailer tow. >> anything from my.pants to my trash can to my computer to my bed frame. just visualize any room in your house and whatever is in it is gone. >> and he received tips on where to find his van which was park near a homeless camp on wood

street. police were call there had yesterday and officers arrested a squatter sleeping inside that vehicle. while he is grateful for the help, he still wishes that he could locate the u-haul that carried all of his possessions including a handmade bicycle worth more than $15,000. a critical election in georgia where voters will decide runoff election between raphael warnock and his challenger herschel walker. and brie jackson is in washington. this could make a big difference in the direction of the new senate. >> reporter: absolutely. and yeah, here we go again. all eyes back on georgia. and in their final pitches to voters, herschel walker painted raphael warnock as a rubber stamp voting with president biden 96% of the time. while raphael warnock says that herschel walker is unfit to serve. voters returned to the polls

arizona and jobs, democrats and republicans both voted for the bill. american foreign policy. and finally hertz is spending tens of millions of dollars to settle complaints that it called police hundreds of times to arrest customers from stealing their cars even foe they did not steal their cars. in some cases customers were arrested at gunpoint. chris chmura brought this to light for you. it terms out that hertz was just misplacing their cars. either the person said i'll keep it another day and it doesn't show up and so they call police or they just literally misplace them in the parking lot and assume that they were stolen. and people on family trips were visited by police. >> you'd think that they would just call you and say hey, do you have the call?

s if sloppy as you head out, but we have some rain on 101 moving east. and then we'll see the waves of rain coming through for the near term. by 9:00, it will be more spotty, but north bay is still the target. and this evening there is a chance of rain in the south bay, but then the rest of the day may pretty much be sunny for you. tonight we're clear and chilly. and we'll be staying cool and even on thursday, as the next system arrives, it will be just slightly cooler. but take a look at these overnight temperatures.

this is what we'll have tomorrow morning as you are waking up, temperatures in the near freezing in the north bay. and napa and santa rose, 33, but 36 in dublin. and more rain ahead going into friday. especially for the afternoon into the weekend, saturday, sunday, looking wet even into early monday. kind of on repeat. and then we get another storm system moving in late on tuesday. but at least for the rest of the week, we could see another 2 to 3 inches of rain for parts of the north bay where you see the pink shading, and where we have the red, that is indicating another 1 to 2 inches of rain. and for the sierra, several more feet of snow. so it could be difficult getting there, the roads may be icy as we at the time at least another 2 feet of snow falling toward the end of the week. and temperatures not warming up at all. in fact it will only reach into the 50s. morning temperatures in the 30s. and about the same in san

francisco. mike, it seems pretty calm right now. >> the calm during some of the storms i guess. still damp roadways here at the bay bridge, but earlier this morning, there was a bit of puddling and water kicking up. more rain coming in waves. right here just north of that richmond bridge toward san rafael, there is more activity going. east bay side getting a bit more rain at the toll plaza. and the green highlighted around the bay is slicker roadways. a car lost control reportedly crossing the lanes here westbound 24, no injuries and no lanes blocked. the car went off the roadway into the side there. so checking on injuries but nothing reported. there may be a new crash near dumbarton bridge, but watch for the slick conditions. back to you.

thanks for starting your day with us. and let's get you started with a look at the forecast when you walk outside, will it be raining? kari hall has the answer. >> and we're seeing some rain in some spots. we see the rain on the camera lens and it will be spotty as we go into the next couple of hours. but once again, most of that is in the north bay and it is kind of hit or miss elsewhere, but as we've seen some of the pockets of the heavier rain moving through san rafael, that makes the commute more difficult. and we're still going to see the waves of rain coming through as the storm system spins right over the bay area. but once it clears the cold air settles in and it will turn our attention to the next storm system coming in. so more on that in a few minutes. and we have team coverage on the new meters set to be

activated along interstate 680, and it starts tonight. >> and we want to begin with bob redell live near one of the such meters along northbound 680. >> reporter: good morning. we want to point this out, it has nothing to do with your morning commute, this is your afternoon commute when caltrans will be activating the metering lights along northbound 680 south of milpitas up to pleasanton. and you can see on this map where they are located. northbound 680. and all the way up to here at stone ridge drive. lights will turn on between 2:00 and 8:00 when there is a lot of traffic. otherwise they will be turned off or just left on continuously

green. and also washington avenue and mission boulevard route 238, they already have metering lights which will be extended to 8:00 p.m. anyone here in the bay area is familiar with the metering lights. bob redell, "today in the bay." >> thanks, bob. and so a closer look at how it may change the commute for us? >> yeah, ideally it will smooth things out as bob was talking about. it is kicking in as early as 2:00 p.m. because folks know that as early as 1:30, things can start to get more crowded headed into this area. so the deal is if it gets crowded enough, the metering lights will be activated.

so throughout the evening that will hopefully smooth out the drive. this is the peak of the slowing for the north bay portion of 680 coming in through the tri-valley. so hopefully it will smooth things out. but word of caution in the area, be prepared as you approach the on-ramps because you may have a backup that forms on that section. here there is a crash southbound 880, sounds like a vehicle lost control and went off the roadway. and here west 24, another vehicle lost roll. and so watch for the slick conditions. back to you. and antioch police announced a a break in the case of a violent assault that left an east bay fast food worker blind in one and i. u.s. marshals arrested white carter and he is facing felony assault charges. the incident happened in

antioch. the man was in a violent altercation with a staff member and the worker said that she was defending a special needs person when the man started yelling violent threats. doctors could not save her right eye. and a bombshell decision by san jose leaders. they voted to appoint two council seats. >> and kris sanchez is looking at that fallout from the decision. and this runs counter to what the council has done before. >> it does. and the question is why. right? so the two big points raised were the cost of a special election which the reregistrar' office says that it could run to $7.5 million to $11 million. and special elections have lower turnouts and could be less democratic. and there are a lot of people who weighed in until nearly

midnight last night. there was a heated meeting with hundreds of citizens speaking out. 134 from districts 8 and 10 which are the ones with the open seats. and others spoke out urging the council to consider the long term effects of appointing replacements rather than having special elections. again, district 8 and district 10. and the district mayor elect -- >> so he will continue to lead our city and also represent district 10 whereas my district,s it is almost always forgotten, will not have representation and so with a special election people are asking to overlook that. >> we don't have the luxury to say that cost doesn't matter.

>> last time council member was appointed was back in 1994 and then the next five say cans is is were filled with special elections. latest was in 2014. last night he said clearly they don't know what the voters want. >> how ironic that they think that they should appoint council members for these two districts. despite the fact that they got it pretty wrong only two week before. at least in the view of the majority of the electorate. so, yes, this is unprecedented. and i think it brings shame to our city.

>> and he says the council for the wrong. laura. and now talking about the city of richmond, finally taking aun unusual step to determine a winner in last month's city council race there. both candidates received the exact same number of votes in the race for the district seat. and that means that a tie breaker. but this is literally left to luck. last friday the county elections office certified the results. so today each candidate's name will be placed in a sealed unmarked envelope. one will be drawn to determine the winner. they resort to a draw because they couldn't afford a runoff election. and today is the day oakland leaders will consider renames one of its streets against too short. ♪♪ if approved one stretch of the road in oakland may soon be

macon, rain. in arizona, democrat katie hobbs officially the governor elect, the state certified the result of its election. challenger kari lake still claims she won but that is irrelevant now. and current doug ducey. >> we waited patiently for the democratic process to play out. and now the votes have been tabulated in all 15 counties certifying the results band in arizona we built a strong foundation and our future is bright. >> ob hobbs was next to doocy at that announcement which also confirmed the election of mark kelly. the reason hobbs is at the head table she is currently the secretary of state, she is in charge of elections, in charge of her own election. republicans objected to that understandably, but not

anything. a lot more for novato, nearing an inch. for san jose, about an tenth of an inch. and it is still pouring once again in the north bay and some of the areas racking up on the rainfall totals. novato seeing the heaviest moving through, but that is also complicating the commute heading through the north bay as we continue to see the rain in spots. other areas are just seeing some of the lighter showers. right now the temperature is at 47, it is starting to clear out a bit and then we'll have a cold morning and then we'll start to see the temperatures in the mid-50s going through late morning. but the rest of day, scattered showers will continue. here we are at 10:00 and it is mostly the north bay the focus of where we could see more of that rain. but it does start to wind down and even this evening there will be a slight chance of showers.

tonight it clears out and then we'll have our next round of rain coming in late on thursday. so not much of a break, but of course all of this much needed. as far as temperatures, we're in the mid to upper 50s for today and tomorrow morning we'll start out cold near freezing in parts of the north bay. inland valley may be dealing with frost. next cold front comes in on friday, another system right behind that, it looks like it will stay very busy over at least the next week. as additional rainfall continues to move in. and as far as how much rain we could see between now and sunday, the potential of getting about 2 to 3 inches of rain in parts of the north bay where you see the pink, the red indicates where we could have about 1 to 2 inches of rain over the next few days. and more snow for the sierra. and another couple of feet for south lake tahoe, possibly up to 42 inches for king veil and kirkwood. so you can see that the rain is off and on really only wednesday is our dry day in the forecast.

welcome back. let's turn to the climate in crisis. giant sequoias are the largest tree on the planet found only here in california but the majestic sequoias that have existed for thousands of years are nearing extinction as our lack of forest management have caused an overpopulation of trees in the sierra. and that as well as the explosive and intense wildfires made worse by climate change has killed 20% of giant a coy i can't say. and greg bledsoe shows us the fight to preserve our historic trees. >> we're here to create a defensible space around each and we'll come back and burn these piles. >> we have treated over 2200 giant sequoia.
